The directions of the improvement of diagnostics and monitoring processes in the heat-supplying organizations in the conditions of modern urban development are considered in the article. Conditions of obtaining information in the system of monitoring based on various methods of diagnostics of heating systems, taking into account their technical condition, which provide accounting of ecological aspects in management along with traditional maintenance parameters of engineering systems are systematized. The matters of improvement of information quality as the bases for adoption of managerial decisions in the system of ecological management, allowing developing multiple scenarios of development of the heat-supplying organizations taking into account ecological priorities, are considered. The directions of further development of diagnostics and monitoring in the heat-supplying organizations by the means of integration with the system of ecological management, focused on ensuring ecological safety of the heating systems maintenance are defined.

Changes in management of the heat-supplying organizations of the modern city determined by development of technologies in this sphere are considered in the article. Three groups of technologies are allocated, the priority of the auxiliary technologies considered is given. The author points out that there is the need of the information support of management of the heating systems management in the city, which need fundamental reconsideration and radical redesign. The additional argument of the need of reengineering of the heat supplying organizations management is the consideration of the results of their activity, connected with considerable thermal losses. The key provisions of the offered measures for reengineering, based on the creation of processes of information support of management "from scratch" are described. Negative changes of the performance of the heating systems of concrete types were estimated q, and thanks to that the new integrated approach to the choice of methods and technical means of diagnostics of engineering systems and analytical dependences of determination of terms of repair were offered. Obtaining of qualitatively new information through reengineering measures for making managerial decisions is considered. Scenarios of prospects of energy industry, which have been differentiated as the most realistic or connected with the risk of increase in the stubborn problems, minimized by reengineering, were analyzed.

On the basis of the results of many years work in the inspection of engineering systems of buildings and structures, the presented work reflects aspects of obsolescence or imperfection of the regulatory document of the Russian Federation GOST 31937–2011 «Buildings and structures. Rules for inspection and monitoring of technical condition» in part of section 5.4. The types of work that are not taken into account in the GOST, but are necessary when inspecting for an objective assessment of the technical condition of engineering systems and the possibility of further trouble-free operation are considered. The authors propose modern inspection methods that make it possible, due to the instrumental tools used, to more accurately determine the operational capabilities of systems, identify hidden shortcomings and further develop optimal measures with the maximum improvement of indicators for financial expenses for major repairs of systems as a whole or individual elements.

The problem of the limiting states occurrence in the structures of a vertical steel tank is investigated in this work. To study the SSS of the metal structures of the object, the authors created a numerical model of the RVS-20000 tank in the ANSYS software complex. The model considers the maximum number of elements with their geometry and connections affecting the tank SSS under non-axisymmetric loading, including beyond the elasticity of steel. Dependences between the parameters of intrinsic stiffness of the VST are obtained. The results of the finite element analysis made it possible to develop a technique for assessing the technical condition of the structure with the development of irregular subsidence of the external bottom contour. The proposed technique can be used by both operating and design organizations in making managerial decisions regarding the repair of RVS-20000 subjected to the base subsidence.

The article suggests an approach to determine structural elements technical condition, based on the mathematical probabilistic apparatus of technical diagnostics. Diagnostics are performed using probabilistic methods of complex technical systems conditions recognition. Probabilistic parameters are calculated according to Bayes’s rule. The paper shows a diagnostics example of intermediate floor elements and systems in the old urban development building. Both the suggested method and information theory methods are used during diagnostics.

Article shows 10 principles of Intelligent Urbanism, that form the basis of contemporary town planning theory. Principles give the opportunity to work out strategies for urban development, that cover questions of historical heritage, social integration, safe streets, sustainability of engineering systems and context-appropriate architecture, effective redevelopment of brownfields and ecological balance. The institutional integrity (principle 10) is one of the most important criterions of achievement. Much attention is given to the problem of urban community creation (principle 4) and public space formation facilitating communication and interaction between citizens on different levels.

Purpose Many scholars have addressed the concept of place-making, yet there is still little formal knowledge about how major societal changes have influenced place-making. The fall of the Berlin Wall in 1989 is an earthshaking event that changed the world, with regard to geopolitics and the internationalisation of our cities and places, thus generating many urban and tourism developments. Therefore, this paper aims to analyse how the term “place-making” has been variously defined and developed as a concept since the time of the fall. Furthermore, it intends to assess whether such analysis can reveal potential competition and synergy for places between tourism and urban developments. Design/methodology/approach To address these two questions, a systematic quantitative literature review of research published between 1991 and 2016 has been used, providing a 25 years overview that reveals the current trends in the research on this topic and highlights the gaps in the existing literature. Findings Findings concerns the variety of definitions, demonstrating the complexity of place-making; four emerging topics (place-making and globalisation; participation; conflicts/challenges; and trendy strategies); and a lack of synergy between tourism and urban development regarding place-making. Research limitations/implications The major limitation to this research is the language criterion, restricted to English, thus automatically eliminating articles written in any other languages. Practical implications This paper can help key stakeholders to re-assess the place-making strategies in light of the findings. Social implications This research demonstrates the emergence of new trends in place-making that need to be addressed to fulfil societal demands and own changes. It can be used as a basis to start reflection and further development for communities and a wide variety of stakeholders. Originality/value The originality of this research resides in the 25-year overview that displays gaps and trends around place-making.

Activity of business entities requires a constant increase in the level of their economic potential and the level of competitiveness of the products on the market. This task can be fulfilled provided the concept of constant economic growth is formed in the activity of enterprises, which can be implemented through the management of changes in the economic activity of enterprises. One of the components is the marketing activity, which plays one of the leading roles in shaping the sustainable development of an industrial enterprise when carrying out transformational changes in its activity. These changes, which are the re-engineering of business processes, help the company management adapt to the changing market (marketing) environment and optimize the internal business processes. The relevance of the research is undeniable. The article presents the main directions of transition to the effective marketing activity in the period of re-engineering of industrial enterprises’ business processes based on the analysis of the main trends of marketing and innovation activities of economic entities from different countries. The authors developed the indices that characterize the marketing potential of the company during the business processes’ re-engineering. They proposed to use an integral index of the company’s marketing potential during radical transformations and to take effective management decisions based on the prevailing range of its criteria values when carrying out an economic estimation of the company’s marketing potential in the period of business processes’ re-engineering. The results obtained from the calculations demonstrate the final estimation of the industrial enterprise’s marketing potential during the business processes’ re-engineering, which allows the top management of the industrial company to determine the level of performance of the company marketing activity and make sound managerial decisions for its further development.

The article examines the organizational aspect of accounting for incomes and expenses, as well as the problems of accounting for incomes and expenses of the non-profit communal healthcare enterprises (CNP HA). The accounting-analytical information is considered as the socio-economic basis of business globalization, which is relevant in the context of strengthening the value of accounting and reporting for the further development of economic science and practice. The essence of the concept of «accounting-analytical provision of social needs», ways, forms and factors of its improvement are researched. The directions of improvement of the accounting-analytical provision of the activities of the non-profit communal healthcare enterprises and ways to modernize the methodology of carrying out the internal audit of incomes and expenses are proposed. The accounting-analytical provision of the enterprise is one of the main prerequisites for the effective functioning of any enterprise and an important element of the formation of the efficient managerial decisions. The purpose of the accounting-analytical provision of the activities of the CNP HA is to provide the management staff of the enterprise with complete, timely and reliable information for the adoption of current and strategic managerial decisions. The accounting and reporting system should be formed in accordance with the adopted methodological principles and approaches to analytical researches aimed at a comprehensive impact on the activities of the enterprise to ensure profit and strengthen its financial position in the market. Priority directions for improving the principles and methods of accounting and auditing of incomes and expenses of CNP HA are defined; the same is considered with regard to the economic analysis to maximum satisfying the needs of users in making managerial decisions as to the dynamic development of the CNP HA. The proposed directions for improving the methodology for carrying out an internal audit of incomes and expenses allow for operational analysis and control of incomes and expenses, and in the future use this information to make effective decisions on the functioning of the non-profit communal healthcare enterprises in the long term perspective.

The modern technogenic civilization is faced with global problems in the form of a threat to the further development of mankind. In connection with the critical situation, the principle of sustainable urban development was put forward as the main form of population settlement at this historical stage. The authors identified the problem of organizing temporary ecovillages to overcome the pandemic, and in general - to compensate for the lack of a clean ecological environment in relation to urban residents.
