The article considers the concept of startups and ecosystems of startup development. It investigates the innovativeness ratings of countries and regional ecosystems of startups and the factors influencing the successful development of startups. The article considers the ranking of the best regional startup ecosystems in the world. It covers the experience of the leading regions, whose effectiveness is driven by attention to financing, networking, expanding access to markets, attracting and nurturing talents, accumulating experience and scientific development. Particular attention is given to the impact of the specialization and effectiveness of the regional focus strategy. Based on the methodology and results of the Global Startup Ecosystem Ranking 2019, authors have empirically investigated the startup ecosystem of the Lviv city. Authors described and systemized the startups operating in the city, the elements, and dynamics of the urban startup infrastructure. The preconditions for successful development of startups - financing, talents, experience, connectedness, access to markets - have been identified. The effectiveness of the activity of city authorities, the local policy of promoting the startup environment development - documents, measures and results – have been investigated. The main factors of Lviv’s regional leadership in the development of digital startups in Ukraine are: the dynamic development of the IT industry, the development of digital competencies and the concentration of talent in leading universities, the development of corporate universities and innovative infrastructure, the development of infrastructure and comfort in the city. For the development of the Lviv startup ecosystem, it is recommended to focus the efforts on further accumulation and transfer of experience, retention of talents, improvement of technology transfer systems, focusing on areas of exclusive competence while expanding access to finance and the global market.

<p>The city of Goma is located in the eastern region of the Democratic Republic of Congo. With around one million inhabitants, it is built on lava flows, 15 km south of the active Nyiragongo volcano. Historically, the town was affected twice by eruptions, in 1977 and 2002 and severe destructions were reported. At that time, no volcanic risk preparedness and management tools had been implemented, and communication during and after the eruption was not consistent enough to avoid panic and human casualties. Without an appropriate and accurate risk communication, people may adopt a behavior which can put them at risk, by increasing their vulnerability. Nineteen years after the last disaster, risk management still have to develop an effective risk preparedness strategy and integrate risk awareness raising tools. The aim of this ongoing doctoral research is the assessment of risk culture, building upon a risk perception assessment and identification of risk reduction measures to be enhanced.</p><p>A survey of 2224 adults among the general population of Goma was conducted in eight representative neighborhoods in order to assess the risk perception, the experience of the risk communication as well as the risk preparedness of inhabitants. We here present a first analysis of the results regarding the risk communication challenges. Goma is a dynamic town with a young population (80% are under 45 years old), living in relatively poor and large family (51% of households have 4-7 members and 31% 8-11 members; 57% of household have an income between 0-250$), with rather low education (47% is secondary level and 34% graduated). Language is one of the volcanic risk communication challenges in Goma: apart from French as the official language, Swahili as local, and English imposed by the large humanitarian sector, there are many dialects. Moreover, most communication tools are informal (social networks, friends and relatives…) and inhabitants mostly look for information on religion (22%), health (15%) and politics (12%), but not so much about risk reduction. Local radio (24%), television (14,5%) and social networks (13%) are the most preferred information channels. The city of Goma is also very dynamic: with a high migration rate, the population is growing and renewing itself regularly, to the point that risk communication must take into account the newcomers in order to be efficient. Additionally, our survey shows that experience of disasters and trust in decision-makers also provide a basis for effective risk communication.</p><p>By presenting, as examples, the communication chain during the 2002 Nyiragongo eruption, as well as a more recent example of miscommunication due to the publication, in the general public press, of a scientific article with significant uncertainties in eruption forecast modelling (leading to misinterpretation by non-expert readers), we will demonstrate that the cascading reactions may have consequences putting risk decision-makers and scientists in a difficult position, by provoking a feeling of mistrust and doubt among the population. Based on the Goma case study, we will show that risk communication in the global south is a major risk management challenge with complex issues.</p>

Accelerating global climate change drives new climate risks. People around the world are researching, designing, and implementing strategies to manage these risks. Identifying and implementing sound climate risk management strategies poses nontrivial challenges including ( a) linking the required disciplines, ( b) identifying relevant values and objectives, ( c) identifying and quantifying important uncertainties, ( d) resolving interactions between decision levers and the system dynamics, ( e) quantifying the trade-offs between diverse values under deep and dynamic uncertainties, ( f) communicating to inform decisions, and ( g) learning from the decision-making needs to inform research design. Here we review these challenges and avenues to overcome them. ▪  People and institutions are confronted with emerging and dynamic climate risks. ▪  Stakeholder values are central to defining the decision problem. ▪  Mission-oriented basic research helps to improve the design of climate risk management strategies.

This dissertation examines the claim that Age Friendly Cities (AFCs) represents an effective and revolutionary policy approach to population aging. The AFC approach is a placebased policy program intended to enhance the ‘fit’ between senior citizens and their environment. Mainstream accounts of AFCs claim that the program represents a paradigmatic shift in the way we think about aging, to move away from an individual health deficit approach to one that seeks to improve local environments by empowering seniors and local policy actors. However, initial critical literature notes that while AFCs may offer the potential to expand social and physical infrastructure investments to accommodate diverse population needs, they are being popularized in a conjuncture where the public sector is being restructured through narrow projects of neoliberalism that call for limiting public redistribution. This literature calls for further empirical studies to better understand the gap between AFC claims and practice. I heed this call through a qualitative case study of AFCs in the City of Toronto; a particularly relevant case because the recent Toronto Seniors Strategy has been critiqued for being more symbolic than substantive. My research represents a critical policy study as I understand AFCs not as a technical policy tool but as a political object attractive to conflicting progressive and neoliberal projects that use rhetorical and practical strategies to ensure their actualization. My approach is normative as I seek to provide insight for a transformative ‘right to the city’ for senior citizens through the AFC approach. I use literature on citizenship to understand the multiplicity of political projects that seek to expand or narrow the relations between people, environments and institutions through the AFC program. This understanding is based on the meanings 82 different policy actors from local government, the non-profit sector, academia, and other levels of government make of their everyday work in creating age-friendly environments. The broad question I ask is: How do local policy actors understand the rhetoric and practice of AFCs in Toronto and how do these understandings illustrate particular expansive and narrow political projects that affect the development of a right to the city for senior citizens through this policy program? I begin with an initial Case Chapter that scopes age friendly policy work in Toronto from a ‘seeing like a city’ perspective that identifies the complex multi-scalar and multi-actor nature of this policy domain. The Recognizing Seniors and Role of Place Chapters then examine AFCs rhetorically with respect to how local policy actors understand the ‘person’ and the ‘environment’. The Rescaling Redistribution and Restructuring Governance Chapters explore the practice of AFCs, including how local policy actors understand their capacities to design and deliver age-friendly services and amenities and the institutional mechanisms at their disposal to action AFCs. My findings challenge the claim that the AFC policy approach is effective, let alone revolutionary. I learn from policy actors that narrow projects of restructuring work to assemble seemingly progressive rhetoric and practice around active aging and localism to reduce universal public provision, expand the role of private citizens and their families to provide care, and use local policy actors as residual providers of last resort. My research documents how more expansive understandings of senior citizens as rights bearers and the role of the public and non-profit sector to recognize and redistribute on this basis are also in operation. Understanding these political projects more deeply through the AFC policy program helps me to offer policy insight as to what is needed both rhetorically and practically to craft a more effective and revolutionary alternative AFC model based on a right to the city for senior citizens.

Abstract. The Russian government's plan to reduce spending, plan not to extend the stimulus package and have the possibility of raising taxes by 2021 are steps to be taken. One of the objectives of the policy of the Russian Federation is to provide the conditions for complete economic development for all levels of society. This study aims to explain how one company in the Russian Federation in the city of Kazan is related to increasing corporate liquidity and risk management. This study uses quantitative analysis methods with liquidity analysis approaches and corporate risk assessment. The results of this study explain that a company in the Russian Federation in the city of Kazan can develop measures to increase corporate liquidity and risk management. The International Monetary Fund also warned that the Russian government's conservative economic policies could impede an immediate recovery - especially in the context of the second wave of infections that pushed the country's healthcare system to its limits.

AbstractUrban agriculture, a current trend in many US cities, is purported to bring enhanced food security, reduction of food waste, community building, open green space in cities and higher property values. However, the literature lacks an understanding of whether urban farming has extended beyond a compelling concept into the practice of farming in the city and peri-urban areas. The exact definition of an urban farm is challenging, since many urban farms have a primary mission of supporting social goals rather than providing food. Use of the USDA definition of farm omits many self-identified urban farms, but the most consistent measure of agriculture is the Census of Agriculture. Using census data, this paper finds that urban farms are smaller than the typical farm, and while the amount of urban and peri-urban farmland declined between 2002 and 2007, the total number of farms increased. Growth in farmland is positively related to land values, suggesting that increases in urban farmland are more likely to take place in population dense, land scarce areas. Spatial analysis of urban and peri-urban farms in the Northeast finds fewer clusters of farms in areas with high land costs. In the most populous Northeastern cities, the farms are more likely to be located in the peri-urban area than in the urban core. Urban farms in the Northeast were more likely to produce vegetables, eggs and goats. Significant levels of vegetable farm clusters were detected surrounding Providence, Boston and Hartford Metropolitan Statistical Areas, which are regions that had no significant level of clustering of total farms. Future analysis, incorporating data from the 2012 census, should provide insight into whether local policy changes have resulted in growth in urban farms and farmland.

IntroductionOn 3 January, 2013, the city of Providence, Rhode Island, began enforcing a restriction on the retail sale of all non-cigarette tobacco products with a characterising flavour other than tobacco, menthol, mint or wintergreen. We assessed the policy impact on cigar sales—which comprise 95% of flavoured non-cigarette tobacco products sold through conventional tobacco retail outlets (eg, convenience stores, supermarkets) in Providence—over time and in comparison to the rest of the state (ROS).MethodsWeekly retail scanner sales data were obtained for January 2012 to December 2016. Cigar sales were categorised into products labelled with explicit-flavour (eg, Cherry) or concept-flavour (eg, Jazz) names. Regression models assessed changes in prepolicy and postpolicy sales in Providence and ROS.ResultsAverage weekly unit sales of flavoured cigars decreased prepolicy to postpolicy by 51% in Providence, while sales increased by 10% in ROS (both p<0.01). The Providence results are due to a 93% reduction in sales of cigars labelled with explicit-flavour names (p<0.01), which did not change significantly in ROS. Sales of cigars labelled with concept-flavour names increased by 74% in Providence and 119% in ROS (both p<0.01). Sales of all cigars—flavoured and otherwise—decreased by 31% in Providence (p<0.01). We detected some evidence of product substitution and cross-border purchasing.ConclusionsThe Providence policy had a city-specific impact on retail sales of flavoured cigars, which was attenuated by an increase in sales of concept flavour-named cigars. Products with concept-flavour names may avoid enforcement agency detection, and their continued sale undermines the intent of the policy.

Climate risk management has emerged over the last decade as a distinct area of activity within the wider field of climatology. Its focus is on integrating climate and non-climate information in order to enhance the decision-making process in a wide range of climate-sensitive sectors of society, the economy and the environment. Given the burgeoning pure and applied climate science literature that addresses a range of climate risks, the purpose of this progress report is to provide an overview of recent developments in the field of climatology that may contribute to the risk assessment component of climate risk management. Data rescue and climate database construction, hurricanes and droughts as examples of extreme climate events and seasonal climate forecasting are focused on in this report and are privileged over other topics because of either their fundamental importance for establishing event probability or scale of societal impact. The review of the literature finds that historical data rescue, climate reconstruction and the compilation of climate data bases has assisted immensely in understanding past climate events and increasing the information base for managing climate risk. Advances in the scientific understanding of the causes and the characterization of hurricanes and droughts stand to benefit the management of these two extreme events while work focused on unravelling the nature of ocean–atmosphere interactions and associated climate anomalies at the seasonal timescale has provided the basis for the possible seasonal forecasting of a range of climate events. The report also acknowledges that despite the potential of climate information to assist with managing climate risk, its uptake by decision makers should not be automatically assumed by the climatological community.

Abstract The last Roman City on the eastern side of the Danubian Limes is Halmyris. It is a City-port which plays a primordially military role, situated at the link between the fluvial and the marine environment. The fortress is famous for its location at the foot of the legendary Peuce Island. Halmyris benefits from important natural resources from two environments with distinct characteristics: marine (Halmyris Bay) and freshwater (Danube Delta). When the city was founded, the St. George arm was the most important navigation artery of Danube. Therefore, the penetration upstream was monitored strictly by the City-port of Halmyris (customs). This study emphasizes on the existence of natural favorable premises for the city of Halmyris and it attempts to revitalize thematic tourism. The assessment of paleoenvironment evolution and present conservation stage has been achieved to improve the risk management plan.

Abstract The objective of this study was the analysis of urban public policy for natural disaster risk management in the city of Blumenau, Santa Catarina, Brazil. Two approaches were used: (1) A survey of the municipal public agencies responsible for disaster risk management was conducted. (2) The surveyed agencies’ representatives’ ideas and activities regarding natural disaster risk were analyzed. A systemic approach was adopted, bibliographical research was performed, and interviews were conducted with 10 municipal public managers. The results facilitated the description of the municipal public disaster risk management organizational structure and the ideas and activities related to disaster risk knowledge, prevention, mitigation, preparedness, response, recovery/ reconstruction. The study concludes that there is a need for improvements in the coordination among the municipal public agencies and in shared responsibilities of the federal entities and the society for disaster risk management.
