This qualitative analysis of public participation in Connecticut open meetings highlights how Connecticut communities adjusted when the state’s open meeting law was temporarily revised under emergency order during COVID-19. A survey of officials in 95 municipalities found a majority had the same or more participation in budget deliberations during that time. Only about a quarter saw decreased public participation. A closer look at four communities highlights specific challenges and successes during the sudden shift in public meetings. Connecticut’s varied forms of government give multiple perspectives, which can provide insight for other communities looking to expand virtual access to open meetings.

Virtually all public works projects require a substantial planning effort to identify impacts, costs, and alternatives. Federal and state laws and regulations call for certain levels of public involvement during planning, but meaningful, collaborative public involvement entails doing more than the minimum requirements. This is particularly true when there appears to be an imbalance in public input, where one viewpoint is heard above others. The San Diego Metropolitan Transit Development Board (MTDB) has undertaken efforts on two corridor projects to expand its public involvement in ways that maximize the range of community views, enhance project design, and build support for the project. In addition to the traditional public meetings, newsletters, and open houses, MTDB has used public relations firms, neutral facilitators, and staff outreach to achieve expanded public involvement goals. MTDB has found that, while there are risks and costs associated with these approaches, they ultimately result in better projects that receive more widespread public and political acceptance.

Abstract The political and dramatic intentions behind the use of appeals to the early modern public (on and off stage) have already been examined by Shakespeareans. This article points out the technical workings of such appeals by using two new areas of research on decision-making: the ethnography of public meetings and behavioural economics on how to influence choosers. These theories can illuminate the strategies used by the tribunes in handling the citizens of Coriolanus, by Antony in dealing with the plebeians in Julius Caesar, and by Buckingham and Richard when gathering support from the Londoners in Richard III. Using six common psychological biases (anchor-and-adjust, availability, representativeness, priming, arousal, and group norms), Shakespeare’s politicians prompt their hearers to change their minds: a celebrity warrior is recast as a wily tyrant, an execution as a murder, and a regent as the legitimate king.

Based on archival and other materials from Rostov-on-Don, a major industrial center in southern Russia, Jeffrey W.Jones examines the different representations of collaboration apparent in Soviet society during and after the war. Jones analyzes several different levels of discourse: inner party deliberations and reports on the subject, depictions of collaborators and their actions in the local party press, questions and comments of workers and others at public meetings as recorded by party officials, and Cold War and post-Cold War era memoirs and interviews. These sources overlap to a significant degree but deal with the complex issue of collaboration in nuanced ways, stressing different themes and asking different questions. The evidence reveals a subtle divide in the perception and representation of this issue between party leaders and the population at large while also showing that the party's public assurances of cossack loyalty contrasted with a widely shared assumption of cossack disloyalty.

A commentator noted in 1881 that Irishmen regarded jury service as “the greatest burden that can be inflicted upon them … they would be delighted if trial by jury was suspended tomorrow.” He later added, “[o]f course an enormous outcry would be raised about it in the national press, and in public meetings; but jurors … would give anything in the world not to serve … because it is the terror of their lives.” Much has been written about the poor state of the nineteenth-century Irish jury system, and it is certainly true that for various social, economic and political reasons, in comparison with that in England, the Irish system appears to have operated in a way that fell somewhat short of ideal. This article seeks to provide an understanding of the realities facing the jurors themselves, and will examine their experiences of the justice system before, during, and after the trial.

As the saying goes “culture doesn't make people, it is the people who make culture”. The are several tribes living in India and are trying to preserve their rich cultural heritage. Toto is an aboriginal Indo-Bhutanese tribe found in some parts of Alipurduar district in North Bengal. Unique to their culture is the idea of having only single wife and strongly advocate anti-dowry system unlike neighbouring tribal practices. As per the reports they are recognized as the smallest tribe on the Earth and are on the verge of complete extinction. Various cultural transformation and other developmental activities around the region is leading to declining Toto’s population, which is further aggravated by Thalassemia virus, which is one of the silent killers of the tribe. It is alarming that an average lifespan of Toto's has suddenly declined to 35 years over the years. The basic objective of the study is to identify reasons beneath transformations of traditional livelihood and sudden decline of Toto tribe. Based on different research, global understandings and valuable readings, what instrumental steps can be taken to preserve and protect them. Primary survey and secondary data sources have been used for the data collection. A household survey was executed with the help of snowball sampling in December 2018 at Totopara in Madarihaat block of Alipurduar district, West Bengal. Remedial and descriptive methods and qualitative techniques have been used for analysis of data. After the analysis, it was concluded that increasing the education and awareness level through workshops, documentaries, camps, public meetings, discussions, discourse, rallies, seminars and cultural programs would play an instrumental role to put a cap on the declining population of the locals and would lead to their sustainable growth and development.  Keywords Culture-Aboriginal- Extinction- Thalassemia-Sustainable Growth

Apart from the passage through Parliament at the end of last year of the Public Order Act, the Courts have in the past few years interpreted police powers on several occasions in the direction of restricting liberty. No excuse is therefore required for examining once again in this Journal a topic, one aspect of which was discussed in the last number. The case of Elias v. Pasmore [1934] 2 K. B. 164 raised important questions as to the right of the police to search premises in the course of making an arrest on a warrant. That case recognized for the first time the validity on such an occasion of a search, which resulted in the discovery of documents (not being documents in the possession of the person named in the warrant) containing evidence of an offence committed by any person, even though the search and seizure were illegal as regards other documents discovered on that occasion. This protection for police action only extends to the actual documents which are evidence of the commission of a crime; but it matters not that the crime is one alleged to have been committed by some one other than the person in the course of arresting whom the search is being made.

AbstractBackgroundPolitical parties in Turkey execute political public meetings (PPMs) during their election campaign for members of the parliament (MoP). A great number of people attend these meetings. No guidelines exist regarding preparation and organization of health care services provided during these meetings. Furthermore, there is no study evaluating health care problems encountered in previous PPMs.ObjectivePolitical parties arranged PPMs in 2015 during the election campaign for general election of MoP. The present study aimed to investigate the context of health care services, the distribution of assigned health staff, as well as the number and the symptoms of patients admitted in health care tents in these PPMs.MethodsTwo general elections for MoP were done in Turkey on June 7, 2015 and November 1, 2015. Health care services were provided by the City Emergency Medical Services Department (CEMSD) in the cities. Demographic characteristics, symptoms, comorbid conditions, treatment, discharge, and hospital transfer of the patients were obtained from patient medical registration records. Information about the distribution and the number of the assigned staff was received from local CEMSDs. The impact of variables such as the number of attendees, heat index, humidity, and the day of the week on the number of patients and the patient presentation rate (PPR) were analyzed.ResultsA total of 97 PPMs were analyzed. The number of total attendees was 5,265,450 people. The number of patients seeking medical help was 1,991. The PPR was 0.5 (0.23-0.91) patients per 1,000 attendees. Mean age of the patients was 40 (SD=19) years old while 1,174 (58.9%) of the patients were female. A total of 1,579 patients were treated in the tents and returned to the PPM following treatment. Two-hundred and three patients were transferred to a hospital by ambulance. Transfer-to-hospital ratio (TTHR) was 0.05 (0.0-0.13) patients per 1,000 attendees. None of the patients suffered sudden cardiac death (SCD) or cardiac arrest. Medical conditions were the main cause for admission. The most common symptoms were dizziness, low blood pressure, fatigue, and hypertension, respectively. The most commonly used medical agents included pain killers and myorelaxants. The number of attendees, heat index, and weekend days were positively correlated with the number of the patients.Conclusion: The majority of medical conditions encountered in PPMs are easily treatable in health care tents settled in the meeting area. SDGs-4, the quality education is one of the factors in achieving the goals of the SDGs. The problem is that the SDGs look ambitious in integrating local level policies that are responsive to political interests. The research used a mixed method of exploration, searching for interview data and questionnaires. The results showed that the implementation of the SDGs was strongly influenced by local democracy. The implementation of the promotion of SDGs requires strengthening local politics and democracy, including; the quality of the Pilkada, the role of the community, political parties, media control, and public meetings. The influence of local democracy on policy implementation is 51.5%. Policy implementation has a positive effect on the implementation of the SDGs with a value of 0.187. The influence of local democracy and policy implementation on the promotion of SDGs-4 is 64.2% and the remaining 35.8% is influenced by other factors.

This chapter describes a case study that is carried out in an organization that provides physical security services in Australia. The case study has been carried out with the aim of applying the CBPE model to some parts of this medium-sized organization that is called upon by event organizers such as those managing large public meetings, conventions and exhibitions, and so on. The primary focus of this chapter is to present how the CBPE framework helps in introducing newly-engineered processes for the organization. These new processes, mainly internal in this case, are able to make practical utilization of the concept of collaboration in order to reduce their time and cost.
