SUSTAINABLE DEVELOPMENT OF MEAT-PROCESSING ENTERPRISES: PECULIARITIES OF STATE REGULATION

The article deals with the specificity and orientation of sustainable development of Ukrainian meat processing enterprises. Weaknesses in the state regulation of meat processing enterprises are identified. The necessity of forming a mechanism of state regulatory influence is substantiated within the framework of ensuring the sustainable development of the meat processing industry in Ukraine. The main directions of the state policy implementation are given in order to ensure sustainable development of the meat processing industry in Ukraine. The tool for sustainable growth of meat processing enterprises in Ukraine has been identified. The practical application of the proposed tools has its advantages, namely: producers of meat products receive the necessary credit resources as collateral for manufactured products; guarantee of a high-quality and effective system of raw material security, which enables to carry out operations under pre-regulated conditions that meet the criteria of relevance, transparency and objectivity; the possibility of regulating the financial and economic relations between meat producers and procurement organizations for wholesale and retail sales. Based on the conclusions drawn, it has been proved that the end result of the sale of meat products should be shared among all participants in the production and trade relations, depending on their costs. It is important to simultaneously and promptly adjust the financial and economic relations between the parties in the context of industrial-trade relations. At present, modern meat processing companies are experiencing significant difficulties due to the need to reduce production volumes and shortage of staff. As a result, much of the production capacity is half-force, which results in operating costs and, as a consequence, a significant increase in the price of final products. According to the study results, it is possible to achieve positive trends in the functioning of the meat processing industry as a whole and the socio-economic sustainability of the domestic industrial enterprises of the analyzed industry in particular by successfully implementing national, regulatory, financial, licensing, tariff and antitrust standards at the national level. Economic and food security are becoming a priority for the development of the state in conditions of high political instability and disruption of foreign economic relations. The products of the agro-industrial complex play an important role in ensuring the life of the country’s citizens. This study provides a horizontal analysis of the dynamics of production and consumption of the main types of meat and dairy products in the Rostov region, and a vertical analysis of the structure of meat products in the region. The study also reveals the reasons for the negative dynamics of the main indicators of the region’s food supply for the meat and dairy industries. This work reflects the features of the state policy of import substitution in the agro-industrial complex. The article explores the issues of effective functioning of the subjects of the agro-industrial complex in the conditions of sanctions pressure of Western countries. In conclusion, priority directions for improving the mechanisms of state regulation of the agricultural sector are given. The article gives some recommendations on improving the mechanisms of state support and stimulating of import substitution in the agro-industrialcomplex.

Introduction. The article deals with the state of agro-industry in the meat processing industry. As a study re-sult of the meat processing enterprises activity, a problem was identified and the question of the imbalance of relations between producers and processors of meat raw materials was raised. Significant impact on the unsatisfactory structure of the meat market has insufficient number of breeding cattle (cows). The need for anti-crisis measures has forced public authorities to develop a plan that is insufficient to completely eliminate the problem and encourage private farms to produce more cattle. The purpose of this article is to investigate the state and development of the meat processing industry of Ukraine for the period 1990-2018 and to identify possible trends under the condition of the preventive anti-crisis measures application. The research methodology. Methods of statistical generalization, comparison, analysis of structure and dy-namics have been used. Results. An analysis of the structure of the meat production market in Ukraine is provided. The dependence of Ukraine's meat processing industry on imported raw materials has been determined. The reasons of raw material short-age for the meat processing industry of Ukraine are considered. Meat trends in the country have been analyzed. The key problems of the meat market are identified. The dynamics of export and import of meat and meat products are examined. The structure of livestock dynamics in Ukraine from 1990 to 2018 is given. The dynamics of the number of livestock by type of farm is analyzed. The unprofitable maintenance of cattle by private farms has been determined, which requires realization of state support. Conclusions. Measures to support the state of the meat processing industry are proposed: increase of duties on meat products import and introduction of quotas, state support in the field of organization of business associations in the form of cooperatives. It is advisable for enterprises to expand their raw materials base, to explore new markets and to introduce modern energy-saving technologies and technologies of integrated processing of raw materials. The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

Customs payments are an important regulator of the country's economic presence in foreign economic relations and trade relations. Customs receipts serve as a landmark indicator that provides the revenue side of the budget in its significant income, and also determine the place of the state in the system of the interna-tional division of labor and its corresponding place in the value chain. Customs duties (CD) act as a kind of regulator of the amount of goods imported into the territory of the state, taking into account the state and conditions of the domestic market and the country's balance of payments. The positive financial and economic multifactorial nature of CD is manifested in stimulating the optimization of the structure of imports of goods and services, and in addition, it can act as a tool to protect domestic producers from external competitors, and strengthen the state's trade balance.

Problem setting. This article deals with the problems of forming the legislative mechanism of creation and state support of the legal investment order, which should ensure the functioning of the investment market in the mode of observance of the principle of freedom of investment activity and at the same time real providing the national economy with investments in the necessary quantitative and qualitative parameters for the expanded reproduction of competitive socially-based production, without the use of excessive enforcement mechanisms labor, intellectual, financial and natural resources of the country and ensure the state of investment security. Analysis of scientific research. It is significant that public procurement has been the subject of scientific research by experts in commercial law: D.V. Zadikhaylo, V.K. Mamutov, O.P. Podserkovniy, V.A. Ustimenko, V.S. Shcherbinа, etc. The purpose of this scientific article is to identify the key problems of the formation of the legislative mechanism for the creation and state support of the legal investment order, which should ensure the functioning of the investment market and ensure the state of investment security. Article’s main body. The concept of national investment security, which is part of the national economic security of the country as a whole, is to systematically prevent the threat of a critical shortage of investment resources through the creation and state support of an appropriate legal investment order. The lack of a clear and systematic definition in the legislation of Ukraine of the legal mechanism of state regulation of economic relations, including investment, is a disadvantage, which frankly reduces the state’s ability to effectively influence economic processes and, consequently, its ability to fulfill its functional responsibilities in the sphere of economy. The investment component is a special subsystem of economic security that creates prerequisites for the best use of socio-economic relations in the development and scientific and technical restoration of productive forces of society through active investment activity. In studying the structure of the investment component we propose to take into account: inclusion of the investment component in the system of economic security of Ukraine; differentiation of the investment component by different levels of economy (country, region, industry, enterprise); the property of synergism, that is, the investment component of the economic security of the country is not a mere set of investment components of the economic security of regions and enterprises; formation of an investment component under the influence of many objective factors; the occurrence of various risks as a result of appropriate conditions. Conclusions and prospects for development. That’s why there is a need to develop and substantiate a system of initial concepts related to the economic and legal support of the implementation of the investment policy of the state: the investment market, the investment policy of the state, the legal investment policy of the state, the legislative investment policy of the state, the mechanism of formation of the legal investment policy, investment order and national investment security, etc.

The main objectives of the research were such: to define the concept of cold chain as an object of legal regulation; to find out the content and features of the EU legislation on the safety and quality of meat and meat products during cold chain and its use in Ukraine; to characterize the legal bases of the current legislation of Ukraine on ensuring the safety and quality of meat and meat products during cold chain, to formulate proposals and recommendations aimed at improving the national legislation of Ukraine by approximating it to the EU legislation, which sets requirements for the safety and quality of meat and meat products throughout cold chain. To achieve the abovementioned objectives, the following methods were used: comparative legal, analytical, systemic, dialectical, generalizing, specific-search, structural-functional, semantic, methods of deduction and induction, etc. The content and features of the legal regulation of the safety and quality of meat and meat products in the current legislation of the European Union and Ukraine have been clarified. For the first time, the definition of the term 'cold chain' has been proposed by reference to it in author's editorial, which should influence its clearer scientific and practical understanding. It is determined that the temperature regimes of cold processing, storage and transportation of meat and meat products in Ukraine are regulated by a large number of legal acts, in particular: national standards of Ukraine (DSTU), technical regulations, technological instructions, rules of transportation, etc. It is found that national legal acts do not provide a systematic understanding of the particularities of cold chain legal regulation in the meat processing industry in order to ensure the safety and quality of meat and meat products. As a result of departmental inconsistency, the existing storage temperature parameters for the same product type in different legal acts differ from each other, which does not allow to determine the actual storage periods at different stages of the cold chain. In addition, current legal acts in Ukraine do not provide for constant monitoring of the temperature of cold-processed meat and meat products throughout all cold chain units and the hygienic condition of refrigerators throughout the shelf life. As a result, the cold chain is very difficult to be controlled and requires a large number of factors to be taken into account in order to bring safe and high-quality meat and meat products to the end consumer. According to the results of the research, proposals and recommendations are formulated to improve the national legislation of Ukraine governing the cold chain in the meat processing industry.

Introduction. The modernization of the financial mechanism, the main purpose of which is to increase the efficiency of the use of financial resources at different levels of management and optimize management of budget funds is an important element of implementing the concept of sustainable development in Ukraine. At the same time, today the most urgent issue is the development of such a financial mechanism of the state, business entities that will stimulate the formation favorable conditions for meeting the needs of present and future generations. The purposeof the article is to highlight the issues related to the impact of financial sustainability on the sustainable development of enterprises in the framework of the implementation of the state strategy, which determines its relevance. Methods. The basis is based on scientific methods based on dialectical know ledge and objective laws of the economy. Results. Sustainable development of an enterprise is a gradual change or maintenance of the appropriate level of all indicators of enterprise sustainability, capable of resisting negative environmental factors, using internal potential, while preserving the integrity and basic properties. That is, it can be argued that sustainable development of the enterprise is provided on the basis of taking into account the influence of the external environment and improving the strategic management within the enterprise in order to increase its efficiency and continuous development. For the enterprises sustainable development means adopting business strategies and endorsing activities that meet market needs and stakeholders at the same time protecting, sustaining and strengthening the human and natural resources that will be needed in the future. The development of an effective management structure for the sustainable development of the business entity requires the integration of all functional components - business planning, organization, accounting, analysis, control. The calculation of permissible and economically justified rates of growth of an enterprise is an important stage in the diagnosis of the financial component of a sustainable development of an enterprise. Conclusions. The financial and economic stability is the condition of life and the basis of stability of an enterprise in a market economy. It is determined, that only a systematic approach that considers an enterprise as a social and economic system functioning in the external environment will prevent the negative trends of the present. The growth factors are the indicators in the management of sustainable growth: the coefficient of internal growth, which shows the ability of enterprises to increase the negotiable and non-current assets at the expense of domestic sources of funding and the coefficient of sustainable growth, which characterizes the growthof equity capital of the enterprise.

The article considers the essential features of rural development as a multi-vector process, which not only involves economic growth in rural areas, but also requires its adaptation to human behavior, social and political structure of rural communities and their involvement in development processes. It also reflects systemic positive changes in rural areas, which are initiated "from bottom" and supported "from top". In this concept of rural development, inclusiveness is inherent. The authors show that the development of the concept of "inclusive rural development" took place in the process of enrichment and specification of the theoretical concepts of sustainable development, inclusive growth and inclusive development in relation to the rural sector of society. This concept denotes a development whose result consists in the creation of proper conditions for the rural population for such purposes as: the use of land and other local resources in the economic activities; adequate distribution of the results of economic growth in the agriculture and other sectors of the rural economy; and participation in social and public life for the consolidation of communities and observance of human rights. Such development leads to the reduction of poverty, overcoming the economic, social and political exclusion of people residing in rural areas. It is pointed out that ensuring the inclusive development is a function of the state regulation of national economy. To implement it in Ukraine, it is necessary to ensure, first of all, the implementation, in the regulatory and legal framework, of the global goals of sustainable development and the objectives for their achievement. That could be realized by adopting the Law on the Strategy for Sustainable Development until 2030, and, in the part of inclusive rural development, also the Law on the Basic Principles of the State Agrarian Policy and State Policy of Rural Development.
