Attention is drawn to the fact that the livestock industry occupies a leading place not only in the economy of many European countries, but also is crucial in ensuring their food security. Foreign experience of revival and development of the livestock industry is considered. It is indicated that an important component of ensuring the stable development of each country, the life of society and the livestock industry is state policy. The role of state policy of European countries and mechanisms for its implementation in this important process are defined. It is established that the state policy measures of various European countries focus on the development of programs for state assistance to the development of farms in order to increase their competitive ability, financial support for their producers and provide various types of resources. At the stage of developing a state policy and for the purpose of its effective implementation, a system of means, tools and methods is determined by which the policy implementation mechanism is formed. Common features in the development of animal husbandry in different European countries are identified and its features are highlighted. Taking into account global trends, priority areas for the development of such sub-sectors of animal husbandry as cattle breeding, pig breeding, and sheep breeding are identified. It is noted that for the further effective development of Agriculture and the maintenance of animal husbandry in the most vulnerable rural areas, an important role is played by state regulation mechanisms aimed at social security of existing producers, especially young farmers in areas where agriculture is their main source of income. It is proposed to continue creating appropriate conditions for the full entry of animal husbandry into efficient production and full provision of the domestic market with high-quality, competitive, environmentally friendly livestock products.

Agriculture is the most important area of economic activity for the production of products and services in order to provide the population with quality food, industry with raw materials and promote sustainable development of rural areas. In recent years, there has been a downward trend in the rate of agricultural development, which is lagging behind the growth rate of the Russian economy as a whole. Structural changes in the agro-industrial complex have not produced significant positive results, which is caused by a number of reasons. One of the directions of agricultural policy in Russia is the accelerated development of animal husbandry and increasing the competitiveness of domestic livestock products in the domestic market. The state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food provides for a set of measures for the priority development of animal husbandry. Implementation of these measures requires improved management in order to increase the efficiency of livestock production. The article considers aspects of the formation of accounting and analytical support for management of the livestock industry, economic and statistical analysis of trends and structural changes in the livestock industry. The best practices of Russian scientists in the field of accounting and agricultural Economics are summarized

Introduction. The need to ensure efficient production of livestock products dictates the need to improve accounting and analytical support for the management of this process, and in particular the costs that are the main factor in the formation of the cost of livestock products. Purpose. The purpose of the article is to assess current trends in the livestock industry and study the essence of the concept of “costs”, determine their economic content and their importance as a basic component of the system of accounting and analysis of livestock production. Results. The article examines the costs as a basic component of the system of accounting and analysis of livestock production. The role of the livestock industry in food security, development of agricultural production and the country’s economy has been demonstrated. Production volumes and livestock has been analyzed. It has been noted that in today’s conditions, the peculiarity of the industry is the reduction of production and livestock, which occurs in farms of all forms of ownership. It has been determined that the main objects of accounting and analysis, control of which belongs to the competence of the enterprise, are costs. A critical assessment of similar categories: as “costs”, “costs” and “cost” has been introduced. It has been established that cost management in essence is the management of all economic activities of the organization, as it covers all aspects of production processes carried out at the enterprise. Accordingly, the main tasks of accounting for production costs has been identified. Concepts such as: cost centers, places of their origin, responsibility centers has been studied. Based on the development of P (S) BU 16 “Costs” structurizing of the enterprise costs has been made. The purpose, objectives and sources of cost analysis in the field of animal husbandry and the features of this industry, which must be considered in the organization of accounting and analysis has been determined. Conclusions. The process of production of livestock products is accompanied by the incurrence of costs, which either form the cost of finished products, or are recognized as expenses of the period. The costs incurred before the sale of products are often called costs. This indicates that the category of “costs” is decisive and fundamental for the interpretation and development of the essence of the concepts of “costs” and “cost”. This understanding allows to eliminate the ambiguity of interpretation in the categorical apparatus of accounting and to build a concept of organization of accounting and analysis in general and in the field of animal husbandry, in particular.

Annotation. Objective. The research is aimed at studying the current state of the animal husbandry industry, identifying the main problems in the animal husbandry industry and substantiating the priority areas used by the state to support agricultural producers. Methods. In the course of the research, analytical and economic-statistical methods; general scientific methods of system, comparative and structural-logical analysis were used. Results. The article presents the results of assessing the current situation in livestock farming in Kazakhstan, the dynamics of the number of livestock and poultry for 2015–2019, which affects the growth of gross livestock production, as well as the number of farm animals by region as of January – December 2019. The dynamics of the production of livestock products is analyzed as one of the priority areas for ensuring the country's food security, as well as the export, import and consumption of livestock products in the domestic market for 2015–2019. The main problems in the livestock industry are identified. The measures applied by the state to support agricultural producers through direct subsidies from local budgets are disclosed. The dynamics of subsidizing the development of livestock breeding and livestock products are presented, and the problems of the subsidy system are indicated. Identified the need to improve state support of the agroindustrial complex of Kazakhstan, the importance of state regulation of the agrarian sector of Kazakhstan to ensure the country's food security and sets out some measures of state regulation of development of agroindustrial complex. The scientific novelty of the research lies in the fact that it convincingly reveals the main problems of animal husbandry at the present stage, the directions of state financial support for agricultural producers are determined, the need to improve the issues of state support for the agro-industrial complex of Kazakhstan is substantiated.

An important condition for the provision of the country's food security is the production of sufficient quantities of food ensuring its proper quality. The current state of development of the livestock industry, as the main supplier of the population with meat, milk and other products both in Ukraine and at the regional level does not meet its potential capabilities. The purpose of the study was to investigate the trends and patterns of the current state of the livestock industry at the regional level and to find the main ways of its development. The study used general scientific and economic-statistical methods, namely: series of dynamics, analysis and synthesis, comparison. Analysis of the current trends in the livestock industry at the regional level as well as some of its indicators in general for Ukraine was carried out. Changes and dynamics of the average annual available number of livestock and poultry by groups of animals are revealed. It was found that the positive changes in the number of animals led to an increase in meat production, including lamb and goat, and poultry. However, this did not increase the production of beef, pork, milk and honey. The structure of meat production does not fully correspond to the natural and economic area of the animal husbandry. The influence of changes in the dynamics of the level of productivity of farm animals on the gross output of products, especially in the branches of pig breeding, sheep breeding, beekeeping, is estimated. According to the results of the research, the level of production of the main types of livestock products per capita has increased, but does not yet fully meet the physiological norms of consumption of these products. Feed evaluation in animal husbandry allowed measuring the efficiency of their use in terms of nutrients per 1 conventional head and unit of production by its types. An assessment of the economic efficiency of the industry is carried out according to the main indicators that summarise it. In the structure of production costs, the largest part is occupied by direct material costs. It was found that only the production of milk and chicken eggs was profitable. The study suggests the main approaches to the development of the livestock industry in the future

The purpose of assessing the dependence of the Republic of Kazakhstan on food imports, as well as developing priority areas for the development of the livestock industry in the context of import substitution.Research methods-the paper used methods of systematization of information from the analyzed literature sources, including: analysis, synthesis, structuring. The methods of expert assessments, questionnaires, Express surveys, and interviews were also used.The main method for forming the information base of the study was used by the official data of state institutions of the Republic of Kazakhstan. Results of the study-the current state of food supply in the Republic of Kazakhstan is analyzed. It is revealed that the export of food products in the country is significantly inferior to imports. In the nomenclature of the country’s imports, a significant share is occupied by livestock products, which reduces the competitiveness of domestic products. In order to ensure the country’s food security, aspects of animal husbandry development are proposed to form the potential for import substitution of the economy of Kazakhstan.Conclusions: the productivity of domestic agriculture in general, and the development of the food and processing industry in particular – are important tasks of the state. The recommendations developed by the authors allow us to modify the economic mechanisms of state regulation of the agri-food market.

The article is devoted to the discussion of issues related to the rational use of pasture lands, which form the basis of fodder base of animal husbandry. On the basis of statistical data on the presence of huge areas of pasture turnover and their feed capacity in the republic, the possibility of producing inexpensive ecologically clean livestock products on them is justified. Half of them (100 mln ha) are currently withdrawn from agricultural use and are classified as reserve lands. Their use in the near future- is a large reserve for improving food supply of the country's population with meat and meat products, and for increasing exports. The authors note that Kazakhstan has adopted a project to export 60 of thous. tons of beef. For production of such quantity of meat, it is necessary to keep livestock weighing 120 thous. tons, or about 300 thous. heads of cattle slaughtered annually for the sale of exported beef. It was revealed that 15% of the available pasture lands, or 26.5 mln ha, are degraded, a significant part of them are located in the territory belonging to rural settlements. This is the reason for the deterioration of the environment in rural areas. The article provides data from many years of research by scientists on seasonal pastures "spring-summer-autumn" suitable for grazing of cattle, their area is 68 mln ha, including in arid and desert regions - about 22.8 mln ha.

Taking into account the ongoing democratic transformations in our country, the decentralization reform deserves special attention, which is aimed at ensuring broad independence of territorial communities in solving their own socio-economic problems of a particular region. One of the key issues of such a reform is the formation of capable administrative-territorial units, endowed with full power not only in terms of administrative management but as full owners of the relevant resource base grounded on land. Unfortunately, the transformations carried out in Ukraine through privatization in general and privatization of land and legislative consolidation of new forms of land ownership have led to uncertainty about the object composition of communal land ownership, failed to ensure social harmony, creating crisis phenomena of demographic and socio-economic nature, especially in rural areas. As a result, the legal model of state regulation of land relations remains incomplete, in which the balance of private and public interests in land use within territorial communities would be ensured by law, which determined the content of the study. The work analyses the theoretical and normative principles of land ownership, in particular, the conclusion that the form of land ownership due to its functional purpose and special subject-object composition, determines the mechanism of formation and termination of ownership. Scientific conclusions and recommendations are formulated, on which it is expedient to build a modern state policy on the formation and establishment in society of the concept of communal ownership of land as a basis for the effective development of territorial communities. According to the results of the study, the need to change the administrative-territorial division by regulating the community at the constitutional level as the primary administrative-territorial unit, which is the basis for the formation of communal land ownership. Amendments to the Land Code of Ukraine are proposed in order to determine the right of communal ownership of land within territorial communities.

Introduction. The Ukraine’s integration into the European community is impossible without learning the experience of European countries in many spheres. Social responsibility of business becomes a significant element in strengthening the competitiveness of our enterprises and the state in general on the world level. The development of socially responsible practices can influence not only the society, but also business representatives themselves, namely: improving the image of the company, increasing the number of consumers, attracting and retaining more skilled personnel, etc. In Ukraine, the process of development of social responsibility of business circles has already begun, but it is still not enough. The state can play a significant role in the development of social practices. This scientific research is dedicated to the study of the experience of European governments in the sphere of social responsibility. The purpose. The article aims is to determine the directions of the state policy of Ukraine for the development of social and economic responsibility of entrepreneurship on the basis of European countries experience. Results. The basic world models of social responsibility of business have been investigated. The experience of European countries on state regulation in this area has been systematized. On the basis of the conducted research, we have proposed directions of the state policy in the field of regulation of social and economic responsibility of entrepreneurship in Ukraine, namely: drafting a law on social responsibility, introducing changes in tax legislation in the field of preferential taxation, increasing attention to non-financial reporting as a source of information on social company initiatives and the construction of national ratings.

This paper discusses complex problems of the second virgin land performance - livestock production development. The study analyzes specific conditions in the late 1950s when a massive campaign began; it was widely covered in the periodicals. The author and ideological inspirer of the new project was N.S. Khrushchev, he believed that the farms established on the virgin lands had all the necessary resources for the effective development of the livestock industry. In this regard, in the paper, special attention is paid to the study of a real state of affairs in state farms organized shortly before as well as their potential capabilities identification. At the same time, feature characteristics of the second virgin land performance on the territory of the Orenburg Territory were noted. The information given in this paper allows us to trace the dynamics of animal husbandry development in the virgin regions. We study the impact of the campaign on the development of traditional pasture and stall (stall-pasture) livestock, characterized by the main ways to improve production efficiency. We raise a problem of providing virgin lands with human resources - specialists demanded directly in the livestock industry. The conducted research allows us to assume that the result of the second virgin land performance was a unique experience; however, the results of this campaign are mixed.
