Environmental sustainability management of agriculture in the region

Management in the field of ecology and rational use of natural resources ensures sustainable macroeconomic development of the region, improvement of the quality of life of the rural population. The article identifies environmental factors that influence the sustainable management of agricultural production in the region. The current environmental problems resulting from intensive activity in the agricultural sector of the region’s economy are considered. The analysis of the results of the negative impact of agricultural production on the natural environment is carried out. In order to ensure environmental safety in agriculture and improve the environmental situation in the region, a set of environmental measures has been proposed. The methods of developing a regional development strategy taking into account the environmental component are substantiated.

This paper presents an assessment of the impacts of introducing the greening scenario of the CAP, proposed by the European Commission as an alternative for the reformed CAP after 2013. In the past, the CAP has undergone numerous transformations in response to the changing macroeconomic environment and in reaction to developments in the farming sectors in EU countries. On the 12th of October 2011, the Commission presented a set of legal proposals designed to make the CAP a more effective policy to encourage more competitive and sustainable agriculture and vibrant rural areas. The proposal brings various new elements under consideration, some of them raising strong controversies such as introducing “greening” as a component of direct payments. Changes in the direct payments scheme in line with the EC proposition include forcing adjustments in the cropping pattern and creating ecological focus areas (EFA) on 7% of the farm land ; the consequences of such a proposal on the size and structure of agricultural production, and thus on the economic performance of farms and the whole agricultural sector are uncertain. The authors analyse historical changes to the CAP with a focus on a growing importance of the environmental component of the CAP, discuss different scenarios of shaping the direct payments system and present the results of modelling the impacts of greening the CAP on the Polish farming sector with the use of the LP optimisation model. The study was based on Polish FADN data. Results show that the majority of farmers in Poland comply with the crop diversification constraint of greening. However, establishing the required EFAs and necessary diversification on farms with simplified cropping structures will have a negative impact on the volume of agricultural production as well as on farm incomes.

Contemporary realities demonstrate actual features of the environmental crisis in agrosphere which is consid- ered to be both the result of technological impact on its components, and also sharp decline of public morals and the lack of foresight regarding further consequences of the collision of the long-established lifestyle. In this respect the foreground of overcoming environmental problems in the agrarian sphere is taken by the main trends in agroecology. The article discloses the signifi cance of agroecology as a fundamental of well-balanced agrosphere formation, environmental protection, rational use and renewal of natural resources and ensuring ecological safety. It is substantiated that in current complicated environmental and economic conditions agro- ecology should defi ne the development strategy of agricultural production with the obligatory account of en- vironmental, social and economic factors. The place of agroecology in the system of agrarian sciences and a number of priority tasks of agroecology at the current stage of agricultural science development and production in Ukraine are defi ned. The main aim of agroecology is to ensure sustainable production of quality and safe products, storage and renewal of natural resource potential of the agricultural sector, which means ecological safety of all branches of agricultural production with their economic feasibility. Agrosphere management calls for urgent development of new scientifi cally grounded approaches, based on the main principles of the Sus- tainable Development Concept. Thoughtful management of environmental processes in agrosphere, balanced needs of economic development and opportunities for the renewal of natural resources, comprehensive realiza- tion of environmental measures and technologies in АIC are the basis of the sustainable development of the country, life duration, strong health and well-being of present and future generations.

The article considers the main factors of anthropogenic impact that affect the environment; a number of major environmental challenges in the agricultural sector that affect the stable economic growth of agricultural production are identified. It is established that the transformation processes in the life of society are contradictory in relation to the interaction of nature and society, significantly exacerbate the degrading changes in the environment. Violations of the technology of cultivation, storage and application of mineral fertilizers, their properties and chemical composition, imperfection of their use have led to increased negative impact on certain components of the biosphere, soil environment, the environment and man. Practice shows that intensive technologies for growing field crops increase the possibility of soil contamination with fertilizer residues, pesticides, herbicides and other toxicants. The presence of toxic substances in the soil is accompanied by their accumulation in surface and groundwater. This is one of the main environmental factors that affect the quality of products and soil quality. Ensuring environmental safety should be decided in the light of world experience, taking into account the specifics of the country’s geographical location, ensuring that the economic interests of agricultural producers are aligned with the environmental requirements of environmental protection. In view of this, the problem of increasing the efficiency of agricultural production through its greening, starting with the organization of the rational use of natural resources as the main means of production, becomes especially relevant. An important element of economic activity of agricultural enterprises is to take into account environmental factors in order to increase the economic efficiency of agricultural production and preserve ecosystems.

The article discusses a non-standard view of the formation of human capital for work in organizations of the agricultural sector of the economy, in the context of modern socio-economic transformations. In the classical sense, human capital for agriculture should be formed and developed in rural areas. But in real life, this is not always the case, because there are many factors that prevent the classical solution of this problem. First, the demographic factor affects, second, social and household factors, and third, in many rural areas there are no working agricultural organizations where qualified agricultural specialists can work. All these and other circumstances actualize the problem of the quality of human capital in rural areas in relation to the development of agricultural production.

The article aims at determining the strategic priorities of Ukraine’s budget development policy while implementing the regional development strategy for the years 2021–2027. The strategic priorities of the budget policy on territorial development are substantiated in the context of, first, creating the regional development strategy and territorial development strategies for the years 2021-2027, and second, shifting the focus from spatially oriented measures, i.e. stimulating the development of problematic areas, to the policy of territorial development through activating untapped potential, the policy being aimed at increasing regional and national competitiveness, with special attention paid to innovation. The necessity to observe both the vertical and horizontal integration of the formation and realization of budget policy on territorial development, and the necessity to implement it, combining the problem-oriented and general approaches to directing the territorial development budgeting (territorial development budgeting is based on the following: competitive advantages of the functional types of the regions; development of problematic regions; regional development in the context of smart specialization; border areas development in the context of cross-border cooperation). A prospect for further research in this field is seen in making an attempt to form the budget policy on territorial development in Ukraine on the basis of defining strategic priorities for regional development and the development of different level territories, aimed at: reducing interregional and intra-regional asymmetries; ensuring universal improvement of the quality of life; transferring the territories to development based on sustainability, inclusiveness, innovation, and the maximization of using and building up the existing potential.

Development of poultry industry that had been running in Indonesia which more emphasized in economic growth aspect, on one side has succeeded in increasing production, but on the other side it caused negative impact toward business and environmental sustainability. A new paradigm reorientation of poultry industry development was needed in terms of direction, strategy and policy. This paper aimed to study the success and the failure of poultry industry development by conventional approach, paradigm of sustainable poultry industry development, concept and implementation of integrated business partnership, and future perspective. The results of this study showed that the development of poultry industry by conventional approach had generated negative impact toward business stability and sustainability, also toward environmental sustainability. The paradigm of sustainable poultry industry development could be used as an alternative strategy in improving farmers welfare while maintaining environmental sustainability. This paradigm could work well if it was integrated with an integrated business partnership strategy from upstream to downstream. In order to support this effort, consolidation of poultry industry institutions from upstream to downstream was required, so that integration of product processes and between business people could be achieved.

This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.

An increase the efficiency of agricultural production is the most important economic issue at the present stage. However, according to the authors’ opinion, the sharpness of the problem for a long time is underestimated and continues to be underestimated in the agrarian policy of the country. The consequences of such attitude to the problems of agricultural development particularly had a negative impact on the results of the agricultural producers in 1991-1998 years, when investment in agriculture was sharply reduced, the production potential of the sector has been undermined. The agricultural production fell by 50%, compared to the pre-reform period, 88% of agricultural organizations were unprofitable. During 1999 - 2013 years, the government of the country, scientists carried out considerable work to ensure the effective development of agriculture. But, nevertheless, in 2013, the level of agricultural production was by 10.3% lower, than in the pre-reform 1990 year, the financials continue to worsen. According to the authors, so that to ensure the conditions for agricultural producers for effective functioning, expanded reproduction, it requires substantially to increase the level of state support to agriculture, to improve the economic mechanism of management, to develop management forms manifolds, under which we mean a rational, mutually reinforcing combination of different forms of management, based on different forms of ownership, ensuring the efficient use of available natural, labour, material and financial resources. In the paper the author’s definition of management forms is given. The development of forms of management and ownership in the agricultural sector should be seen as a continuous process. The composition and structure of the management forms in the agrarian sector will be updated with the development of market relations, economic conditions change.

The results of the activities of agricultural producers are directly related not only to the amount and quality of labor, the level of technology and technology used, but also to the objective high risk conditions for agricultural production. Risk research remains one of the most important modern areas of economic research. Risk studies play an important role in predicting economic development and making optimal decisions. Achieving sustainable agricultural production requires research in industry risks. It is necessary to establish a system of organizational and economic measures to reduce the negative impact of risk factors on the production and financial results of agricultural enterprises

Introduction. This article addresses the question of existing problems of development of construction industry in agriculture. Outdated old construction technologies and building structures give a reason for optimization and introduction of modern technologies in agricultural production. The outdated technologies of agricultural construction have a negative impact on the position of agricultural industry in the world stage of trade and economy of countries, while optimization and inevitable modernization of agricultural production and construction allow securing a foothold in the world market. Aspiration to take the lead in the world market is one of the most important tasks of agricultural industry. The agricultural industry also plays an oversize role in human life and the health, efficiency, development and activity of citizens depend directly on the quality of products delivered to the shop windows. This scope of research of this article is a comparison of traditional, temporary, field vegetable storehouses operating in winter time with modern technology of construction of these facilities in terms of technology, efficiency, environmental friendliness, mobility, availability, functionality and profitability. Materials and methods. In the course of this work, the following research methods were used: familiarization with the relevant statutes and regulations related to the study area, comparison of traditional and modern methods of vegetable storage in the field environment during the winter period and identification of the main advantages and disadvantages. Results. The positive and negative sides of the design and methods of construction of modern and traditional outdated technology have been revealed, as well as optimization of construction solutions necessary to ensure conditions for maintaining the quality of products in due form. Conclusions. Modern construction concepts and development of agricultural construction is an important area that allows provoking the trend of economic growth of countries, to take a leading position in the world market, to improve the quality of life of citizens, to improve the ecological system of the area and develop business activities.
