Modern urbanization processes occurring on a global scale inevitably lead to an increase in population density in large cities. People assess the state of life quality and living standards of megalopolises under conditions of high-rise construction development ambiguously. Using SWOT analysis, the authors distinguished positive and negative aspects of high-rise construction, highlighted threats to its development and its opportunities. The article considers the model of development of the city’s industry and infrastructure, which enables determining the optimal volume of production by sectors and branches of city economy in order to increase its innovative, production and economic potential and business activity.

Object. The State Employment Policy.Subject. The Economic Mechanism of Realization of the State Employment Policy.Purpose. Proving the main priorities of economic development of the state for the purpose of realizing effective state employment policy and ensuring high living standards and life quality of the population.The Main Provisions of the Article. The article is devoted to the description of the economic mechanism of realizing state employment policy in Russia and its interrelation with living standards and life quality of the population of Russia. A a new approach to classifying levels of realizating state employment policy has been presented. Economic, law and organizational issues and problems of realizing this policy are described and recommendations to improve economic policy of the state in the context of increase in the general employment rate of the population and fight against unemployment are made. Dependence of living standards and life quality of the population on employment rate of the population and efficiency of foreign and domestic policy of the government including protectionist policy and macroeconomic regulation is described. Theoretical description of the tendencies capable to have significant effect on living standards of the population in the next ten years is submitted.

In the article the author mentions some modern publications on this issue in the era of Alexander I and Nicholas I in connection with the description of the travelling theme in the context of everyday life history. As an example of the Russian Province, the article considers Smolensk Governorate which was located at the crossroads of routes from Europe to the center of Russia through Baltic, Belarusian and Ukrainian Provinces. On the basis of the materials of the State Archive of the Smolensk region (GASO) from the funds of the Chancellery of Smolensk Governor, the Smolensk Oblast Duma, metric books of Roman Catholic Church in Smolensk and published memoirs (Eugene Hess’ diary and E. Montulé’s notes) the author of the article reconstructs foreign hotel owners’ biographies (S.I. Chapa, D.K. Nolchini, V.I. Gaber), masters of carriage business (D.I. Graf, K.B. Weber), a city coachman, the owner of a coffee house (H. Podrut). All these people were united by their origin (they came from European countries) and their involvement (due to their professional activities) in servicing travelers who found themselves in the Russian Province. Life circumstances and development of their own business forced them to settle far away from their homeland; most of them became citizens of the empire, having connected themselves with Russia forever. In the article it is underlined that foreigners’ involvement in «tourist business» of the considered epoch testifies not only to the benefit of their business activity, but also to the importance of the psychological factor – the very possibility of meeting with compatriots and representatives of other European countries.

This article considers the direct connection of the state of living of the population with the structures of the economy. In this regard, it is noted that the territorial aspects of the structure of the economy are also factors in shaping the structure of people 's needs, despite the fact that the latter are poorly structured. The study showed that the extent of structural changes in the economy, apart from the needs of the population, is affected by such critical proportions as the ratio of production to consumption, the savings fund to consumption fund, industry and agriculture, growth of production and transport development, growth of cash incomes of the population and their commodity coverage. In total production theoretical analysis has also shown that structural changes in the economy depend on the level of change in the share of each sector of the economy At the same time, changes also affect economic growth and human well-being in different ways.

AbstractClimate seems to influence the spread of SARS-CoV-2, but the findings of the studies performed so far are conflicting. To overcome these issues, we performed a global scale study considering 134,871 virologic-climatic-demographic data (209 countries, first 16 weeks of the pandemic). To analyze the relation among COVID-19, population density, and climate, a theoretical path diagram was hypothesized and tested using structural equation modeling (SEM), a powerful statistical technique for the evaluation of causal assumptions. The results of the analysis showed that both climate and population density significantly influence the spread of COVID-19 (p < 0.001 and p < 0.01, respectively). Overall, climate outweighs population density (path coefficients: climate vs. incidence = 0.18, climate vs. prevalence = 0.11, population density vs. incidence = 0.04, population density vs. prevalence = 0.05). Among the climatic factors, irradiation plays the most relevant role, with a factor-loading of − 0.77, followed by temperature (− 0.56), humidity (0.52), precipitation (0.44), and pressure (0.073); for all p < 0.001. In conclusion, this study demonstrates that climatic factors significantly influence the spread of SARS-CoV-2. However, demographic factors, together with other determinants, can affect the transmission, and their influence may overcome the protective effect of climate, where favourable.

This study discusses and examines the strengths and weaknesses and the opportunities and threats to formulate a strategy and program development in the Art Tourism Village of Kasongan bantul Yogyakarta. This study used quantitative and qualitative approaches. Data collected by observation, in-depth interviews, documentation and dissemination of questionnaires to 53 respondents consisting of bureaucrats, tourism businesses and community leaders, then analyzed by SWOT method. Based on the SWOT analysis obtained alternative strategies that can be applied is create quality art-tourism product. Tourism development policy must have the support from the private sector and the public. Community support depends on the condition variable resources of tourism areas, namely diversity, uniqueness, potential for conservation, economic potential, and market potential. In the second part of the article, the author discusses the procedure for recognizing normative acts as unconstitutional - which is the basis for claiming compensation from the state treasury for damages caused by the application of these unconstitutional normative acts and regulations based on the provisions of substantive civil law. When analyzing the content of the regulations regarding the COVID-19 epidemic, the author reviews the regulations that raise doubts in the doctrine as to their constitutionality. He also notes the inconsistency of these provisions with the legal system. Finally, the problem of possible compensation of the state treasury for damages caused by the legal activities of public authorities is discussed

The article considers the features and nature of changes in modern challenges in rural areas. Destabilizing trends of socio-economic development of rural areas have been identified. It is confirmed that despite the new opportunities for rural areas, strengthening the cohesion of rural communities, there are significant obstacles to their development, in particular, the state can not provide the necessary funds for projects or other measures to address social problems. Rural areas are significantly deprived of state support and financial and resource provision, and it is justified that in this aspect is very relevant fundraising activities, as it is focused on finding sources of funding for programs and projects of socio-economic development of rural areas. This encourages the development of fundraising in rural areas. The state of elaboration of problems of formation of financial and economic potential of territorial communities is defined, namely concerning use of fundraising activity as the innovative tool of formation of financial and economic potential of development of rural territories in the conditions of decentralization. The organizational and legal aspects of fundraising, factors of development of fundraising activity and influence of these factors on domestic realities are investigated; the characteristic features of fundraising in rural areas are determined, the priority directions of its development are revealed. Taking into account the peculiarities of rural areas, an algorithmic model of fundraising activities from the origin of ideas to the implementation and establishment of feedback from the donor has been developed. The methodological basis of the article is the fundamental provisions of economic theory, regional economy, inclusive development of rural, local finances and inter-budgetary relations. A set of both general scientific and special methods of economic research was used to solve the set tasks, which created a basis for a comprehensive analysis of the process of rural development on the basis of fundraising activities.

The article examines the relevance of consulting and its services in Ukraine, taking into account the crisis phenomena on a global scale and the complexity of doing business in Ukraine. The basic concepts and participants of consulting interaction in the process of rendering consulting services are determined. To identify the features of the current state and development opportunities of the consulting market in Ukraine, statistical and economic research methods used. The assessment of the degree of maturity of the consulting market in Ukraine, according to the results of which this market defined as immature. The activity of companies in this market as such, which accompanied by unstable processes of organization and functioning, has been determined. The uneven development of the structure of consulting services is largely due to the presence of institutional problems, the underdevelopment of the markets for certain types of consulting and the concentration of consulting companies in large cities of Ukraine. Market development can be associated with the requirements of digitalization: the development of new types of consulting services, new methods and techniques of market influence, the use of new information and communication technologies, internationalization and globalization of business. To implement these areas, it is advisable to form a professional consulting institute, which will provide the rules of the game for all participants in the consulting interaction. It recommended to position consulting at the legislative level as an important element of the innovation infrastructure of the National Innovation System of Ukraine. In these circumstances, the consulting activities will carried out within the framework of the presented types of consulting in accordance with the recommendations of the European Federation of Associations of Economic and Management Consultants. This will ensure the network interaction of all participants in innovative activities on the principles of public-private partnership, and will contribute to the development of enterprises in Ukraine.
