According to the studies carried out by the US Geological Survey (USGS) under the project GFSAD30, Russia ranks fourth in the world in the number of fertile lands. However, today there are some problems that “slow down” the development of the Russia’s agricultural sector, including the rice-planting complex. One of the main problems of the Russian agro-industrial complex is unsustainable environmental management, which leads to inefficiency and sometimes loss of agricultural production. This is caused by the “rigidity” of the legal framework, the reluctance or inability of the economy to switch to new resourcesaving technologies, as well as the fear of partially or completely losing the crop when switching to new technologies. For the “soft” transition of the economy to new resource-saving technologies, we propose a resource-saving technology for cultivating rice on underground drip irrigation under mulch film on rice irrigation systems, the introduction of which proved its effectiveness, as well as the relevance of our study. The efficiency of proposed resource-saving technology of rice cultivation on drip irrigation is expressed in the increase of profitability of rice production by 26%, reduction of irrigation norm by more than 5 times, labor intensity of rice production by 42% and material costs by 24%. The proposed technology not only reduced the anthropogenic load, but also improved the land reclamation condition, including the situation in the rice irrigation ecosystem. Further development of drip technologies in the rice sector of Russia will allow developing fundamentally new, ecological-reclamative, balanced rice crop rotation with the inclusion of vegetable and cucurbits crops. The proposed technology will provide an opportunity to cultivate rice outside rice irrigation systems on previously rich lands, which will give agro-industrial workers new opportunities and prospects in rice production.

The world practice of rice cultivation has shown that rice cultivation by traditional methods for Russia is labor-intensive, resource-intensive, ineffective with low profitability, and often unprofitable production. As a result, traditional methods of flooding rice paddies in Russia are faced with a shortage and high cost of irrigation water and a reduction in rice irrigation systems, i.e., areas suitable for rice cultivation. For solving the problem of unprofitable rice production, an analysis of the world practice of rice production has been implemented. The analysis showed that the most optimal solution for the natural and climatic conditions of the Krasnodar Territory is the cultivation of rice using sprinkler irrigation and drip irrigation. Further analysis showed that drip irrigation is the most promising way of growing rice, which has many undeniable advantages. The main advantages of drip irrigation are the low irrigation rate, labor intensity, and energy intensity of rice production. Therefore, the article proposes a pioneering Russian ridge cultivation method for rice cultivation on the lands of the irrigated rice fund with drip irrigation under plastic and/or biodegradable perforated film. This method will make it possible to radically revise the principles of rice cultivation, form a new generation of rice crop rotations with the inclusion of melons and vegetables in them, and carry out rice production on previously rainfed lands. The implementation of the method has proven the effectiveness and feasibility of our research.

Rice cultivation is the most resource-intensive production in the Russian agro-industrial sector. Historically, the technology of flooded rice cultivation in thу Krasnodar Territory has remained virtually unchanged for more than 90 years. This is due not only to the biological but also to the technological features of its cultivation. In this connection, the issue of optimizing the production process of rice cultivation is becoming increasingly important every year. Global experience in rice cultivation has determined a further direction of research on optimizing rice cultivation technologies, namely the development of a resource-saving technology for drip irrigation of rice. The pioneering research done by domestic scientists to test drip irrigation of rice in Russia has proved the feasibility and effectiveness of their use. This article proposes a modern resource-saving drip irrigation project for rice, which was tested in OOO “Chernoerkovskoe” in the Slavyanskiy District of the Krasnodar Territory. The authors have proved the efficiency of the proposed rice cultivation technology, resulting in the reduction of irrigation norm, material, labour, energy and technical-technological resources in rice production and crops of rice rotation. The introduction of the new technology has improved not only the biometric indicators of rice, but also the ameliorative condition of soils. Drip irrigation technology makes it possible to cultivate rice outside the rice irrigation systems on land previously used for rain-fed agriculture, which will increase not only the potential area under rice cultivation, but also the geography of rice cultivation in Russia.

The article substantiates the main determinants of the development of energy efficient technologies in the agro-industrial complex of Ukraine. The main problems that hinder the achievement of energy independence of Ukraine are revealed and their essence is revealed. The problems and prospects for the adaptation of current technologies in crop production, the latest technical and technological solutions in animal husbandry and resource-saving farming systems to the existing conditions of domestic agricultural production are stated. The analysis of the use of modern energy efficient technologies in the field of crop production is carried out and it is substantiated that they are associated with the use of modern technology and renewable energy sources, space information technologies. The features of innovative energy- and resource-saving farming technologies are considered. The newest technical and technological solutions in animal husbandry, contributing to energy saving in the context of modern technical and technological support of the industry, energy and resource saving technologies, production of biofuel (biogas) with a description of problems and prospects are proposed. Measures to overcome the crisis state of innovative and technological activity of agricultural enterprises are proposed, aimed at strengthening the agricultural sector and ensuring its progressive development. The use of promising energy-efficient technologies in the agro-industrial complex has been substantiated as a guarantee of the development of the industry on an innovative basis. Review of measures to improve government regulation and incentives for the transition to energy efficient technologies, namely: improving the image of the state on the world stage to increase investment attractiveness; development of an effective energy policy that will have a close relationship with the European energy direction; liberalization of energy markets and delineation of energy supply sources, etc. It has been proved that at the state level it is necessary to constantly inform agricultural producers about modern energy-saving technologies, introduce pilot projects, and continuously monitor the efficiency of energy resources use.

According to long-term studies of the influence of rice cultivation show that meadow-black soil, meadow, alluvial, meadow-swamp (heavy black soils) soils of the reclamation and water management complex of the Lower Kuban, with the beginning of their use for rice cultivation, lose their favorable physical properties and become degraded, merged, viscous and gleyed formations, which leads to a decrease in the yield and quality of the resulting grain, loss of soil fertility, as a rule, with the subsequent withdrawal of lands from the irrigation fund. In order to prevent these negative consequences, it is necessary to use the accumulated world experience of rice cultivation in a timely manner. For a number of reasons, many scientific achievements in the field of selective breeding and rice production technologies remain unpopular. Today, the level of information technology allows studying the advanced experience of rice cultivation in a short time. The world leader in rice production is the PRC, where for more than 10 years they have been practicing the cultivation of rice using drip watering under mulching film, considering this method to be one of the most effective and resource-saving. However, the rice-growing regions of the PRC are located in subtropical and tropical climates with the sum of active temperatures and solar activity during the growing season significantly exceeding the average values of these values for the rice-growing regions of the reclamation and water management complex of the Lower Kuban. Consequently, to implement this technology on the rice irrigation systems of the Krasnodar Territory, it is necessary to adapt them to the natural and climatic conditions of the region. Therefore, the paper proposes the technology of underground drip watering of rice, the introduction of which has proven its effectiveness and feasibility.

Introduction. In the conditions of continuous development of investment and innovative technologies the necessary requirement for the further successful and productive development of an agro-industrial complex is updating of technics, technologies, management methods, the organization of production. The purpose of the paper is to study the innovative development of the agricultural sector of Ukraine and to develop a mechanism for implementing investment and innovation technologies. Results. The implementation of the mechanism of introduction of investment and innovation technologies in the agricultural sector should become an effective means of ensuring innovative development in all parts of the technological chain of agricultural production. The main task of the mechanism is primarily to ensure the coherent development of all its components – agricultural enterprises on the basis of deepening agro-industrial integration and involvement in the production of the latest advances in science and technology. Thus, the mechanism of introduction of investment and innovation technologies in the agricultural sector should ensure the implementation of a number of tasks: – stimulating scientific developments aimed at creating new technologies and agricultural products; – effective transfer of scientific achievements, knowledge and results of scientific developments into production; – financing of investment and innovation projects on acceptable terms for agricultural enterprises; – fair distribution of results of investment and innovation projects; – deepening agro-industrial integration; – development, examination and support of investment and innovation programs and projects; – education, training and retraining; – formation of investment and innovative way of thinking; – participation of the state and regional authorities in investment and innovation activities of agro-industrial enterprises. Conclusions. Thus, the need to implement the mechanism of investment and innovation technologies in the agricultural sector will create a favorable environment for innovation, bring the agricultural sector of Ukraine to the world level, will ensure the receipt of competitive agricultural products.

The paper substantiates the necessity to carry out system optimization of operational, technological and construction parameters of water regulation in the operation of rice irrigation systems, lays out methodological approaches and results. This research formulates approaches to the selection of project criteria and conditions of economic and environmental optimization during the construction of complex optimization models in the projects of their reconstruction and operation taking into account climatic management strategies of such objects. The proposed set of measures as a result of system optimization is focused on improving the natural and amelioration state of rice irrigation systems, improving their technological and technical parameters, introducing of water and resource saving regimes of rice irrigation and related rice crop rotations.

The article analyzes the problems of economics and ecology of the agro-industrial complex of the Krasnodar Region. It is concluded that the rapidly changing conditions for the development of the agricultural sector require a search for ways to improve training, a new system of environmental education, and new technologies for including young people in solving the environmental problems of the agricultural sector. On the example of the Krasnodar Region, modern traditional and innovative methods and technologies (Olympiad movement, involvement in research work, regional competitions, information and communication technologies, interactive technologies, projective technologies, etc.) of the formation of an ecological culture of Youth are considered.

The article is devoted to the study of the key factors of the internal environment of the formation of investment attractiveness of agricultural enterprises of the Sumy region. The current state of investments in agricultural enterprises of the Sumy region, their financial support, as well as the actual and predicted financial results of enterprises’ activities, reflecting the efficiency of using the resource potential of enterprises, have been investigated. Positive trends in the development of agricultural enterprises of the Sumy region are revealed, indicating an increase in the level of their investment attractiveness, both for domestic and foreign potential investors, respectively, on the activation of investment processes in the region based on the mobilization of internal and external sources of investment. In general, capital expenditures play a very important role for ensuring the reproduction process for each enterprise. Expansion of operations and economic development are impossible without investments. They are necessary for the development or acquisition of new technologies, equipment etc. The peculiarities of investing activities of agricultural enterprises are considered. They affect the investment attractiveness of agricultural enterprises and the choice of methods for assessing the investment attractiveness of an enterprise. The implementation of a long-term strategy for the economic development of the region’s agro-industrial complex requires an increase in the volume of investment resources, an improvement in the structure of investment sources and an increase in the efficiency of their use in accordance with the priorities of economic growth. In solving this problem, a regional policy for the formation and effective use of investment resources should play an important role. Despite the large amount of research devoted to investments, some of the related issues are the subject of further discussion. Increasing the investment attractiveness of the agricultural sector means creating a competitive environment, as well as an acceptable method for assessing the profitability of proposed investments.

Existing technologies and technological processes in production areas in the overwhelming majority are open systems in which natural resources are inefficiently used and significant waste is generated. Irrational water use and environmental degradation in traditional irrigation zones necessitate an analysis of the problems of environmental assessment and the applicability of irrigation systems, which makes this study relevant. The article aims to develop a methodology for assessing the technological process in agrolandscape systems from the point of view of resource conservation, ensuring strict regulation of environmentally friendly and waste-free technology and technological schemes for irrigating crops. The main principles of non-waste production process technologies are used. On the basis of them, a system of integral criteria for assessing the environmental reliability of irrigation technology and irrigation systems is presented, which allows creating an environmentally safe resource-saving technological process in agrolandscape systems. It was concluded that the task of managing the agro-industrial complex should be the creation of environmentally sustainable agricultural landscapes. The results of the study can be the basis for the formation of sustainable management decisions in the management of the agro-industrial complex from the standpoint of resource saving
