In the context of the increasingly severe global greenhouse effect, the “14th Five-Year Plan” proposes to “promote green development and promote harmonious coexistence between man and nature”, which provides a new platform for the faster and better development of low-carbon countries. The low-carbon economy has entered a high-quality stage of China’s economic development in the new era, which is of great significance to the overall green transformation of China’s economic and social development. In order to assess the development level of China’s low-carbon economy, this paper estimates the carbon emissions and carbon emission intensity of energy consumption from 2008 to 2017 and applies the LMDI model to decompose the influencing factors of carbon emissions, analyzes the contribution rate of driving factors, and proposes energy saving, emission reduction and low carbon. Developmental countermeasures. The results show that economic growth and energy intensity are the biggest driving factors for promoting and suppressing carbon emissions, respectively. Measures are taken to improve energy structure, increase utilization efficiency, develop low-carbon industries, and promote low-carbon life.

In the development of low-carbon economy, Shaanxi Province in many respects, such as the energy structure, level of social economic development and capital and technology are facing a series of challenges. But, in the meantime, in other respects, such as reductions in carbon emissions space, advantage of backwardness and rich natural resources etc, Shaanxi has the opportunity of developing low-carbon economy. Accordingly, Shaanxi should develop low carbon economy from the following aspects: optimize energy structure, vigorously promote energy conservation, low carbon technology, developing the tertiary industry and playing the advantage of solar and wind energy.

In low carbon economy, carbon emissions permit has become a kind of resource; in the market economy system, new economic relations between enterprises have appeared, these characteristics make enterprise operation cost structure and profiting pattern changed. The paper reviews the previous literature on carbon footprint, production optimization theory individual enterprise and supply chain operation management with carbon emissions constraints. Then the paper put forward four worth further research directions: Carbon emission cost distribution and scientific measurement in supply chain; supply chain operation based on consumer behavior in Low Carbon Economy Era; optimizing the allocation of carbon emissions permit in supply chain; Dynamic Multi-period operation optimization of carbon efficient supply chain.

Nowadays the low-carbon economic development model is becoming more and more popular all over the world. The low-carbon economy requires the reduction of the consumption of high-carbon energy and the emission of greenhouse gas, and the combination of economic development and environmental protection. So the tourist spots should also conform to the trend and set low-carbon tourism as their goals that call for energy conservation and emission reduction to build up a good mode of economic circulation. Under this background, this essay explores to put forward a set of reasonable and concise evaluation indicator system. The system tries to fully reflect low-carbon levels of the tourist spots and find out the problems. What is more, the essay can provide a theory basis for the management and the implementation of policies.

With the economic development of Hebei Province, a low carbon economy development as the guidance, and Hebei Province low carbon economy development planning as the purpose, to establish Hebei Province low carbon economy development mode structure. At the same time, the economic development of Hebei Province is carried out investigation and analysis, the original data of Hebei Province economic development uses standard data method and normal distribution, to carry out standard processing. According to the analytic hierarchy process, the combination of Hebei Province low carbon economy evaluation and index hierarchy analysis method, to carry out system evaluation for the overall carbon economy development.

In order to deal with global warming, resource depletion and environmental degradation, China must develop low-carbon economy to cope with global climate change and maintain sustainable economic development. The important step in the transfer of low-carbon economy from the theoretical stage to practical application stage is to evaluate the level of economic development of low-carbon and to study its time-space disparities. In this paper, a low-carbon economy index system is used to evaluate comprehensively low-carbon economic development in Hebei Province. The evaluation results are analyzed to verify that the results are consistent with the actual situation of low-carbon economic development by using space-time analysis method.

Due to the increase in global carbon dioxide emissions, climate change, rising sea levels and other issues have become increasingly prominent. In the three major industries, industrial emissions of carbon dioxide accounted for the largest proportion of the total emissions. Developing a low-carbon economy, especially with regard to industrial low-carbon economy, has become the only way for Chinese society to achieve sustainable development. Building a scientific evaluation system of a low-carbon economy is an essential way to assess the level of regional industrial low-carbon economy comprehensively and correctly. In this paper, we establish the Hebei low-carbon economy Evaluation System based on DSR model, according to the industrial carbon economic development in Hebei Province, using factor analysis to obtain the main factors affecting the low-carbon economy in Hebei Province, establishing extended model, then propose measures for Hebei industrial low-carbon economic development.
