The article aims to analyze and specify the existing aspects of executing highly advanced projects aimed to use various digital technologies in small business at the modern stage of economic development and in the near future (in the conditions of the digital economy) and to formulate the authors’ vision of this problem, specifically, to study the use of digital technologies in various areas of the activities of small businesses. In the article, the authors have analyzed and specified aspects related to the use of various digital technologies in the operation of small businesses nowadays and in the near future. The authors have compiled a rating of digital technologies used in the operation of small businesses. The application of digital technologies in the operation of small businesses has been described and the application of digital technologies in the areas of activities of small businesses has been determined.

The article discusses the approaches of national scientists to the definition of a concept of “digital economy”. The author proposed the interpretations of the concepts of “digitalization” and “digital economy”. The author concludes that digital technologies implementation brings many advantages to the activities of small businesses. There's another conclusion that since small businesses are one of the main innovators, digitalization of their activities can become a factor increasing its efficiency. The analysis shows, the small business in Russia is currently characterized by a low level of activity in the use of digital technologies. This fact can be interpreted as a risk for development of the digital economy.

The paper considers the formation of entrepreneurial climate in the conditions of social and economic development of the region. At present, one of the priority directions of social and economic policy of the region is the development of small businesses. In turn, the entrepreneurial or business climate acts as a paramount component of small business development. The study of the current state of entrepreneurial climate in the region makes it possible to define current problems of its development and ways to solve them. The social mechanism of entrepreneurial enterprise climate formation in the region is directly focused on the formation of certain motives, ideas, behavior patterns of all business subjects (business community and authorities). This is revealed through the following principles: state support, priority objectives, equal conditions, diversification, partnership, social responsibility, social protection, public representation, exchange of experience, competitive advantage. For successful formation of entrepreneurial climate in the sphere of small business as a factor of social and economic development in the region it is critical to use such methods as monitoring, ranking, public-private partnership, business partnership, social support, multilevel training, multi-purpose competition, social selection, social cooperation in order to ensure interaction of small enterprises based on the principles of mutual aid, transparency and autonomy.

Development of the digital economy in the period of the global pandemic is one of the issues of strategic importance for Uzbekistan, like other countries, which determines its world-wide competitiveness, and through this, it shows that it is necessary to address the issues of socio-economic development of the country. The research reveals that theoretical foundations, stages, driving forces, efficiency factors of modern digitalization are considered as digital economy. The key components of the term “digital economy” are presented: digital technologies, ecosystems and transformations, taking into account their interconnection and interdependence, as well as continuity with the previously developed conceptual series - informatization, intellectualization and robotization. The need to support and develop small business, as one of the pillars of the successful economic development of the state, has been talked about, written about, and held at various levels for quite a long time in Russia. A striking example of such a small business is individual entrepreneurs engaged in woodworking. These enterprises have their own characteristic features of work, which consist in the fact that the equipment and tools of the main production, basically, belong to the cheapest segment, quite often they are made independently. Production areas are rented in small premises of large industrial enterprises that are in operation and have ceased production. Manufacturing focuses on a fairly narrow segment of consumers, as well as on the production of non-serial products (for individual orders). Small businesses in woodworking have never brought super-profits due to the rather tough competition. To analyze the current situation, a sample of typical representatives of small business in woodworking located in St. Petersburg and the Leningrad region has been considered

The chapter examines the comparison of the cross-cultural analysis of the green country, Australia (NSW), and the northern country, Russia (Republic of Karelia). Based on the results of the analysis, it shows how a small business from Russia, Green Roofs, overcomes barriers in Australia through the application of blockchain technology. The authors hope that examples of development and thoughts about the driving sources of these transformations, chosen by taking into account the interests of the development of the Russian digital economy, can be interesting and useful for Russian enterprises, small businesses that have begun their digital transformations.
