Considerando que o processo de desenvolvimento urbano implica na multiplicação dos impactos ambientais decorrentes do assentamento humano sobre a área de influência da cidade e a existência de diretrizes de ação visando à promoção da sustentabilidade urbana na Agenda 21 brasileira, bem como nas disposições do Estatuto da Cidade, especialmente no que se refere aos objetivos da política urbana, garantia do direito a cidades sustentáveis, planejamento do desenvolvimento urbano, estudo de impacto de vizinhança e ao Plano Diretor, o trabalho aponta possibilidades de efetivação destas diretrizes e dispositivos legais no gerenciamento urbano por meio de políticas públicas locais no âmbito dos transportes, habitação e uso do solo. Tais políticas deverão estar dirigidas a objetivos ambientais definidos em função do grau de qualidade ambiental urbana presente e da eqüidade da sua distribuição espacial, visando a uma situação futura desejada. Public policies and urban sustainable development Abstract Considering that urban development is directly related to the spreading of environmental impacts caused by human settlements within city limits and the existence of directives in the Brazilian Agenda 21 regarding the promotion of urban sustainability, as well as the content of the City Statute regarding urban policies towards sustainable cities and urban planing, this study presents possibilities of implementing directives and legal measures for urban management by means of local public policies concerning transportation, habitation and land use. Such policies should be directed towards environmental objectives, defined with regard to the present urban environmental quality and spatial distribution, aiming at a desired future condition.

O  presente artigo articula dois fenômenos aparentemente  distintos, o Urbicídio e o Juvenicídio, enquanto expressões da crise estrutural do capital., que se agrava no Brasil e nos demais países dependentes no atual quadro. A cidade é palco de um modelo neoliberal que segrega a classe trabalhadora dos direitos acessados nos grandes centros urbanos, sendo as periferias desprovidas de equipamentos públicos. As juventudes, mesmo que legalmente reconhecidas comosujeito de direitos, são vítimas da  ausência  de políticas sociais, principalmente nas periferias, territórios violados pelo Estado Penal. As políticas públicas até então constituídas promovem ações limitadas focadas no recrutamento de jovens no mercado de trabalho desassociadas de políticas públicas de proteção social básica, cada vez mais precarizadas. No entanto, as juventudes, plenas de potencialidades, podem protagonizar movimentos de resistência a este projeto societário, que exclui, encarcera e mata.Palavras-Chave: Juventudes, Território, Juvenicídio, Urbicídio THE TWO SIDES OF THE SAME COIN: Urbicide and Youthicide in Brasilian Reality.Abstract: The present article discuss two apparently distinct phenomena, Urbicide and Youthicide, as expressions of the structural crisis of capital, which is aggravated in Brazil and in the other dependent countries in the present conjuncture. The city is the stage of a neoliberal model that segregates the  working class, without right to the city  and  the social services.The youth, even if legally recognized as subject of rights, are victims of the absence of social policies, mainly in the peripheries, territories violated by the Criminal State. The public policies e promote limited actions focused on the recruitment of young people in the labor market disassociated with public policies of basic social protection, increasingly precarized. However, youths, full of potentialities, can carry out resistance movements to this project which excludes, imprisons and kills.Keywords: Youth,Territory,Youthcide, Urbicide

In the aftermath of the economic crisis in the city of Madrid, food geography transformed. The urban unemployed began to engage in agriculture in periurban areas, creating new alliances between producers and consumers. Over a period of 15 years the alternative food movement organized on the fringe gave way to agroecological civic platforms that are highly assertive, and a dialogue with political institutions has opened. A key moment in the advance of this proactive attitude came about in the municipal elections of May 2015. Activists ascended to positions of political power and the backdrop of the Milan Urban Food Policy Pact, created an opportunity for the food movement to move from protest to program, and public policies permeated by agroecological principles.

O artigo objetiva analisar o processo vivenciado na cidade de Altamira, estado do Pará, antes a construção da Usina Hidrelétrica de Belo Monte, voltando-se para a problematização de como as políticas públicas para crianças e adolescentes são afetadas pelos problemas decorrentesdesta grande obra. Através da análise de dados estatísticos comprova a precarização acelerada de índices sociais ligados à violência sexual, ato infracional e uso de drogas. Participation is key to understand our contemporary societies. Despite its prevalence, it remains insufficiently theorised in certain context. One such context is crowdsourcing, which has been proposed as a way to resolve so called ‘wicked’ problems. Crowdsourcing has tended to hold implicit ra-tional and universal epistemologies: the more participation the better. Us-ing resourcing theory, we look at a civic platform implemented with the ambitions to change social relations within the city of Madrid. We propose a processual view of participation which evolves in time taking and being given different qualities as schemas are enacted and resources created. The platform we analyse was supposed to engage citizens to become par-ticipative members of society in the definition of public policies. When this does not occur, alternative resources are designed to palliate the deficien-cies of the platform. We contribute to the literature on participation and urban policies by arguing that participation, however it is designed, will necessarily favour some at the expense of others, challenging its often im-plicit universalist and rationalist assumptions.

ResumoO presente trabalho examina a subcultura do graffiti e da pixação. O problema é como a falta de políticas públicas de arte urbana, que promovam a cultura de rua, recai em casos de cometimento de infrações, desconstrói o universo urbano e criminaliza os casos de graffiti – ilegal – e a pixação na cidade de Porto Alegre. O trabalho está organizado em cinco momentos: no primeiro examina-se como os jovens interagem com o espaço urbano, buscando dispor do direito à cidade; no segundo, apresenta-se alguns apontamentos sobre a cultura do graffiti na cidade; em terceiro, discute-se a distinção entre o graffiti e a pixação; em quarto, verifica-se os aspectos jurídicos do graffiti e a descriminalização trazida pela Lei n. 12.408, de 25 de maio de 2011, além das Leis Complementares municipais n. 771 de 21 de setembro de 2015 e 814 de 19 de julho de 2017; em quinto, examina-se a existência de políticas públicas no campo do graffiti e apresentam-se sugestões. O método de abordagem é dedutivo e o método de procedimento é monográfico, com técnicas de pesquisa bibliográfica e documental nos sites do governo municipal e com base na Lei de Acesso à Informação (LAI). Conclui-se que o aumento de repressão não reduz o índice de grafitagem e pixações, mas estimula o seu aumento.Palavras-chave: juventude; graffiti; pixação; direito a cidade; políticas públicas. AbstractThis work deals with tagging and graffiti as a youthful political and artistic expression to claim the right to the city. The general objective of this work is to discuss the youth subculture of tagging and graffiti in the city of Porto Alegre. The problem defined is how, the lack of public policies of urban art, which promote street culture, falls in cases of committing infractions, deconstructs the urban universe and criminalizes the cases of tagging – not allowed – and graffiti in the city of Porto Alegre? The work is organized in five moments: in the first one it examines how young people interact with urban space, seeking to have the right to the city; in the second, there are some notes about the graffiti culture in the city; third, the distinction between tagging and graffiti is discussed; fourth, there are legal aspects of graffiti and decriminalization brought by Law No. 12.408 of May 25 th , 2011, in addition to Municipal Supplementary Laws No. 771 of September 21 th , 2015 and 814 of July 19 th, 2017; fifth, the existence of public policies in the field of graffiti is examined and suggestions are presented. The method of approach is deductive and the procedure method is monographic, with bibliographic and documentary research techniques on the websites of the Municipal Government and based on the Law of Access to Information (LAI). Transport demand and private motor vehicle ownership (cars and motorcycles) are generally related to the socio-economic development, increasing urbanization, public policies and rising per capita income. Private motor vehicle ownership varies between countries and geographical regions. However, it tends to have some common patterns in its historical evolution. So that during the early stages of development, the rate of motorization increased mainly by acquisitions of PTWs (mopeds and motorcycles). As the economy grows, the increase in per capita income stimulates a shift from PTWs to cars, which are preferred for their safety, versatility, comfort and social status. The increasing use of cars contributes to raising travel costs (congestion, parking constraints, accidents, pollution), that coupled with public policies to discourage car use, tends to favour modal shifts from cars to public transport and in some regions also to PTWs. This study analyze the historical evolution of private motor vehicle ownership in Spain (cars and motorcycles), and identify the stage in which is the city of Barcelona, characterized by the high use of PTWs.  The increase use of PTWs is a common phenomenon in some major European cities and suggests a continuous future growth in developed countries and congested urban areas, that is not in line with the assumptions of some models, which predict that in the long-run there will be a decrease in use of PTWs with high income per capita levels.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3497

In a context where digital giants are increasingly influencing the actions decided by public policies, smart data platforms are a tool for collecting a great deal of information on the territory and a means of producing effective public policies to meet contemporary challenges, improve the quality of the city, and create new services. Within the framework of the Smarter Together project, the cities of Lyon (France), Munich (Germany), and Vienna (Austria) have integrated this tool into their city’s metabolism and use it at different scales. Nevertheless, the principle remains the same: the collection (or even dissemination) of internal and external data to the administration will enable the communities, companies, not-for-profit organizations, and civic administrations to “measure” the city and identify areas for improvement in the territory. Furthermore, through open data logics, public authorities can encourage external partners to become actors in territorial action by using findings from the data to produce services that will contribute to the development of the territory and increase the quality of the city and its infrastructure. Nevertheless, based on data that is relatively complex to extract and process, public data platforms raise many legal, technical, economic, and social issues. The cities either avoided collecting personal data or when dealing with sensitive data, use anonymized aggregated data. Cocreation activities with municipal, commercial, civil society stakeholders, and citizens adopted the strategies and tools of the intelligent data platforms to develop new urban mobility and government informational services for both citizens and public authorities. The data platforms are evolving for transparent alignment with 2030 climate-neutrality objectives while municipalities strive for greater agility to respond to disruptive events like the COVID-19 pandemic.
