Disrupted adolescents in foster care: Their perspectives on placement breakdown

Placement breakdown has long been recognised as a serious problem in foster care, particularly for young people whose behaviour is seen as disruptive. This qualitative study conducted in South Australia examined recent unplanned placement changes (n=14) from the perspective of the young people involved Participants were eligible for the study if their social worker attributed their most recent placement move to carer request on the grounds of problem behaviour. There was a high level of agreement between participants and social workers on the problem behaviours, but a divergence of views on the reasons for the move. Participants' contextualising of their behaviour highlighted the complexity of the processes underlying placement disruption. The dominant theme to emerge from this study was the unhappiness of participants. Other problem areas noted were apparent lack of placement options, and exclusion of young people from placement decisions.

In this paper, we examine some of the principal findings of a recent 3-year longitudinal study into foster care in South Australia and their implications for addressing the needs of children who experience high rates of placement disruption while in care. A critical finding of this study was that many of the most serious problems in foster care, such as repeated placement disruption, can be anticipated and predicted with considerable accuracy. Children who experience a disproportionately higher rate of placement disruption appear to be readily identifiable at intake. In addition, there appears to be an approximate threshold or point beyond which children subject to placement disruption begin to experience significant deterioration in their psychosocial functioning. This predictability of outcomes suggests the possibility of the early detection of children most at risk in foster care, and a means of identifying children failing to adapt to care. We believe that the extension of this form of analysis to other Australian states, for example, through the development of nationally agreed-upon definitions of ‘at risk’ and ‘harm due to disruption’ in foster care, may significantly enhance current attempts to evaluate and target treatment programs designed for children with challenging behaviours.

The aim of this study was to explore the role that professional foster care – and specifically Individual Packages of Care (IPC) in South Australia – plays in providing an alternative care option for young people who are unable to live with their birth parents due to issues of abuse or neglect, but who also, due to behavioural concerns, are not well suited to a traditional foster care placement. Participants in the study were nine young people who had previously lived in an IPC placement. The findings highlight participants’ experiences of living in the context of an IPC placement, experiences that were at times challenging, but which also provided opportunities for growth and positive change that may not have been possible in a traditional foster care placement.

The two books under review here are remarkably similar, although (it would appear) entirely independent of each other. Further, I must say right at the start that, in many respects (perhaps the most important respect), I am entirely in agreement with many of their conclusions, and their manner of reaching those conclusions. So maybe this ‘critical’ review is not critical enough! -Both authors are English; and both books come across (to me) as very ‘English’: the argument is cautious, fully acknowledging caveats, never overstating the case, etc.-The prime issue addressed in both is the relationship between Thomas and the Synoptics.-Both argue for a broadly similar conclusion – that Thomas is dependent (whether directly or indirectly: see below) on at least Matthew and Luke.-Both reach this conclusion via an almost identical methodology: seeking to identify possible elements of Synoptic redactional activity in Thomas as an indication of Thomas’ dependence.-Some (but not all) of the evidence cited is common, e.g. Th 5 / / Luke 8:17; Th 14 / / Matt 15:11; Th 31 / / Luke 4:24. (However, other examples do not overlap.)-Both are reticent about relying too much on theories about Q (perhaps surprisingly, Goodacre less than Gathercole).-Both see Thomas as potentially mystifying, not necessarily aiming at clarity, but demanding hermeneutical effort on the part of the reader.-Both emphasise the importance of taking seriously the evidence of the Greek fragments, and indeed both at different points use the Greek evidence closely.-Both offer powerful critiques of the older form-critical ‘norms’, or ‘laws’, about the development of the tradition, both effectively denying that such rigid ‘laws’ have any validity at all.-Both address in detail the more general arguments of others defending Thomas’ independence, e.g. on order, the apparent lack of ‘much’ agreement with the Synoptics, the possibility of assimilation in the textual transmission, etc.-Both also offer good arguments referring to the possibility of being misled by the phenomenon of the Synoptic Gospels about what level of agreement might be expected in a case of dependence. (The Synoptics may be highly unusual in the high level of agreement (in wording and order) they display.)-Both emphasise the danger of polarising the debate prematurely, of simply claiming that one's own theory has ‘won the day’ and ignoring others who disagree. Certainly both authors here take on, and engage with (in my view very fairly) the views of others who disagree.

This article presents the results of a study the purpose of which was research of the factors and patterns of aggression in adolescence. Its results are required to find personas, who need preventive work, and features of the system of preventive measures, depending on the structure of the target audience. In 2016 there were 721 respondents who took part in the study, and 1437 in 2019. The method used in this study is the Buss-Durkee test modified by G. V. Rezapkina (BDHI). Results of the study clearly demonstrate that amongst young people there is a high-level spread of severe irritation, especially among young women. Also, the predominance of such components of aggression as negativity and irritation was noted. According to the results, young women more often get irritated than young men, and on the scale of “negativism”, there is no significant differences. Physical aggression was discovered to be more characteristic for young men.

The article analyzes the features of the current youth policy of the Russian Federation aimed at raising the political culture. Despite the current activities of the government institutions in the field under study, absenteeism, as well as the protest potential of the young people, remains at a fairly high level. In this regard, the government acknowledged the importance of forming a positive image of the state power in the eyes of young people and strengthen its influence in the sphere of forming loyal associations, which is not always positively perceived among the youth. The work focuses on the fact that raising the loyalty of youth organizations is one of the factors of political stability, both in case of internal turbulence and external influence. The authors also focus on the beneficiaries of youth protests. The authors paid special attention to the issue of forming political leadership among the youth and the absence of leaders expressing the opinions of young people in modern Russian politics. At the same time, youth protest as a social phenomenon lack class and in some cases ideological differences. The authors come to the conclusion that despite the steps taken by the government and political parties to involve Russian youth in the political agenda, the young people reject leaders of youth opinion imposed by the authorities, either cultivating nonparticipation in the electoral campagines or demonstrating latent protest voting.

In Northern Ireland, nearly 30% of children are thought to be at risk of going hungry in the summer holidays when they are unable to access free school meals. Community groups, voluntary groups, local authorities, and faith groups have responded to this concern by developing and delivering holiday programmes that enable children from low-income families to take part in activities and access food. The current study used purposive sampling to investigate children’s and young people’s views of holiday provision, from across three holiday clubs, in Northern Ireland. Both primary school children (n = 34; aged 4–11) and secondary school children (n = 31; aged 12–17) showed high levels of awareness of poverty and food insecurity and associated pressures and stresses on households. Importantly, children and young people did not feel stigmatised about attending holiday provision, suggesting a positive and inclusive culture towards holiday club attendance. Children reported that they enjoyed the range of activities provided at holiday clubs and reported that attendance improved their self-confidence, especially for some older children, who acted as peer mentors to younger attendees, helped them to develop new skills, and provided them with opportunities to socialise with peers in a safe environment, out with their normal social groupings in school. Older children showed a high level of shrewdness and knowledge of sectarian divides in communities but spoke positively about how different religious or cultural backgrounds did not matter in terms of meeting and making new friends in holiday club settings. In terms of food provision, the findings of this study suggest that further work needs to be done to support children to access and eat healthy, nutritious food.

Background: Use of snus and snus-like nicotine products is increasing, in particular among young people, in several Nordic countries and Estonia, while snus is legally on the market only in Sweden and Norway. Snus is available in a great variety of tastes and packaging particularly catering for young users. Recently, strong snus-resembling nicotine pouches have emerged on the market. This research investigates the regulatory means to counteract this development. Methods: European Union (EU) and national tobacco control legislation, case law of the European Court of Justice (CJEU) and relevant public health studies are analysed. Results: The research finds that the judgement of the CJEU relating to the sale of snus on Finnish ferries has not been enforced. Permitted large traveller imports for personal use have contributed to wide availability of snus in Finland. Even if the legislation in Sweden is in conformity with the exemption it obtained in the Accession Treaty, the public health impact of snus use for young people in its neighbouring countries has become considerable. Nicotine pouches, -which are not regarded as medical products in terms of medicine legislation, lack harmonised EU-wide regulation. Controlling smuggling across open borders is challenging. Conclusions: The legislation at the EU and national levels should be able to protect young people from new tobacco and nicotine products. It is urgent to harmonise regulation relating to new tobacco and nicotine products taking as a base a high level of protection of health as required in the Treaty on the Functioning of the EU.

ABSTRACT: Objective: To assess the agreement between three recall periods for self-reported drug use using a 24-hour recall period as reference. Methods: Participants were allocated into three groups with different recall periods of 7, 14 and 30 days and were interviewed at two different times. A 24-hour recall questionnaire was answered during the first interview, and a questionnaire on drug use over the different recall periods tested was answered during the second interview. The agreement between the questionnaires was evaluated using percent agreement and kappa. Results: For continuous drugs, percent agreement varied between 92 and 99% and kappa varied between 0.71 and 0.97 for three periods tested. For drugs of occasional use, percent agreement varied between 63 and 81% and kappa varied between 0.27 and 0.52. The prevalence of drugs, particularly those of occasional use, increases with time. Conclusions: The high level of agreement between the three recall periods suggests that all of them are valid for the investigation of drugs of continuous use.

This article presents findings from research into how young people growing up in foster care in the UK manage the relationships in their social networks and gain access to social capital. It is a concept that highlights the value of relationships and is relevant to young people in care as they have usually experienced disruptions to their social and family life. Qualitative methods were used and the findings show that despite experiencing disruption to their social networks, the young people demonstrated that they were able to maintain access to their social capital. They achieved this in two ways. Firstly, they preserved their relationships, often through what can be seen as ordinary practices but in the extraordinary context of being in foster care. Secondly, they engaged in creative practices of memorialisation to preserve relationships that had ended or had been significantly impaired due to their experience of separation and movement. The article highlights implications for policy and practice, including the need to recognise the value of young people’s personal possessions. Furthermore, it stresses the need to support them to maintain their relationships across their networks as this facilitates their access to social capital.
