State Building in Western Europe and the Americas in the Long Nineteenth Century

This article investigates the policing measures of the Habsburg Empire against the exiled defeated revolutionaries in the Mediterranean after the 1848–1849 revolutions. The examination of this counter-revolutionary policy reveals the pioneering role Austria played in international policing. It shows, in particular, that Vienna invested more heavily in policing in the Mediterranean after 1848 than it did in other regions, such as Western Europe, due to the multitude of ‘Forty-Eighters’ settled there and the alleged inadequacy of the local polities (e.g., the Ottoman Empire, Greece) to satisfactorily deal with the refugee question themselves. The article explains that Austria made use of a wide array of both official and unofficial techniques to contain these allegedly dangerous political dissidents. These methods ranged from official police collaboration with Greece and the Ottoman Empire to more subtle regional information exchanges with Naples and Russia. However, they also included purely unilateral methods exercised by the Austrian consuls, Austrian Lloyd sailors and ship captains, and ad hoc recruited secret agents to monitor the émigrés at large. Overall, the article argues that Austrian policymakers in the aftermath of 1848 invented new policing formulas and reshaped different pre-existing institutions (e.g., consuls, Austrian Lloyd), channelling them against their opponents in exile. Therefore, apart from surveying early modes of international policing, this study also adds to the discussion about Austrian (and European) state-building and, furthermore, to the more specific discussion of how European states dealt with political dissidents abroad in the nineteenth century.

John Mauropous, an eleventh-century Metropolitan of Euchaïta, has long been commemorated in the service books of the Orthodox Church. The Synaxarion for the Office of Orthros on 30th January, the day dedicated to the Three Fathers, St. Basil the Great, St. Gregory the Theologian, and St. John Chrysostom, tells how the festival was instituted by Mauropous and describes him as ‘the well-known John, a man of great repute and well-versed in the learning of the Hellenes, as his writings show, and moreover one who has attained to the highest virtue’. In western Europe something was known of him certainly as early as the end of the sixteenth century; his iambic poems were published for the first time by an Englishman in 1610, and his ‘Vita S. Dorothei’ in the Acta Sanctorum in 1695. But it was not until the second half of the nineteenth century that scholars were really able to form some idea of the character and achievement of this Metropolitan of Euchaïta. Particularly important were two publications: Sathas' edition in 1876 of Michael Psellus' oration on John, and Paul de Lagarde's edition in 1882 of some of John's own writings. This last contained not only the works already printed, but a number of hitherto unpublished sermons and letters, together with the constitution of the Faculty of Law in the University of Constantinople, and a short introduction containing part of an etymological poem. But there remained, and still remains, one significant omission: John's canons have been almost consistently neglected.

During the last half of the nineteenth century, major population shifts occurred throughout Western Europe, reflecting heavy international migration as well as internal movement from rural to urban places. The latter process, in particular, has been an integral part of the modernization process and was a response both to rural population pressures and to expanding opportunities in the cities. Yet the pace of urbanization was by no means uniform for different countries, in different regions of the same country, or among various subgroups within a single region or province. As a result, analyses using large geographic units or aggregated statistics may mask variations in the underlying dynamics of internal migration.

Abstract Hungary was an important destination for British travelers in the nineteenth century, whose travel accounts provide intriguing insights into the cultural and political climate of the period. John Paget’s journey was meticulously recorded in his extensive book entitled Hungary and Transylvania (1839) that served as a travel guide for other British visitors after him. Paget, who took part in the 1848/49 War of Independence, and became a “Hungarian,” opened Europe’s eyes to the Hungarian people and their country, destroying several false myths that existed about Hungarians in Western Europe, thus attempting to shape up a more favorable picture about them. The present paper examines a few questions regarding the representation of Hungary and of Transylvania in general in the travelogue: how did Paget describe particular cities and regions, the inhabitants, as well as their everyday life? I will attempt to look at the (changing) images of Hungary and Transylvania in Paget’s writing, as well as to offer an insight into Hungarian society and culture in the nineteenth century as contrasted to English culture and politics.

The introduction provides an overview of the historiography of midwifery and reproduction from which this book draws and presents the work’s central arguments: that ideals of sexual honor became imperative for an increased sector of Mexico’s female population as the nineteenth century progressed, that reproduction became a matter of public concern in republican Mexico that diverged from childbirth’s private nature in the colonial era, and that unlike in Anglo America or much of western Europe, in Mexico the professionalization of medicine did not involve the obliteration of midwifery or of pre-Columbian medical practices at least through the nineteenth century. The introduction also provides an overview of the extant statistical overview of changes in birth rates, neonatal mortality, and maternal mortality in Mexico across time, and discusses the sources, organizational logic, and methodological parameters of the book.


This introductory chapter provides an overview of Russian and Ukrainian witchcraft from the Middle Ages to the turn of the twentieth century. Like their European neighbors, Russia and the Ukrainian lands recorded incidents of witchcraft and sorcery from the times of the earliest written sources, and along with other Christian cultures, they formally condemned the practice of magic outside of the Church. In synch with their European contemporaries, they saw spikes in formal legal prosecution during the early modern period. In the case of Russia, this was a time of ambitious state building and expansion of the tsarist court system. Formal trials of witches there began as a minute trickle in the late sixteenth or early seventeenth century, when they were already well underway or even inching toward an end in parts of Western Europe. Peaking in the second half of the seventeenth and first half of the eighteenth centuries, Russian and Ukrainian trials abated only during the 1770s but did not cease altogether until the mid-nineteenth century. Witchcraft was energetically prosecuted in Russia and Ukraine after the entire notion of magic had fallen into disrepute (or even become laughable) among most members of the educated classes in Western areas.

This chapter describes Jewish popular reading in inter-war Poland, looking at shund and the Polish tabloid press. In the first third of the twentieth century, as the Polish press was developing rapidly, sensationalist newspapers began to proliferate. While this type of press had been widespread in the United States and western Europe since the middle of the nineteenth century, it first emerged in Poland only in 1910, with Ilustrowany Kurier Codzienny (Illustrated Daily Courier) in Kraków. In Warsaw, the first tabloid newspapers, Kurier Informacyjny i Telegraficzny (Information and Telegraphic Courier) and Ekspres Poranny (Morning Express), appeared in 1922. In 1926, Kurier Informacyjny i Telegraficzny changed its name, now printed in red, to Kurier Czerwony (Red Courier). In time, the colour red became emblematic of sensationalist newspapers in Poland, and they were nicknamed czerwoniaki (Reds), similar to the ‘yellow’ press in the West.
