The Target Program for the Development of Education of Ukraine observes the priority of strategic thinking directed towards the future. The need for the formation of an "innovative person" (as defined by V. Kremin) aims at considering the methodology of education as a factor in the innovation activity of man. "Innovative person" shows activity, self-acceptance, self-organization, self-control in realization of own possibilities. The formation of an innovative personality depends both on the formation of artistic-figurative and rational thinking, as well as on the strategic, system-building, design thinking, which is aimed at the future. It is the ability to project activities is a condition for the success of the individual, a criterion for identifying its innovative potential. The article presents an analysis of the approaches of domestic and foreign scientists to the interpretation of such phenomenon as pedagogical design. The role and place of pedagogical design in the modern educational process, in particular on the basis of information, is analyzed. The aspects of pedagogical design are determined which are the most important when creating electronic educational resources. Examples of models of pedagogical design are presented. Principles are developed and an analysis of the project approach is given.

The article considers the course and results of N. Makhno`s Peasant Insurgent Army raid to Starobilsk region in 1920. The author states, that the military activities of N. Makhno, in the then Starobilsk district of Kharkiv province in 1920, are the least covered in the works of Ukrainian and foreign historians among the aspects of the research the Makhnovist movement in 1917–1921. The importance of studying is that exactly in this region N. Makhno had made a number of significant strategic decisions that influenced the future fate of the peasant guerrilla movement. Additionally, in Starobilsk, on October 2 1920, N. Makhno signed an agreement with the Bolsheviks on a joint campaign in the Crimea, where were units of the White Army at the same time that led by General P. Wrangel. Prehistory review of these events is the object of studying in this article. The research presented in the article founded largely on the analysis of published documentary materials and historical works of Ukrainian representatives and foreign historiography. As a result of the research, the author concludes, that N. Makhno`s acceptance of Starobilsk in September 1920 was not related to the solution of core strategic problems. That was apparently due to necessity of the rest and reformed the army after the battles in the Izium region. The seizure of the locality was also owing to the desire to clear the rear of the Insurgent Army from the Bolshevik forces before the decisive attack on Luhansk, where the ataman hoped to replenish ammunition. Concomitantly, there were spontaneous requisitions of Soviet institutions property, warehouses and enterprises located here carried out in the city. The important factor similarly was considered the seizure of Starobilsk contributed to the consolidation of previously disparate local pro-Makhnovist detachments.

We start with the question of city definition and we present the concept as it is normally accepted in geography. That means focusing in concentration, centrality and services, besides the fact that the city is a social-economic process and a spatial form. The first component however raises the question of territorial appropriation and identification of space by users. Urbanization implies transformation, thus in the second part we refer to the most important components of the urban change. They run between opposite trends that almost enable the prediction o f the future for the cityscapes, once they are concentration and descentralization, growth and decline, global homogeneity and place differentiation. We look at them through the modifications they have in the urban land or in the social structure.

Streszczenie 25 kwietnia 1974 w Lizbonie rozpoczął się wojskowy zamach stanu wymierzony w autorytarne państwo. Odniósł błyskawiczny sukces. Przejęcie władzy przez wojsko rozpoczęło ciąg niezwykle turbulentnych wydarzeń o kluczowym znaczeniu dla przyszłości państwa. Za zakończenie owego okresu uznać można 25 listopada 1975 roku.  Wtedy to również wojsko udaremniło kolejną próbę zamachu organizowaną przez oficerów o radykalnie lewicowych poglądach. Celem artykułu jest dokonanie rekonstrukcji przyczyn, które doprowadziły do zamachu oraz omówienie przebiegu wydarzeń między kwietniem 1974 roku a listopadem roku następnego. Okres ten określany jest w artykule mianem Rewolucji goździków. Autor posłużył się metodą studium przypadku, w wariancie ukierunkowanym nie tylko na opis, ale również na zaprezentowanie kontekstu badanego zjawiska. Podłużono się opracowaniami w języku portugalskimi angielskim, a także wyborem portugalskich dokumentów i aktów prawnych. AbstractOn April 25 1974 the military coup d'état aimed at the authoritarian state started in Lisboan. The rebels achieved an instant success. The takeover of power by the military started a series of extremely turbulent events of key importance for the future of the state. The end of this period can be considered November 25 1975. It was also then that the military foiled another attempted conducted by officers with radical leftist views. The aim of the article is to reconstruct the causes that led to the coup d'état in April 1974, to discuss the course of events between April 1974 and November of the following year. The period is referred to in this article as the Revolution cloves. The paper presents the consequences of these events for the further history of the Portugal. The author used the case study method in a variant aimed not only at description but also at presenting the context of the phenomenon under study. The studies in Portuguese and English, as well as the selection of Portuguese documents and legal acts, were extended.

Resumo: Procura-se discutir neste artigo as estratégias e as contradições na Segurança Pública do Estado do Paraná na política de controle de Homicídios que redundou na criação das UPS’s – Unidades Paraná Seguro no município de Curitiba. A ênfase em modelos puramente repressivos serviu como guia em áreas degradadas da cidade marcadas pela anomia e pelas fragilidades das políticas sociais. A discussão principal está na análise dos resultados ao evidenciar um incremento dos homicídios em razão da constituição destas unidades criadas pela Polícia Militar do Estado do Paraná, com pouco ou nenhum relacionamento com outras esferas da administração pública ou mesmo com a Polícia Civil e com efeitos observáveis sobre desorganização do espaço social. Palavras-chave: homicídios, segurança pública, UPS - Unidade Paraná Seguro. Abstract: This article seeks to discuss the strategies and the contradictions of the Public Security of the State of Paraná with respect to the murder-control policy which resulted in the creation of UPS’s – Safe-Paraná Police Units in the city of Curitiba.  Emphasis on purely repressive models played a leading role in the run-down areas of the city where anomy and insufficient social policies were notorious. The main issue is related to the result analysis which showed an increase in the murder rate derived from the creation of those units under control of the Military Police of the State of Paraná with little or no relationship with other Public-Administration areas or even with the Civil Police of the State of Paraná. Key Words: murders; Public Safety; UPS – Safe Paraná Unit

The present study was conducted to investigate the recent changes in dairy operations of Central Anatolia and to evaluate the milking facilities and machinery capacities of the facilities.The basic objective is to put forward the recent changes through the state supports provided to dairy facilities of the Central Anatolian Provinces. While investigating and evaluating the recent changes, milking parlors, milking machinery and livestock inventories of the facilities were taken into consideration. The relevant data were gathered from the recent records of Turkish Institute of Statistics (TUIK), Agriculture and Rural Development Support Institution (TKDK) and the Ministry of Economy.As a result, in this study while in determining the recent changes in dairy facilities of the Central Anatolian Provinces, the number of milking machinery, milking parlors and livestock inventories were taken into consideration as well as milk yields per animal and number of animals per machine. According to TUIK records for last six years; 384 milking parlors were built, 8877 milking machinery were bought, the increment in the number of livestock inventories and milk yields per animal were taken place as 62.9% and 9.5% respectively. It is thought that supports provided to dairy operations had a great effect on the recent developments. Such supports should also be provided in the future to furnish entire dairy operations with modern machinery and equipment, thus to improve yields and product qualities.

This article discusses the effectiveness of the state program of renovation of residential buildings of the first period of industrial housing construction in Moscow, calculated until 2032.The main task of the state program is to prevent an emergency situation in the residential sector of the city. The current state of the buildings indicates a decrease in the economic efficiency of their operation. The sub-programs of the state program of renovation are revealed and the technique of calculation of economic efficiency of renovation is offered. The implementation of the state program of renovation will show all the advantages and disadvantages of the decisions that will be taken into account in the future when the renovation of 9-12-14-16 storey apartment buildings in Moscow. The experience of renovation should be extended in the future to the regions.

The article analyses documents from the Central State Archive of Moscow (TsGAMo) that concern the events of the summer of 1915 when, with police inaction, if not sufferance, the patriotic demonstrations erupted into riotous disturbances and pogroms of the premises of German and Austro-Hungarian citizens and even of Russian ones bearing German names. There were fatalities. The author notes fragmentarity of data that should have been preserved in Moscow state agencies, such as offices of the Mayor, the city police, and the State Duma. He ventures a guess on who and when had the documents concealed or destroyed. Countermeasures against mob outrages and ways of reinstalling orderliness of social life in Moscow were discussed in the State Duma. Several deputies gave speeches and there was a decision ‘to concede the need for immediate investigation.’ The minutes only lists the names of speakers, when there should have been verbatim records. On the meeting on June 2, 1915, the Mayor reported that 476 industrial and commercial premises and 217 lodgings had suffered pogroms. 113 German and Austro-Hungarian citizens had been injured, as well as 485 Russian citizens bearing foreign names and even 90 bearing unexceptionable Russian names. That is all data on the anti-German disturbances in Moscow on May 27-29, 1915 (which was an event of great importance), that have been preserved in the Central State Archive of Moscow. Probably, some information may be obtained in the Russian State Military History Archive (fonds of the Moscow military district staff and its court martials and those of the military censorship). The major array of sources should have been deposited in the papers of the Senate commission headed by N. S. Krasheninnikov. It was created on June 8, 1915 in order to investigate causes and initiators of the pogroms. The investigation resulted in discharge of High Commissioner Yusupov and in committal of City Governor Adrianov and Polizeimeister Sevenard for trial.

A.B. Nikolaev’s book has not received much attention either in the West or in Russia, but it is an important book that has significantly changed our understanding the February Revolution of 1917. Nikolaev’s meticulously researched monograph, based on a wide array of new sources, challenges the previously dominant interpretation that the Provisional Committee of the State Duma (Duma Committee) was forced to seize power only to stem the tide of the insurgency from below. He argues that the Duma Committee was from its inception clear about its intention to overthrow the old regime and to create a new power to replace it even before the Petrograd Soviet was formed. The Duma Committee played a crucial role in prompting military units to take the side of the revolution, in steering the insurgents to the State Duma, in creating the Military Commission to organize insurgents to occupy strategic positions in the city, in taking over the food supply commission to feed the insurgents, in attacking and destroying the tsarist police, while preventing and suppressing potentially dangerous anarchical pogroms, and in taking control over the imperial bureaucracy. Nikolaev also raises an interesting question about the relationship between the Duma Committee, the State Duma and the Provisional Government by arguing that the Provisional Government made a hasty and cardinal mistake in cutting its relationship with the State Duma. This book is a landmark in the interpretation of the February Revolution, and especially of the role of the Duma liberals in the revolution.
