More than a billion people in the world have disabilities, and therefore face barriers in various areas of life. Digital technologies in inclusive education can help integrate these people into the active social and economic life of society. The purpose of this study was to analyze new educational technologies from the point of view of providing a new level of inclusive education. This article analyzes and presents visual graphs on the number of people with disabilities, their involvement in the higher education system of the Russian Federation, regulatory documents relating to people with disabilities and inclusive education. Studied the problems that arise in people with disabilities. Personal and professional requirements for teachers are formulated. An analysis of the requirements for educational institutions in the context of teaching people with disabilities was carried out, digital technologies and additional tools used in inclusive education, as well as the tasks they perform, the experience of implementing inclusive education and digital technologies in this area were analyzed. This article also proposes the concept of the Center for the Education of Persons with Disabilities under the President of the Russian Federation, the purpose of which is to implement the principles of humanism and economic expediency by developing the prospects of persons with disabilities with its further application. The main tasks of the Center are: modernization of the inclusive education system, modernization of the regulatory framework with the involvement of persons with disabilities, selection and special training of domestic teachers, attraction of a foreign professor-teacher for the development of inclusive education, involvement of Russian-speaking students in the Russian education system, regardless of citizenship , temporarily or permanently living abroad, stable stereotypes in a society with limited physical abilities, as limited, but not limited in the realization of oneself as a full-fledged member of society.

The paper analyzes measures adopted by the Russian Federation on internationalization and globalization of the higher education system, its integration into the international scientific and education area. One of the initiatives of the authorities of the Russian Federation in this direction is Project 5-100, designed to increase the competitiveness of both a selected group of universities and the Russian higher education system as a whole. Among the successful practices of Project 5-100, one can identify the presentation of a single stand of participating universities at the international education exhibitions APAIE, EAIE, NAFSA. Within this study, we explore the cooperation of the universities participating in Project 5-100 with potential international partners at global educational exhibitions by means of network analysis with graphs. The effectiveness of such cooperation from the point of view of integration of the universities from this group into the international higher education area is determined through estimations of the usefulness of participation in such events made by the universities and through scientometric analysis. As a result of this study, it was revealed that active participation in international educational exhibitions including negotiating, establishing contacts with international partners, contributes significantly to the promotion of the universities participating in Project 5-100 in the international arena.

The main way to implement this principle of equality in the education of persons with disabilities and persons with disabilities (HIA) is now inclusive education at all levels of education throughout life. The basic concepts related to disability, integration of persons with disabilities into society, educational environment have been highlighted in the article, the differences in the understanding and interpretation of these concepts have been shown. The factors of adaptation of students with invalidity and disabilities have been disclosed. The formation of an inclusive educational environment in the University is impossible without improving the management of inclusive education in higher education system.

According to the WHO “World Report on Disability 2011”, there are more than a billion people with disabilities worldwide. At the current stage of development of the social state in the Russian Federation, one of the most priority issues is to ensure socialisation, integration into society and comfortable living for people with disabilities. A disabled person, according to the legislation of the Russian Federation, is a person who has health disorders that cause the need for social protection due to life restrictions associated with injuries, diseases and/or defects. At the same time, the limitations of vital activity mean the loss of several functions possessed by a healthy person: self-service, independent movement, the ability to communicate, orientation in space, control of their behaviour, learning, employment and other activities. This article is aimed at studying the measures taken by the regional authorities to support the integration of persons with disabilities into society.

This work considers the main approaches to improving the process of teaching students of management specialties of higher education in the context of the introduction of digital technologies. The results of the study of students’ priorities regarding the form and presentation of the studied material are shown, their analysis and interpretation are described. The conclusions of the author’s team on the trends and prospects for digitalization of the higher management education system in the Russian Federation were made.

In order for tax administration to be fully effective, the Federal Tax Service of Russia should pay attention to improving the methods and forms of tax control, which is currently one of the primary tasks. The subject of this study is the problem of tax evasion. The article studies the experience of Russia and other countries in the fighting against intentional tax evasion. Information is given about the currently observed scales of the shadow economy abroad. In addition, the factors that affect the volumes of this indicator are identified. Among them: the level of economic and social development of a particular country, the degree of the tax burden of payers, as well as the level of the tax culture formed in society. It is necessary that someone would take measures to combat tax evasion of taxpayers whose activities are characterized by high tax risks. The article studies the measures that the tax authorities of the Russian Federation use to identify cases of evasion and counteraction to such situations. The structure of tax audits is considered from the point of view of the key instruments of tax control in the Russian Federation. In order for all stages of tax administration to be implemented most effectively, it is necessary to organize a full range of actions to improve the level of tax culture of actual and potential payers, regulate the tax burden on the population, and coordinate the activities of all state structures related to tax control. Additional attention should be paid to the introduction of innovative digital technologies in the process of tax administration.

The purpose: the article substantiates the importance of the country’s adoption of the strategic planning document «Strategy for the development of the higher education system in the Russian Federation for the period up to 2030».Materials and methods: the research uses theoretical and empirical methods, logical and system analysis, methods of description, prediction and expert assessments. The theoretical basis of the research is the method of strategic management developed by the famous economist, doctor of economic sciences, professor, foreign member of the Russian Academy of Sciences V. L. Kvint.Results: the analysis of numerous definitions of the concept and essence of strategy existing in the scientific literature is carried out, and a number of key positions in its definition are highlighted. Justifications are given for the criteria for developing strategies, using the example of the Strategy for the development of the country’s higher education system for the long term. The features of developing a strategy for the development of higher education are defined, and the hierarchy of levels of the strategy system is presented in relation to the strategy for the development of domestic higher education.Discussion: the strategy proposed for adoption should reflect the state and prospects of development of the higher education system, with the definition of Russia’s position in the world educational space, current challenges and threats facing higher education, identify strategic priorities, goals and objectives, mechanisms and stages of implementation of the strategy, propose scenarios for the development of the higher education system, identify sources of resources for the implementation of the strategy, expected results and monitoring of its implementation.Conclusion: it is noted that various state programs, national, Federal and priority projects, and action plans related to the development of the higher education system are being developed and approved in the country. However, there is no key strategic planning document — the Strategy for the development of the higher education system in Russia for the long term (for example, until 2030). In this regard, it is very relevant to develop and adopt this strategy, which undoubtedly takes into account the historically established traditions and features of the national higher school.

Worldwide, December 3 is the international day of persons with disabilities. As early as 1982, a 10-year programme of action for persons with disabilities was adopted, called the Decade of persons with disabilities, and at its end in 1992, the General Assembly declared December 3 as the International day of people with disabilities. The goal of this day was to promote the rights of persons with disabilities in all spheres of public life, as well as to attract the attention of the General public to the problems of disabled people. Every year there are more and more people with disabilities, so only in the Russian Federation the total number of disabled people is 9% of the population. Someone comes to terms with their fate and closes in the walls of their home, and someone continues to lead an active life, not wanting to change something in the usual way in connection with their new status. Such strong-minded people learn new professions, acquire previously unknown skills, and try to expand their horizons in various ways available to them. And some unique individuals in the desire to prove to others, and first of all to themselves, that disability is not a sentence, even take part in sports competitions organized specifically for people with disabilities. And if for any famous athlete participation in the Olympics, and even more so victory in it, is a matter of prestige and world recognition, for a disabled person participation in the Paralympic games primarily means victory of the spirit over the body, victory over their own helplessness and infirmity, recognition of the fact of beauty and fullness of life.

Aim. The presented study summarizes the results of the analysis of modern approaches to assessing the higher education system in terms of its impact on the social and economic indicators of a region, describing a stakeholder approach to the classification of factors of a university’s influence on regional development.Tasks. The study aims to consider approaches to examining the activities of universities in the context of their impact on the development of a territory; to comparatively analyze social and economic indicators of the constituent entities of the Russian Federation and the education level of the employed population; to update the list of groups of stakeholders of the higher education system and to describe the parameters of university influence on the objects of one of the groups.Methods. This study analyzes the existing approaches of Russian and foreign researchers to assessing the contribution of the higher education system to socio-economic development as well as official statistics on the socio-economic development of the constituent entities of the Russian Federation.Results. A considerable number of diverse factors characterizing the influence of the higher education system on socio-economic development are identified. The authors describe the contribution of universities to the development of human capital, innovative and economic development, social policy and environmental well-being of the region. It is noted that the university’s academic reputation affects the competitiveness of the city and facilitates active international cooperation. A comparison of statistics on the proportion of employees with higher education among the working population (DHE) with various indicators of economic and social development of the constituent entities of the Russian Federation shows that many regions with a more skilled workforce have higher gross regional product (GRP) per capita, higher life expectancy at birth, and lower working-age mortality than regions with low DHE. There are also negative trends in the higher education system, such as the declining number of university teaching staff over the last ten years. A stakeholder approach to the classification of factors of university influence on regional development is proposed. A group of stakeholders of the higher education system defined as “society” is introduced. The parameters of university influence on this group are described.Conclusions. The existing influence of universities on the socio-economic development of territories makes it necessary to put issues related to creating conditions for the optimization of interaction between various groups of stakeholders of the higher education system on the federal and regional agendas.

The article contains the results of a study focused on identifying problems of inclusive higher education in Russia. The author, based on the systematization of scientific and scientific-methodological literature, identifies the main methodological approaches to building an inclusive higher education system in modern Russia, conducts a survey of students with disabilities and disabilities, as well as conditionally healthy students studying in inclusive study groups, about the features the functioning of the modern system of inclusive higher education. The results of a qualitative and quantitative analysis of the survey data allowed the author to identify the problems of modern vocational education of persons with disabilities and disabilities.
