The urgency of the problem of improving the quality of construction products is caused by the need to ensure sustainable development of territories, increase the energy efficiency of buildings and structures, increase the efficiency of investment and construction projects, reduce resource costs, and reduce the negative impact on the environment. The article substantiates the relationship between the quality of construction products and their consumer value, which made it possible to structure the criteria for the quality of construction products and determine the benchmarks in quality management. Taking into account the substantiated criteria for the quality of construction, a methodological toolkit for improving the efficiency of quality management based on a value-oriented approach is proposed. A model has been developed for the efficiency of improving the quality of construction products based on the triad “resource efficiency - minimization of anthropogenic impact - environmental safety for human and nature” until the criteria for green building are achieved.

<p>With the rapid development of social economy, the demand for new energy is also increasing, and then the problem of large consumption also has a negative impact on the development of the construction industry. Under the concept of green building, the design and construction units pay more attention to energy conservation and environmental protection, so they actively use photovoltaic new energy in the field of electrical energy conservation of construction projects, so as to improve people's quality of life. Starting from the principles and characteristics of building electrical energy conservation, this paper discusses the methods of building electrical energy conservation, and analyzes how to use photovoltaic new energy in the field of building electrical energy conservation, hoping to better practice the concept of energy conservation.</p>

As a result of research into the state of the housing stock in Kiev and the prospects for its reconstruction, the main levels of implementation of eco-energy-efficient measures have been identified, taking into account the increasing cost / effectiveness ratio, which will include problem assessment, optimizing energy costs, eco-energy efficient housing reconstruction, application of innovative technologies. Based on the national and international experience of reconstruction and overhaul, the 6E concept is proposed, which focuses on energy efficiency, environmental safety, economy, ecology, ergonomics and aesthetics of the reconstruction process. Compliance with the basic requirements of eco-energy efficiency in the process of housing reconstruction will ensure the comfort of residents and will improve the level of environmental safety of our country. Introduction of the principles of energy efficiency in the process of reconstruction of housing stock is an integral part of Ukraine's environmental and national security, as it ensures a reduction in the negative impact on the environment and people, and also significantly reduces the waste of the construction industry.

Abstract: Problems in construction projects caused by the extension of working time and an increase in labor costs. A limited ability of project management contribute to the decline in the quality of project work. The quality of project manager has an important role to smooth a construction project. Dedication in this profession requires project managers to carry out the work going according to plan. Analyzing the quality of the project manager for the implementation of construction projectsis one wayto measure the quality of a project. It needs  a right measurements way to providean accurate assessment of qualified and reliable project managers. This study aimed to obtain and analyze the factors that affect the quality of the project manager and its to construction projects.This used a sample of 45 respondents from several construction projects in the area of Badung and Denpasar during the period 2007-2012. The method used in this study is the method of multiple linear regression analysis by testing for the F-test and t-test. The results found 8 dominant factor that has a value eigen values??> 1. Sequentially, the factors that have been named are experience 41.63%,  education 9.278%, knowledge 7.240%, ability 5.088%, character 4.047%, network 3.843%, relationship communication 3.550%, confidence 3.357%. Influence the quality of the project manager on the performance fee of 51.9%, against 43.1% for quality performance, on-time performance, with a value of 57.9%. The results of this study prove that the powerful influence between the quality of the construction project manager to the implementation of construction projects.

Over the past few decades, doubts among construction researchers arise about how hospital project success is measured. However, only some general consensus of that matter was agreed upon. Therefore, the aim of this study is to identify the holistic success criteria (SC) of public hospital construction projects. This article describes the criteria, which then conceptually classified the SC into five, which are meeting client requirements; meeting for management of construction goals; meeting for production of construction goals; benefit to the project teams (D&B contractors) developments; and benefiting the community. Every SC describes a set of problem statements as well as dimensions which were based on the following issues: unsatisfactory product quality; prolong of completion period; cost overrun; unsafe site condition; clients’ dissatisfaction; and non-benefit to the community. To realise the objective, questionnaire survey was distributed to the client (Ministry of Health, Malaysia and client’s project manager) and D&B contractors throughout Malaysia. The raw data were analysed using factor analysis (FA) method reduced the variables from 93 items to only 16. Principal components analysis (PCA) procedure considered only the factor loading with a value of 0.500 and above. Each component underwent a process of reliability analysis (RA) with the overall value of Cronbach’s alpha of more than 0.700. Result was found that a set of new measure consisting 16 variables called SC measures were determined. Generally, it covered efficiency of the process and effectiveness of the product. The major limitation of the study was that the key players of the project always changed and most of projects were 95% completed. However, it is important to understand that most of the construction projects are project-basis with temporary organisation. Therefore, extra effort should be emphasised to enhance the quality of the data collected and more research should be done to overcome the issues which still grow concurrent with the development.

Upgrading of the national standardization system creates favorable conditions for support and normal promotion of integrated environmental standards as a toolbox for control of the process of minimization of adverse impacts with their concurrent accounting and possible redistribution among the environment elements, i.e. air, water bodies, and soils. In the Russian practice of environmental protection there is no any objective toolbox for comprehensive assessment of the current activities’ negative impact. In outlook adoption of the negative impact minimization mechanism is most probable through the many-year benchmarking with European expertise based on the revealing of cause-eff ect relations in terms of «relative improvement of technique against the attained quality of environment (objectives)». Water bodies are subjected both to direct and indirect negative impact. There is no one method for assessment of water bodies’ environmental safety as a basis for adoption of adequate solutions in water sector. The developed standards on the basis of water/economic activities without considerable emissions to air and to soils propose a toolbox to secure uniform quantitative assessment both the techniques negative impact through assessment of their waste water quality and assessment of water quality of the receiving water body. The developed toolbox provides detection of the «negative impact – water body water quality» causeeffect relations. Integrated criteria proposed in the standards provide ranking and classifying of negative impact objects, detection and identification of the national water/economic best available techniques, implementation of the combined approach in the process of adoption of integrated environmental permissions.

Abstract The article deals with the possibility of obtaining marketable products from plant raw materials obtained as a result of urban landscaping and gardening in Krasnoyarsk. The aim of this scientific research is to create an effective system of recycling environmentally friendly organic waste, and thus to reduce the negative impact on the environment and ensure environmental safety. The material of the research is organic waste from pruning of trees, bushes and lawn mowing, as well as means of production for their processing. A linear programming method was used in the work. Solving the posed optimization problem according to the chosen criteria and established systems of restrictions, we will receive either the maximum income, or the minimum costs, or the maximum productivity. It is realistic to formulate the optimization problem seasonally. Economic effect is achieved by reducing the cost of landfill disposal and obtaining a profit from the sale of commercial products made from green organic waste. The project is planned to be implemented on the basis of Krasnoyarsk municipal enterprise “Green Building Department”. The prospect of this research is to reduce the amount of waste by maximising recycling and incorporating it into the economy.

Management in the field of ecology and rational use of natural resources ensures sustainable macroeconomic development of the region, improvement of the quality of life of the rural population. The article identifies environmental factors that influence the sustainable management of agricultural production in the region. The current environmental problems resulting from intensive activity in the agricultural sector of the region’s economy are considered. The analysis of the results of the negative impact of agricultural production on the natural environment is carried out. In order to ensure environmental safety in agriculture and improve the environmental situation in the region, a set of environmental measures has been proposed. The methods of developing a regional development strategy taking into account the environmental component are substantiated.

Quality management is essential to improve success in project implementation by using Industrialized Building System (IBS). The development of construction industry in Malaysia is encountering a relocation from ordinary techniques to a more efficient and automated strategy which is by utilizing IBS.There are a few issues in overseeing IBS construction projects which prompt low qualities such as hiring non-expertize in construction, using low quality of materials and problem with management. Therefore, this paper aim is to determine the various success factors affecting the quality management of construction project that using IBS and ranked the success factors. Found that 87 factors from review papers and two most significant factors affecting quality management in IBS are high ranked which is appointment of high experience technical team, using high quality components and materials with overall percentage 2.48% and 1.86%. However, some of the factors are repeatedly listed due to high affecting to quality.

Sistem manajemen mutu penting untuk diterapkan pada proyek konstruksi mengingat bahwa hal ini terkait dengan kepuasan stakeholders. Pengelolaan mutu dapat dijalankan melalui Total Quality Management (TQM) yang mencakup segala aspek kegiatan kontraktor yang harus dikelola dengan benar agar mutu hasil pekerjaan dapat memuaskan stakeholders. Pada TQM, terdapat konsep Just in Time (JIT) yang merupakan keseluruhan filosofi dalam operasi manajemen dimana segenap sumber daya dibutuhkan dengan tujuan untuk meningkatkan produktivitas dan mengurangi pemborosan. JIT adalah konsep dengan sasaran utama untuk menghasilkan produk tertentu yang diperlukan dalam jumlah yang dibutuhkan pada saat yang tepat. Makalah ini akan membahas mengenai penerapan JIT pada proyek renovasi beberapa gedung di lingkungan Kampus Institut Teknologi Bandung (ITB). Desain yang diberikan untuk proyek adalah sistem JIT dimana kontraktor dan supplier terlebih dahulu dijadwalkan tentang pengiriman materialnya dan perkiraan produktivitas pekerjaannya. Dari hasil penelitian didapatkan bahwa untuk mengendalikan persediaan antisipasi dan fluktuasi, konsep JIT dapat menjalankan mekanisme persediaan yang mampu memenuhi keterbatasan dan kelangkaan persediaan. Konsep JIT  melibatkan seluruh aspek dan segenap sumber daya manusia yang ada sebagai satu kesatuan yang memiliki tanggung jawab bersama dalam meningkatkankan efisiensi dan produktivitas.Kata kunci: TQM, JIT, produktivitas, efisiensi, efektivitas The quality of management system is important to apply in construction projects considering that it is related to stakeholder satisfaction. Quality management can be conducted through Total Quality Management (TQM) that covering all aspects of contractor activities that must be managed properly so that the quality of work can satisfy the stakeholders. In TQM, there is the concept of Just in Time (JIT) which is the whole philosophy in management operations where all resources are needed which aim to increase productivity and reduce waste. JIT is a concept with the primary goal of producing the required product in the required amount at the right time. This paper will explain about the implementation of JIT in renovation project of several buildings at Institut Teknologi Bandung (ITB). The design provided for the project is the JIT system where the contractor and supplier are scheduled at the first time about the delivery of the material and the estimated productivity of its work. From the results of the research it is found that to control the anticipated inventory and fluctuation, the JIT concept can run inventory mechanism that is able to meet the limitations and scarcity of inventory. The concept of JIT involves all aspects and all human resources that exist as a whole that has a shared responsibility in improving efficiency and productivity.Keywords: TQM, JIT, productivity, efficiency, effectiveness

This study aims to determine the profile of leachate, and seawater in the Suwung waste processing area (TPA Suwung). The method used in this research was descriptive quantitative. The results showed a high profile of untreated leachate with a TSS value of 9.407 mg/L, pH with a value of 8.17, DO with a value of 0.063 mg/L, BOD with a value of 375.5 mg/L, and COD with a value of 5.776 mg/L. The treated leachate with a TSS value of 4,987 mg/L, pH with a value of 8.52, DO with a value of 0.063 mg/L, BOD with a value of 321.9 mg/L, and a COD value with a value of 3.069 mg/L. Meanwhile, the seawater profile was classified as good with parameter values of TSS with a value of 76 mg/L, DO 7.54 mg/L, pH 7.54, BOD with a value of 13.6 mg/L, COD with a value of 64 mg/L. The existence of TPA Suwung has a negative impact and influence on seawater in the area. Revitalization efforts are needed to carry out leachate water treatment so that the effluent quality can be improved for the quality of water around TPA Suwung.
