Charismatic forms of healing can be found both in Chinese medicine and spiritual practices. This article examines how qigong healing sects in contemporary China became subject to state regulation and medicalization. Such a move was intended to eradicate masters who were viewed as promoting superstition (mixin) or heterodox spiritual practices. Yet, the rise of masters who intertwined healing with spirituality was facilitated by market reforms that enabled entrepreneurial forms of medicine. When other popular forms of healing emerged in the late 1990s, the previous state response to qigong facilitated containment practices which continue into the 21st century. Recent state policy towards sectarian organizations based on the promotion of science are compared with the regulation of qigong a decade earlier.

The term “hot mum” (La Ma, 辣妈) has become popular in the Chinese media in the 21st century, being regarded as a “feminist” image of the modern mother, as it breaks with the stereotype of the traditional Chinese mother. Departing from a historical framework of motherhood and feminism, as well as western theories of subjectification and individualization, the article explores the discourses of hot mums in contemporary China. Based on an analysis of more than eight hundred articles in a Chinese database, this article explores the impacts of the image of the hot mum upon practices of motherhood among contemporary Chinese women. The findings show that the notion of the hot mum has been transformed into the concept of “all-around hot mums” who take care of both their families and their careers. It is argued that this process has not changed power relations between men and women, nor the roles of father and mother. Commercial and market aspects have turned hot mums from an initial expression of women’s subjectivity with particular maternal values into subjects of consumerism. The hot mum discourse is apparently contributing to the oppression rather than empowerment of Chinese women, let alone their increased sense of individuality.

The article examines the stages of the formation of historiography devoted to the problems of confessional conversions in the second half of the 19th century on the territory of the Belarusian provinces. The historiographic trends that formed from the end of the 19th century to the beginning of the 21st century were identified and analysed. The authour studies the peculiarities of Belarusian and foreign historiography at the present stage, when a large number of works on religious issues has appeared, including confessional conversions. It is argued that in Soviet times, the issue of transitions from Catholicism to Orthodoxy was practically not touched upon. In their approaches and assessments, some researchers continue the traditions of pre-revolutionary historiography, but the majority of modern scientists strive to give an objective picture of religious processes on the Belarusian lands, to show them in the context of general state policy. The relevance of the article is due to the coverage of various points of view on the problem of confessional conversions. It is noted that pre-revolutionary researchers, first of all, sought to prove the voluntariness of conversions to Orthodoxy, but during this period, works were also created in which this thesis was questioned.

AbstractAs policymakers and school communities work to address underlying causes of achievement gaps and access to quality early childhood education, this study considers the use of 21st Century Community Learning Centers to address early childhood education needs on western U.S. state, Idaho. The study sought to understand the relationship between federal and state policies related to out-of-school opportunities to enhance early childhood education. Utilizing data from a statewide evaluation of Idaho’s 21st Century Learning Centers, the study examined 92 centers providing after school, before school, or summer programs in grades preschool through the third grade to predominately at-risk children. Data collection included quantitative data from a survey given to parents (n = 183), as well as qualitative data collected through site-based interviews, focus groups and observations. Data included a review of historical and current data on participation rates; attendance rates; standardized test scores for program participants in grades PK-3 (n = 3258). Data were analyzed for themes and transfer. The study findings provide further insight into understanding possible relationships between U.S. federal and state policy regarding 21st Century Community Learning Centers on both students’ outcomes and parent satisfaction. The findings further support the role of out-of-school time (OST) experiences in the larger ecosystem of learning and provides insight into understanding how the OST activities are carried over into family life.

It is precisely in the course of adjusting the activities of these subjects, the main task of state regulation of the bankruptcy institute is the formation of such conditions for the functioning of the national economy, which will reduce the risk of doing business for all its entities and promote the internal reorganization of its structure in accordance with the requirements of global transformations. The system of indicators describing the situation in a certain area of ​​the functioning of national economic entities allows us to determine, directly or indirectly, the effectiveness of the bankruptcy institute at the macro-level. To analyze the impact of each of the factors on GDP, a sensitivity analysis was conducted according to which input data X were recorded at the values ​​of 2018 and alternately changed by 10%. For each such change, GDP was calculated as compared to the model value for 2018. As a result of the calculations, the most sensitive factors were identified and features of the functioning of the bankruptcy institute in the Ukrainian economy were identified. The main provisions of a state policy aimed at increasing the functional effectiveness of the bankruptcy institute are formulated. First of all, it is necessary to promote the country's position in the Doing business rankings, as well as the Indexes of Economic Freedom and Corruption Perceptions. On the other hand, an annual growth of the inflation index of around 10% and the level of the fiscal tax burden will also have a positive effect on GDP dynamics.

Attention is drawn to the fact that the livestock industry occupies a leading place not only in the economy of many European countries, but also is crucial in ensuring their food security. Foreign experience of revival and development of the livestock industry is considered. It is indicated that an important component of ensuring the stable development of each country, the life of society and the livestock industry is state policy. The role of state policy of European countries and mechanisms for its implementation in this important process are defined. It is established that the state policy measures of various European countries focus on the development of programs for state assistance to the development of farms in order to increase their competitive ability, financial support for their producers and provide various types of resources. At the stage of developing a state policy and for the purpose of its effective implementation, a system of means, tools and methods is determined by which the policy implementation mechanism is formed. Common features in the development of animal husbandry in different European countries are identified and its features are highlighted. Taking into account global trends, priority areas for the development of such sub-sectors of animal husbandry as cattle breeding, pig breeding, and sheep breeding are identified. It is noted that for the further effective development of Agriculture and the maintenance of animal husbandry in the most vulnerable rural areas, an important role is played by state regulation mechanisms aimed at social security of existing producers, especially young farmers in areas where agriculture is their main source of income. It is proposed to continue creating appropriate conditions for the full entry of animal husbandry into efficient production and full provision of the domestic market with high-quality, competitive, environmentally friendly livestock products.

The article identifies and characterizes the components of the architecture of institutional support for the development of the digital economy sector in Ukraine. The structure of institutional support consists of the elements we have identified: the institutional and legal basis, the institutional and organizational platform, the institutional and infrastructural support, and the institutional and economic block, the institutional and psychological environment. To form an institutional and psychological environment, it is necessary to form a single digital environment of trust, to promote the development of infrastructure for the protection and safeguarding of intellectual property, to promote the benefits and opportunities of digitalization of the economy. In order to work effectively in the environment of the institutional and economic bloc, the implementation of public-private partnership programs, development of infrastructure to support high-tech start-ups and support of investment infrastructure for specialization is relevant. The essence of institutional and infrastructural support is the creation of digital platforms for business, state and public, the formation of unified digital cloud platforms, the development of the institutional environment of research and development in the digital economy and the construction of information infrastructure. The development of the institutional and organizational platform is the formation of institutional support for planning the state policy of development of the digital sector, creating institutions to coordinate the activities of stakeholders in the digital economy and introducing the institution of monitoring the development of the digital economy and public policy. The formation and implementation of state policy on the development of the digital economy sector is argued. For a more systematic approach to the growth of state regulation of the dynamics of the digital economy sector, a conceptual hierarchy of institutional support for certain strategic and program documents at different levels of economic management has been developed.
