The research is devoted to improvement of the methodological tool for assessing the sustainability of the socio-economic territorial development in megalopolis based on the analysis of local budget expenditures for the development of social infrastructure and security. The purpose of the research is to determine the compliance of financial capabilities of the territory and the needs of the residents to for comfortable and safe urban environment. The paper uses methods for normalizing indicators by reducing the size scale to the dimensionless scale, comparative studies, and the results of sociological surveys. The author has calculated the coefficients of budget stability and security index for the St. Petersburg’ districts, and established the nature of the relationship between the factorial indicator of tax revenues and local budget expenditures to ensure the quality of life for residents. The proposed approach allows us to assess the efficiency of budget expenditures and compare the results of statistical data and sociological surveys on the level of development of social infrastructure and security in the metropolis. The results can be used to assess the effectiveness of local budget expenditures and programs for the sustainable development of St. Petersburg.

In the conditions of modern challenges, the issues of infrastructure support for the sustainable development of territories of all levels and, above all, their primary basis - municipal formations, acquire special significance. The research is based on the hypothesis of the relationship between the quality of infrastructure provision of municipalities, including their budgetary and managerial potential, and the sustainable social and economic development of the territory. Accordingly, the authors consider models of interaction between all subjects of economic and social ties of territorial formation, their innovative component and the nature of inclusion in the ensuring of sustainable development of municipalities. The recommendations on the formation of the financial security infrastructure with a view to ensure sustainable development of municipalities are also presented.

Introduction. With the conduction of the reform of decentralization of power in Ukraine in the model of financial equalization, the emphasis is placed on aligning budgets on incomes with the use of separate equalization tools by expenditures. The introduction of the new alignment system involves a number of problems. Purpose. Solving the problems of financial equalization in Ukraine in the conditions of modern reforms and finding the ways of its improvement. Results. The investigation of features and instruments of financial equalization in the context of conducting modern reforms in Ukraine has made it possible to identify issues that do not contribute to the reduction of vertical and horizontal budget imbalances, but also increase them. The main problems of financial equalization of local budgets are allocated, namely: inconsistency of incomes with expenditure powers of local budgets; instability of local budget revenues over time due to frequent changes in tax and budget laws of the state; violation of the transparency of transfer of transfers; a lack of clear separation of expenditure powers between the levels of government and others. The modernization of the modern equalization system should be aimed at creating equal financial opportunities for the sustainable development of individual territories and the country as a whole, providing macroeconomic stability and economic growth, promoting the improvement of quality of public services and their compliance with the developed state standards. Conclusions. There are proposed the directions of perfection of the modern system of financial equalization in the part of changes in the procedure for enrollment of personal income tax to local budgets by the place of residence of the person, and not by the place of employment; changes in the approaches of calculating the index of tax capacity; a reasoning of the necessity of development and approval of new state service standards for the social sectors.

The paper discusses a comprehensive approach to assessing regional economic security based on three main areas of regional development: the state of the region’s economy, its social sphere, and its finance. The present article is aimed, first of all, at presenting the practical possibilities of using the economic security index for tasks such as identification of regional problems and assessment of the actions of regional authorities. For this purpose, the authors introduce a definition of regional economic security, the principle of calculating the integral index, and the method of assessing economic security. The practical aspects of measuring regional economic security on the basis of the proposed integral index are considered. The mathematical apparatus for calculating the integral index of economic security allows one to study regional development in dynamics, and to build reasonable models and forecasts, which makes it possible to approach the problem of regional development much more objectively in terms of government resource distribution. In this connection, it is proposed to use the method of forming and evaluating the integral index of economic security as a key tool of regional management, namely as a method of assessing the quality of management; assessing the consequences of decisions; identifying the lagging areas of economic, social or financial spheres of a region; and forecasting socio-economic development for individual regions and federal districts.

<p><em>This study focuses mainly on participatory budgeting issues, citizen budget education; informing citizens about public investments/projects; community needs; employee performance; the quality of public services provided. The above issues, and especially the relationship between local leaders and citizens, are a good indicator to assess how local governance and citizens are moving in the same direction and to what extent is this inverse fulfillment of expectation. This relationship is expressed in terms of an unclear and incomplete perception of the ratio between what citizens pay in the form of local taxes and public services provided by the Municipality. This fact, mainly related to the expectations of citizens from local government for the use/management of the local budget, highlights the gap between the two parties involved in this process. It is evident the lack of a budgetary education from citizens and the need to orient and clarify citizens on this process, the importance it has for direct involvement of citizens and prioritization of community needs. The article concludes: in order to bring local government closer to citizens and the community, aiming at maximizing the fulfillment of the principle of “subsidiary” of local self-government, the Participatory Budgeting process should be done more inclusive and accessible to citizens.</em></p>

This article describes the study of existence of the relationship between individual factors of sustainable development from a qualitative point of view. It is revealed that new essential characteristics of the “middle class”, connected with sustainable development, are being formed. This makes it necessary to display them by introducing a new concept of “creative middle class”. The purpose of this study is to identify the relationship between improving the environment, the quality of life of the population, the processes of formation of a creative middle class and the results of socio-economic policies to ensure sustainable development of the territory. This study was conducted on the basis of a semi-formalized mass interview. Sustainability is considered for two regions of Siberia (Kemerovo and Tomsk regions), which differ in the specialization of economies: the mining region and the innovation region. In the RIA rating of the Russian regions on the quality of life, these regions, despite the different specialization of economies, occupy fairly close positions, being in the middle of the rating table. The hypothesis regarding the role of the creative middle class as the main subject and the main driver of socio- economic transformations for ensuring the sustainable development of the region in the long term and improving the quality of life of the population has been partially confirmed. This can be explained by the fact that the process of forming a creative middle class is at the initial stage. Manifestations of innovative features in the economic and social activity of the subjective middle class in the Tomsk region were not identified.

Development strategy of the world's largest cities in recent years "turned green" substantially and include as priority the maintenance of the quality of the environment and reduce the risks posed by global climate change. The article analyzes the Sustainable Development Goals of the United Nations (2016-2030) from the standpoint of sustainability and quality of life of communities, primarily in the big cities. Proceeding from these positions the authors consider the relationship and interaction between different Goals, targets and indicators for their implementation. Particular attention is paid to international indices of city prosperity and cities outlook, the global cities index. Constructive methodological and instrumental basis for solving urban problems is the concept of ecosystem services and payments for these services. The largest cities and megalopolises should be prioritized and pioneer objects in the system of payments for ecosystem services or compensation for the loss of the quality of these services, which eventually should become nationwide and provide a sustainable long-run development of the country.

The article focuses on the ESG factors determining the activities of most companies in recent years. The relationship between ESG principles and the business reputation of a modern company has been indicated. Business reputation is found to be formed under the influence of a number of factors, among which a responsible attitude to the environment, social responsibility and the quality of corporate governance have come out in the first place in recent years. The analysis proved that the ESG principles are firmly entrenched abroad, the number of companies with an ESG rating is growing exponentially, and their profitability is increasing. It has been stated that the Russian business has not yet included ESG principles as mandatory parameters of active investment strategies. The emphasis is put on the relationship with stakeholders, since it is the stakeholders who evaluate the company's activities from the standpoint of the degree of satisfaction of their needs. The conducted analysis has proved that an assessment includes not only profit maximization and dividend growth, but also the results of social and environmentally responsible practices of companies. It has been inferred that there is a relationship between the sustainable development of the company, its business reputation, the creation of ethical values and taking into account the interests of stakeholders in the company's strategy. It is emphasized that ESGs become an instrument of active investment strategies and a tool that determines the business reputation of the company. The practice of responsible ESG investment has been illustrated, the role of institutional investors in the dissemination of this practice has been highlighted.

The paper analyzes the relationship between a city-forming enterprise and local authorities in creating social infrastructure facilities and their functioning in a single-industry town. City-forming enterprises significantly determine the effectiveness of particular territories - single-industry towns, while exerting a comprehensive impact on their socio-economic situation and territorial development. Due to the peculiarities of their location and functioning, city-forming enterprises often assume obligations to create and maintain social infrastructure facilities. In this paper, we will consider the players’ interest in social infrastructure facilities functioning, and will also determine the impact of its development level on the activities of a city-forming enterprise and a single-industry town. In the article, through the application of game theory, the interests and strategies of behavior of the two main players on the issue of creating new or financing old objects of the social infrastructure of a monotown are considered. In the model proposed by the authors, two players are considered. Player A is the town-forming enterprise, and Player B is the local government. Each of the players has two strategies of behavior, the first strategy is to provide financial assistance to social infrastructure facilities, and the second is not to provide financial assistance. Having created a matrix of results, we will determine the payoffs of the players, which will further help us find the Nash equilibrium and determine the Pareto efficiency. Additionally, the work will consider the duality of the results, which will demonstrate the inconsistency of the functioning of the model when using only the rules of game theory and taking into account only market factors without taking into account real social conditions.
