Privatizing Rural China: Insider Privatization, Innovative Contracts and the Performance of Township Enterprises

This article examines the privatization of China's township enterprises. According to our survey of 670 firms in 15 randomly selected counties in Jiangsu and Zhejiang provinces, more than half of the firms owned by local government were completely privatized by 1999. The privatization process is striking for two reasons. First, local governments almost always sold firms to insiders, while in the rest of the world privatization largely involves outsiders. Secondly, unlike the predictions of some academics and policy makers, many privatized firms have experienced an increase in performance. Drawing on firm-level survey data and extensive interviews with government leaders and managers, we found that leaders devised a way to elicit information from the buyer at the time of the sale about the firm's future profitability that enabled them to execute privatization successfully. Our analysis shows that the performance of firms with new owners that paid a price for the firm that exceeded the book value of its assets is on par with the performance of private firms after privatization since they also received strong incentives.

This article presents empirical results relating to citizen-government relations on the internet that are based on an assessment of the World Wide Web presence of 428 local governments in northeast Ohio. Northeast Ohio provides a useful picture of E-government-citizen relationships because it includes a range of local government forms (counties, townships, etc.), urban and rural populations, and Midwestern influences that many consider “typical” of American states. The website reviews conducted assess citizen-government engagement in a variety of areas. The measures used include simple engagements like the ability to sign up for email updates and the presence of event calendars to more involved interactions, such as blogs, e-pay services, and open records requests. Using these measures, the authors assess citizen-government engagement among local governments in the sample.

San Carlos, California (www.cityofsancarlos.org) claims to have developed one of the earliest local government Web sites in the world, posted on May 10, 1994 (San Carlos, 2006). From this early effort, United States (U.S.) cities moved rapidly onto the Web. Norris and Moon (2002), for example, report that some 4.4% of U.S. cities in a 2000 survey by the International City Management Association (ICMA) reported developing Web sites before 1995; 27.1% reported developing their Web sites in the 1995-’96 time period, and 68.5% reported their Web site developed after 1997. San Carlos’ original Web site comprised one page; its current Web site now contains some 8,000 pages and uses some of the Web’s most modern technology available, such as really simple syndication (RSS) and Flash Paper.1 This article uses the example of San Carlos’ Web site, along with two surveys of local government Web sites in the U.S., to illustrate the experience that U.S. local governments have had in developing and using Web sites in the pursuit of bettering governance. The article examines four local government Web applications—bulletin boards, promotions, service delivery and citizen input—and assesses their use by U.S. local governments. The article then addresses current issues of outsourcing Web site design and maintenance, and future issues of privacy, security, the digital divide and the possible effects of increased local government Web sites on U.S. civil society.

Historically, information and services can only be obtained through narrow, one to one, phones, and agency-specific shop fronts (Caffrey, 1998). Information technology, especially the Internet, opens possibilities of using methods to distribute information and deliver services on a much grander scale. The Internet provides a foundation for a variety of communications media. The Web is one of the most important media built upon the Internet. It can be accessed from almost anywhere in the world by means of computers and electronic devices; it is possible to elicit more information, establish platforms for online payment, online consultation and e-voting. Security concerns can be overcome by data-authentication technologies. It can deliver government services and encourage greater democracy and engagement from citizens. Governments around the world are exploring the use of Web-based information technology (Grönlund, 2002). Attention has focused on the design and delivery of portals as a major component of government electronic service infrastructures. The N.Z. government portal site (http://www.govt.nz/en/home/) or the Local Government Online Ltd (LGOL) Web site, (www.localgovt.co.nz/AboutCouncils/Councils/ByRegion/) are examples. Since the mid-1990s governments have been tapping the potential of the Internet to improve and governance and service provision. “In 2001, it was estimated that globally there were well over 50,000 official government Web sites with more coming online daily. In 1996 less than 50 official government homepages could be found on the world-wide-Web” (Ronaghan, 2002). Local governments are faced with growing demands of delivering information and services more efficiently and effectively and at low cost. Along with the rapid growth of technological developments, people demand high quality services that reflect their lifestyles and are accessible after normal office hours from home or work. Thus, the goals of delivering electronic government services are to simplify procedures and documentation; eliminate interactions that fail to yield outcomes; extend contact opportunities (i.e., access) beyond office hours and improve relationships with the public (Grönlund, 2002). Having an effective Web presence is critical to the success of local governments moving to adopt new technologies. Of equal importance is the evaluation of Web sites using different manual and automated methodologies and tools. In this study an evaluation of local authority Web sites was conducted to gain a practical understanding of the impact of the Internet on local governments in New Zealand using a tailor-made model specific to local governments. Issues studied focused on the information and services provided by the local authority Web sites. What is more important is whether the local government operations can or are able to support the expectations for speed, service, convenience, and delivery that the Web creates. Through identification of best practice Web sites and a set of evaluation methods and tools, this paper will provide a set of design guidelines to local authorities that would benefit and better meet the needs of their local communities.

Social media use is on the rise throughout the world. Influenced by this trend, governments of all levels and sizes are establishing their social media (like Facebook) presence due to the communication and interaction capabilities that such a presence brings. This study examines and explains the social media presence of Turkish local governments from a usability perspective. Usability studies provide governments with important empirical data about the citizens'/users' view/perception of the efficiency, effectiveness and satisfaction of web-based content. Consequently, there is a need for usability testing of government social media services.The analysis of local government social media sites through scientific usability methods, such as expert review, guidelines and eye-tracking, reveals the strengths and weaknesses of government social media services in terms of usability. The study concludes with specific recommendations for improvement of government social media presence, which are applicable, to a great extent, to governments of all levels and sizes in Turkey and elsewhere.

Purpose – The purpose of this paper is to analyse and compare how austerity has influenced online sustainability information in Italy and Spain. Design/methodology/approach – The authors relate austerity policies to online information in order to ascertain whether austerity plays a role in the financial, organizational, social and environmental information disclosed on local government (LG) websites. The research has been conducted by analysing the websites of all Italian and Spanish LGs with more than 100,000 inhabitants. Findings – The results show that institutional and legislative pressures, as well as austerity measures, have played a relevant role in the increased production of information by LGs, although not all information is fully provided. Originality/value – The results may be of interest to managers and politicians as a stimulus to increase the flow of information. They may also be useful to policy makers, regulators and other stakeholders in order to foment environmental information.

AbstractThis article evaluates German local governments' cost efficiency using a sample of 1,021 municipalities in the state of Baden-Württemberg for the year 2001. We thereby concentrate on overall or 'global' efficiency scores—rather than estimate efficiency for one particular service—and explicitly account for exogenous or non-discretionary influences. The latter not only corrects for influences possibly beyond the control of local policy-makers, but also allows some indication of the determinants of such 'global' efficiency. Our results indicate that there is a substantial divergence in efficiency across municipalities despite a homogeneous institutional setting. As especially smaller municipalities appear less efficient, these results support a case for policy programmes aimed at boundary reviews or more extensive inter-communal cooperation among small municipalities.

Crowdsourcing is a form of citizen participation in which an institution has a question submits to citizens via the internet in order to get citizens to think about innovative solutions to the problem. Several municipalities around the world have already used this means, but it has not yet been clear exactly how they can use it and which preconditions play a role in this. Thus, this chapter argued the concept of citizen involvement in the age of ICT by emphasizing the two related terms e-government and e-local government, then secondly the chapter underlined the importance of the necessity of citizen participation in the policymaking process. In the third section of this chapter, it has been argued the crowdsourcing concept as a tool of participation in the age of ICT. Then finally the paper outlined a model for local governments that may use the crowdsourcing approach in the decision-making process.

We investigate the effect of national culture on women manager appointments. We argue that culture influences women manager appointments through their effects on managerial decision-making. Using firm-level data on 2,456 microfinance institutions (MFIs) across 61 countries, we document that fewer women managers are appointed in societies high on individualism and uncertainty avoidance. On the contrary, high power distance societies are positively associated with the appointment of women managers. We demonstrate that a greater number of women nonmanagers reduces (increases) the appointment of women managers in high individualistic (uncertainty avoidance) cultures. Our findings challenge the “one-size-fit-all” approach adopted by policy makers around the world to increase women manager appointments. Our results are robust to endogeneity.
