It examines the problems of educating the culture of interethnic relations in the youth environment. The relevance of the study is due to the need for the formation of attitudes towards interethnic tolerance among students, which determines the goal of the educational activities of each educational institution.

The focus of this paper is the madrasa in Indonesia and its development which is examined from the perspective of Michel Foucault regarding their authority, knowledge and discourse. The madrasa’s performance, which is still relatively low and unable to compete with public schools or pesantrens (Islamic Boarding Schools), will be examined from this perspective. This paper departs from the study of literature with a historical-sociological approach. The sources of the data come from the literature related to the history and development of madrasas. From Foucoult's perspective, the performance of the madrasa--which in its development shows a decline trend and is of relatively low quality and less competitive compared with general schools or pesantrens-- is closely related to power, knowledge and discourse factors. My argument is supported by the evidence that there is no an established “blueprint” for the supervision and development of madrasas in Indonesia, in contrast to schools or pesantrens. Likewise, the problem of interplay of madrasa policies in the integration of the national education system has put the madrasa in the midst of domination of schools and pesantrens, especially in the midst of society since the appreciation and level of community participation in the madrasa are not very encouraging. In addition, there is an opinion among the public which perceives the madrasa as the second educational institution after schools or pesantrens. This opinion is, of course, supported by empirical data, such as research from Nur Hamzah (2017) and Sukino (2017) which examined the madrasas in West Kalimantan Province, and revealed the poor quality of some madrasas in this area, which in my opinion is the "top of the iceberg" of the madrasa, especially in the outermost, interior and underdeveloped areas of Indonesia.

We carried out this study to assess the quality of the OVAs designed and developed in the project mentioned above, in this exercise re A review of the different methodologies proposed for quality assessment of learning objects, the approaches of the product and the development process, including categories and characteristics of technological and pedagogical quality, and then propose an instrument to assess the quality of the learning objects that are a teaching aid to develop the components of practical intelligence in deaf children. Under this claim, we present the (4) OVAs designed and developed for the research project mentioned earlier in this summary centered pedagogical description of these OVAs contributions to the development of practical intelligence. The next chapter describes the aspects that were validated after the literature review as criteria for evaluating the quality of the OVAs developed, with indicators and characteristics associated with each of these, which were valued by a community of 73 subjects who were surveyed as valuation estimate levels Likert scale. The results in a balance sheet, showing in all criteria marked estimate Agree estimation, and second with Strongly Agree, estimates, plus comments and observations allowed researchers to determine from where the users benefits and contributions of the OVAs as well recognize aspects to refine and improve the learning objects and learning towards the development of practical intelligence in deaf children.

PGRI University of Yogyakarta is an educational institution that uses the internet as one of the supporting facilities and infrastructures to manage and organize the data and information used by the student to find references about the lecture. PGRI University Yogyakarta has three buildings on the main campus building A building B and C buildings, where each building using wireless LAN as a means for students to use the internet network, the weakness of the wireless LAN network where poor internet network in the wireless LAN network. Thus the researchers wanted to analyze the Quality of Service wireless LAN networks in building A, building B, and C buildings, in each floor. With the existence of quality of the network at PGRI University of Yogyakarta will be done by interviews and observation methods, problems that occur in wireless LAN networks in each building have been prepared in advance, after which it will do an analysis of wireless LAN networks using quality of service parameters, namely delay, packet loss, bandwidth, throughput and factors that influence the wireless network at the University of PGRI Yogyakarta. The results of the measurement and monitoring of Quality of Service wireless LAN at PGRI University of Yogyakarta in building A, building B, C on each floor of the building can be classified in the category of poor with the average delay for each building to around 150 ms and packet loss = 28%, bandwidth = 173523 bits / s and throughput = 22%, and the factors that occurred in the signal range cannot cover every room in every building. From these results it can be concluded that the quality of the wireless LAN at the University PGRI Yogyakarta according to the TIPHON standards categorized as poor.
