The paradigm of the personnel management concept has been changed based on the introduction of digital technologies in the labor process. The article reveals the impact of new information technologies on the formation and usage of laborpotential in the renewed organizations. The new approach is not knowledge management, but talent management. The socio-psychological analysis of the structural elements of labor potential is also used. Terminological definiteness of such concepts as loyalty and reliability of employeesis carried out according to their participationactivity in the labor process. Distinctions of highly professional (HiPro) and high-potential (HiPo) personnel are given. High level of motivation among high-potential employees is emphasized as a condition that increases the level of labor potential efficiency. The role of employees’ involvement in the formation of the personnel reserve is defined. Modern tools, based on digital platforms, developing labor potential were used. The mechanism of HR-technologies is revealed, in which an employee with greater potential is unable to reveal his labor potential, and becomes a brake for the innovative development in organization. There was named the principal responsibility for timely and qualitative formation of the new competencies, required for realizing the labor potential, in terms of updated reality.

The article analyze the position of one of the most respected researchers of post-industrialism, Daniel Bell, on the impact of new information technologies on “politics-power” relations. The following two features of the influence of information and knowledge on the political sphere of public life are clarified: “Situs as Political Units» and «Rightful Meritocracy.” According to D. Bell, there are three analyzed current models of power: 1) the previous model of power, which is based on property, and besides it is inherited; 2) a model of government, the basis of which is knowledge acquired through education; and 3) a model of power, the source of which is a political office obtained through an organizational apparatus. The concept of the rightful meritocracy of D. Bell was analyzed, it’s meaning in the idea that the power belong to the most gifted. He believed that a capitalist society іs gradually transforming into a society in which gifted people will be promoted to senior positions, including political. He defined a certain “merit formula”: “Intelligence + Achievements = Merit”. D. Bell argued, that people with such merits should take up leadership positions in politics, business, science and other activities. In post-industrial society, the principle of “achievement” is relevant, there is a thought, that power is achieved through the personal virtues of the people, their high level of education and skills. In such society, there are almost no senior positions available to people without qualifications. In conclusion, we can say that the politician, from the point of view of D. Bell, is a highly skilled specialist which have the necessary management skills. Post-industrial society implies the emergence of a new intellectual class, whose representatives can at political level act as consultants, experts or technocrats.

This article provides a justification for the need to introduce digital technologies into the activities of construction organizations, considers the basic principles on the basis of which the interaction of participants in digital relations will occur, identifies the main problems that construction companies face in the process of introducing modern digital technologies. The work identifies measures that contribute to the effective implementation of technologies, and their merits, it is concluded that it is necessary to switch existing construction to digital, since it is an important condition for the further development of the construction market, ensuring a high level of competitiveness, cost savings, increasing the speed of work and the resulting profit. ... One of the main roles in the development of information technologies, promoting their implementation in all spheres of human activity should belong to government agencies, they should focus on reducing obstacles to the development of digital technologies in the country, making adjustments and correcting the shortcomings of modern market mechanisms, supporting fair competition in markets, attracting investment in this area. Without the implementation of these principles, it is impossible to achieve the required level of development and promotion of digitalization in Russia. The emergence of new information technologies has a significant impact on the economy and society as a whole, changing the economic structure and lifestyle of people. However, despite all the concerns, the digital transformation in the construction industry is progressing slowly but steadily. Most Russian construction companies have yet to take full advantage of digital platforms. They are gradually exploring digitalization issues and plan to introduce technologies that will further develop the industry and increase the competitiveness of construction organizations.

Objective: to know the dependence on nicotine and the motivation to quit smoking in Nursing and Physiotherapy students of a university in the South of Spain, and to evaluate the impact of an intervention based on the use of information technologies on the motivation to quit smoking. Method: a pilot study in two phases: the first being cross-sectional and the second, a before-and-after intervention. The motivation to quit smoking was assessed by means of the Richmond questionnaire, and the dependence on nicotine through the Fagerström questionnaire; additionally, an intervention was performed based on the use of a web platform to increase motivation to quit smoking. Descriptive and inferential statistics were applied. Results: the prevalence in the use of tobacco was 4.33% (n=29). 3.45% of the participants had a high level of dependence; and 6.90%, a high level of motivation. The level of motivation did not change after the intervention (p=0.10). Conclusion: most of the students have low levels of motivation to quit smoking and of physical dependence to nicotine. The level of motivation to quit smoking does not change after performing the intervention.

The information, like human resources, capital, materials and technology, is one of the main resources used by the institution. Due to its increasing significance in today's society of informatization, more attention is paid to the methods of managing document processes based on documenting and documenting technologies, as well as the active use of computer technology and information technologies. Therefore, due to insufficient number of domestic works on the topic, the theory and practice of document management, in particular using the latest information technologies, is an actual and perspective direction of scientific research. The article deals with the concept of «documentation processes management».The urgency of the need of new information technologies implementation into the field of documentation support and their efficiency in administrative work has been highlighted. The objective of the study. To analyze the leading tendencies of introduction of the newest technologies in management of documentation processes in the conditions of information society. The tasks of the study are following: to disclose the content of the concept “document management”; to trace the impact of transition to electronic document management on the effectiveness of working with documents in institutions; to describe the main advantages of electronic document management systems for working with electronic documents. The results of the study confirmed that due to the continuous increase in the number of information the traditional methods of managing of documentation processes become ineffective. In terms of informatization of the society, the innovative information technologies are rapidly developing, which are rapidly being implemented into the field of documentation procedures.

This case study examines the impact of online reservation systems and e-commerce on the travel industry. Two questions are examined: 1. How can competitive advantage be obtained from the exploitation of new information technologies—in particular, e-commerce technologies? 2. How has the role of travel agents changed because of the new information technologies being used to achieve competitive advantage in the air travel industry? Initial discussion concerns the impact of the American Airlines SABRE system, as this has often been touted as giving American Airlines first-mover advantage in the industry. The wider impact of remote-access, computerized reservation systems, or Global Distribution Systems, and e-commerce access to online reservations in the travel industry is analyzed, using Porter’s five-force model of industry competitive forces, to understand how the travel industry has shaped and has been shaped by information systems. The case study concludes with a comparison of the impact of information technologies between the U.S. and European travel industries. It concludes that technology alone does not affect the roles of industry players, but the development of winning technologies exploits structural factors in the environment. Constant evolution of strategic information systems is critical to producing competitive advantage, but opportunism also plays a strong role.

The current research aims to examine the impact of talent management on the organizational identification. The research was conducted in the Office of Innovation Support, Transfer and Marketing of Technology at Al-Azhar University. The importance of the research is derived from the need of investigated organization to apply effective talent management which maximize benefiting from talents. The research problem was represented in the following inquiry: Does talent management have an impact on organizational identification of members and coordinators of the Office of Innovation, Technology Transfer and Marketing (TAICO) at Al-Azhar University? The research attempted to test the validity of the following hypotheses: There is a high level of practicing talent management in the investigated organization, -There is a high level of practicing organizational identification in the investigated organization. -Talent management has a significant positive impact on organizational identification. The number of members and coordinators of the TAICO office reached 37 people, yet 32 of them were listed at 86%. The research relied on the Analytical descriptive method. Some statistical methods were used, including the Pearson correlation coefficient and the T-test, as well as the simple regression test to determine the correlation and impact relationships. Moreover, results showed that talent management obtained a low estimation with mean of 2.36, also, the mean of organizational identification was 2.40. Results indicated that there was a significant effect of talent management on organizational identification, as T value reached 9.628, which was significant at 0.01 level. The research recommended the necessity of adopting effective talent management strategies to discover talented people, observe their development and direct them in the right direction, and also conducting a periodic evaluation that shows the extent of the development of those talents and finding common values and goals between the members and the TAICO office, in a way that contributes to enhancing organizational identification.

How have rebel communication strategies been shaped by the increasingly social nature of the internet and the constant changes of information and communication technology in a Web 2.0 world? Rebel groups’ ability to disseminate a message has previously been constrained by the size of the audience they could reach through traditional technologies and the costs of those technologies. Emerging social internet platforms change this dynamic by providing rebel groups with new opportunities to build and communicate to an audience. Scholars have theorized about how rebel groups adapt to these new opportunities, but to date, little systematic analysis into the phenomenon has been conducted. In this project, we present a new dataset on rebel group Twitter use and use the data to examine how armed groups use social media to communicate, the topics contained in those communications, and the audiences that consume them. Through a richer understanding of the ways in which rebel groups communicate we are better able to measure the impact of new information technologies on armed conflict in the future.

The article presents an empirical analysis of the impact of the political and economic consequences of financial crises on the development of entrepreneurship in the regions of Russia. Entrepreneurship development contributes to economic growth and can play an important role in stimulating long-term sustainable development, as well as reducing unemployment by creating jobs. The data sample of the study covers the period from 2006 to 2016. Two groups of indicators are considered: institutional and economic. The first group includes indicators of the effectiveness of the judicial system and the level of criminality. The second group includes indicators characterizing the degree of integration of the Russian companies into the global economy. In addition, the indicators of the quality of social infrastructure, the degree of intercompany competition, market density and some others are taken into account. Model assessment is based on the OLS method. This paper shows that the effectiveness of the judicial system in resolving disputes related to non-compliance with contracts and non-payment of debts does not affect the business development in Russia. However, one of the main problems faced by Russian business owners is the high level of corruption. Moreover, the weak diversification of the Russian economy is a key factor in the negative impact of external economic shocks. We found a significant role of factors like the size of the internal regional market and the share of residents connected to the Internet. The latter factor shows that at present information technologies play an important role in modern Russian business, creating additional opportunities for expanding existing businesses as well as creating new ones. We came to the conclusion that the problem of corruption is growing, as a significant barrier to companies entering the market.
