When the South Emulates the North: Energy Policies and Nationalism in the Twentieth Century

AbstractDifferences in natural endowments, in geographical conditions and in per capita income set up an historical bifurcation between northern states, with abundant renewable hydrological resources, and less well-endowed southern states. While the first embraced a model of electricity adding, with the embodiment of this form of energy in capital goods and intermediate goods, the second followed a path of electricity substitution, with mixed strategies of replacing inputs in established sectors of industry, public utilities, transport and private consumption. This article examines the different plans for and achievements of economic nationalism in the twentieth century and its consequences, discussing the possibility of reproducing in Portugal the pattern of the stimulus to industrial manufacturing of cheap electricity.

Government of India announced a tax incentive policy for North-eastern and Himalayan states by which income tax and excise duty exemption of ₹2,186,330 million was granted for a period of 12 years from financial year (FY) 2004–2005 to FY 2015–2016 to new industrial units set up in these states, with an objective to boost development. The aim of this article is to evaluate whether these states have developed as a result of this policy and also to examine whether the policy has affected the North-eastern and Himalayan states differently. In this article, the development is measured on six indicators: (i) per capita net state domestic product; (ii) per capita manufacturing sector state domestic product; (iii) per capita employment in private sector; (iv) number of industrial units set up; (v) amount of investment in the industrial units and (vi) human development index. It is observed that only Himachal Pradesh, Uttarakhand and Sikkim show development as a result of the policy and even this development has taken place only in pockets. The policy has failed to give fillip to development in the seven North-eastern states. As a policy recommendation, this article suggests that the government should discontinue tax incentives. It should collect taxes on Pan-India basis and use it on infrastructural development of these states, especially on those projects demanded by the states.

Much of the material dredged from the port of Rotterdam is contaminated to such a degree that it must be placed in specially constructed sites. The aim of Rotterdam is to ensure that the dredged material will once again be clean. This will entail the thorough cleansing of the sources of the contamination of the sediment in the harbours and in the River Rhine. The Rotterdam Rhine Research Project (RRP) is one of the means to achieve this based on: technical research, legal research, public relations and dialogues with dischargers. The programme for five selected heavy metals is almost complete. For many heavy metal discharge points between Rotterdam and Rheinfelden, a specially devised independent load assessment has been carried out four times. Balance studies were used to determine the relative contributions of the point discharges to the total. Currently the results are being used in an attempt to negotiate agreements with a selected number of the major dischargers. At present, more detailed balance studies are being set up and exploratory measurements carried out for organic micropollutants. It may be concluded that the research is progressing successfully and methods and techniques developed seem satisfactory and broadly applicable. The Rhine Action Programme encompasses an international effort to improve the quality of the Rhine water. Although the RRP plays a modest complementary role to the Rhine Action Plan, there is no doubt of the value of this Rotterdam initiative. The mode of work followed in the RRP contains elements that can be of use in combatting the contamination of the North Sea by rivers other than the Rhine.

Abstract For some Western translators before the twentieth century, domestication was their strategy to translate the classical Chinese poetry into English. But the consequence of this strategy was the sacrifice of the ideogrammic nature of these poems. The translators in the twentieth century, especially the Imagist poets and translators in the 1930s, overcame the problems of their predecessors and their translation theory and practice was close to that of the contemporary semiotic translators. But both Imagist translators and contemporary semiotic translators have the problem of indifference to the feeling of the original in their translations. For the problem of translating the classical Chinese poetry by the Westerners before the twentieth century and the Imagist poets and translators of the twentieth century, see Zhao and Flotow 2018. This paper attempts to set up an aesthetic-semiotic approach to the translation of the iconicity of classical Chinese poetry on the basis of the examination of both Eastern and Western translation studies.

Early in 1963 much of the land occupied by the Roman building at Fishbourne was purchased by Mr. I. D. Margary, M.A., F.S.A., and was given to the Sussex Archaeological Trust. The Fishbourne Committee of the trust was set up to administer the future of the site. The third season's excavation, carried out at the desire of this committee, was again organized by the Chichester Civic Society.1 About fifty volunteers a day were employed from 24th July to 3rd September. Excavation concentrated upon three main areas; the orchard south of the east wing excavated in 1962, the west end of the north wing, and the west wing. In addition, trial trenches were dug at the north-east and north-west extremities of the building and in the area to the north of the north wing. The work of supervision was carried out by Miss F. Pierce, M.A., Mr. B. Morley, Mr. A. B. Norton, B.A., and Mr. J. P. Wild, B.A. Photography was organized by Mr. D. B. Baker and Mrs. F. A. Cunliffe took charge of the pottery and finds.

By the beginning of the twentieth century, Semarang was a major port city and administrative centre on Java. Attainment of this position was due partly to the expansion of its hinterland during the nineteenth century. This expansion was closely related to developments in the means of transportation and the consequent ability of plantation owners to bring the products of their plantations to the port for shipment to foreign markets. By the end of the century virtually the whole economic life of central Java focused upon Semarang. The city also exercised administrative functions in the Dutch colonial administration and generally had been responsible for Dutch interests in the middle and eastern parts of the island. The importance of Semarang as an administrative centre increased after 1906. In that year the government incorporated the city as an urban municipality (stadsgemeente). In 1914 it had consular representation from the United States, Belgium, Denmark, France, Great Britain, Italy, Norway, Germany, and Thailand. Subsequently, in 1926 it became the capital of the Province of Central Java under the terms of an administrative reform fostered by the colonial government at Batavia. Status as an urban municipality meant that local officials sitting on a city council would govern the domestic affairs of the city. The members of the city council at first were appointed from Batavia, subsequently some of them were elected by residents of the city. By the beginning of the twentieth century Semarang had enhanced its position as a major port on the north coast of the island of Java. It was one of the foremost cities of the Dutch East Indies, along with Batavia and Surabaya, a leading port and a centre of administration and trade. This article outlines the growth of the port of Semarang during the nineteenth century and discusses some of the conflict related to this growth over living conditions in parts of the city during the twentieth century, a conflict which smouldered for several decades among the government, members of the city council, and the non-European residents of the city, one which remained unresolved at the end of the colonial era.

THE NEW REGIONALISM, MANIFESTED IN EUROPE BY THE SINGLE European Act and the Maastricht Treaty (1992) and in North America by the signature of the North-American Free Trade Agreement (NAFTA 1993), is centred on strategic policies and new institutions, the aims of which are to achieve a more effective role in global competition. In Europe, the shift is marked by the impending process of monetary union and the creation of its related institutions. The new approach agreed in the Maastricht Treaty sets out four requirements for eligibility to membership of monetary union. Convergence criteria embodying the judgment of financial markets about future inflation, exchange rate and fiscal policy appeared to be the second best choice for governments seeking to institutionalize their commitment to inflation-avoiding policies. The whole mechanism is meant first to provide the region with a credible monetary institution able to win over the financial markets and secondly to set up bulwarks to the inflation-prone pressures of domestic sheltered interests. Thirdly, the aim is to commit member countries, through a so-called targeting exercise (in Keohane's words) to accomplishing the agreed objectives with monetary discipline and macroeconomic adjustment.

1. Diameter measurements of Rhizosolenia styliformis from the Antarctic, the subtropical Atlantic and Pacific Oceans and from the North Sea and neighbouring waters have made it appear necessary to set up two varieties, oceanica and semispina, in addition to the type of the species R. styliformis. The type as I describe it has been called var. longispina by Hustedt, but elsewhere it has often been figured as the var. oceanica of this paper. Var. semispina is synonymous with the form represented by Karsten as R. semispina Hensen. It differs from R. semispina as drawn by Hensen and its synonym R. hebetata forma semispina Gran, but is thought likely to be linked by intermediates. If this is so R. hebetata may have to be extended to include and suppress R. styliformis, as var. semispina is linked to the type by intermediates. Var. oceanica has no intermediate forms and, if R. hebetata is to be extended, this variety should be established as a separate species.2. Var. oceanica is absent from the southern North Sea and appears to be an indicator species related to oceanic inflow.3. Auxospore formation was observed for the type in the southern North Sea in 1935 and biometric observations suggest that a period of 3-4 years elapsed between the production of auxospore generations in that area. Outside the southern North Sea for the type, measurements give no indication of auxospore generations occurring at intervals exceeding a year. While auxospore formation has been seen in var. oceanica from the Shetlands area samples of June 1935 and July 1938, this phenomenon has not been observed for var. semispina.
