The article studies the issue of the protection of the land and the coastal part of the Kara Sea and the role of specially protected natural territories, trading posts of small indigenous peoples of the North (SIPN) located within the boundaries of the state biological reserve of regional importance Yamalskiy. It is shown that the consolidation of administrative and production resources and academic science in order to study the influence of natural and anthropogenic factors on the biogeocenosis of the Arctic and the sociogenesis of the peoples of the North will allow solving specific tasks of developing and using the Arctic zone of the Russian Federation and preserving the ethnic and cultural development of the SIPN, protecting their original habitat and traditional lifestyle.

The article deals with gender aspects of the perception of environmental problems by the population in the industrial development of the Arctic. There is substantiated the need to develop an ethno-social approach to the study of environmental problems in the framework of interaction between mining companies and the indigenous peoples of the North. It is proposed to conduct sociological surveys of the population when assessing the impact on the ethnological environment (ethnological expertise of the project). The experience of conducting such research to identify and assess gender-specific perceptions of environmental problems in the implementation of investment projects in the Arctic is shown. Based on the results of the empirical research in 2017–2019 on alluvial gold and diamond mining projects in the Northern regions of the Republic of Sakha (Yakutia), the main environmental problems that concern the local population are identified. These include: pollution of the environment in the territories of traditional nature use, decrease in the number of deer, reduction in the number of objects of traditional crafts, lack of a system for garbage removal and processing, climate change, and others. The article shows specifics of the environmental problems perception by the indigenous inhabitants of the North (Evenks, Dolgans, Yukagirs, Sakha) on a gender basis. It proposes a mechanism for taking into account the gender characteristics of the population’s behavior in the impact of economic activities on the environment in order to ensure gender equality by signing an agreement between mining companies and the local population on the socio-economic development of the territory. The concept of a gender approach to the account of ethnosocial and environmental aspects of territory development with the account the life cycle of the project is substantiated. Implementation of this approach will allow a more full account of the interests and needs of the indigenous population in the industrial development of the territory in the Arctic.

In the Sakha (Yakutia) Republic, hereinafter SR, the Arctic zones are the original habitat of indigenous peoples, who can conduct economic activities only in undisturbed or lightly disturbed lands. From this point of view, the problem of compensation for losses of indigenous peoples as a result of industrial development of territories is of particular relevance. At the same time, it is necessary to identify the main problems of indemnification of losses of the indigenous small-numbered peoples of the North (ISNPN) during the industrial development of the traditional natural resource management territories (TNRMT). The study was conducted using historical, geographical, analytical, synthetic, and statistical methods. In the Arctic zone, the diamond mining, gold mining, and coal mining industrial facilities are located inside TNRM areas. In the near future, it is planned to revive the tin industry, develop oil and gas fields on the continental Arctic shelf, and develop the Tomtor Complex Rare-Earth Deposit. In 2010, a law of the SR was passed: “On Ethnological Expertise in the Places of Traditional Residence and Traditional Economic Activities of the Peoples of the SR”. To date, in the ethnological examination of SR, we have investigated 13 investment business projects. In the course of the investigation, it turned out that most of the comments from both experts and tribal communities concern the section of compensation for damages. The official methodology developed on materials from the polar regions of the western part of Russia cannot be extrapolated to the entire territory of the North, Siberia, and the Far East. It is necessary to develop regional methods for calculating losses of indigenous peoples, which regulate the interaction of subsoil users with the authorities and representatives of the clan communities engaged in traditional crafts.

The article examines the forms of social organization of the small-numbered indigenous peoples of the North of Sakhalin in the field of traditional fisheries and entrepreneurship in the context of legal pluralism. This method allows us to analyze the coexistence of state and customary law, moral norms and the principles of social entrepreneurship. Methods of legal and social anthropology are used. The study uses the approaches of the UN Expert Mechanism on the Rights of Indigenous Peoples. Field materials are interpreted in academic and aboriginal discourses. Federal and regional legislation are evaluated through the study of local practices. A study of the impact of new social institutions on technical equipment and internal legal regulation of economic activities, forms of interaction between fishermen and commercial enterprises, contradictions between aboriginal fisheries and the official environment was conducted. The article is written on the basis of observations and expert interviews collected on Sakhalin Island (Yuzhno-Sakhalinsk, Poronaysky, Noglik, Okhinsky districts) in 2014 and 2019. The reasons for doing business were studied. An assessment is given of modern aboriginal fisheries, based on both traditional knowledge and skills, as well as modern technologies. The article explores the characteristics of indigenous entrepreneurship, which combines commercial and social goals, exchange of gifts and market relationships. Special attention is paid to the evaluation of poaching. Aboriginal entrepreneurship is seen as a means of sustainable development and poverty alleviation. The conclusion proposes measures for the legal regulation of aboriginal fisheries and recommendations developed during consultations with leaders of fishing organizations.

The impact on healthcare organization on the territory of Russian Arctic of unique natural and climatic, demographic, ethnic, settlement and professional factors of influencing the health of population, constantly or temporarily living on this territory is studied. The necessity is substantiated of various forms and resource provision with healthcare services such real and potential patients of Arctic medical institutions, as representatives of indigenous small peoples of the North, workers of mining and metallurgical industry, military personnel, sailors and shift workers. In this connection a correction of a number of All-Russian normative acts is proposed.

Based on the study of the spatio-temporal aspects of the development of phytoplankton in the lakes of the North and North-West of the European territory of Russia (large lakes – Imandra, Onega and Chudsko-Pskovskoye and small lakes of the Arctic and Subarctic), the features of its structure and dynamics under the influence of natural and anthropogenic factors (eutrophication, heavy metal pollution, acidification, thermification). The species composition and quantitative characteristics of phytoplankton of large lakes of the North of Russia, small arctic lakes and lakes of subarctic regions are studied. It has been shown that diatoms predominate in arctic water bodies according to species diversity, and green and diatoms predominate in boreal ones. By biomass, diatoms dominate mainly in all cold-water lakes, with the exception of small arctic lakes, where golden algae lead. The features of the reorganization of phytoplankton in response to the action of anthropogenic factors are revealed. It is proved that in the northern water bodies the complex action of heavy metals and nutrients does not lead to inhibition of phytoplankton, and the effect of acidification in combination with heavy metals enhances the toxic effect of the latter. A feature of the response to acidification is an increase in the variability of the dynamics of the biomass of phytoplankton. It has been shown that in different types of lakes of East Antarctica under severe climate conditions under light and biogenic limitation, redistribution of autotrophic components in the formation of the biota of water bodies occurs: against the background of a decrease in the abundance and diversity of phytoplankton, the role of microphytobenthos and periphyton increases.

Abstract The impact on seasonal polar predictability from improved tropical and midlatitude forecasts is explored using a perfect-model experiment and applying a nudging approach in a GCM. We run three sets of 7-month long forecasts: a standard free-running forecast and two nudged forecasts in which atmospheric winds, temperature, and specific humidity (U, V, T, Q) are nudged toward one of the forecast runs from the free ensemble. The two nudged forecasts apply the nudging over different domains: the tropics (30°S–30°N) and the tropics and midlatitudes (55°S–55°N). We find that the tropics have modest impact on forecast skill in the Arctic or Antarctica both for sea ice and the atmosphere that is mainly confined to the North Pacific and Bellingshausen–Amundsen–Ross Seas, whereas the midlatitudes greatly improve Arctic winter and Antarctic year-round forecast skill. Arctic summer forecast skill from May initialization is not strongly improved in the nudged forecasts relative to the free forecast and is thus mostly a “local” problem. In the atmosphere, forecast skill improvement from midlatitude nudging tends to be largest in the polar stratospheres and decreases toward the surface.

The compensation for losses caused to the indigenous peoples in Arctic Russia due to the industrial development of their traditional lands is an urgent question whose resolution requires development of new mechanisms and tools. The losses caused to indigenous traditional lands are part of the damage caused to the natural environment, their culture and livelihood. In the Russian Federation cultural impact assessment is a rather new tool aiming to protect indigenous peoples’ rights to lands. In this paper the authors show the applied side of the cultural assessment that is used to improve the methodology of the calculation of losses adopted by ministry of regional development in Russia in 2009. This methodology is based on the resource disposition and evaluation of traditional lands. Accordingly, compensation payments are calculated as the sum of the losses in traditional economic activities such as: reindeer herding, hunting, fishing and gathering. Such compensation is considered by authors as the elements of a benefit-sharing system. In practice, this methodology has been tested at industrial projects on alluvial diamonds in Yakutia. In this paper we look at the Polovinnya project case-study which deals with indigenous peoples of Dolgans and Evenks and argues that such a justified, understandable methodology both for indigenous peoples and subsoil user could reduce to a minimum the conflict of interests.

Abstract. The Coastal Observing System for Northern and Arctic Seas (COSYNA) was established in order to better understand the complex interdisciplinary processes of northern seas and the Arctic coasts in a changing environment. Particular focus is given to the German Bight in the North Sea as a prime example of a heavily used coastal area, and Svalbard as an example of an Arctic coast that is under strong pressure due to global change.The COSYNA automated observing and modelling system is designed to monitor real-time conditions and provide short-term forecasts, data, and data products to help assess the impact of anthropogenically induced change. Observations are carried out by combining satellite and radar remote sensing with various in situ platforms. Novel sensors, instruments, and algorithms are developed to further improve the understanding of the interdisciplinary interactions between physics, biogeochemistry, and the ecology of coastal seas. New modelling and data assimilation techniques are used to integrate observations and models in a quasi-operational system providing descriptions and forecasts of key hydrographic variables. Data and data products are publicly available free of charge and in real time. They are used by multiple interest groups in science, agencies, politics, industry, and the public.

Carbon dioxide (CO2) emission derived from economic activities results primarily from the fossil fuels consumed. The variety of fossil fuels used, the degree of efficient consumption of energy, economic growth and national population size determine the total amount of CO2 emission in a country. Considering its population size as well as its potential for economic development, China is expected to play a key role in the global warming issue in concert with other industrialized Asian countries, including Japan. In the present study, the impact of population increase on total CO2 emission in China during the period 1982-1990 was analyzed. During the study period, population increase and CO2 emission per capita were 21 per cent and 70 per cent, respectively. In terms of population increase by region, some provinces in the inland areas and megacities, like Shanghai and Beijing, contributed the highest figures. To cope with high fertility in the inland areas as well as massive population inflow into the urban areas simultaneously, increasing the number of medium-sized cities to be located in the inland areas could be a solution. For CO2 emission per capita, the figures for the North-Eastcrn provinces and South-Eastern provinces along the coast are remarkable. The estimate of total emission of CO2 by 2010 is 1.6 million tons, a 74 per cent increase from 1992. Energy transition is the key to the stabilization of CO2 emission in China.
