AbstractThis article explores the European Union’s (EU) practices of international state recognition in a transitional international order. It illustrates the difficulties that the EU has encountered in attempting to reach a collective position on sensitive cases of recognition – through a complex balance of internal and external considerations – at a time when the norms regarding recognition are increasingly under challenge. Whether the organisation takes a collective European position on recognition or allows its members to adopt individual national positions, acute inconsistencies and tensions have been exposed, with implications for the EU’s standing in the world. Through this, the article identifies a key tension between the EU’s normative commitments and its geopolitical interests. In conclusion, the article argues that while a uniform EU policy on recognition may not be feasible and case-by-case pragmatism will likely continue, a more coherent approach and greater understanding of the impact of the EU’s position on recognition are necessary. The article draws upon interview material and extensive analysis of official EU documentation in order to provide new insights into this complex challenge. By exploring the intricacies of recognition politics, the article also makes an empirical contribution to understanding the practice of international relations in this area.

The 2015 immigration crisis revealed the weak cultural condition Europe finds itself in, given the adoption by a majority of states of a model for development that deliberately severs ties with common civilisational roots. However, while Poles do not really nurture prejudices against either Islam or immigrants, a decided majority of them voiced their unwillingness to accept new (mainly Muslim) arrivals, in the context of a solution to the above crisis the EU was intending to impose. A change of policy was thus forced upon the Union by Poland and other CEECs, given the latter’s strong guiding conviction that pursuit of a multicultural ideology leads to a weakening – rather than any improvement – in the condition of culture in Europe, and hence to a sapping of the continent’s power in the international relations sphere. As the crisis has made clear, the EU will probably have to start taking more account of preferences in this part of Europe. This means opportunities for the political science of religion to research the likelihood of a return to the Christian component of European identity, as well as the role this might play in improving the cultural condition of this part of the world.

The issue of order is the core of international relations. Both the dimensions of history and reality should be explored in order that the relationship between Japan and the world should be acknowledged in a scientific way. This paper analyzes Japan’s cognition and practice from such three aspects as the evolution of Japan’s view of international orders from a historical perspective, the post-war international order and “the crisis of liberal international order” and Japan’s responses to the international order under the ongoing unprecedented changes in the world. Based on principles of pragmatism, Japan strove to maintain its independence while expressing its respect with the order within the framework of the Hua-Yi Order. In face of the impact of rising Western civilization, Japan attempted to extricate itself from and overthrew the Hua-Yi Order and achieve the objective of “leaving Asia and embracing Europe,” and then turned from a follower of the Western dominant order into a challenger. After being defeated in WWII, the US occupation and the democratic transformation, Japan chose to accept and integrate into the liberal international order dominated by the US and gradually formed a unique view of international order through constantly sizing up the international situation, maintaining dynamic adjustment and making efforts to seek advantages and avoid disadvantages. Faced with the changing international relations nowadays, Japan has been committed to enhancing the “comprehensive strategic activity” and repairing the liberal international order in crisis. The relationship between Japan and the international order not only reflects historical continuity but also presents newly emerging characteristics.

The paper seeks to explain the basic characteristics, tendencies and perspectives of relations in the USA-EU-Russia triangle and their significance and impact in the wider international context. The author explains the circumstances and the problems the USA, EU and Russia face in their mutual cooperation, as well as the impact of this strategically important cooperation on the overall international relations. She points to the fact that in addition to the many common interests, there are significant differences and contradictions in both international positions, as well as in the immediate and long term goals of the USA, EU and Russia. It is emphasized that an effective fight with a series of new threats and challenges in the world, will ultimately require the restructuring of relations between the EU and NATO, as well as the development of specific strategies for cooperation between USA, EU and Russia. At the same time, as was stated, the EU should play a greater role than before. It is concluded that in this respect there are many unused opportunities for cooperation between Russia, EU and USA, and that the impact of the EU in the world depends upon EU?s willingness and ability to contribute to resolving international security problems.

The Yalta-Potsdam system of international relations, established by culmination of World War II, was created to maintain the security and cooperation of states in the post-war world. Leaders of the Big Three, who ensured the Victory over the fascist-militarist bloc in 1945, made decisive contribution to its creation. This system cemented the world order during the Cold War years until the collapse of the USSR in 1991 and the destruction of the bipolar structure of the organization of international relations. Post-Cold War changes stimulated the search for new structures of the international order. Article purpose is to characterize circumstances of foundations formation of postwar world and to show how the historical decisions made by the leaders of the anti-Hitler coalition powers in 1945 are projected onto modern political processes. Study focuses on interrelated questions: what was the post-war world order and how integral it was? How did the political decisions of 1945 affect the origins of the Cold War? Does the American-centrist international order, that prevailed at the end of the 20th century, genetically linked to the Atlantic Charter and the goals of the anti- Hitler coalition in the war, have a future?Many elements of the Yalta-Potsdam system of international relations in the 1990s survived and proved their viability. The end of the Cold War and globalization created conditions for widespread democracy in the world. The liberal system of international relations, which expanded in the late XX - early XXI century, is currently experiencing a crisis. It will be necessary to strengthen existing international institutions that ensure stability and security, primarily to create barriers to the spread of national egoism, radicalism and international terrorism, for have a chance to continue the liberal principles based world order (not necessarily within a unipolar system). Prerequisite for promoting idea of a liberal system of international relations is the adjustment of liberalism as such, refusal to unilaterally impose its principles on peoples with a different set of values. This will also require that all main participants in modern in-ternational life be able to develop a unilateral agenda for common problems and interstate relations, interact in a dialogue mode, delving into the arguments of opponents and taking into account their vital interests.

This paper seeks to understand the impact of current global politicaland socioeconomic conditions on the construction of identity. I advancean argument based on a two-step logic. Abstract A decade ago the European health literacy field was in its infancy. A comparable study among EU Member States was made to explore if health literacy was as much as a concern in Europe as elsewhere in the world. This article analyses the impact of the European Health Literacy project (2009–2012). Based on the outcomes new avenues for health literacy in Europe are proposed. In spite of progress there is still a strong call for actions to make health literacy a priority in the EU.

Abstract The Covid-19 pandemic has made interdependence globally relevant. Communication channels provide us with technological advances; they can make our lives easier, but they can also bring us viruses. In this session, we aim to explore the impact of Covid-19 on relationships between states and other global actors. To what extent will the pandemic affect international relations? What role will emerging actors such as large corporations, pressure groups or multilateral organizations take on? What impact will the possible reconfiguration of global relations have on Europe, but also on the world? This article aims to analyze the consequences of Covid-19 in our societies.

Abstract The constant growth of the population increases the demands on raw material resources, which is reflected in increasing pressure on the environment. The impact of mankind on the environment is nowadays an increasingly acute problem, which is being addressed by the governments of individual countries, not only the EU, through legislative interventions. The most addressed areas are the issue of production and subsequent waste management. Waste production in the world has been growing for a long time, which causes considerable problems for individual countries. Each country is currently looking for the optimal way of waste management to reuse it as secondary raw material. In this paper, we analysed twenty-eight EU countries in terms of production and waste management and found significant differences between countries. We looked for factors that lead to different results between countries in the production and management of waste, based on the population, the size of the country to the indicators of living standards, and legislation applicable to those countries.

The research is focused on several key problems in the system of international relations influenced by the COVID-19 pandemic. It is shown that the events caused by it and broadly identified as a coronacrisis have a direct impact on the world economic contradictions (pandenomica) and political ones, including the sphere of security. These particular aspects are chosen as the main objects of the research. The author contends that the factor of the pandemic has sharpened the competition between regional and global players and has increased the role of a nation- state. In the conditions of transregional deglobalisation, regionalism and “protectionism 2.0” get stronger under the banners of “strategic vulnerability” and “economic sovereignty”. A further weakening of multilateral international institutions continues. The EU endeavours to secure competitive advantages on the basis of relocalisation, industrial and digital policies and the Green Deal. The article highlights the deterioration in the relations among Russia, the US, the EU and China, the unfolding decoupling between Washington and its European allies, which stimulates the idea of the EU strategic autonomy. An urgent need for the deconfliction in Russia – NATO interaction is stated.

With the spread of the COVID-19 pandemic, the tourism industry faced a crisis that could be the worst in history. In recent years, the tourism industry has been one of the fastest-growing industries, sometimes faster than the world economy as a whole. 2019 has brought unprecedented changes to the world order, affecting all socio-ecological and economic ties. What are the consequences of and will have global tourism in connection with the spread of the COVID-19 pandemic, which countries and regions of the world will suffer the greatest losses, what threatens and what are the benefits of the tourism crisis that will bring a "new order" to the tourism industry, what innovative management anti-crisis measures should be applied by world governments and non-governmental organizations to overcome the unprecedented tourism crisis - all these issues remain acute and have identified the research topic. The paper examines the methodological developments and recommendations for overcoming the tourism crisis in Europe caused by the pandemic virus COVID-19, namely, the article identifies the basics and consequences of the pandemic impact on market capital on the example of tourism in Europe and the world, shows that the global tourism industry is one of the main factors in the formation of market capital, studied market capital as a component of intellectual capital on the example of tourism in the EU, outlined the prospects for global tourism, developed a system of measures to overcome the global crisis through tourism SWOT-analysis. Namely: enhanced multilateral cooperation and strong support are important for the resumption of tourism; the speed of adaptation of governments at all levels and the private sector involved in the tourism sector and the ability to respond quickly and adapt to the crisis; providing targeted and affordable government support as quickly and efficiently as possible for vulnerable tourism enterprises, workers and tourists; ensuring policy clarity and taking measures to limit uncertainty; invention and development of more sustainable and sustainable (socio-ecological-economic) models of tourism; development of tourism education and legislation.
