This feasibility study proposes a new approach to the classification of data array concerning sustainable development of socio-environmental-economic systems (hereinafter referred to as SEES) in the area of large river basins. The developed methodology allows carrying out the integrated assessment and forecasting the principal results of the territorial entities functioning and is based on the socio-environmental-economic conditions and the use of multidimensional comparative analysis of the development of individual territories, which, in its turn, allows considering the regional characteristics of their development. The aim of the study is to determine the conceptual and methodological foundations of integrated assessment of SEES sustainable development in the area of a large river basin. The methods of logical analysis (deduction), non-parametric statistical multidimensional estimation (PATTERN method) and econometric modeling were used in this work. The novelty of the proposed approaches consists in the development of theoretical and methodological guidelines for further improvement of the mechanism of integrated assessment of SEES formation, forecasting its development and sustainable functioning at the regional level. The obtained results allow to rank the territories according to integrated assessment, as well as to develop regional strategic programs.

Subject. The article explores the economic component of sustainable development through the classification of industries from the perspective of assigning the output goods to fixed or current assets, using different types of resources and assessing their condition. It considers factors of production affecting the achievement of the result and determining the development of economic systems at the meso- and micro-hierarchical level. Objectives. The aim is to assess the function of economic systems of different hierarchical levels on the tool-making facilities case. Methods. We apply an approach using general and special methods of comparative and statistical analysis, synthesis and analogies. Results. The paper analyzes the development of the Russian tool-making industry on the basis of resource-oriented approach to assess the functioning of economic systems at various levels. We review interrelations between resource use efficiency, types of sustainable development of economic systems at various hierarchical levels and strategic security of the country. Conclusions. Any development can be considered sustainable, if there is an increment in the intensive development of economic systems at all three levels.

Abstract This paper presents a new approach and a platform for complex, non-destructive, express evaluation of quality and safety of food products, based on analysis of visual images, spectral and hyperspectral characteristics, followed by fusion the results of these analyzes. The aim is categorization of the investigated products in quality groups. The complex evaluation includes: assessment of the appearance and visual characteristics of the investigated product, evaluation of properties associated with the product composition and with the distribution of the properties on its surface. The focus is on main indicators of quality and safety of basic foodstuffs, such as meat, structural bacon, white brined cheese and yellow cheese. The following main tasks are discussed: 1) The formal description of the investigated objects; 2) The extraction of specific quality features; 3) The evaluation of classes’ data separability; 4) The classification of the foodstuffs in quality groups.

The main approaches to the calculation and classification of indicators used for assessment of the economic entity sustainable development are considered in the study. Methodological advantages and shortcomings of approaches to the development of the system of indicators of an organization sustainable development within stakeholder approach are analyzed. The results of comparative analysis of the main international and Russian methodological approaches to the formation of the system of indicators for assessment of economic entity sustainable development are presented. The conclusion is drawn that in terms of stakeholder approach methodological approaches to the formation of integrated assessment of the organization sustainable development level on the basis of the formation of indexes and rating models are of great scientific and practical interest.

This paper shows the diversity and significance of relations of duality among different economic systems. The composition of the principles underlying the system economic theory used for the analysis of duality in the economy is investigated. The concept of the economic system is clarified and the equivalence of three basic concepts of the economic system is shown: a) as a space-time volume (“black box”); b) as a complex of elements and connections among them; c) as a tetrad, including object, project, process and environment components. In a new way, the concept of the tetrad is revealed. The actual interpretation of the interrelationships of its components, based on the mechanisms of intersystem circulation of spatial and temporal resources and the transmission of abilities from one economic system to another, is proposed. On the basis of the obtained results, the most essential aspects of duality in the theory of economic systems are considered. It is shown that the interaction of internal content and the nearest external environment of economic systems lies in the nature of the relations of duality. A new approach to modeling the structure and to functioning of the economic system, based on the description of its activities in the form of two interconnected tetrads (the first tetrad reflects the intrasystem production cycle and the second one — the external realization-reproduction cycle) is put forward. It is shown that the concept of duality in a system economy creates prerequisites for adapting the functioning of local economic systems (objects, projects, etc.) in a market, administrative and functional environments and, as a result, harmonizing the economy as a whole.

Purpose. The aim of the work is to consider the novelties of the legislative work, which provide for the concept and classification of criminal offenses in accordance with the current edition of the Criminal Code of Ukraine and the draft of the new Code developed by the working group and put up for public discussion. Point out the gaps in the current legislation and the need to revise individual rules of the project in this aspect. The methodology. The methodology includes a comprehensive analysis and generalization of the available scientific and theoretical material and the formulation of appropriate conclusions and recommendations. During the research, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative, comparative-historical. Results In the course of the study, it was determined that despite the fact that the amendments to the Criminal Code of Ukraine came into force in July of this year, their perfection, in terms of legal technology, raises many objections. On the basis of a comparative study, it was determined that the Draft Criminal Code of Ukraine needs further revision taking into account the opinions of experts in the process of public discussion. Originality. In the course of the study, it was established that the classification of criminal offenses proposed in the new edition of the Criminal Code of Ukraine does not stand up to criticism, since other elements of the classification appear in subsequent articles, which are not covered by the existing one. The draft Code, using a qualitatively new approach to this issue, retains the elements of the previous classification and has no practical significance in law enforcement. Practical significance. The results of the study can be used in law-making activities to improve the norms of the current Criminal Code, to classify criminal offenses, as well as to further improve the draft Criminal Code of Ukraine.

A three -factor resource model for the formation of sustainable development of the region , including human, financial and raw materials, is described. The necessity of systematic monitoring as an element of regional development control is substantiated.

Typologization of rural areas, taking into account differences in population density and level of socio-economic development, is necessary to identify “growth points” and strategic sustainability benchmarks. The method of integrated assessment of the level of socio-economic development of rural territories is proposed, according to which the grouping of Russian regions is carried out. Applying data on rural population density to the results of calculations allowed us to identify 12 typological groups, in the context of which unified recommendations on sustainable development of territories should be formed.

The article examines the impact of internal and external risks on the stability of the financial system of the Altai Territory. Classification of internal and external risks of decline, affecting the sustainable development of the financial system, is presented. A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.
