AbstractIncorporating perspectives of multiple stakeholders concerning the appropriate balance of risks and benefits of new and potentially disruptive technologies is thought to be a way of enhancing the societal relevance and positive impacts of those technologies. A risk governance approach can be instrumental in achieving balance among diverse stakeholders, as it enables decision-making processes informed by multiple dimensions of risk. This paper applies a risk governance approach to retrospectively examine the development of nanotechnology research and development (R&D) in Australia to identify how risk governance is reflected in the practices of a range of stakeholders. We identify ten risk-related challenges specific to nanotechnology R&D based on a review of the international literature, which provided the foundation for documenting how those working in the Australian nanotechnology sector responded to these global risk-related challenges. This case study research draws on a range of sources including literature review, semi-structured interviews, and a combination of qualitative and quantitative approaches for data analysis to identify key themes and generate visualisations of the interconnections that exist between risk governance practices. The ability to visualise these interconnections from the qualitative data is a key contribution of this research. Our findings show how the qualitative insights and professional experiences of nanotechnologists provide evidence of how risk governance approaches have been operationalised in the Australian nanotechnology R&D sector. The findings generate three important insights. First, the risk research undertaken by Australian nanotechnologists is interdisciplinary and involves multiple stakeholders from various disciplines and sectors. Unlike traditional risk governance approaches, our findings document efforts to assess, not only physical risks, but also social and ethical risks. Second, nanotechnology risk governance is a non-linear process and practices undertaken to address specific challenges occurred concurrently with and contributed to addressing other challenges. Third, our findings indicate that applying a risk governance approach enables greater intersection and collaboration, potentially bridging any disconnect between scientists, policymakers, and the public to realise transdisciplinary outcomes. This research highlights opportunities for developing systematic methodologies to enable more robust risk governance of other new and emerging technologies.

This paper discusses the challenges of records management that arise from the use of adapted buildings as records centres in Zimbabwe, despite the advantages of using such buildings. A qualitative research approach was used as well as a case study research design. Data were collected from seven officers of the Gweru Records Centre through semi-structured interviews. Personal observation was used to triangulate findings from interviews. It was found that the use of adapted buildings as records centres was a cheaper and quicker way of establishing records centres throughout the country. However, a number of preservation, security and management challenges cropped up as the conditions of the buildings and the environment of the adapted buildings were not conducive to the proper and professional management of records. This study is important in that it explores the prospects and challenges of using adapted buildings as records centres in Zimbabwe, an area that has not been researched by many authors. This provokes archival authorities and the government to seriously consider establishing purpose-built records and archival centres.

Abstract Background The African Union’s High-Level Panel on Emerging Technologies identified gene drive mosquitoes as a priority technology for malaria elimination. The first field trials are expected in 5–10 years in Uganda, Mali or Burkina Faso. In preparation, regional and international actors are developing risk governance guidelines which will delineate the framework for identifying and evaluating risks. Scientists and bioethicists have called for African stakeholder involvement in these developments, arguing the knowledge and perspectives of those people living in malaria-afflicted countries is currently missing. However, few African stakeholders have been involved to date, leaving a knowledge gap about the local social-cultural as well as ecological context in which gene drive mosquitoes will be tested and deployed. This study investigates and analyses Ugandan stakeholders’ hopes and concerns about gene drive mosquitoes for malaria control and explores the new directions needed for risk governance. Methods This qualitative study draws on 19 in-depth semi-structured interviews with Ugandan stakeholders in 2019. It explores their hopes for the technology and the risks they believed pertinent. Coding began at a workshop and continued through thematic analysis. Results Participants’ hopes and concerns for gene drive mosquitoes to address malaria fell into three themes: (1) ability of gene drive mosquitoes to prevent malaria infection; (2) impacts of gene drive testing and deployment; and, (3) governance. Stakeholder hopes fell almost exclusively into the first theme while concerns were spread across all three. The study demonstrates that local stakeholders are able and willing to contribute relevant and important knowledge to the development of risk frameworks. Conclusions International processes can provide high-level guidelines, but risk decision-making must be grounded in the local context if it is to be robust, meaningful and legitimate. Decisions about whether or not to release gene drive mosquitoes as part of a malaria control programme will need to consider the assessment of both the risks and the benefits of gene drive mosquitoes within a particular social, political, ecological, and technological context. Just as with risks, benefits—and importantly, the conditions that are necessary to realize them—must be identified and debated in Uganda and its neighbouring countries.

Purpose – The purpose of this paper is to examine the interplay between the role of front line managers (FLMs) and their contribution to the reported gap between intended and actual human resource management (HRM). Design/methodology/approach – The findings draw on case study research using 51 semi-structured interviews with managers across two UK retail organisations between 2012 and 2013. Findings – This paper argues that FLMs are key agents in people management and play a critical role in the gap between intended and actual employee relations (ER) and HRM. The research found that these managers held a high level of responsibility for people management, but experienced a lack of institutional support, monitoring or incentives to implement according to central policy. This provided an opportunity for them to modify or resist intended policy and the tensions inherent in their role were a critical factor in this manipulation of their people management responsibilities. Research limitations/implications – The data were collected from only one industry and two organisations so the conclusions need to be considered within these limitations. Practical implications – Efforts to address the gap between intended and actual ER/HRM within organisations will need to consider the role tensions of both front line and middle managers. Originality/value – This research provides a more nuanced understanding of the interplay between FLMs and the gap between intended and actual HRM within organisations. It addresses the issue of FLMs receiving less attention in the HRM-line management literature and the call to research their role in the translation of policy into practice.

Learning is an interaction process between learners and educators. At the covid '19 pandemic study activity is experiencing a lot of problems, students are struggling to understand the materials the teachers explain through an online system. Addressing the problem, the madrass sabielil muttaqien an open-ended learning approach to a learning activity that is carried out once a week with the system offline by keeping the health protocols recommended by the government. The research is intended to describe the steps of open-ended learning and action action at the madrasah ibtidaiyah sabileil muttaqien lesson year 2020-2021.The study a descriptive qualitative approach and the type of research is case study. Research subjects select using adhesive techniques. As for the data-gathering techniques in this essay using non-participant observations, semi-structured interviews, and documentation. Whereas data analysis the interactive data analysis model presented by miles and Huberman and the validity of the data using source and technical triangulation. The study concludes: 1) Preparation of an open-ended approach learning at Madrasah Ibtidaiyah Sabilil Muttaqin is a teacher constructing a learning device that is Silabus and described in the form of an invasive learning plan (RPP) by listing the open-ended question in the application of the learning plan (RPP). 2) The performance of open-ended learning approach works effectively and passionate learners follow the learning process. Learning activities consist of introductory activities, core activities, final or concluding activities and evaluation activities. For the core activity of the delivery of materials with the six stages of activity carried out by the teacher. ABSTRAK Pembelajaran merupakan proses interaksi antara peserta didik dengan pendidik. Dimasa pandemi Covid’19 kegiatan pembelajaran banyak mengalami permasalahan, peserta didik susah memahami materi yang dijelaskan oleh guru dengan system online. Menanggulangi permasalahan tersebut Madrasah Ibtidaiyah Sabielil Muttaqien menggunakan Pendekatan Open-Ended Learning pada kegiatan pembelajaran yang dilaksanakan satu minggu sekali dengan system offline (tatap muka) dengan tetap menjaga protokol kesehatan yang dianjurkan oleh pemerintah. Penelitian ini bertujuan untuk mendeskripsikan kegiatan pembelajaran dengan pendekatan Open-Ended Learning berjalan dengan efektif dan peserta didik semangat mengikuti proses pembelajaran. Untuk kegiatan inti berisi tentang penyampaian materi dengan enam tahap pendekatan Open-Ended Learning. Penelitian ini menggunakan pendekatan kualitatif deskriptif dan jenis penelitian adalah studi kasus. Penentuan subjek penelitian menggunakan teknik purposive. Adapun tehnik pengumpulan data dalam penelitian ini menggunakan observasi Non-Partisipan, wawancara semi terstruktur, dan dokumentasi. Sedangkan analisis data menggunakan model analisis data interaktif yang dikemukakan oleh Miles dan Huberman dan keabsahan datanya menggunakan triangulasi sumber dan triangulasi teknik. Penelitian ini memperoleh kesimpulan: 1) Persiapan Pendekatan Open-Ended Learning Pada Pembelajaran Tematik di Madrasah Ibtidaiyah Sabilil Muttaqin adalah guru menyusun sebuah perangkat pembelajaran yang berupa Silabus dan Rencana Pelaksanaan Pembelajaran (RPP). Dan membuat pertanyaan Open-Ended dalam isian Rencana Pelaksanaan Pembelajaran (RPP). 2) Pelaksanaan pembelajaran dengan pendekatan Open-Ended Learning berjalan dengan efektif dan peserta didik semangat mengikuti proses pembelajaran. Kegiatan pembelajaran terdiri dari kegiatan pendahuluan, kegiatan inti, kegiatan akhir atau penutup dan kegiatan evaluasi. Purpose Drawing on the phenomenological concepts of “empathy” and “communal emotions” developed by Edith Stein (1917, 1922), the purpose of this paper is to discuss the co-existence both of the legitimacy and accountability perspectives in voluntarily delivered social and environmental reporting (SER), based on different “levels of empathy” towards different stakeholders. Design/methodology/approach The paper adopts an interpretive research design, drawn from Stein’s concept of empathy by using a mixed-method approach. A manual content analysis was performed on 393 cooperative banks’ (CB) social and environmental reports from 2005 to 2013 in Italy, and 14 semi-structured interviews. Findings The results show that CBs voluntarily disclose information in different ways to different stakeholders. According to Stein, the phenomenological concept of empathy, and its understanding within institutions, allows us to interpret these multiple perspectives within a single social and environmental report. Therefore, when the process of acquiring knowledge in the CB–stakeholder relationship is complete and mentalised (level 3, re-enactive empathy), the SER holds high informative power, consistent with the accountability perspective; on the contrary, when this process is peripheral and perceptional (level 1, basic empathy), the SER tends to provide more self-assessment information, attempting to portray the bank in a positive light, which is consistent with the legitimacy perspective. Originality/value The concept of empathy introduced in this paper can assist in interpreting the interactions between an organisation and different stakeholders within the same social and environmental report. Moreover, the approach adopted in this paper considers different stakeholders simultaneously, thus responding to previous concerns regarding the lack of focus on multiple stakeholders.

<p>Labour NGOs operating in mainland China have played the role of de facto representatives of rural migrant workers since their emergence in the 1990s. After their rapid development for almost two decades, the introduction of the Overseas NGOs Management Law in 2017 restricted all foreign sponsors of labour NGOs, which were their main funding source. This has greatly influenced their goals and strategic choices when representing migrant workers. However, due to increased political sensitivity, few studies have explored the current challenges they face since the law was implemented. This study identifies both the pre-2017 and post-2017 goals and strategies of labour NGOs operating in Beijing, Tianjin and Yunnan Province. It also analyses six factors affecting the NGOs’ goals and strategic choices after 2017. A case study research method is used to draw on 15 in-depth, semi-structured interviews with the founders, managers and staff working in 10 different labour NGOs in the three regions. The research results challenge the applicability of four main social movement theories learnt from the west – Resource Mobilisation (RM), Political Opportunity (PO), Transnational Advocacy Networks (TAN) and Stakeholder theory – to explain Chinese grassroots labour movements conducted by labour NGOs. The results also show that labour NGOs are experiencing a significant decline after the introduction of the Overseas NGOs Management Law, but have not withdrawn from the historical stage. Many NGOs are adjusting their goals and strategies to adapt to the changed political climate and survive. Finally, this study advocates the development of a new social movement theory which could accurately guide grassroots labour movements in the context of China.</p>

Abstract Background and Purpose: Motivation of this research is to explore the current trend in automating the business processes through software robots (Robotic Process Automation – RPA) and its managing within enterprise environment where most of the processes are executed by human workforce. As the RPA technology expands the demand for its coordinating grows as well. The possible solution to this challenge is shown in case study research in form of implementing orchestration platform to a concrete business process of onboarding in HR department of a multinational company. The aim of this paper is to explore the phases and activities of the pilot project implementation of Robotic Service Orchestration (RSO) in combination with RPA technology and to assess the potential benefits. Design/Methodology/Approach: Case study research approach was selected to explore the research phenomena, which is the implementation of RSO platform in combination with RPA technology and assessing incoming benefits. The case is formed with 2 companies – (1) multinational company with ongoing effort of automating onboarding process, (2) technology and consulting company delivering the automation solution. Data were collected through semi-structured interviews with respondents from two involved companies and by analysing internal documents. Results: The analysis of case provided in this paper revealed some key insights: (1) strategical position of RSO and tactical position of RPA towards the existing legacy systems, (2) need for increased focus on initial process modelling phase, (3) Application Programming Interface (API) integration is more viable solution for RPA, (4) the biggest benefit of RPA - its agility, (5) future potential of the RSO replacing the BPMS. Conclusions: First of all, there is a need of higher number of software robots adopted in a company before orchestration could pay off. On the other side, current Business Process Management Systems (BPMS) solutions don’t offer functionalities for managing human and software robots workforce altogether. RPA is expected to expand and without proper orchestration the effectivity will not grow constantly.

In recent years, integrated disaster risk governance of multi-stakeholders, multi-scales, and multi-measures has received great attention. The way different stakeholders perceive how the risk of drought is governed affects their coordination in dealing with drought. Quantifying the extent to which the perceptions of different stakeholders are similar will deepen understanding of how they cooperate; this will subsequently improve regional integrated drought risk governance and promote regional sustainable development of agriculture. An indicator system of perception similarity and a model were constructed around the perceptions of government managers (G), village committees (V), and households (H) in Zhoujiadian Town, of the drought risk governance. Based on perspectives of “bottom-up” and “horizontal-vertical”, the effort led to the following main conclusions: (1) The perception similarity of homogeneous stakeholders is quite different, sorted by the values as G > V > H; (2) The greater the hierarchical difference between stakeholders, the more marked the differences between their perceptions, as sorted by the values as G&V > V&H > G&H; (3) All stakeholders have obvious perception differences in the fairness of the allocation of disaster relief funds and the most suitable recovery methods. Considering the needs of multiple stakeholders in integrated risk governance, the paper quantified the differences between individuals through a study of perception similarity, which makes up for the shortcomings in the current research—which only considers the perception of stakeholders—and provides new ideas and references for further exploration of rational system design, optimization of cooperation efficiency, and consensus of multiple stakeholders in integrated drought risk governance.

Purpose Entrepreneurial orientation (EO) is highly emerging in the management literature. However, recent studies highlight the necessity to associate with reflections on this theme, usually approached from an economic perspective, propositions also derived from relational approaches. This paper aims to investigate associations between EO and social networks, specifically about the still little explored relational coupling/decoupling theme. Design/methodology/approach This paper provides an empirical and qualitative study of religious entrepreneurs. A total of 18 pastors responsible for creating and leading independent neo-Pentecostal churches located in Belo Horizonte/Brazil, selected using the snowball technique, participated in this qualitative, case-study research. Two analysis categories guided data collection: pastors’ EO (behaviors suggestive of their innovativeness, proactivity, competitive aggressiveness, risk-taking and autonomy) and churches’ social framework (the resources and attributes that pastors obtain from their institutional structure). Findings The study concludes that pastors combine attributes representing their EO and their social structure in developing their religious endeavors. Research limitations/implications Among the limitations are the restricted use of semi-structured interviews as a data collection source and the absence of data proving the churches’ performance. Originality/value The paper contributes by showing that entrepreneurs can influence the structure of their networks by using EO; proving that networks influence pastors’ EO; revealing recursivity between EO and networks; emphasizing a relational dimension of the EO construct and presenting new theoretical propositions that can be explored and tested in future investigations.
