Abstract Although scholarly interest in populism has increased as populist parties have risen across Europe, the subnational level has been largely overlooked. This article adopts an original subnational focus and explores an unlikely but increasingly prevalent political agenda: the combination of technocracy and populism. We focus on technocratic populism as a political and governance strategy at the municipal level and assess how the interaction of populism and technocracy plays out empirically in relation to administration and public policies and how the tensions and synergies between technocracy and populism are solved at the local level. The article argues that the local level is especially prone to this kind of intersection between technocratic and populist ideology. While the article is mainly an exercise in concept development, two illustrative cases at the city level, namely the Movimento 5 Stelle (M5S, Five Star Movement) in Rome and the Akce nespokojených občanů (ANO, Action of Dissatisfied Citizens) in Prague are used to support the argument.

ABSTRACTRadiological terrorism has been recognized as a probable scenario with high impact. Radiological preparedness planning at the federal and state levels has been encouraging, but translating complex doctrines into operational readiness at the local level has proved challenging. Based on the authors' experience with radiological response planning for the City of Baltimore, this article describes an integrated approach to municipal-level radiological emergency preparedness planning, provides information on resources that are useful for radiological preparedness planning, and recommends a step-by-step process toward developing the plan with relevant examples from the experience in Baltimore. Local governmental agencies constitute the first line of response and are critical to the success of the operation. This article is intended as a starting framework for local governmental efforts toward developing a response plan for radiological incidents in their communities.(Disaster Med Public Health Preparedness. 2011;5:S151-S158)

AbstractThis article analyses the origin of the persistently high level of electricity prices that hampered the expansion of electricity consumption during the interwar period in Porto. Initially, the rent-seeking behaviour of both the supply firm and the City Hall at the local level affected the expansion of the local electricity market. During the 1930s, this collusion at municipal level coincided with unpredictable energy policies at state level. This circumstance impeded the indispensable increase of scale and the building of a regional market of electricity in north Portugal. The literature on regulation and institutional analysis has proved very useful. Finally, though equally important, primary sources from company archives and institutional bodies were also employed.

Abstract Research on cities have received increased attention over the years. Urban spaces are, on the one hand, a significant target of speculative financial investments and commodification of life, generating dynamics that are very difficult to contain within the competencies of local governments. At the same time, cities are the central space of everyday life, where there is resistance at many levels seeking to defend the conditions of living and subsistence of the majority of citizens. This special issue presents exciting contributions to the debate on public policies and the city. The articles published approach cities as urban spaces of diversity and encounters; the arena of discursive and material struggles; contradictory embeddedness of commodification and resistance; the focus of institutional disputes between exclusion and participation; and finally, changing spaces that respond to the need for new management technologies at a local level. Drawing on various theoretical frameworks and rich empirical discussions, this special issue reclaims cities as central spaces of everyday life, which are particularly important for protection and emancipation in a global scenario of uncertainty.

The article describes the political evolution of the Italian Five Star Movement (Movimento 5 Stelle - M5S) at the local level (2009-2012) with a specific reference to the «Italian Stalingrad» i.e. the city of Parma. In the administrative elections held in 2012 the M5S was able to get its first Major, Federico Pizzarotti, who was unexpectedly elected in the second round defeating the center left coalition. Born as a local and civic experience in the so called Meetup (local party meetings), the M5S of Parma is an example of «overpromising populism» (Mény & Surel 2000) accused by Beppe Grillo (the central office) of a compromise-collusion made by Pizzarotti with the «old» power (traditional parties). Firstly, a short overview of the local evolution of M5S is given in order to better understand its level of local penetration and representation between 2009-2014. Secondly, the analysis of the 2012-2017 electoral campaigns will be described taken into consideration the political characteristics of all the competitors and the main determinants of Pizzarotti's two electoral success. Thirdly, some hypothesesabout the future of the «Effetto Parma» civic party and Pizzarotti's leadership at the local and national level will be provided.

Several solutions and city planning policies have emerged to promote climate change and sustainable cities. The Sharing Cities program has the ambition of contributing to climate change mitigation by improving urban mobility, energy efficiency in buildings and reducing carbon emissions by successfully engaging citizens and fostering local-level innovation. A Digital Social Market (DSM), named Sharing Lisboa, was developed in Lisbon, Portugal, supported by an application (APP), enabling the exchange of goods and services bringing citizens together to support a common cause: three schools competing during one academic year (2018/2019) to win a final prize with the engagement of school community and surrounding community. Sharing Lisboa aimed to promote behaviour change and the adoption of energy-saving behaviours such as cycling and walking with the support of local businesses. Participants earned points that reverted to the cause (school) they supported. A total of 1260 users was registered in the APP, collecting more than 850,000 points through approximately 17,000 transactions. This paper explores how the DSM has the potential to become a new city service promoting its sustainable development. Furthermore, it is crucial for this concept to reach economic viability through a business model that is both profitable and useful for the city, businesses and citizens, since investment will be required for infrastructure and management of such a market.

AbstractEver since the spectacular boom and bust cycle of the Spanish real estate industry, endemic corruption at the local level has become a widely recognized problem in the national public discourse. In an effort to expose an under-explored political determinant, this paper investigates the effect of local and regional alignment in fomenting corruption at the Spanish municipal level. To do so, we construct an ample panel dataset on the prevalence of corrupt practices by local politicians, which is employed to test the possible impact of partisan alignment in three consecutive joint municipal and regional elections. Findings show aligned municipalities to be more corrupt than non-aligned ones, an effect that is further associated with absolute majorities at both levels of government and higher capital transfers. By contrast, we also show that “throwing the rascals out” could be an effective strategy for curbing the corrupt practices of aligned municipalities. This indicates that the democratic political process may be effective in corruption control if agreements can be reached to remove corrupt politicians or parties from power.

This paper explores the urban politics of austerity in Greece, paying particular attention to ‘local collaboration’. It revisits the key austerity periods noted in the country since accession to the European Union (1981), and marks their impact in redefining central–local relations, amidst a broader rescaling endeavour. A direct link is identified between austerity-oriented pre-occupations and the introduction of territorial regulatory experimentations that rest heavily on local-level collaboration and competitiveness. The overall record of partnerships, however, has been appraised, up until recently, as underdeveloped. From this spectrum, we look at the latest re-organization of state spatial contour (2010). The influence of this rescaling attempt on local relational attributes is explored in Athens, in light of the emergent re-shuffling in the scalar balance of power rendering austerity pre-occupations a firm trait of the emerging regulatory arrangement. Examination focuses on key social policy programmes launched recently by the City in an attempt to ameliorate extreme poverty and social despair. In Athens, it is argued, a financially and regulatorily deprivileged local authority is opening up to the influence of corporate and third sector organizations. It adopts a partnership approach that is best understood as a form of ‘elite pluralism’, undermining local political agency and falling short in addressing social deprivation.

This article offers a practitioner’s perspective on California’s criminal justice Realignment. Drawing on my direct experience implementing Realignment as the chief probation officer in the city and county of San Francisco, I argue that the San Francisco case illustrates how decarceration can occur without compromising public safety, and I offer a set of lessons for practitioners and policy-makers about how to achieve decarceration despite local political, organizational, and cultural barriers. Specifically, I identify interagency collaboration, investment in community corrections and a commitment to alternatives to incarceration and community engagement with the families of both victims and offenders as key facilitators of decarceration at the local level. I urge observers not to dismiss these lessons as idiosyncratic to San Francisco’s unique locale. Rather, my experience has been that even San Francisco’s exceptionally hospitable local culture is not enough to successfully implement reform; structural arrangements that institutionalize the practical implementation of cultural commitments to reduce reliance on incarceration are required.
