Climate change could significantly reduce the quality of life for poor people in Asia. Extreme heat and drought, and the increased incidence of natural disasters will pose new challenges for the urban poor and rural farmers. If farming profits decline, urbanization rates will accelerate and the social costs of rapid urbanization could increase due to rising infectious disease rates, pollution, and congestion. This paper studies strategies for reducing the increased social costs imposed on cities by climate change.

India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci. Confronted with rapid urbanization, population growth, traffic congestion, and climate change, there is growing interest in creating cities that support active transport modes including walking, cycling, or public transport. The ‘30 minute city’, where employment is accessible within 30 min by active transport, is being pursued in some cities to reduce congestion and foster local living. This paper examines the spatial relationship between employment, the skills of residents, and transport opportunities, to answer three questions about Australia’s 21 largest cities: (1) What percentage of workers currently commute to their workplace within 30 min? (2) If workers were to shift to an active transport mode, what percent could reach their current workplace within 30 min? and (3) If it were possible to relocate workers closer to their employment or relocate employment closer to their home, what percentage could reach work within 30 min by each mode? Active transport usage in Australia is low, with public transport, walking, and cycling making up 16.8%, 2.8%, and 1.1% respectively of workers’ commutes. Cycling was found to have the most potential for achieving the 30 min city, with an estimated 29.5% of workers able to reach their current workplace were they to shift to cycling. This increased to 69.1% if workers were also willing and able to find a similar job closer to home, potentially reducing commuting by private motor vehicle from 79.3% to 30.9%.

Please check back later for the full article.Africa, a continent with the largest number of countries falling under the category of Least Developed Countries (LDCs), remains highly dependent on rain-fed agriculture that suffers from low intake of water, exacerbating the vulnerability to climate variability and anthropogenic climate change. The increasing frequency and severity of climate extremes impose major strains on the economies of these countries. The loss of livelihoods due to interaction of climate change with existing stressors is elevating internal and cross-border migration. The continent is experiencing rapid urbanization, and its cities represent the most vulnerable locations to climate change due in part to incapacitated local governance. Overall, the institutional capacity to coordinate, regulate, and facilitate development in Africa is weak. The general public is less empowered to hold government accountable. The rule of law, media, and other watchdog organizations, and systems of checks and balances are constrained in different ways, contributing to poor governance and resulting in low capacity to respond to climate risks.As a result, climate policy and governance are inseparable in Africa, and capacitating the government is as essential as establishing climate policy. With the highest level of vulnerability to climate change compared with the rest of the world, governance in Africa is pivotal in crafting and implementing viable climate policies.It is indisputable that African climate policy should focus first and foremost on adaptation to climate change. It is pertinent, therefore, to assess Africa’s governance ability to identify and address the continent’s needs for adaptation. One key aspect of effective climate policy is access to up-to-date and contextually relevant information that encompasses indigenous knowledge. African countries have endeavored to meet international requirements for reports such as the National Communications on Climate Change Impacts and Vulnerabilities and the National Adaptation Programmes of Action (NAPAs). However, the capacity to deliver on-time quality reports is lacking; also the implementation, in particular integration of adaptation plans into the overall development agenda, remains a challenge. There are a few successes, but overall adaptation operates mainly at project level. Furthermore, the capacity to access and effectively utilize availed international resources, such as extra funding or technology transfer, is limited in Africa.While the continent is an insignificant source of emissions on a global scale, a more forward looking climate policy would require integrating adaptation with mitigation to put in place a foundation for transformation of the development agenda, towards a low carbon driven economy. Such a futuristic approach calls for a comprehensive and robust climate policy governance that goes beyond climate to embrace the Sustainable Development Goals Agenda 2030. Both governance and climate policy in Africa will need to be viewed broadly, encompassing the process of globalization, which has paved the way to a new geological epoch, the Anthropocene. The question is, what should be the focus of climate policy and governance across Africa under the Anthropocene era?

Green plants provide the foundation for the structure, function, and interactions among organisms in both tropical and temperate zones. To date, many investigations have revealed patterns and mechanisms that generate plant diversity at various scales and from diverse ecological perspectives. However, in the era of climate change, anthropogenic disturbance, and rapid urbanization, new insights are needed to understand how plant species in these forest habitats are changing and adapting. Here, we recognize four themes that link studies from Asia and Europe presented in this Special Issue: (1) genetic analyses of diverse plant species; (2) above- and below-ground forest biodiversity; (3) trait expression and biological mechanisms; and (4) interactions of woody plants within a changing environment. These investigations enlarge our understanding of the origins of diversity, trait variation and heritability, and plant–environment interactions from diverse perspectives.

Abstract: The research study entitled ‘Global Environment, Climate Change, Smart Urbanization and International Environment Laws for Global Sustainable Development’ focuses on the issues relating to the global environment, climate change, smart urbanization and the international environmental laws that determine these global indicators in achieving sustainable development goals and in trying to assess the linkages and implications of these macro variables as key determinants of the global environment and climate change. Thus, the problem associated with this research study is a global phenomenon that definitely has national, sub-national, and regional implications/ramifications across economies. These macro variables are scientific and practical determinants of the way global economies move forward and the problems encountered by various economies in the light of the global environment, climate, and rapid smart urbanization changes. Hence, the research problem which the research study focuses on is a realistic and practical one that encompasses, covers, and determines the major macro aspects of the global economies. The aspects dealt in the research study covers among others issues such as global environment, climate change, smart urbanization, and international environmental laws, IPCC, Paris Agreement on Climate Change and NDCs, promoting climate-resilient smart and rapid urbanization, exploration of climate change legislation, global environmental governance systems to promote peace, justice and development and in fulfillment of environmental and human rights connected with it, etc., The most important conclusions drawn from the research study is that United Nations has been playing a major role as the unique international organization which has been making all-out efforts to mitigate climate change, adopt climate-resilient measures for effective, smart and rapid urbanization in cities, reshaping these measures to attain global sustainability and Sustainable Development Goals(SDGs) and in impacting global infrastructure for global sustainable development.

Urban land expansion plays an important role in climate change. It is significant to select a reasonable urban expansion pattern to mitigate the impact of urban land expansion on the regional climate in the rapid urbanization process. In this paper, taking Wuhan metropolitan as the case study area, and three urbanization patterns scenarios are designed to simulate spatial patterns of urban land expansion in the future using the Partitioned and Asynchronous Cellular Automata Model. Then, simulation results of land use are adjusted and inputted into WRF (Weather Research and Forecast) model to simulate regional climate change. The results show that: (1) warming effect is strongest under centralized urbanization while it is on the opposite under decentralized scenario; (2) the warming effect is stronger and wider in centralized urbanization scenario than in decentralized urbanization scenario; (3) the impact trends of urban land use expansion on precipitation are basically the same under different scenarios; (4) and spatial distribution of rainfall was more concentrated under centralized urbanization scenario, and there is a rainfall center of wider scope, greater intensity. Accordingly, it can be concluded that decentralized urbanization is a reasonable urbanization pattern to mitigate climate change in rapid urbanization period.

With global warming and rapid urbanization, urban agglomerations over the Loess Plateau (LP) are suffering from various urban disasters. Urbanization has aggravated the decreasing trends of extreme precipitation in Taiyuan and Xi’an urban agglomerations (UAs) and enhanced the increasing trends of extreme precipitation in Luoyang, Hohhot and Xining UAs during 1979–2018. Meanwhile, the number of light rain days decreases in almost all the cities, indicating the sensitivity of light rain days to urbanization. The climate change is a primary contributor to the change of urban precipitation during 1980–2000. However, the urbanization contribution has been increasing gradually since 2000, and the urbanization further amplifies the trend of extreme precipitation caused by the climate change. In terms of the physical mechanisms, the rapid increasing surface temperature and aerosol particles are closely related to the urban precipitation. Our findings provide a systematic understanding of the urbanization effects on the extreme precipitation over the LP and may play an important role in the mitigation of urban disasters.

Despite the rising interest in smart city initiatives worldwide, governmental theories along with the managerial perspectives of city planning are a great lack in the literature. It is definitely understandable that the adoption of configurational pathways towards the ‘smart’ ‘governance’ models is required as key factor and smartness’ facilitator in modern cities. In this manuscript, we display an exhaustive analysis on the importance of the n-Helix models along with a benchmarking critical approach through selected European case-studies. The study, through the literature review, revealed the lack of exhaustive analyses for the methodological investigation, identification and adoption of the most appropriate governance model and collaborative approaches per project and collaborative approaches and create modular frameworks to address efficiently the continuous urban challenges, such as the rapid urbanization or the climate change.

Groundwater table depletion and increasing flood events can be easily realized in urban areas. It is necessary to improve existing storm water management systems for good quality water environment and reduced hydro-meteorological disasters while preserving our natural/pristine environment in a sustainable manner. This can be achieved through optimal collection, infiltration and storage of storm water. The need of sustainable storm water management is desired and optimal capture measure is explored in this paper. This paper provides a review of storm water management in urbanization and climate change context with a case study of Tokyo Metropolitan, Japan which could be helpful in mitigating the dual problems of groundwater depletion and flood events. This paper presents the overview of storm water run-off management in order to guide future storm water management policies. Also, the effects of different onsite facilities from water harvesting, reuse, ponds and infiltration are explored to establish adaptation strategies that restore water cycle and reduce climate change induced flood and water scarcity.
