The article discusses problems of current interest concerning the housing and utility sector associated with increasing the level of comfort of living by constantly improving measures for carrying out planned and un-scheduled repairs and surveys. This work provides a methodology for justi-fying the choice of a repair strategy for engineering systems of water sup-ply and sewerage in the process of operating the housing stock, the imple-mentation of which will contribute to the timely and rational repairs and inspections of buildings engineering systems. This will allow systematical-ly eliminating engineering systems malfunctions, predicting and planning the optimal quantity and chronology of repair and restoration activities by maintaining the technical condition of the engineering system elements within the permissible limits during the standard service life.The main goal of the research in the presented material is to substantiate the methodology for choosing a repair strategy for water supply and sewerage systems dur-ing the operation of apartment buildings.The optimal periodicity for the re-pair of engineering systems depends on the failure rate of elements and the costs associated with the execution of all operational activities.Three op-tions considered for organizing repairs of engineering equipment.Applied in actual practice the technique of choosing the repair strategy of engineer-ing systems for selecting the optimal option to organize repairs of engi-neering equipment.

On the basis of the results of many years work in the inspection of engineering systems of buildings and structures, the presented work reflects aspects of obsolescence or imperfection of the regulatory document of the Russian Federation GOST 31937–2011 «Buildings and structures. Rules for inspection and monitoring of technical condition» in part of section 5.4. The types of work that are not taken into account in the GOST, but are necessary when inspecting for an objective assessment of the technical condition of engineering systems and the possibility of further trouble-free operation are considered. The authors propose modern inspection methods that make it possible, due to the instrumental tools used, to more accurately determine the operational capabilities of systems, identify hidden shortcomings and further develop optimal measures with the maximum improvement of indicators for financial expenses for major repairs of systems as a whole or individual elements.

This paper deals with the need to determine the technical condition of strategic buildings, blocks of flats, which are in a precarious condition as well as engineering networks located within the Ungheni district. The article refers to the real present situation of buildings and housing stock from Ungheni municipality, including their periods of commissioning. Current research methods of buildings are exposed, being listed their advantages and disadvantages.

The article analyzes domestic and international experience in the field of energy efficiency and energy security. Thus, it was important to adopt the Law of Ukraine "On the Energy Efficiency of Buildings", which introduced mandatory certification of buildings by energy consumption classes. The study of sources on the issues of effective energy consumption showed that issues related to improving the energy efficiency of buildings and structures are acquiring special relevance; the use of foreign models to improve the energy efficiency of the housing stock. Specific organizational and economic measures are highlighted that will help improve the energy efficiency of the national economy. The Swedish experience of using a modern cost model for the full period of operation ("General Concept") is studied, which aims to assess the economic results of investments in measures to improve the energy efficiency of the housing stock. The main principles of the modern cost model of the full operation period and the criteria for determining the number of necessary energy efficiency measures are considered. Analyzed "hard" (physical condition of the building) and "soft" (user behavior) measures that provide for the integrated energy efficiency of the building. The stages of the analysis according to the cost model of the full operation period are considered. The typical for Sweden ranges of the duration of energy efficient measures and the requirements for the internal rate of return, which depends on the general economic situation in the country and the terms of the loan, have been investigated.  Based on the results of the energy audit of the ten-story building selected for the study and taking into account the experience of Sweden, a number of measures to improve energy efficiency are proposed and a calculation is given to ensure the energy efficiency of a residential building in Ukraine. Based on the results obtained, it can be concluded that there is a positive trend in this implementation. With the integrated use of all measures that will even allow you to save more, you can significantly improve the energy efficiency of the existing housing stock in Ukraine.

The article presents the results of a complex experimental-analytical research of residential development energy parameters - survey of construction sites and determination of calculated energy parameters (resistance to heat transfer) considering their technical condition. The authors suggest a methodology for assessing residential development energy parameters on the basis of construction project’s structural analysis with the use of advanced intelligent collection systems, processing (self-organizing maps - SOM) and data visualization (geo-informational systems - GIS). SOM clustering permitted to divide the housing stock (on the example of Arkhangelsk city) into groups with similar technical-operational and energy parameters. It is also possible to measure energy parameters of construction project of each cluster by comparing them with reference (normative) measures and also with each other. The authors propose mechanisms for increasing the area’s energy stability level by implementing a set of reproduction activities for residential development of various groups. The analysis showed that modern multilevel and high-rise construction buildings have the least heat losses. At present, however, ow-rise wood buildings is the dominant styles of buildings of Arkhangelsk city. Data visualisation on the created heat map showed that such housing stock covers the largest urban area. The development strategies for depressed areas is in a high-rise building, which show the economic, social and environmental benefits of upward growth of the city. An urban regeneration programme for severely rundown urban housing estates is in a high-rise construction building, which show the economic, social and environmental benefits of upward growth of the city.

Majority of engineering system designs are deemed to be optimization problems with unknown multiple variables that are more than the known information and data. Several numerical algorithms have been evolved in the past half a decade in an attempt to improve the accuracy of results. The aim of this paper is to provide a perfect solver for the non-linear, single objective, and multi-variable optimization problems. The algorithm termed primer interfaced algorithm for non-linear optimization (PIANO) is a resolved solution methodology based on Hegde's primer value theorem. The methodology is formulated and developed by computing a primer adapter, which is interfaced with coefficient of the terms of constraints and objective functions to arrive at the decision vector. To demonstrate the procedure, two problems from the mechanics of structure are considered as exercises. The results are compared with the results recently published in the literature. The chosen examples for the optimization are a four bar truss and a simply supported beam with uniformly distributed load. The results of PIANO are compared with the results of fuzzy dynamic programming, and crisp optimal solutions are reported in the literature. The authors are sure of absolute contained perfection in the application of PIANO. To the authors' understanding, PIANO is original, new, and different.

The article discusses the possible application of Fourier series to predict the technical condition of buildings. It is noted that one of the problems of the present time in Russia – a condition of the housing stock, the deterioration of which about 80 %. For the Northern territories of the country this issue is even more acute. The inspection of buildings is a significant component of the work package to predict and assess the state of buildings when making repairs, modernization and reconstruction. It is noted that an adequate model for prediction of technical state of knowledge in General or of individual structural members must consider many factors, such as the presence of periodic oscillations in the dynamics of a number of indicators caused by annual temperature fluctuations. The authors of this paper note that the use of Fourier series in solving practical problems and in forecasting various phenomena have found wide application in science and technology. It is shown that one of the possible solutions to the problem of predicting the technical condition of the building on the survey results is forecasting using Fourier series for different numbers of harmonics. It is concluded that with increasing number of harmonics, the forecast becomes the most accurate.

Possible approaches to making fish-protecting complexes on water-engineering systems that enable to rehabilitate natural reproduction of pass-through and half pass-through species of fish and guarantee safe exploitation of water-work facilities of different purpose are considered. New versions of engineering solutions on upgrading of classical fish-running constructions and fish-tracking are put forward. Mathematical supports for offered engineering solutions are given. The results of experimental research are presented.

The main idea of this chapter is to promote maintenance centered to safety, in accordance to adaptive fuzzy inference model, which has online adjustment to working conditions. Input data for this model are quality of service indicators of analyzed engineering system: reliability, maintainability, failure consequence, and severity and detectability. Indicators in final form are obtained with permanent monitoring of the engineering system and statistical processing. Level of safety is established by composition and ranking of indicators according to fuzzy inference engine. The problem of monitoring and processing of indicators comprising safety is solved by using the features that Industry4.0 provides. Maintenance centered to safety is important for complex, multi-hierarchy engineering systems. Sudden failures on such systems could have significant financial and environmental effect. Developed model will be tested in the final part of the chapter, in the case study of bucket wheel excavator.

These technical conditions of multi-apartment buildings are a huge digital array for making important management decisions both within the boundaries of individual territories of the municipality, and for planning budget expenditures within the municipality, the subject of the federation and the country as a whole. Aspects of the formation of data on apartment buildings in various information systems are considered. The basics of ensuring the reliability of the presented data are considered. It is noted in the work that for many years, during the transition from a planned economy to a market economy, the requirements of technical regulations and normative documents for the maintenance and operation of apartment buildings are not fully complied with by the operating organizations. The deadlines for replacing systems and equipment that have worked out the deadline are not met. It is noted that federal legislators and the Government of the Russian Federation have not determined a general procedure for monitoring the technical condition of apartment buildings and have not formed a general approach to assessing their technical condition, the obligation of owners of premises of apartment buildings to finance these works, their frequency has not been determined. It was revealed that the data obtained during the monitoring of the technical condition of apartment buildings combined in federal and regional information systems would be an objective marker in the formation of state and municipal programs in the field of reducing the housing stock unsuitable for living. financing of monitoring.

When an engineering system has the ability to change or adapt based on a future choice, then flexibility can become an important component of that system’s total value. However, evaluating noncommercial flexible systems, like those in the defense sector, presents many challenges because of their dynamic nature. Designers intuitively understand the importance of flexibility to hedge against uncertainties. In the naval domain, however, they often do not have the tools needed for analysis. Thus, decisions often rely on engineering experience. As the dynamic nature of missions and new technological opportunities push the limits of current experience, a more rigorous approach is needed. This paper describes a novel framework for evaluating flexibility in noncommercial engineering systems called prospect theory-based real options analysis (PB-ROA). While this research is motivated by the unique needs of the U.S. Navy ship design community, the framework abstracts the principles of real options analysis to suit noncommercial assets that do not generate cash flows. One contribution of PB-ROA is a systematic method for adjusting agent decisions according to their risk tolerances. The paper demonstrates how the potential for loss can dramatically affect decision making through a simplified case study of a multimission variant of a theoretical high-speed connector vessel.
