The Center for Language Teaching Advancement (CeLTA) at Michigan State University (MSU) was awarded a U.S. federally funded two-year grant in 2014 to investigate the status of proficiency, and the promotion of proficiency, in foreign language programs. The grant was awarded to Paula Winke and Susan Gass, as principal investigators. The purpose of this initiative was to assess language proficiency development and to show the impact that introducing assessment practices into established language programs has on pedagogical practices and, ultimately, on proficiency outcomes. In total, three grants were awarded, one to MSU, one to the University of Utah, and one to the University of Minnesota. The overall goals were the same, although each institution approached the task in slightly different ways and with slightly different emphases.

AbstractGiven the exponential growth in the popularity of early foreign language programs, coupled with an emphasis of evidence-based instruction, assessing young learners’ (YLs) foreign language abilities has moved to center stage. This article canvasses how the field of assessing young learners of foreign languages has evolved over the past two decades. The review offers insights into how and why the field has developed, how constructs have been defined and operationalized, what language proficiency frameworks have been used, why children were assessed, what aspects of their foreign language proficiency have been assessed, who was involved in the assessment, and how the results have been used. By surveying trends in foreign language (FL) and content-based language learning programs involving children between the ages of 3 and 14, the article highlights research into assessment of and for learning, and critically discusses areas such as large-scale assessments and proficiency examinations, comparative and experimental studies, the impact of assessment, teachers’ beliefs and assessment practices, young learners’ test-taking strategies, age-appropriate tasks, alternative and technology-mediated assessment, as well as game-based assessments. The final section of the article highlights where more research is needed, thus outlining potential future directions for the field.

Canceling the Big Deal is becoming more common, but there are still many unanswered questions about the impact of this change and the fundamental shift in the library collections model that it represents. Institutions like Southern Illinois University Carbondale and the University of Oregon were some of the first institutions to have written about their own experience with canceling the Big Deal several years ago, but are those experiences the norm in terms of changes in budgets, collection development, and interlibrary loan activity? Within the context of the University of California system’s move to cancel a system-wide contract with Elsevier, how are libraries managing the communication about Big Deals both internally with library personnel as well as externally with campus stakeholders? Three R1 libraries (University of Maryland, University of Oklahoma, and Kansas State University) will compare their data, discuss both internal and external communication strategies, and examine the impact these decisions have had on their collections in terms of interlibrary loan and collection development strategies. The results of a brief survey measuring the status of the audience members with respect to Big Deals, communication efforts with campus stakeholders, and impacts on collections will also be discussed.

THE recipient of the Clifford G. Grulee Award of the American Academy of Pediatrics for 1965 is Clarence H. Webb of Shreveport, Louisiana. Born in Shreveport in 1902, Dr. Webb was graduated from Tulane University in 1923 and received his M.D. degree from the same university in 1925. Later—in 1931—he received the M.S. degree in pediatrics from the University of Chicago, where he completed a residency at the Bobs Roberts Hospital. Previously he had a year of residency at the University of Minnesota Hospital. Dr. Webb has been in the private practice of pediatrics in Shreveport since 1931. He has also been visiting lecturer at the Tulane School of Medicine since 1947 and professor of pediatrics in the Postgraduate School of the Louisiana State University School of Medicine since 1956. In addition, he finds time to lecture at the Northwestern College of Nursing in Natchitoches. He holds staff appointments at four private hospitals in the Shreveport area and is chief of pediatrics at Confederate Memorial Hospital. Dr. Webb is a member of a number of medical organizations and has served as president of the Louisiana and Shreveport Pediatric Societies, as well as president of the Shreveport Medical Society. He has been active in many local, state, and national organizations, including the Boy Scouts of America, the Louisiana Public Health Association, from which he received its annual award in 1957; the American Anthropological Association, and the Society for American Archeology. Dr. Webb served as president of the American Academy of Pediatrics in 1962-1963, previously serving as a member of the Executive Board and as chairman of District VIII. These services were outstanding and important.

The relevance of the problems of cooperative construction in the formation of Belarusian scientific schools is determined. The role of the Belarusian State University in the development of problems of cooperation in the 1920s is characterised. The activity of S. L. Pevsner as a representative of the economic thought of the 1920s is studied. In the perspective of «history through personality», the problems of the formation of the personnel potential of Belarusian State University are revealed. The relations between the management and the teaching staff of the university, the status and issues of material well-being of teachers invited to Belarusian State University are characterised. The conclusion is made about a significant personnel shortage and the presence of serious competition in the personnel sphere of university science in the 1920s with the development of higher education in the USSR.

The development of e-Learning is very promising at all levels of education. Universiti Sultan Zainal Abidin (UniSZA) has developed an e-learning or known as Kelip in 2006. However, the impact of e-learning on student achievement has no further explanation. Thus this quantitative study is aimed at exploring whether the use of e-learning, also known as KeLiP at the University of Sultan Zainal Abidin (UniSZA), is able to improve student’s achievement among the excellent students of language (PCB) and the below-average students of language (PKCB). The comparisons between the achievements of both groups are also studied. This experimental study involved 69 UniSZA diploma students taking the Arabic Language Proficiency course level 2 (UBA 1022). The students have been learning through KeLiP for 10 weeks with content materials from the UBA 1022 module which were presented electronically in the form of graphics, images, sounds, videos and hyperlinks. Pre and post test was conducted to evaluate student achievement. The study shows that the use of KeLiP has improved PCB and PKCB achievements with a mean of 26.545 per cent. The excellent students’ performances (PCB) continue to maintain their excellence over PKCB with a mean difference of 11.72 per cent. This study proves that KeLiP is able to improve student’s achievement overall and thus serves as an encouragement for the wide use of KeLiP among students and lecturers.

The second issue of PORTAL Journal of Multidisciplinary International Studies for 2006 features a special selection of essays grouped under the title ‘Women in Asia’ and guest-edited by Devleena Ghosh and Barbara Leigh, both from the University of Technology Sydney. The essays in this special issue had their first incarnations at the Eighth Women in Asia Conference, ‘Shadow Lines’, organised by the Women’s Caucus of the Asian Studies Association of Australia and the University of Technology Sydney (convened by Ghosh and Leigh), and held at the University of Technology Sydney from 26 to the 28 September 2005. Aiming self-consciously and tacitly to toy with, and dispute, the historical and discursive valencies accruing to the key, twined terms ‘women’ and ‘Asia’, the ten essays grouped here combine to form a rich repository of contemporary research about the status of women in many parts of that vast, arguably incoherent, geocultural space called Asia. All of the contributing authors thus ‘attempt to unsettle discourses about limits,’ to cite from co-editor Devleena Ghosh’s opening paper. That attempt is far from straightforward, as Ghosh elaborates: ‘That lines, borders and boundaries exist, whether of prejudice, politics, economics, or culture, is undeniable. But how do we analyse these issues without ossifying them, creating implacable alterities that refuse the liminal spaces that people occupy?’ Multivalent solutions are called for, Ghosh suggests, and these are to be found not simply in ‘counter-politics and interventions’, but also through the excavation and recognition of multiple subjectivities from/in ‘a thousand plateaus, [and] felt and experienced through the body, historical landscapes, domestic spaces, through performance as well as through the realm of the imaginary, in the impact of ideals and the weight of history’. In addition to the special section on ‘Women in Asia’, this edition of PORTAL contains two essays in its general academic section. François Provenzano’s ‘Francophonie et études francophones: considérations historiques et métacritiques sur quelques concepts majeurs’ offers a sustained meditation and critique of the discourse of Francophonic unity, and suggests a range of possible critical directions for future research into the study of French-speaking zones, peoples and cultures. Barbara Elizabeth Hanna and Juliana de Nooy’s ‘The Seduction of Sarah: Travel Memoirs and Intercultural Learning’, focuses on a big-selling memoir that was also something of a media-sensation on its publication in Australia in 2002, expatriate Australian journalist Sarah Turnbull’s account of her ambivalent ‘new life’ in Paris, France, after her marriage to a local: Almost French: A New Life in Paris. Interested in Turnbull’s autobiography as a potentially useful and productive classroom text for demonstrating, and enabling discussion of, intercultural difference, the authors’ rich analysis demonstrates that such texts present a host of problems to the teacher keen to work with students’ self-critical capacities to locate themselves in international and transcultural frameworks. We are delighted, as well, to present three cultural works in this issue: Katherine Elizabeth Clay’s evocative ‘comic’ narrative of study abroad, ‘From Penrith to Paris,’ itself a lively visual-textual antidote to Turnbull’s ambivalently romanticized view of (not-quite)-belonging in Paris (as discussed by Hanna and de Nooy in this issue); a typically idiosyncratic satire about the current German Chancellor, Angela Merkel, from Anthony Stephens, expertly deploying an ancient Celtic narrative verse form; and California-based Chicana writer Susana Chávez-Silverman’s code-switching chronicle/crónica, ‘Oda a la ambigüedad Crónica,’ a beautifully concise exploration of loss and the sensory regime of memorialisation. This paper presents computational study for a large diameter (216 mm) and small space ratios (S/D = 0.25 and 0.5) jet impingement flow. CFD-ACE code was used as the computational tools; the code was first validated by comparing its predictions with both CFD and experimental data from the literature. Then, the study was performed for two different Reynolds numbers: 7600, 17700 and two different space ratios: 0.25 and 0.5. Also two different turbulence models were utilized in this study: low Reynolds number turbulent k-ε and k-ω. The CFD results were compared with flow visualization results conducted at the University of Minnesota for the same configurations. The impact of choosing different inlet conditions on the CFD flow field was examined. The k-ε model showed greater sensitivity to the selection of the inlet conditions. Moreover, the k-ω model showed much better agreement with the experimental data than the k-ε model.

The article offers a review on the history of Slavic studies at St. Petersburg and Greifswald universities from the era of Peter the Great to present day. The role of Professor Lyudmila Verbitskaya is highlighted who always actively supported the activities of the Department of Slavic Philology (for example, she approved the initiative to create a department of Ukrainian studies in the early 2000s). Thanks Verbitskaya, St. Petersburg University was historically recognized as the first university in Russia founded by Peter the Great in 1724, which was proven by archival materials stored in Greifswald. Peter the Great, in the assembly hall of the University of Greifswald in September 1712, at a meeting of the Academic Council received a proposal from the President of the German Academy of Sciences Gottfried Wilhelm Leibniz on the establishment of a university in St. Petersburg with a European status. The status of the first university was officially recognized by a decree of the Government of the Russian Fed- eration in 1999 when the 275th anniversary of the founding of St. Petersburg State University was celebrated. As the Rector of St. Petersburg University, Verbitskaya in 2006 concluded an inter-university agreement with the Rector of the University of Greifswald Professor Jürgen Kohler. Slavic scholars and professors from St. Petersburg and Greifswald Universities collaborate closely. One of the active pedagogical and scientific areas of such cooperation is Slavic studies, which have long combined the efforts of Russian and German philologists.

This paper examined the impact of UTAUT model and ICT theoretical framework on university academicians. The UTAUT model theory was verified using multiple regressions of the four constructs on behavioral intention to accept and use ICT by the Adamawa State University (ADSU) academic staff. The ICT theoretical framework reveals the connectivity between education and the independent variables, use of ICT, ICT infrastructure, staff development and ICT available tools as it brings transformation in education. We have verified the influence of the four UTAUT constructs on the behavioral intention of the university academicians towards the acceptance and use of ICT for teaching and learning. The UTAUT constructs significantly correlated with behavioral intention to use ICT. These are the factors associated with ICT acceptance and usage in Adamawa State University. According to our results Perceived Usefulness (PU) has R2 = .181 and significant with p-value .047(model 1), and Perceived ease of use (PEOU), has R2 = .270, significant with p-vale .000 (model 10). This has answered objective 1, which is to examine the factors associated with ICT acceptance and usage in (ADSU). The study confirms that the most influential UTAUT constructs influencing the behavioral intention of the academic staff to accept and use ICT is Effort expectancy (EE) in (ADSU)(model 10), with R= .519 and R2 = .270 ( Answered Objective 2). This study confirms the validity of the UTAUT model in the field context of a developing country‟s educational system. Knowledge gained from the study is beneficial to both the university academic staff and the ICT policy makers in developing countries.
