Today's economic development is dynamic, closely connected with high technology applications, a growth in intellectual capital and widespread innovations. Most economically developed countries realise the need to create new solutions to present or upcoming problems. Creating a modern innovative, educational, scientific and technological infrastructure becomes an important issue. The 21st century sets new challenges to future engineering specialists. The paper analyses the currently demanded engineering competencies and modern requirements to engineer training in order to prepare reliable specialists for the labour market. The purpose of this paper is to present a brief analysis of the syllabi and the content of the separate disciplines which ensure qualified student education. An attempt to include geometrical dimensioning and tolerance in design education at TU – Varna was reported in this paper, standards which are the core of geometrical product specifications inevitably required in the age of globalization of industry. The paper gives some hints how to teach efficiently the new generation of GPS standards at the mechanical engineering faculty.

Wheat is grown on 210 million ha throughout the world producing approximately 600 million tonnes of grain (10 year average; FAO 2005) and providing on average one fifth of the total calorific input of the world's population (FAO 2003). For some regions such as North Africa, Turkey and Central Asia, wheat provides half of total dietary energy intake. Of the cultivated wheat area, half is located in less developed countries where there have been steady increases in productivity since the green revolution, associated with genetic improvements in yield potential, resistance to diseases and adaptation to abiotic stresses (Reynolds & Borlaug 2006a, b) as well as better agronomic practices (Derpsch 2005). Nonetheless, challenges to wheat production are still considerable, especially in the developing world, not only because of increased demand but also because of the increased scarcity of water resources (Rosegrant 1997; WMO 1997), ever more unpredictable climates (Fischer et al. 2002), increased urbanization and loss of good quality land away from agriculture (Hobbs 2007), and decreased public sector investment in agriculture and rural affairs (Falcon & Naylor 2005). To meet demand in a sustainable way, more resources are required to breed a new generation of genetically improved cultivars as well as implement resource-conserving agronomic management practices.

The article identifies the key conceptual foundations for the formation of intellectual leadership of economic entities, including countries as specific actors in the global economy. Thorough preconditions for increasing the level of economic development and the impact of education have been identified. It is determined that historical concepts and modern realities of economic activity only actualize the role of education and enlightenment in the economic development of the national economy and ensuring its competitiveness. The strategies of increasing the competitiveness of individual countries of the world are analyzed, their key priorities in the conditions of formation of the knowledge economy are determined. The evolution of views on the role of human and intellectual capital in increasing the welfare of countries, the impact on GDP and other macroeconomic indicators is described. The ratings of countries are analyzed, in particular by the level of investment in intellectual capital and the structure of their GDP, which confirms the dominance of science-intensive economic activities. In addition, it was determined that the leading countries are characterized by increasing the role of knowledge-intensive activities, increasing the share of intangible assets, redistribution of capital of leading international companies and increasing research spending, increasing investment in human and intellectual capital, increasing exports of high-tech products. Analytical assessment confirms the advanced development of science-intensive industries in countries with developed economies, which creates the need for training and retraining of specialists needed for such industries. In modern conditions, the educational process ceases to be predominantly the prerogative of young people, and becomes a lifelong process, which increases spending on education in developed countries, but without denying the significant asymmetries on this indicator. Research confirms the direct relationship between the quality of human and physical capital and economic development, which is typical of highly developed countries, one of the main reasons for the development lag of the poorest countries. In addition, the article substantiates the key factors of intellectual leadership and their impact on the development of economic development strategies.

In present era, it is impossible to imagine modern bank transactions, commercial transactions and other payments without using the plastic cards. Plastic currency is now gradually becoming a necessity across the globe as more and more developed countries are opting for plastic compared to paper as there are several inherent advantages. The growing involvement of smart phones has made technology applications much more accessible to users. The Government also move forward for a “Digital India” and its focus on growing electronic payments is significant drivers of growth in replacing physical payments with technologybacked solutions. India is at the stage of an amazing shift towards electronic money from traditional cash. For instance the Pradhan Mantri Jan Dhan Yojana (PMJDY), is slowly building recognition among people to move from paper to electronic money. The PMJDY alone has seeded over 150 million Rupay cards in the last year, in addition to the 400 million debit cards already in circulation. There is still emergence for significant increase in the usage of debit cards in the years to come as card. This paper focus on the challenges and future prospects of plastic money in India.

Abstract: The article generalizes the features of modern transition from industrial to post-industrial (or knowledge-based) economy within the modernization paradigm for the states in the core and semi-periphery of the global economic system. It is proved that among the historical diversity of national modernization phenomena one can single out two alternative models: an innovative model and a catching-up one. It is substantiated that the innovative model is most typical for the countries forming the core of the world economic system, while the catching-up model is more typical for countries in the periphery of global development. It is revealed that modern intellectual production covers, first of all, economic sectors producing information and knowledge. At the same time, intellectual capital also functions in productive industries, influencing their indicators as well. That is why knowledge workers, who form the intellectual strata of society, are considered to be subjects of intangible intellectual production, the latter making up the core of knowledge economy. Their main function is to produce intellectual products (socially valuable knowledge), in contrast to groups, whose social function is to embody these values and knowledge. It should also be noted that concrete historical forms of knowledge objectivisation, ways of their reproduction and, accordingly, historical types of intellectual layers can differ considerably. It is concluded that knowledge-based economy is considered as a sphere of economic activity, which nowadays is characterized by intensive use of intellectual capital as the main economic resource, in the fields of material production as well.

With the development of new generation Internet technology, Digital Object Architecture (DOA)/Handle system plays an important role in industrial system. The development and technical characteristics of DOA/Handle technology is studied in this paper. Then function architecture of distributed data acquisition system based on DOA/Handle technology is proposed. Through the detailed design of the functions and characteristics of the architecture, the core functions such as distributed data acquisition, distributed data management, data security sharing, and data security governance are realized in the industrial Internet environment. At the end of the paper, the typical scenarios of this architecture are summarized, and a prospect of the application prospect of DOA/Handle technology is introduced.

The development of the character education still becomes the controversy among the educators, either from the theoretical or philosophical points of view. Actually, the core of the character education is not only viewed from philosophical difference, pedagogical ideology, or politics, but focused on the child development. Curriculum 2013 seeks to provide a problem-solving on the cultural matters and the national characters by integrating the characters / values /attitudes into the lessons, self-development, and the culture of the school. It is expected that a new generation of nation is developed in attitudes, knowledge, and skills. It has been clear that teachers thought, beliefs, and choices will influence their teaching practice. Therefore, it is necessary to build the views, beliefs, and positive selection within the teachers mind for the successful implementation of Curriculum 2013.   Perkembangan pendidikan karakter sampai sejauh ini masih penuh dengan kontroversi yang terutama berakar dalam berbagai perbedaan teoretis dan filosofis, meski sebenarnya inti dari pendidikan karakter tidak pada perbedaan filosofis, ideologi pedagogis, politik, dan sebagainya, melainkan tentang perkembangan anak. Kurikulum 2013 berupaya memberikan pemecahan persoalan budaya dan karakter bangsa dengan cara mengintegrasikan karakter/nilai/sikap ke dalam mata pelajaran, pengembangan diri, dan budaya sekolah, dengan harapan terbentuknya generasi baru bangsa yang utuh dalam sikap, pengetahuan, dan keterampilan. Dengan menyadari bahwa pandangan, keyakinan, dan pilihan para guru akan berpengaruh pada praktek pembelajaran, maka perlu dibangun pandangan, keyakinan, dan pilihan yang positif dalam diri para guru demi keberhasilan implementasi Kurikulum 2013.

The development of biotechnology, which promises many economic opportunities, has revived the debate over the ownership of biological resources and its derivatives, as well as the sharing of the benefits which derive from its multiple applications. At the core of the debate, is the recent marriage between intellectual property rights (IPR) and international trade, within the framework of the World Trade Organization (WTO). In this context, the need of developed countries to prevent trade distortions due to the lack of adequate IPR protection in developing countries, is weighed against the need to promote local interests in these countries. However, the legal impact of recent multilateral agreements, which address biological innovations, is still subject to controversy. An assessment of these instruments reveals divergent approaches to the issues which divide the parties concerned. This results in ambiguities and conflicts with respect to relevant provisions of these agreements. From a wide range of possible solutions discussed, industrial and developing countries might consider to review the disputed provisions in a way that attempts to harmonise the agreements and render legal implications of their respective initiatives in this area more predictable.

The transportation is the core functional elements in the logistics activities. If not focusing on implementation of eco-friendly management in the process of logistic transportation, it is impossible to build an eco-friendly logistic system as a whole. Developed countries attach great importance to environmental issues and spare no effort in promoting the reform of logistics transportation. In order to comply with sustainable development in society and economy, China's transportation industry is urgently in need of more scientific management. Based on the relevant issues of current logistic transportation, from the perspectives of multi-subject such as the government, the enterprises and the public, this article analyzes the feasible approach to achieving the eco-friendly transportation management to ensure harmonious development of efficient transportation, social economy, environment and resources.

PurposeBecause of importance of technological learning for less developed countries, the notion has received increasing attention of scholars. The purpose of this paper is to investigate technological learning systematically by assessing the effect of technology transfer actors on technological learning in less developed countries context.Design/methodology/approachThe paper presents assessment model by adopting technological learning concept based on technology absorption and incremental innovation at firm level and identifying key roles of technology transfer actors (State – Scientific and technological infrastructure – Industry) that affect technological learning. The paper follows survey as research methodology. Thus, a questionnaire was addressed to 33 Syrian textile factories to examine the assessment model. Simple linear, multiple linear and ordinal regression analyses are preformed to examine relationships of model components.FindingsThe regression models show notable ability of technology transfer actors to explain technological behavior of firms to accumulate operative capability and consequently to generate passive incremental innovation. The findings indicate passive technical change system of Syrian textile industry. Therefore, goal-oriented evaluation of actual technology policy is preliminary step for achieving improvements, as well as activating scientific and technological infrastructure role by enabling strong relationships with industry and supporting interactions of domestic firms of textile industry and with foreign players.Originality/valueThe paper enriches technological learning literature by proposing systematic approach that sets the nature of technical change process of less developed countries in core of analysis. Moreover, it provides a guide for technological learning practices at firm level and for policymakers based on assessing actual status of Syrian textile industry.
