AbstractThe West Philippine Basin (WPB) has started opening at ~ 58 Ma and ceased spreading at ~ 33 Ma, developing a fast spreading (~ 44 mm/yr half-spreading rate) magmatic episode between 58 and 41 Ma and the second amagmatic episode between 41 and 33 Ma. The occurrence of the first stage of spreading is closely related to the Oki-Daito mantle plume and related Benham Rise (BR) and Urdaneta Plateau (UP) activity. To the east of the Luzon–Okinawa Fracture Zone (LOFZ), BR was the most active volcanism from 48 to 41 Ma. The geomagnetic ages on both sides of the LOFZ have been determined; however, their causal relationship and evolution in the WPB remain unclear. In this study, we performed integrated analyses of multichannel seismic data and swath bathymetry data for the area to the west of the LOFZ. To the west of the LOFZ, the Gagua Rise (GR), is identified by a high residual free-air gravity anomaly, volcanic seamount chains and an overlapping spreading center. The GR is located at magnetic isochrons C20/C22 (50 to 44 Ma) and shows a thick oceanic crust of at least 12.7 km. We first propose an oceanic plateau named Great Benham Rise (GBR) which includes GR, UP and BR. We infer that the GR was a portion of the GBR since ~ 49 Ma and was separated from the GBR at ~ 41 Ma by the right-lateral LOFZ motion. Later, the relict GBR magmatism only continued in the area to the east of the LOFZ. Overall, the GBR dominates the spreading history of the WPB.

The history of Indian diplomacy conceptualises diplomacy racially—as invented by the West—and restrictively—to offence. This is ‘analytic-violence’ and it explains the berating of Indians for mimicking diplomacy incorrectly or unthinkingly, and the deleting, dismissing, or denigrating, of diplomatic practices contradicting history’s conception. To relieve history from these offences, a new method is presented, ‘Producer-Centred Research’ (PCR). Initiating with abduction, an insight into a problem—in this case Indian diplomacy’s compromised historicisation—PCR solves it by converting history’s racist rationality into ‘rationalities’. The plurality renders rationality one of many, permitting PCR’s searching for rationalities not as a function of rationality but robust practices explicable in producer’s terms. Doing so is exegesis. It reveals India’s nuclear diplomacy as unique, for being organised by defence, not offence. Moreover, offence’s premise of security as exceeding opponent’s hostility renders it chimerical for such a security is, paradoxically, reliant on expanding arsenals. Additionally, doing so is a response to opponents. This fragments sovereignty and abdicates control for one is dependent on opponent’s choices. Defence, however, does not instigate opponents and so really delivers security by minimising arsenals since offence is eschewed. Doing so is not a response to opponents and so maintains sovereignty and retains control by denying others the right to offense. The cost of defence is courage, for instance, choosing to live in the shadow of nuclear annihilation. Exegesis discloses Balakot as a shift from defence to offence, so to relieve the Bharatiya Janata Party’s (BJP) leadership of having to be courageous. The intensity of the intention to discard courage is apparent in the price the BJP paid. This included equating India with Pakistan, permitting it to escalate the conflict, and so imperiling all humanity in a manner beyond history.

Congenital cataracts are the leading cause of blindness in children. Lens opacity in early life has the potential to cause permanent visual impairment if not treated promptly. Cataract surgery performed at the right time can prevent children from amblyopia (lazy eye). This study aims to determine the characteristics of congenital cataracts at the West Nusa Tenggara Provincial General Hospital in the 2018-2019 period. This research uses descriptive method. The data used is secondary data from medical records of congenital cataract patients at the West Nusa Tenggara Provincial General Hospital in the 2018-2019 period. In the 2018-2019 period, 40 children had congenital cataracts. Most of the cataract sufferers were women (52.5%); living outside the city of Mataram (92.5%) with an age distribution of under 12 months (95%) and the rest over 12 months. For infants under 12 months, 53 percent have been diagnosing at the age of 1-2 months. The characteristics of congenital cataracts found were generally bilateral (52.5%), had standard birth weight (52.5%), history of natural birth delivery (67.5%), and had other extraocular congenital abnormalities (72.5%). Most patients with congenital cataracts in the West Nusa Tenggara Provincial General Hospital have been diagnosing at a (pretty/moderately) early age of 1-2 months at the beginning of their lives. So, with appropriate and prompt therapy, hoping that it can reduce the risk of amblyopia.

The aim of this article is to explore the theory and practice of the Soviet position on the right of peoples to self-determination in 1917 and afterwards. It is a misunderstanding to mention Lenin’s (the Bolsheviks’) and Wilson’s concepts of self-determination in one breath, as ‘precursors’ in international law. The Soviet concept of the right of peoples to self-determination was adopted for tactical and propagandistic purposes, and it had little in common with the liberal democratic concept of this right that saw the right of peoples to self-determination as an end in itself. The real contribution of the Russian Bolsheviks to the history of international law has, to some extent, been overlooked. Throughout the 20th century, the West and the ussr had different regional standards and usages of the right of peoples to self-determination, thus presenting a continuous challenge to the idea of the universality of international law.

We present geological, bulk-rock geochemical and Sr–Nd–Hf isotopic data for mafic rocks from the West Philippine Basin (WPB). These mafic rocks comprise pillow basalts characterized by a vesicular structure. The mid-ocean ridge basalt (MORB)-normalized trace element patterns of basalts from the study area display depletions in Nb. In addition, the chondrite-normalized lanthanide patterns of basalts from the WPB are characterized by significant depletions in the light lanthanides and nearly flat Eu to Lu segments. The investigated rocks have initial 87Sr/86Sr ratios (87Sr/86Sr(i)) of 0.703339–0.703455 and high εNd(t) values (8.0 to 8.7). Furthermore, basalts from the WPB have 176Hf/177Hf ratios that range from 0.28318 to 0.28321 and high εHf(t) from 15.2 to 16.3. Semi-quantitative modeling demonstrates that the parental melts of basalts from the study area were derived by ~20% adiabatic decompression melting of a rising spinel-bearing peridotite source. The Sr–Nd–Hf isotopic compositions of basalts from the WPB indicate that their parental magmas were derived from an upper mantle reservoir possessing the so-called Indian-type isotopic anomaly. Interpretation of the isotopic data suggests that the inferred mantle source was most likely influenced by minor inputs of a sediment melt derived from a downgoing lithospheric slab. Collectively, the petrographic and geochemical characteristics of basalts from the study area are analogous to those of mafic rocks with a back-arc basin (BAB)-like affinity. As such, the petrogenesis of basalts from the WPB can be linked to upwelling of an Indian-type mantle source due to lithospheric slab subduction that was followed by back-arc spreading.


The object of Mr. Robertson, who resided in Jamaica, as a King’s Surveyor of Land, upwards of twenty years, is to show that no alteration has, for a considerable period, taken place there in the va­riation of the compass. In that island all grants of land have a dia­gram thereof annexed to the patent, which diagram is delineated from an actual survey of the land to be granted, and has a meridional line, according to the magnetical needle, laid down upon it; but no notice is taken of the true meridian. The boundary lines are marked upon the land; and in all disputes where the keeping up of these lines been neglected, surveyors are appointed to make actual re­surveys, which are compared with those preserved in the secretary of the island’s office; and it is expected that the lines and meridians of the former will coincide with those of the latter. It is evident, however, that this coincidence could not happen if any alteration in the variation had taken place in the interval between the two sur­veys. Mr. Robertson’s business, as a surveyor, having been very ex­tensive, he has had many opportunities of investigating the fact here treated of; and it appears from his observations, that the courses of the lines and meridians delineated on diagrams annexed to patents granted so long ago as the year 1660, coincide with, and are parallel to, the lines and meridians delineated on the re-surveys annexed to deeds, &c., or on the new diagrams, from recent surveys made by means of the magnetical needle, consequently no variation of the needle could have taken place, in Jamaica, during the above period of time. Our author subjoins to his paper a short history of the practice of surveying in Jamaica, from the Restoration to the present time, in order to obviate any doubt whether the quantity of the magnetical variation was not ascertained and allowed for in the first diagrams annexed to patents; and whether the present variation of 65 degrees east, might not then have agreed with the true meridian. He re­marks, that until the year 1700, when Dr. Halley published his theory of the variation of the compass, no observations to ascertain the quantity of the variation in the West Indies had (so far as he knows) been published; and the variation at Jamaica, as laid down by Dr. Halley, appears to have been the same as it is at present. Be­sides, had the first surveyors allowed for the variation, in delineating their diagrams, they would not have omitted to mention it; and the same system of surveying would have been continued, since a dif­ference of 65° would have so totally deranged all boundaries, as to have demanded legislative interference and correction. But no in­ stance of this kind has occurred.

Peyote has marked the boundary between the Indian and the West since it was outlawed by the Spanish Inquisition in 1620. For nearly four centuries, ecclesiastical, legal, scientific, and scholarly authorities have worked to police that boundary and ensure that while indigenous subjects might consume peyote, non-indigenes could not. It is a boundary repeatedly remade, in part because generations of non-indigenes have refused to stay on their side of the line. Moving back and forth across the U.S.-Mexican border, this book explores how battles over who might enjoy the right to consume peyote have unfolded in both countries in the two centuries since Mexican independence. It focuses particularly how these conflicts have contributed to the racially exclusionary system that characterizes modern drug regimes. Through this approach, we also see a surprising history of racial thinking that binds the two countries more closely than we might think.

The relationship between Rome and the Mediterranean was already changing significantly before the fall of Carthage and of Corinth. This relationship took two forms. There was the political relationship: it was clear before the Third Punic War that the Roman sphere of influence extended to Spain in the west and to Rhodes in the east, even when the Roman Senate did not exercise direct dominion over the coasts and islands. Then there was the commercial relationship that was creating increasingly close bonds between Rome’s merchants and the corners of the Mediterranean. Yet the Senate and the merchants were distinct groups of people. Like Homer’s heroes, Roman aristocrats liked to claim that they did not sully their hands in trade, which they associated with craft, peculation and dishonesty. How could a merchant make a profit without lies, deception and bribes? Rich merchants were successful gamblers; their fortune depended on taking risks and enjoying luck. This condescending attitude did not prevent Romans as eminent as the Elder Cato and Cicero from commercial dealings, but naturally these were effected through agents, most of whom were Romans in a new sense. As it gained control of Italy, Rome offered allied status to the citizens of many of the towns that fell under its rule, and also established its own colonies of army veterans. ‘Romanness’ was thus increasingly detached from the experience of living in Rome and, besides, only part of the population of the city counted as Roman citizens, with the right to vote, a right denied to women and to slaves. There may have been about 200,000 slaves in Rome around 1 BC , about one-fifth of the total population. Their experience forms an important part of the ethnic history of the Mediterranean. Captives from Carthage and Corinth might be set to work in the fields, having to endure a harsh existence far from home, ignorant of the fate of their spouses and children. Iberian captives were put to work in the silver mines of southern Spain, in unspeakable conditions.

Abstract Since the early Cenozoic, the West Philippine Basin (WPB) and the whole Philippine Sea Plate (PSP) has undergone a complex geological evolution. In this study, we presented K-Ar ages, in situ trace element, and major element compositions of minerals of basalts collected from the Benham Rise and the Central Basin Fault (CBF) in the WPB, to constrain their magmatic process and regional geological evolution. Olivine phenocrysts and microlites in the alkali basalts (20.9 Ma) from the Benham Rise have forsterite (Fo) contents of 56.90%–76.10% and 53.13%-66.41%, respectively. The clinopyroxenes in the tholeiites (29.1 Ma) from the CBF is predominantly diopside and augite, and it is depleted in light rare earth elements (LREEs) (LaN/YbN=0.13–3.40) and large-ion lithophile elements (LILEs). The plagioclases in the basalts from both of the Benham Rise and the CBF are predominantly labradorite and andesine, with a minor amount of bytownite, and it is enriched in LREEs, Ba, Sr, and Pb and exhibits strong positive Eu anomalies. However, there exist obvious differences in plagioclase compositions between these two tectonic sites. The source lithology of the Benham Rise basaltic rocks could be garnet pyroxenite, and yet that of the CBF could be spinel-lherzolite. The calculated mantle potential temperature beneath the Benham Rise is 1439°C–1473°C, which is significantly higher than that beneath the CBF (1345°C–1381°C), suggesting there existed thermal anomaly beneath the Rise during basaltic magmatism. This study also calculated the temperature and pressure of the clinopyroxenes and plagioclases, which have been used to indicate magmatic processes. Finally, we suggest that the Benham Rise basaltic rocks may be related to a mantle plume (e.g., the Oki-Daito mantle plume), and the CBF was once located in a back-arc spreading center behind an active subduction zone. The extinction of the Oki-Daito mantle plume activity might be at about 20.9 Ma, and cessation of the back-arc spreading of WPB was at about 29.1 Ma or younger.

The issue of human rights has prevailed globally although it is can’t denied that historically that issue comes from tradition of the West Liberalism based on individualism standpoint. In fact, freedom and equality as essential part of human rights have not been appreciated yet suitably in the realm of long history of humankind so it was still found the slavery system. Even in the modern time, at several regions, the right of vote consisting of human right has not possessed by the women. There was a accusation from some scholars in the West that Islam is a religion opposing to human rights and gender equality. They argue that Islam has justified any religious violence, has cut religious freedom down, and has tolerated gender unequality. If it is viewed from the basic principle of takhfif wa rahmah (giving easiness and love), such accusation looks obviously problematic, because Islamic tenets normatively appreciate to establish human rights and gender equality. But empirically, religious interpretation often contributes in mainstreaming culture that castrates any religious freedom and gender equality. As one of religious interpretation product, fiqih (Islamic jurisprudence) for instance is claimed to contain many problems relating to religious freedom and gender equality. Such is the case, the reality of our national education. For a long time, in the Indonesian school system there are many factors causing failure of every endeavor for achieving the aim of human right education. This means that such basic priciple must be reactualized in the education system through hard efforts in humanizing education processes and pupil’s potencies.[Isu hak asasi manusia (HAM) telah mencuat sedemikian universal meski tidak bisa dinafikan bahwa dalam sejarahnya isu ini bermula dari tradisi liberalisme Barat yang titik pijaknya individual. Kebebasan dan kesetaraan sebagai elemen penting HAM ternyata belum diapresiasi secara semestinya dalam sejarah panjang pelbagai peradaban sehingga masih ditemukan adanya sistem perbudakan. Bahkan dalam kurun modern ini pun di sebagian wilayah, hak untuk memilih yang menjadi bagian dari hak asasi belum juga dinikmati oleh kaum perempuan. Muncul tuduhan dari sebagian kalangan di Barat bahwa Islam adalah agama anti HAM dan bias gender. Argumen yang dikemukakan, Islam membenarkan tindak kekerasan atasnama agama, memasung kekebasan beragama, dan mentolerir ketidakadilan terhadap perempuan. Diletakkan dalam konteks prinsip dasar takhfif wa raḥmah, tuduhan tersebut nampak problematik, mengingat secara normatif ajaran Islam sangatlah menjunjung tinggi penegakan HAM dan kesetaraan gender. Hanya saja, dalam realitas empirisnya tafsir keagamaan tidak jarang justru ikut andil dalam pembentukan arus besar budaya yang memberangus kebebasan beragama dan ketidakadilan terhadap kaum perempuan. Sebagai salah satu produk tafsir keagamaan, fikih misalnya diakui masih menyimpan banyak persoalan menyangkut kekebasan beragama dan kesetaraan gender. Demikian halnya dengan dunia pendidikan nasional. Selama ini, dalam sistem persekolahan di Indonesia masih banyak ditemukan faktor penyebab kegagalan bagi setiap upaya mencapai tujuan pendidikan HAM. Ini berarti prinsip dasar tersebut perlu diejawantahkan dalam sistem pendidikan melalui upaya memaksimalkan peran humanisasi dan hominisasi pendidikan.]

The article is devoted to the problem of studying the history of feminism in China – from the activities of Christian missionaries to Chinese revolutionaries. The prerequisites and stages of the formation of the women's movement for their rights are considered on the example of the book “The Journey to the West” of a Chinese Woman or Feminism in China by Elvira A. Sinetskaya. This book actually presents the first for Russian science study of development of Chinese movement for women rights, as well as constitutes a try to describe its characteristic feature and to place it in the context of world feminism. The author begins from definition such core terms as “feminism”, “gender”, etc., and then considers the history of feminism beginning in China and possible causes of its appearance. She analyses an attitude to women in traditional Chinese society through the lens of family relationship, society and religion, which is viewed from historical perspective. The study is based on variety of sources, including fiction literature. E.A. Sinetskaya connects the first attempts of Chinese women to obtain equality of rights with spread of Cristianity, but in this paper another point of view on this problem is presented. Then Taoism gave equal rights and possibilities for its progeny regardless of sex and social status. In this religion one can find pantheon of female goddesses, etc. The issues of family and marriage, the right to education, the right to independent earnings and problems with the exercise of their rights by women are being raised in the article, it highlights the connection between the Chinese women’s movement and the problem of human freedom
