The article deals with the relevant problems of using state support mechanisms for the development of small and midsize business in Russia and the further usage of its competitive advantages at the present stage of the market economy functioning. Great attention is paid on the current condition of the development of small and midsize enterprises (the usage of state support tools based on the Conception of long-term social and economic development of Russia, the program of development in regions). In the nearest future small and midsize business is considered to be the most important stabilization factor of social and economic development of the country and its regions.

For many enterprises, ensuring their economic development is a required condition for maintaining a high level of economic efficiency for a long period of time. Economic development affords an opportunity to gain certain long-term competitive advantages that enable business entities to survive in the face of adverse environmental conditions. However, ensuring the economic development of enterprises is a difficult task, the solution of which requires the creation and operation of an effective mechanism for such provision. The development of ensuring mechanism to the economic development of enterprises should be based on appropriate theoretical principles. The research aim is to establish the essence, grouping of species and determining the sequence mechanism functioning of economic development of enterprises. It is shown that this mechanism can be interpreted as an ordered relationships set between the organizational structure elements of the enterprise economic development and between these elements and its external environment, carried out in the form of information flows, as well as the characteristics of these relationships (regarding their content and distribution methods) and procedures for their generation, which are based on the laws of rational business decisions. The mechanism types for ensuring the enterprises economic development were grouped by the number of criteria, duration of use, the coverage degree of the solved tasks, the amount of means used to achieve the objectives, the essence of algorithms for making business decisions and other features. The main stages of the mechanism functioning for ensuring the enterprises economic development were allocated, namely: goals and objectives formation of enterprise economic activity in the context of ensuring its economic development; procedures creation for developing business decisions; drawing up plans and programs for the implementation measures to ensure the enterprise economic development; making business decisions, monitoring their implementation and possible adjustments. The use proposed sequence of mechanism functioning of enterprise economic development in the practice of their activities increases the validity of economic decisions.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.

This article explores regional Buddhist monasteries in Tang Dynasty (618–907 CE) China, including their arrangement, functions, and sources for their study. Specifically, as a case study, it considers the reconstruction of the Kaiyuan monastery 開元寺 in Sizhou 泗州 (present-day Jiangsu Province) with reference to the works of three prominent state officials and scholars: Bai Juyi 白居易 (772–846), Li Ao 李翱 (772–841), and Han Yu 韓愈 (768–824). The writings of these literati allow us to trace the various phases of the monastery’s reconstruction, fundraising activities, and the network of individuals who participated in the project. We learn that the rebuilt multi-compound complex not only provided living areas for masses of pilgrims, traders, and workers but also functioned as a barrier that protected the populations of Sizhou and neighboring prefectures from flooding. Moreover, when viewed from a broader perspective, the renovation of the Kaiyuan monastery demonstrates that Buddhist construction projects played a pivotal role in the social and economic development of Tang China’s major metropolises as well as its regions.

Due to various factors, the regions of Russia have significant differences in the level of socio-economic development. Thus, each region of Russia has certain specific qualities inherent only to it, which must be taken into account when implementing regional policy. By reducing the influence of negative factors and, conversely, activating positive ones, it is possible to significantly increase the competitiveness of regional economies and the country as a whole. One of the features of the economies of the underdeveloped regions of Siberia is a significant share in their structure of low-productivity and low-tech industries, a lack of investment capital, low innovative activity of business entities, poor development of the territory, insufficient transport infrastructure, a shortage of highly qualified personnel and a number of others. The strategic priority of the state's economic policy in recent years in relation to underdeveloped regions is to achieve an acceptable average Russian level. In this regard, it becomes relevant to search for natural competitive advantages that can provide, through the correct and justified selection of "growth points" based on the use of the internal potential of such territories of their more dynamic development in relation to the most successful regions.

While innovation has become a popular topic when advocating for technology advancement and enhancing innovative processes in firms in both developed and developing economies, innovation in the context of micro-enterprises in emerging economies, such as Vietnam is not well understood nor has the topic been examined thoroughly. This chapter, in addition to looking at innovation within a micro-entrepreneurial context, includes a review of the academic literature on innovation, entrepreneurship, creativity, competitive advantages, and knowledge as some of the main drivers for social and economic development. Based on the field observations and interviews, it appears business owners of micro-enterprises in Vietnam might often use innovation by depending on their own individual adaptability and creativity to advance business opportunities by building upon existing knowledge as opposed to creating an entirely new business model or concept. Awareness of the nature of innovation within micro-enterprises could be helpful in designing governmental policies which are intended to create conditions which foster innovation and reduce throughout all levels of society and could have a role in reducing poverty.

The article has analyzed the dynamics of the creation of the united territorial communities (UTC) inthe Odessa region and Ukraine, the state and development trends of the tourism resources market in theOdessa region were studied, and the main problems of tourism development were identified, the SWOT m atrix – the analysis of the tourism activities of the united territorial community was built, strengths and weaknesses, opportunities and threats of further social and economic development of the society were identified,the main competitive advantages of the territorial community were identified, the dynamics of the development of the tourism infrastructure of the united territorial community were investigated, a one-day touristroute for the united territorial community - “I love you Avangard” was worked out, strategic directions for thedevelopment of the tourism business were identified, a financial plan for the development of the united territorial community of the future for the implementation of strategic areas of tourism was proposed.

The ability of regions to the competition in the international market to use of modern approaches to social and economic development, defines a vector of intensive advance of the Russian economy. Existence of worthy infrastructure and its full functioning become a guarantee of successful development of economy and social sphere of the country and particular regions. Therefore, for its updating and full functioning implementation of infrastructure projects is necessary. The specificity of implementation of infrastructure projects has been designated: excessive capital intensity, long payback periods, increased complexity and large scales (including territorial scales). Conditions of limited budgetary financing of infrastructure predetermine the need of attracting private investments. So, the mechanism of public-private partnership in the concept of long-term social and economic development of the Russian Federation up to 2020 is designated as one of priority tools, which emphasizes the importance of a problem. The potential of expansion of opportunities for implementation of infrastructure projects at the expense of mechanisms of public-private partnership has been studied. Special attention is paid to the practice of implementing infrastructure projects in the territory of the Astrakhan region. There have been presented practices of such projects, mainly in the form of concessions, strategic priorities of development of public-private partnership on the territory of the Astrakhan region for implementation of infrastructure projects. The Astrakhan shipbuilding production association is taken as an example of successful realization of public-private partnership mechanism. The leading shipbuilding and ship repairing plants of the region make its basis. There has been given the rating of the Russian regions in terms of the development of public-private partnership during 2017. Since 2015 there has been stated positive dynamics of development parameters of public-private partnership in the region. As of 2017, in the region there are realized eighteen projects, among which one project is of a regional level, and seventeen projects are the municipal events.

Introduction. Introduction. Innovation is an integral factor of social and economic development, which accompanied mankind from the beginning of civilization. Over the past decade, you can observe a significant increase in expenditures for innovation activity and growing interest in the topic of innovation, since technological changes and innovations are often perceived as an influential process that opens opportunities for the benefits of society, as well as social security. Particular attention is paid to the commercialization of innovation, since they are a fundamental condition for the development of both micro-and macroeconomic aspects in the context of their impact on the creation of competitive advantages and economic development. Moreover, the commercialization of innovation is, apparently, the most important challenge faced by all companies. innovations go beyond science or technology; this is what can create value through the commercialization process. The theme of commercialization of innovation apparently paid increased attention Recently, but this subject of research is quite fragmented and distributed between various fields of research and disciplines. As a result, it is necessary to investigate, arrange and aggregate various theoretical and empirical conclusions, the purpose of the article is to determine theoretical principles of commercialization of the results of innovation activity in order to formulate the relevant mechanism. Method (methodology). The study used a number of general scientific and specially scientific methods: analysis and synthesis to find out the essence of the mechanism of commercialization of the results of innovation activity; systematization – determination of the main levels of the mechanism of commercialization; Gnoseology – outlining the main contradictions for understanding commercialization. The results. The main purpose of the article is to form a model of the mechanism of commercialization of the results of innovation activity. The existing connection between phenomena is taken into account: commercialization of innovation and internationalization. A conceptual approach to the formation of a mechanism for commercialization of innovation results depending on management levels is proposed. The toolkit for implementing the proposed mechanism is determined.

The low salaries are one of the most significant factors that does not contribute to social and economic development in the country. Therefore, at the present stage, it is necessary to restore all salary functions , especially stimulating one, to increase the proportion of material reward in people's monetary incomes. This will help to improve the living standards and purchasing power, revitalize business processes that will definitely contribute to the economic development of the country and economic entities. The article reveals the approach to the formation of material reward at the present stage. The employee receives his salary for the exercise of official duties, the bonus is determined by the complexity, quality, efficiency of the work done. The labor code of the Russian federation does not allow an employer to force an employee to do the job that is not included in the job description, unless an employee himself wants to do so. As research shows, in practice there are situations of social and labor relations that deviate from the norms of the employment contract. All these issues are urgent and require the development and implementation of an effective policy of social and labor relations.
