Economic and food security are becoming a priority for the development of the state in conditions of high political instability and disruption of foreign economic relations. The products of the agro-industrial complex play an important role in ensuring the life of the country’s citizens. This study provides a horizontal analysis of the dynamics of production and consumption of the main types of meat and dairy products in the Rostov region, and a vertical analysis of the structure of meat products in the region. The study also reveals the reasons for the negative dynamics of the main indicators of the region’s food supply for the meat and dairy industries. This work reflects the features of the state policy of import substitution in the agro-industrial complex. The article explores the issues of effective functioning of the subjects of the agro-industrial complex in the conditions of sanctions pressure of Western countries. In conclusion, priority directions for improving the mechanisms of state regulation of the agricultural sector are given. The article gives some recommendations on improving the mechanisms of state support and stimulating of import substitution in the agro-industrialcomplex.

The grain farming is the basic sector of the agro-industrial complex (AIC) of the Russian Federation, which has always been the basis for the sustainable development of the entire agricultural sector of the country. The feed grain is of particular importance for obtaining cheap livestock products and import substitution in this field. The share of the imported meat and dairy products will sharply decrease if the system of ensuring self-sufficiency for the country's regions with grain is properly built. At the same time, the resources spent on imports will fund the development of the entire AIC. Due to some natural and economic factors, not all regions in the Russian Federation are able to provide themselves with their own grain. It is favorable for such regions to import cheap grain from other regions and to supply their cheap livestock products to these regions. Most of the grain should be fed to livestock and poultry in order to eliminate the discrepancy between the export and import of food. The attempts are made in the Russian Federation to transfer agriculture to an industrial basis, but, unfortunately, this is done only in the farms that receive high subsidies and preferential loans, while most of the farms try to develop at their own expense, which they lack. This results in the technological backwardness of the industry and the general crisis state.

Abstract. Purpose of the study is improving the mechanism of state regulation of agricultural producers, due to the need to overcome the pandemic and prevent the recurrence of similar scenarios in the future. The object of research is an agricultural producer, belonging to the category of small business. The subject of the study is the relationship between the object of study and the state represented by government bodies and institutions involved in the provision of state support that may arise in the process of overcoming the consequences of the COVID-19 pandemic. Research Methods. A theoretical analysis was used to identify threats from the coronavirus pandemic to agriculture and the agro-industrial complex as a whole. Comparison as a method of cognition was used when comparing the requirements of small businesses for state support and measures actually taken by the government. A systematic approach and modeling were used to summarize the experience of the functioning of the economy in a pandemic and to create patterns of behavior of small agribusiness entities. The method of scientific abstraction made it possible to present the most probable state of small business in the agro-industrial complex, depending on the provision or refusal of state regulatory influence on the economy in order to eliminate the damage caused by the pandemic. The rule of combining historical and logical in their unity allowed us to look at the coronavirus pandemic not as a unique phenomenon in the history of modern economics, but as a negative phenomenon that will potentially be reproduced in the future and the logic of counteraction which requires active intervention at the state level, and in the future - generalization, analysis and improvement of the experience gained. The theoretical and methodological basis of the study is composed of statistical data on the state of the world economy, consumption, unemployment, publications of news agencies and government officials on measures taken to deal with the consequences of the pandemic, existing programs for the development of the digital economy, as well as publications of leading scientists in the agricultural sector on digital problems economics. Results. Within the scope of this study, there were characterized the most negative consequences of the pandemic for the agro-industrial complex, there was carried out the analysis of announced and already taken measures to support entrepreneurship and were described behavior models of small agribusiness entities in the current situation. Scientific novelty. The authors have developed a new method for the rapid diagnosis of a small agribusiness subject, claiming to receive state support for regional and industry programs.

The article substantiates the need for state regulation of innovation activity in the agricultural sector of Georgia and analyzes the problems associated with the development of this sector. The factors hindering the introduction of innovations in agriculture are investigated. It is noted that the existence of large farms is important for the commercialization of agriculture and the role of cooperation in this process is emphasized. The state programs of development of agro-industrial complex of Georgia are considered. The importance of state regulation in innovative de-velopment of agro-industrial complex is investigated.

The article deals with the specificity and orientation of sustainable development of Ukrainian meat processing enterprises. Weaknesses in the state regulation of meat processing enterprises are identified. The necessity of forming a mechanism of state regulatory influence is substantiated within the framework of ensuring the sustainable development of the meat processing industry in Ukraine. The main directions of the state policy implementation are given in order to ensure sustainable development of the meat processing industry in Ukraine. The tool for sustainable growth of meat processing enterprises in Ukraine has been identified. The practical application of the proposed tools has its advantages, namely: producers of meat products receive the necessary credit resources as collateral for manufactured products; guarantee of a high-quality and effective system of raw material security, which enables to carry out operations under pre-regulated conditions that meet the criteria of relevance, transparency and objectivity; the possibility of regulating the financial and economic relations between meat producers and procurement organizations for wholesale and retail sales. Based on the conclusions drawn, it has been proved that the end result of the sale of meat products should be shared among all participants in the production and trade relations, depending on their costs. It is important to simultaneously and promptly adjust the financial and economic relations between the parties in the context of industrial-trade relations. At present, modern meat processing companies are experiencing significant difficulties due to the need to reduce production volumes and shortage of staff. As a result, much of the production capacity is half-force, which results in operating costs and, as a consequence, a significant increase in the price of final products. According to the study results, it is possible to achieve positive trends in the functioning of the meat processing industry as a whole and the socio-economic sustainability of the domestic industrial enterprises of the analyzed industry in particular by successfully implementing national, regulatory, financial, licensing, tariff and antitrust standards at the national level. The development of a dynamic and competitive global economy modifies the coordinate system of modern foreign economic activity, focusing it on the development and production of innovative high-tech agro-industrial products. The article provides a brief overview of the main legal approaches to assessing the effectiveness of innovative foreign economic and domestic economic activity of Russia. The conclusions set out in the publication contain a number of proposals to optimize the instruments of state legal regulation of the policy of the Russian state in the system of implementation of import substitution in the agro-industrial complex. The work substantiates the strategic priorities of the development of the national AIC, which make it possible to ensure a stable rate of economic growth by stimulating the investment activity of economic entities, reducing the critical dependence of agricultural producers on imported technologies, which contributes to increasing food security. Based on the analysis of the role of the agro-industrial complex in ensuring an acceptable level of food security, the study notes specific legal forms of state activity aimed at expanding domestic production, transforming the existing mechanism of state regulation and supporting the agro-industrial complex, caused by a change in the existing conditions of the domestic and domestic market in the agricultural sector

In the article the need for state regulation of import substitution in the agro-industrial complex of the Russian Federation is founded upon the basis of food self-sufficiency call under conditions of sanctions. It is determined that when forming the mechanism of import substitution, an integrated approach is necessary, taking into account the peculiarities of the state development and the use of all types of potential. The existing trends in the functioning of the Russian Federation agricultural sector are noted. The main problem of the agro-industrial complex of the Russian Federation is revealed to be the lack of state support and funding, as well as the drawbacks of state regulation. It was revealed that, despite the identified positive tendencies in the development of the agro-industrial complex, with the purpose of stabilization it is necessary to upgrade the technical and technological spheres on the basis of an innovative approach to scientific and technological developments in all sectors of the agroindustrial complex. It was also pointed out to the fact in the sphere of food supply, an effective import substitution policy is possible provided that conditions for the development of Russian production of competitive food products are created. It is advisable to form import substitution on the basis of a closed production cycle within the state, in which producers are involved in supply and delivery chains directly to trading enterprises, and that requires improvements of the interaction system of all market actors. At the same time, producers are supposed to be able to significantly increase income, and consumers are supposed to have favorable food prices. A model of import substitution state regulation mechanism in the agro-industrial complex of the Russian Federation on the basis of selfsufficiency need in food is proposed, which is a set of stages for the implementation of a certain sequence of actions where each of the twelve stages is specified. In the process of implementation of the proposed model significant advantages can be achieved in the economic, technical and organizational spheres of the agriculturalsector.

The article analyzes the state regulation measures system of the agricultural production and food development in the regions of the state. This research purpose is the development of proposals for the economic component’s systematization of the production of export-oriented agricultural products and assessment of the state support level for the influence on the efficiency of the production of export-oriented agricultural products. The authors evaluated the efficiency indicators system of state support for the production’s export-oriented agricultural products and food as well as reserves for the food market’s development in rural regions of Kazakhstan. The research shows that for the agricultural production’s development Kazakhstan has a significant resource potential (land, labor and materialtechnical), which allows to ensure the population’s food security, increase exports and reduce imports. For this, it is necessary to improve the forms and methods of state financial support and, above all, export-oriented products and food, with considering republic regions strategic development. Efficiency indicators of the regional state support for the agricultural sector of the economy are characterized by the following: gross production, revenue, profit, level of profitability, financial stability, labor productivity. Considering the methodological approaches to the state support funds distribution, three principal directions for inter-budgetary regulation of the agro-industrial complex are suggested using the following methodology: per capita, covering the estimated financial gap, and equalizing budget provision. Subsidies in crop production (per hectare) for 1 ha of crops were canceled in 2018, and stock raising – from 2020.

The article presents the materials of theoretical and empirical studies on the analysis of import substitution processes in the agricultural sector during the 2020 pandemic. The sides of the food market development for the situation in 2020 are listed. The analysis of foreign trade in various types of food during the pre-pandemic period and 2020 is presented by groups: “Meat and edible meat products” taking into account the level of meat supply of the domestic market by species from 1990-2019; “Fish and crustaceans, molluscs and other aquatic invertebrates” taking into account the catch, export and consumption; “Dairy products; bird eggs; natural honey” taking into account the analysis of imports of certain types of dairy products (milk, butter, whey and cheese), “Vegetables and some edible root vegetables and tubers” taking into account a separate group of growing imports of ginger and garlic, “Edible fruits and nuts; peel of citrus fruits or melons”, “Coffee, tea, mate, or Paraguayan tea and spices”, “Fats and oils of animal or vegetable origin” taking into account the analysis of the import of palm oil. Each group of goods is analyzed from 1990 to 2020 for imports, taking into account the provision of the population with food and the change in the typical volume of imports during the calendar year from the conditions of the import substitution policy and under the influence of the pandemic factor. The features of consumer behavior of the Russian population when purchasing food are analyzed. The staging of food consumption among the Russian population in the context of the COVID pandemic in 2020 is highlighted. Conclusions on the negative and positive impact of the pandemic on import substitution in the agricultural sector are drawn.

Topicality. The evrointegration course of Ukraine and integration of economy of the state in a world economy to a great extent depend on the present export resources of country. The mortgage of successful development and global keeping of Ukraine is effective and competitive development of agriculture. The actuality of problem of stimulating the development of state budget support of the agrarian sector of the economy in ensuring the eurointegration of Ukraine. Aim and tasks. In the conditions of reformative motion of Ukraine in direction of entering into European Union and choice of way of development, the agrarian sector of economy occupies one of leading places, which a possible decision of problems of raising of economy of the state and providing of perspective development of other industries of economy is due to. The purpose of the article is to assess the national conditions and factors regarding the implementation of European principles for the construction of state economic relations in the field of agriculture. Basis of decision of these tasks is wide illumination of agroindustrial complex as backgrounds of development which will enable to provide an output on the new level of menage, inculcate European principles of construction of relations between farmers and state, to create the certain programs of support of agriculture and more main all - to provide stability of economy of the state. Research results. State budget support is the main direction of state regulation of agriculture with other branches of the economy, to ensure the effective functioning of agricultural production in general. Investigational problems of development and realization of export capacities of enterprises of agroindustrial complex of Ukraine. tendencies and certainly basic directions of introduction of eurointegration principles of menage are analysed in modern terms. Conclusion. By priority and strategically the important sector of economy of Ukraine traditionally is an agroindustrial complex. Therefore the valuable use him export potential will play a key role in integration of Ukraine in outer economic space. Prospects for future research in the field of implementation of European principles of management are related to the priority development of the regions, the effectiveness of the reforms implemented and the effectiveness of the development of the agro-industrial complex in the context of its state support.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
