This article studies the existing approaches to the analysis of the highest and best use, defines the specifics of the industry, and considers the main aspects of the analysis. A comprehensive methodology for the analysis of the highest and best use in the course of implementation of investment and construction projects for the purposes of tourism clusters infrastructure development is presented. The aim of the study is to improve the mechanism for the development of tourism clusters infrastructure based on the analysis of the highest and best use of investment and construction projects. The relevance of the article is substantiated by problems and underdevelopment of the tourist infrastructure during the creation and development of territorial clusters. In addition, constituent entities of the Russian Federation do not create favorable investment conditions in the course of construction of various objects of tourist use. The existing approaches to the analysis of the highest and best use of investment and construction projects need to be improved taking into account modern conditions, factors and industry specifics. The article offers an analysis of the current state of domestic tourism in Russia and abroad, identifies factors hindering the functioning and development of investment and construction projects for the purposes of tourism clusters infrastructure development, identifies factors that have a positive impact on the domestic tourism market. Measures are proposed to determine the highest and best use in the course of implementation of an investment and construction project for the tourism cluster of the North Caucasian recreational region and to calculate its effectiveness. An element of scientific novelty and the result of the study is the improvement of approaches to the analysis of the highest and best use of tourism clusters for infrastructure development. The practical significance lies in the application of an improved mechanism for the development of investment and construction projects for tourism clusters objects in Russia.

Today in Russia there are 1120 cities that are located in the territories with varying degrees of concentration. In the federal districts and regions of the Russian Federation, there is a wide disparity not only in the size of cities, but also in their growth rates. At a decrease in the population in small cities, there is an increase in big towns and cities with more than one million inhabitants. This trend shows the “attraction” of the population from regions into capital cities. The aim of the article is to assess the effects of factors that can influence the growth of a city in the Russian Federation. The scientific novelty of the research consists in the analysis of the influence of external (infrastructure, security) and internal (economic, social, infrastructure, human capital, environmental situation) factors on the growth of cities. The paper presents a system of factor indicators of urban growth. Cities of different sizes have different levels of life standard, and therefore author’s methodology was tested in terms of urban sizes: towns, medium-sized cities, large cities, million-plus cities. The significant factors in the growth of millionplus cities in the Russian Federation are the initial population size and average monthly wages. The growth in the population of large cities is negatively affected by the spatial concentration of industrial enterprises. A high level of average monthly wages contributes to an increase in the population of this type of cities. A significant positive impact on the growth of large cities depends on the concentration of mining industry, volume of investments in fixed assets, number of doctors. The concentration of mining industrial production has a positive effect on the basic growth rate of medium-sized cities. The concentration of manufacturing and the volume of investment in fixed assets have a significant positive effect on the growth of small towns. The practical significance of the obtained results consists in the possibility of creation of a methodological toolkit for the assessment of urban systems of the region, which can become the basis for the development of an algorithm for the strategic planning of the spatial development of cities in the Russian Federation.

Abstract In this article we consider the main problems associated with the anthropogenic load and underdeveloped tourist infrastructure on Olkhon Island. Large numbers of tourists arrive on the island uncontrollably, complicating the operation of transport infrastructure and putting pressure on the landscape. In this regard, there is a need to develop a way to control the tourist flow. Olkhon Island is a protected area, the natural resources of which are protected by many laws and restrictions. At the same time, restricting tourist entry is not possible due to the fact that tourism is the main way for many residents to earn money. In this article, a comprehensive analysis of the current state of the tourist infrastructure on Olkhon Island is made, the main problems are identified, and promising approaches and possible solutions are outlined. We considered the main methods for registering tourists, which are used both in the Russian Federation and in tourist centres in many countries. It was proposed to create an electronic resource that will not only provide up-to-date information about Baikal, Olkhon Island and tourist services, but also allow electronic registration of tourists in this area.

Currently, the use of cash payments in the economy is an undesirable element since it is the basis for the shadow economy development. The willingness of the Russian Federation Government to switch to non-cash payments has reason. The implementation of many state programs depends on the non-cash payments development, especially in developing regions. Non-cash payments allow to take control of the movement of funds, as well as assess its origin. Moreover, they contribute to the growth of tax revenues to the budget. The purpose of the article is to analyze the payment system development of the Russian Federation, the development level of non-cash payments in the territory of the Russian Federation in the context of the regions, to identify the main reasons that impede the payment infrastructure development. Much attention is paid to the regions, since it is here that the entering of banking services leaves much to be desired. The goals set by the authors - to carry out a comparative analysis, horizontal and vertical analysis, to identify the main indicators of the level of «non-cash» settlements. Accordingly, build hypotheses and draw conclusions and recommendations. It is necessary to transfer as many transactions as possible to non-cash payments, and this depends on the interest of consumers in settlements with bank cards and other non-cash instruments.

The development of financial technologies in Russia is an essential driver for the digitalization of socio-economic processes. The objective of this study is to identify trends in the formation and development of financial technologies (fintech) in Russian practice. Based on the analysis of international research in the field of fintech, a number of hypotheses have been formulated that serve as the basis for determining the patterns of development of fintech in Russia. The duality of the relationship between the level of development of the economy and the fintech sector is determined: the level of development of the economy is able to both restrain and stimulate the development of financial innovations. In order to test the hypotheses, a correlation and regression analysis was carried out, which made it possible to determine the influence of various indicators on the development of financial innovations in Russia. The national federal statistics of the Russian Federation, reports of the Central Bank of Russia, statistical data provided by the Russian Association of Venture Funding, the GfK (Growth from Knowledge) database, and data from the Moscow Exchange were used as the data sources. The Patent Lens database was used as a source of data on the development of fintech in the Russian Federation. Results of the study have demonstrated the following trends in the development of financial technologies in Russian conditions: (1) an increase in the gross domestic product of Russia contributes to the development of fintech, which is indicated by the development of financial technologies depends on the state of the economy; (2) negative dynamics of direct investment affects the development of financial technologies in Russia, which shows the connection between the development of financial technologies and institutional voids in the investment sphere; (3) the spread of the use of mobile devices in Russia contributes to the development of fintech (4) the development of the Moscow Exchange, which is one of the main indicators of the state of the capital market, has a positive impact on the development of financial technologies in Russia. The theoretical significance of the results obtained is in identifying trends in the development of financial technologies in Russian practice. The practical significance is the possibility of using the results obtained in developing a strategy for the development of the financial sector and the financial system in the domestic economy.

The article analyzes the current state of the tourist infrastructure of one of the main tourist centers of the North Caucasus, the all-season tourist and recreational complex “ARKHYZ”. The main factors contributing to the increase in tourist fl ow are formulated. From the point of view of the functional development of the territory of the complex, design solutions are proposed for the additional inclusion of new tourist infrastructure facilities. Examples of unique architectural and planning solutions for tourist sites based on modern international design experience are given. This study was among the winners of the fi rst wave of the project “Professional training 2.0”.

The article is devoted to the analysis of the current state of the hotel market in the Krasnoyarsk region. Today the Krasnoyarsk region is a region of domestic tourism, almost 90% of the tourist flow in the region is formed by residents of the region and other regions of Russia. The degree of development of infrastructure and tourism industry differs significantly in the districts and cities of the region. The structure of the hotel market of the Krasnoyarsk region is represented mainly by chain hotels and private hotels. As a result of the analysis, it was found that, compared to 2019, in 2020, the total number of collective accommodation facilities in the Krasnoyarsk region decreased by 2.9%, the number of hotels decreased by 5.9%, the number of specialized accommodation facilities increased by 3.8%. The capacity indicator and the demand index of the hotel market of the Krasnoyarsk region indicate a steady growth until 2019 and stagnation in 2020, which corresponds to the general socio-economic situation in the Russian Federation. The revenues of the collective accommodation facility of the Krasnoyarsk region have constantly increased: in 2019 they increased by 23.6% compared to 2017 and decreased by 17.46% in 2020. Despite the negative socio-economic processes in the country and the world, the hotel market of the Krasnoyarsk region retains a significant potential for accelerating growth and strengthening its role in the development of the region's economy.

Constant changes in the economic system make it necessary to conduct a comparative analysis of structural changes in industry. Therefore, it appears particularly relevant to examine the industrial structure of individual regions and the Russian Federation as a whole and to determine directions for improving the development of the industrial sector in order to form competitive industries that would meet the requirements of the technological revolution and Industry 4.0.Aim. The presented study aims to assess the structurally balanced development of the industrial complex in the federal districts of the Russian Federation by analyzing the significance of structural differences.Tasks. The authors examine methods for assessing the state and dynamics of structural transformations in industry; investigate the current state, dynamics, and industry proportions of the industrial complex in the context of the federal districts of the Russian Federation; develop directions for improving the structure of the industrial complex.Methods. This study uses the methods of comparative and statistical analysis to structure indicators for assessing the development of the industrial complex and indices of structural shifts, which include indicators for evaluating structural transformations, in particular the Ryabtsev index.Results. The authors comprehensively analyze the current state and dynamics of the industry proportions of the industrial complex in the context of the federal districts of the Russian Federation. Based on the results of this analysis, they propose directions and recommendations for sustainable, structurally balanced development of the industrial sector.Conclusions. The practical significance of the study consists in the development of major directions for the transformation of the regional industrial complex, stimulating the implementation of advanced industrial technologies, formation and development of new markets for innovative products. This will make it possible to achieve balanced economic development.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.
