Business plays a special role in the mechanism of sustainable economic development, since it provides not only the realization of innovative potential, but also the creation of decentralized jobs, as well as additional revenues to budgets of different levels. Periods of economic instability for small business at the local level are a big challenge, because unlike large network structures, small business does not have the ability to diversify risks due to economies of scale. Changing the vector of the national economy development has a special impact on small business, which in developed countries is a driver of economic development. Thus, the digitalization of the economic system entails fundamental changes in the processes of value-added formation: industries are being modernized, trade and procurement procedures, related financial and logistics operations are changing, and consumption patterns are changing against the background of penetration of information technologies. The article considers two key aspects: “small business”, “digitalization of the economic system”. The concept of “digital economy” is considered, its key elements, distinctive features, level of development in various countries are defined. The authors also clarify the distinctive features and structure of small business in the Russian Federation. A comparative analysis of the share of small business in some countries is given, and a model for the functioning of small business at the regional level is described. The authors identify the problems and prospects for the development of small business in a digital economy. The article tackles the issues of the impact of the digital economy on the development of small business and the role of education in this process. The article formulates the main trends of digital transformation that have a significant role for small business at the regional level; the essence of this influence is detailed, possible barriers, new challenges and prospects for the development of small business are indicated.

The author offers a network model of the economic system designed to research the impact of increasing technological division of labor on the opportunities for economic development and growth. The article describes the main elements of the model and their economic interpretation, as well as the basic rules for its construction. An economic network consists of sets of producers, consumers and goods flows between them. The author shows how the model represents the appearance of various types of innovations. The author has outlined main directions of further development and researching the model.

Research background: Globalization has outlined the contours of a new technological reality in which the emergence of major innovations is due to NBIC-convergence, which has combined the achievements of nanotechnology (N), biotechnology (B), information technology (I) and cognitive science (C). The global nature of the development of information and telecommunication technologies contributed to the formation of the digital economy and the newest forms of economic reality accompanying it. Purpose of the article: The goal set by the authors is to conduct a study of the latest forms of economic reality associated with the impact of globalization on economic development. It is necessary to analyze the metamorphoses that occur with the forms of knowledge, forms of management, forms of organization of production, etc. Methods: The basis of the methodological basis of the research was formed by the principles of dialectical logic, historical research, the application of cause-effect and functional-structural analysis, which allow revealing the essence of socio-economic macroeconomic and regional processes, as well as micro-level processes occurring in the digital economy under the influence of globalization. Findings & Value added: In the course of the research, the identification of the newest forms of economic reality and their signs was carried out. The causal-logical relationship of globalization, the emergence of the newest forms of economic reality, economic transformations and structural shifts in the economy was analyzed. The accompanying changes in economic growth and the impact of these changes on the quality of life are considered.

In the context of countries integration into the world economic space, agricultural sector is one of the priorities and strategically important sectors of the national economy. Development of instruments aimed to increase investment potential of this sector is therefore an important component of the country’s economy growth. The article proposes a science-based model of the impact of the agricultural sector on the economic development level of countries trying to move towards European integration.It was found that the employment rate (+58.4) has the largest influence on the rate of GDP change in the studied group of countries (Ukraine, Moldova, Georgia, Armenia). The impact of the gross value added of the manufacturing sector on its economic growth is positive (+44.6). The negative foreign direct investment ratio in the model (–40.3) may be due to the fact that the indicator in the studied countries is still largely influenced by the intervention of the state mechanism, significant uncertainty and risk, which is a deterrent to the overall economic development. An important result of the study was that foreign direct investment had a negative impact on economic growth in developing countries. Further development of the investment potential of a country’s agricultural sector provides for a radical acceleration of scientific and technological progress and, on this basis, a reduction in the cost of a unit of agricultural products and food and an increase in their competitiveness in the domestic and world markets.

Research background: Poland and Spain share many common features resulting both from similarities of historical experience, and also cultural, political, socio-demographic factors. Both countries have a similar area, population and GDP structure. They also share historical experience related to political and economic transformation after a long period of non-democratic, centralized governments. Therefore, the experience of Spanish membership in the EU is often considered as a model for Poland. Purpose of the article: The purpose of this research is to perform a comparative empirical analysis of income convergence processes in Poland and Spain on a regional level. We aim to verify if and how these processes are related to one an-other (show similar paths). Special attention is paid to the periods after accession of these countries to the EU. Convergence patterns in both countries are compared with several tools. Methods: Spatial econometric model for absolute beta convergence, sigma convergence indicators and the analysis of distribution dynamics — transition matrices and kernel density estimation. Findings & Value added: The impact on EU accession on income convergence in Spain was positive both at the national and regional level. Regional convergence processes sped-up and interregional disparities decreased. The poorest subregions had relatively high probability to increase their income and catch-up with initially more developed regions. In the first decade after accession to the EU Poland has also achieved a significant improvement of income indicators at the national level. However, empirical analyses of GDP per capita distribution and its dynamics at the regional level in Poland show that the above mentioned progress does not spread out proportionally on all regions. Neither beta nor sigma convergence is observed. Instead, relatively fastest growth of initially richest regions (mostly large cities) introduces convergence of clubs leading to polarization. EU accession has accelerated divergence processes in Poland.

The digital economy continuously injects new momentum into the traditional economy and has become an important driving force for national economic development. Against this backdrop and using input-output data from the WIOD from 2002 to 2014, this paper empirically analyzes the impact of the development of the digital economy on the domestic value-added rate of Chinese manufacturing industry exports and the mechanism underlying this relationship. The results show that (1) digital economic input significantly promotes growth in the domestic value-added rate of manufacturing industry exports, (2) digital economic input mainly increases the domestic value-added rate of intermediate-product exports, (3) digital input has a significant positive impact on the capital-intensive and knowledge-intensive manufacturing industries, and (4) technological progress and cost reduction are important mechanisms through which the digital economy promotes the domestic value-added rate of exports.

The regions of the Russian Federation function and develop in conditions of instability and uncertainty of the external strategic environment. Therefore, each region tries to develop optimal strategies for its innovation oriented development on the principles of efficiency and minimizing uncertainty (risk). At the same time, it is important not just to form a strategic set of alternatives for the development of the region, but it is important at every moment to know at what stage of development the region is, how close it is to the strategic goal of its development. Analysis of studies on strategic planning and management, shows the lack of a single accepted methodology for assessing the effectiveness of the implementation of regional strategies and general approaches to formation of system of indicators of its assessment. Nevertheless, the majority of researchers agree that it is important to assess not whether the implementation of the developed strategy is carried out correctly or not, but it is important to assess how close the implementation of the innovation oriented strategy is to the goals set for the region. Indicative planning is an important tool for regulating the processes of socio-economic development at the regional level. In modern conditions, the world economy is experiencing an increase in the level of negative impact of various external factors and major challenges to economic actors, including regions. The article substantiates the conceptual scheme of the imitation model of the regional socio-economic system, which takes into account not only the subjects and objects of management, but also the impact of the external environment. A method of increasing the realism of imitation models of the regional innovation oriented socio-economic system is proposed – the use of a random choice of one of the options for adaptation to a given external factor. Within the framework of this model, it is proposed to allocate the following macro-regional blocks (objects of regional management): income, labor, business, ecology, society, prospects, Finance. In this case, the control regulation within the framework of the proposed model is carried out on the basis of an indicative plan, which sets goals, objectives and indicators of regional innovation oriented socio-economic development.

Corporate social responsibility is the responsibility of an individual company for the impact of its decisions and actions on society, the environment, through transparent and ethical behavior that promotes sustainable development, health and well-being of society, takes into account the expectations of stakeholders, complies with applicable law and international conduct. Taking into account that the main economic role of banks is to provide financial opportunities for business by increasing the monetization of the economy through cheap credit, promoting the production of high value-added goods, so that not to become a raw material appendage and a powerful supplier of labor to other countries it is important to analyse the social responsibility of banks in the context of ensuring the social and economic development of the state. The urgent task in the near future for Ukraine involves the formation of the concept of its development, focused on people, concentrating on financial investments in the basic infrastructure of cities in the field of education, medicine, ecology. One of the tools for this strategic task is the social responsibility of banks, based on their interaction with regional and local governments in order to form and develop partnerships to ensure the efficiency of business processes, soften the monetary policy of the National Bank of Ukraine (NBU) at the expense of money issued by commercial banks in the form of cheap loans. The article monitors the main areas of social responsibility in the banks of Ukraine, identifies obstacles to the active development of social responsibility of banks. The priority tasks set for Ukrainian banks to intensify their social responsibility are the formation and publication of a mandatory Management Report, also partnership of banks with influence groups, non-governmental organizations, as well as with local authorities, their systematic transition from project-based social responsibility to program-based activity in their initiatives, adaptation of international projects and strategies of banks to the Ukrainian market, introduction of innovative products and services in the operational activities of banks, which help to solve specific social problems and create new opportunities for people.
