Troubled Taxonomies and the Calculating State: Everyday Categorizing and “Race-Ethnicity”—The Netherlands Case

AbstractTabulating population demographics, including “ethnicity,” “nationality,” and “race,” has long been a mark of the modern state. Achieved through its statisticians, this requires the designation and operationalization of relevant categories. Such category-making practices are commonly “invisible,” as is, consequently, their role in making up race-ethnic identities, especially when conducted through the ordinary “everyday-ness” of registering for public services. In this article, the politics of category-making for counting purposes meets the politics of “ethnicity” and “race.” The article examines the creation of categories to tabulate “race-ethnic” concepts and identities through registration practices, as seen in The Netherlands. Registration form questions and answers show how “race,” “ethnicity,” and related ideas are being constructed, implicitly, through commonplace, everyday activities. What makes this case unusual is that these activities take place within an explicit policy restriction on the use of “race.” The article concludes with implications for policy-making with respect to the actuarial, “calculating” state and for theorizing the play of race-ethnic categories in policy practices for tabulating populations.

The article focuses on the evolution of the military technical corps in France between the mid-Eighteenth century and the Restoration, and proposes for them the notion of "State corporation". This phase - an intermediate one between the corps de métier and the corps d'État - was attained first by the engineers and the artillery. These corps selected their officers by competitive examination, which functioned both as an intellectual filter and a social one. The distinction generated by this filter - nurtured by an elitist approach based on meritocracy was not overridden by the Revolution. On the contrary, it was further consecrated by the creation of the École polytechnique, which soon became controlled by the military technical corps. The "State corporation" model was then extended through the École polytechnique to the geographical engineers and the civil public services. The institutional conflicts among the technical corps during the National Constituent Assembly and those between them and the École polytechnique (1794-1799) are analyzed along these interpretative lines. While the former show their corporative resistance of geographical engineers in the name of equality, the latter bring out their corporative resistance to external education of candidates.

В настоящее время создание безопасных условий исполнения и отбывания уголовного наказания в виде лишения свободы, укрепление защищенности сотрудников пенитенциарных учреждений от возможных угроз и опасных посягательств является одной из актуальных задач, стоящих перед уголовно-исполнительной системой. Данная ситуация сложилась в результате современной государственной политики в сфере противодействия преступности, а именно гуманизации наказания, что привело к изменению количественного и качественного состава осужденных, отбывающих наказание в местах лишения свободы, и осложнило оперативную обстановку. В статье отмечается, что несмотря на незначительное количество действий, дезорганизующих работу исправительного учреждения, в структуре пенитенциарной преступности, данные деликты имеют повышенную общественную опасность, так как совершаются в период отбывания наказания, и высокую латентность в силу как объекта (основного, дополнительного и факультативного), так и способа посягательства. Признавая криминологические данные основой для выработки мер противодействия преступности, в том числе пенитенциарной, авторы исследуют показатели одного из видов преступлений, совершаемых в исправительных колониях, - дезорганизация деятельности учреждений, обеспечивающих изоляцию от общества, а также личность преступника. Проведенное исследование позволило дать криминологическую характеристику преступлений, направленных на дезорганизацию деятельности учреждений, обеспечивающих изоляцию от общества, в частности, исправительных учреждений, а также определить особенности личности осужденных, их совершающих. Результаты исследования могут быть использованы при разработке теории преступного поведения и личности преступника, в частности, пенитенциарного. Currently, the creation of safe conditions for the execution and serving of criminal sentences in the form of deprivation of liberty, strengthening the protection of prison staff from possible threats and dangerous attacks is one of the urgent tasks facing the penal system. This situation has developed as a result of modern state policy in the field of combating crime, namely, the humanization of punishment, which has led to a change in the quantitative and qualitative composition of convicts serving sentences in places of deprivation of liberty, and has complicated the operational situation. The article notes that despite the small number of actions that disorganize the work of a correctional institution, in the structure of penitentiary crime, these torts have an increased public danger, since they are committed during the period of serving a sentence, and high latency due to both the object (both the main and optional) and the method of encroachment. Recognizing criminological data as the basis for developing measures to counteract crime, including penitentiary, the authors study indicators of one of the types of crimes committed in correctional colonies - disorganization of institutions that provide isolation from society, as well as the identity of the criminal. The research made it possible to give criminological characteristics of crimes aimed at disorganizing the activities of institutions that provide isolation from society, in particular correctional institutions, as well as to determine the personality of the convicted person who commits them.The results of the study can be used in the development of a General theory of criminal behavior and the personality of the criminal, and the penitentiary in particular.

In recent decades, so-called “mini-publics” have been organized in many countries to renew policy making and democracy. One characteristic of mini-publics is that the selection of the participants is based on random sampling or sortition. This gives each member of the community an equal chance of being selected. Another feature is that deliberation forms the core of the process of how proposals are developed. In this paper, we investigate the possibilities and challenges of sortition and deliberation in the context of the call for a deepening of democracy and more citizen engagement in policy making. Based on extensive research on citizens’ forums (G1000) in The Netherlands, we show the potential of mini-publics, but a number of shortcomings as well. Some of these are related to the specific design of the G1000, while others are of a more fundamental nature and are due to the contradictory democratic values that deliberative mini-publics try to combine. One of these concerns the tension between the quality of deliberation and political impact. We conclude that combining institutional approaches could be a way out to deal with these tensions and a step forward to both deepen and connect democratic processes.

Although deliberative reforms have been proposed to strengthen democracy, little is known about their impact on politics, public policies, and society. This article develops a framework to systematically assess this impact, differentiating between direct and indirect forms of impact. We apply this framework to two cases of deliberative citizens’ summits in the Netherlands. Our analysis reveals that these summits have a limited direct impact on local politics and policy making, but a relatively strong indirect impact on the local community. The article also discusses some conditions that mediate the impact of the forum.

The changing economic structures, increased complexity and social requirements of advanced societies have rendered the statistical foundations of the National Income and Product Accounts highly problematic as a guide to policy-making. Discussions of “secular stagnation” and low productivity growth are predicated on these problematic measures, including the measures of price change that are used to distinguish “real” from “nominal” changes. This paper explores the consequences for measurement and for policy of the rise of the decline of manufacturing employment, the rise of services, and the rising need for public goods, public services, and investments aimed at sustainability and at the quality of life.

Abstract: This article discusses implication of regional expansion of with the creation of Pesawaran Regency, the Province of Lampung, which was legally created based on the Law No. 33/2007 and officially promulgated on 2nd of November 2007. Before becoming a separate regency, Pesawaran was part of South Lampung Regency. There are both positive and negative implications of this expansion. Among positive implications are more effective control, available positions in bureaucracy for locals, better service delivery, fiscal distribution to newly created regency for development and infrastructures. Whereas negative implications include dispute in the site of regency office, shortage in budget allocation, infrastructure limitation, worsening public services and deteriorating relationship among key regional executives. Abstrak: Artikel ini mengkaji tentang implikasi pemekaran daerah Kabupaten Pesawaran Provinsi Lampung pasca reformasi. Terbentuknya Kabupaten Pesawaran berdasarkan undang-undang nomor 33 tahun 2007 yang memekarkan diri dari Kabupaten Lampung Selatan, dan diresmikan pada 2 November 2007. Terdapat implikasi positif dan negatif yang timbul dari pemekaran kabupaten Pesawaran Provinsi Lampung. Di antara implikasi positifnya adalah rentang kendali pemerintahan semakin dekat, terbukanya jabatan-jabatan (peluang kerja) baru untuk sebagian kecil masyarakat asli dan sekitar, terutama dalam sektor pemerintahan kabupaten, akses pelayanan publik semakin dekat, dan adanya distribusi fiskal ke daerah otonom baru sebagai upaya pembangunan dan penunjang struktur dan infrastruktur baru. Adapun implikasi negatifnya adalah terjadinya silang sengkarut lokasi kantor pemerintah kabupaten, keterbatasan anggaran sehingga terbengkalainya pemilukada perdana, keterbatasan infrastruktur, pelayanan publik yang semakin buruk, dan hubungan kerja yang kurang harmonis antar pimpinan dan pejabat daerah.
