Urban Regeneration in London Docklands: A Five-Year Policy Review

An urban development corporation was established in London Docklands in 1981. Recently, central government has announced its intention to set up similar organisations elsewhere in Britain, and, therefore, a review of the impact of the London Docklands' initiative is appropriate. In this paper I outline the impact of the urban development corporation, in terms of economic regeneration and of the effect on local unemployment. It is argued that demand-led economic regeneration, based on the redevelopment of derelict land, has changed the nature of the local economy, although as yet it has not had any significant effect on the numbers of jobs in the local economy, because of continued decline in existing industries and because of pressures on firms to relocate. Local unemployment has gone on increasing, and evidence is presented to show that labour-market adjustment mechanisms and recruitment patterns severely limit the impact of economic regeneration on unemployment in Docklands. Even major developments, such as the proposed office complex on Canary Wharf, will have only a relatively small effect on local unemployment. Local labour-market intervention has been slow to occur, limited in its aims, and uncoordinated. Urban development corporations are useful policy devices for the encouragement of large-scale land redevelopment, but in their present form they do not represent a complete solution to the economic and employment problems of depressed urban areas.

AbstractDepopulation of urban areas is a serious issue in twenty-first century Japan, as shown by the recent large-scale amalgamation of municipalities and programmes to combat declining central city areas. However, this is not the first time depopulation has had a significant effect on urban development: the decline in castle towns after the Meiji Restoration of 1868 had profound effects on both urban form and development concepts. Kanazawa, once one of the largest cities in Japan, suffered from an initial and long-lasting drop and then a more insidious decline as its Japan Sea coast location cut it off from the bulk of industrial and trade development. This article uses a two-fold approach to examine depopulation: first, an examination of the physical effects of depopulation based on statistical analysis of pre-war land registers shows the patterns of decline and regrowth throughout the modern period. Second, the impact of depopulation on the city's image of itself is examined through period documents such as council records and local newspapers. The need to regain status through population rank became an overarching goal of the urban leaders, and formed the basis of Kanazawa's reactions to the modern era and eventually towards imperialism.

Rural tourism is now seen as an important direction of development of the regional economy. From the perspective of sustainable development rural tourism affects the economic, social and environmental aspects of the regional and local economy. Rural tourism is closely linked with agrotourism, eco-tourism, natural tourism and so on. Sustainable rural tourism can be realized by applying logistic, geographic and marketing approaches as components of sustainable development strategies. Logistics approach is determined by logistic potential of resource base of rural tourism and appropriate tourist flows regulation. In this context in the article the concept of tourism capacity or capacity of the resource base of rural tourism is used. The problem of the definition of tourism pressure on the resource base of rural tourism, particularly in natural landscapes is disclosed. Unlike environmental and recrealogical sciences, which stop at the capacity definition of the resource base of tourism, tourism logistics compares this figure with the existing tourist flows and accordingly determines the safe way of tourism management to ensure its sustainable nature. It was shown that these strategies boil down to two basic types – the further development of tourism in a particular area or limit such activities to conserve the resource base of tourism. Recreational (travel) load is the indicator that reflects the impact of tourism on the resource base of tourism (especially landscape complex), expressed by the number of tourists or tourists-days per area unit or per tourist site for the certain period of time (day, month, season year). There are actual, allowable (the maximum) and destructive (dangerous) types of travel load. The latter can lead recreational area or resource base of rural tourism to destruction. Thus, depending on the intensity of tourism resource base using in rural tourism it may change – according to tourist consumption. Large number of tourists affects the entire range of recreational destinations and their individual components. The most vulnerable part of the environment in this sense is vegetation, except that significant changes may occur with soil, water bodies, air and so on. The geographic dimension of the problem of rural tourism sustainable development includes the concept of zoning, ie the division of the territory, offering to develop rural tourism in several zones with different modes of travel usage – from a total ban (in protected areas) for complete freedom with transitional stages, involving various limit degrees in the development of rural tourism. Marketing approach reflects the application of the curve R. Butler to the stages of development of rural tourism destinations with the release of such steps as: research, involvement, development, consolidation, stagnation (also called “saturation”), revival or decline. Shown the models that link the stage of resource base tourist development (under “Curve Butler”), strength of tourism consumption the magnitude of such effects (eg weak (disperse) impact in large scale, strong (concentrated) impact in large scale, strong (concentrated) impact in small scale, weak (disperse) impact in small scale), dynamics of tourism development at the territory.

Qatar, while developing its vision for the future, decided to adopt the knowledge economy as the new pillar for its economy and development. The chapter focuses on examining the impact of the one of the main and iconic national mega project in the capital Doha, the project named Education City (EC). The chapter scrutinizes EC's contribution to a more resilient future for Qatar. The chapter assesses the relative roles of such an influential project in preparing or hindering Qatar's moving towards the post-carbon paradigm. The project is examined using multilayered criteria, which include achieving urban diversity, relevance to knowledge-based urban development, supporting the diversification of the local economy, and accommodating multicultural society. The chapter concludes that education city is the most crucial urban projects in Qatar geared towards sustaining the knowledge economy as it creates ripples of change, knowledge dissemination, and a culture of innovation and creativity within the city.

Previous research has assessed the potential of solar energy against possible demand; however, the sustainability issues associated with the use of large-scale photovoltaic deployment in urban areas have not been jointly established. In this paper, the impact of photovoltaic energy in the total urban energy mix is estimated using a series of indicators that consider the economic, environmental and social dimensions. These indicators have been previously applied at the country level; the main contribution of this research is applying them at the urban level to the city of Cuenca, Ecuador. Cuenca is close to the equatorial line and at a high altitude, enabling this area to reach the maximum self-supply index because of the high irradiation levels and reduced demand. The solar potential was estimated using a simple methodology that applies several indexes that were proven reliable in a local context considering this particular sun path. The results demonstrate that the solar potential can meet the electric power demand of this city, and only the indicator related to employment is positive and substantially affected. The indicators related to the price of energy, emissions and fossil fuel dependency do not change significantly, unless a fuel-to-electricity transport system conversions take place.

This study deals with the use of remote sensing (RS), geographic information systems (GISs), hydrologic modeling (water modeling system, WMS), and hydraulic modeling (Hydrologic Engineering Center River Analysis System, HEC-RAS) to evaluate the impact of flash flood hazards on the sustainable urban development of Tabuk City, Kingdom of Saudi Arabia (KSA). Determining the impact of flood hazards on the urban area and developing alternatives for protection and prevention measures were the main aims of this work. Tabuk City is exposed to frequent flash flooding due to its location along the outlets of five major wadis. These wadis frequently carry flash floods, seriously impacting the urban areas of the city. WMS and HEC-HMS models and RS data were used to determine the paths and morphological characteristics of the wadis, the hydrographic flow of different drainage basins, flow rates and volumes, and the expansion of agricultural and urban areas from 1998 to 2018. Finally, hydraulic modeling of the HEC-RAS program was applied to delineate the urban areas that could be inundated with floodwater. Ultimately, the most suitable remedial measures are proposed to protect the future sustainable urban development of Tabuk City from flood hazards. This approach is rarely used in the KSA. We propose a novel method that could help decision-makers and planners in determining inundated flood zones before planning future urban and agricultural development in the KSA.

The ability to regulate the flow of goods, capital and people across borders is one of the defining characteristics of nation-state political power. But there is not always agreement between the central government and local officials as to the desirability of immigration, where local governments may desire greater, or fewer, numbers of immigrants, depending on the local economy and labor needs. In South Korea, a unitary form of government offers an opportunity to examine the policy distance between the national government’s stance on immigration based on the politics of the ruling party, and the attitudes of local officials who work for metropolitan-level governments (those with a population of one million or more). I look at the impact of local economic market needs on local attitudes towards national immigration policy through the lens of intergovernmental relations and Lipsky’s concept of bureaucratic discretion. Comparing two cases drawn from local governments in South Korea with dissimilar economic bases but similar levels of local autonomy, I find that economic needs at the local level are addressed by local approaches to immigration policy. Contrary to expectations, the cases illustrate the relative importance of fiscal autonomy and a new understanding for political autonomy. These cases illustrate the need for caution when applying political and institutional theory within new contexts and offer new variables for future investigations of local autonomy.

AREVA has been running since decades nuclear reprocessing and recycling installations in France. Several industrial facilities have been built and used to this aim across the time. Following those decades and with the more and more precise monitoring of the impact of those installations, precise data and lessons-learned have been collected that can be used for the stakeholders of potential new facilities. China has expressed strong interest in building such facilities. As a matter of fact, the issue of accumulation of spent fuel is becoming serious in China and jeopardizes the operation of several nuclear power plants, through the running out of space of storage pools. Tomorrow, with the extremely high pace of nuclear development of China, accumulation of spent fuel will be unbearable. Building reprocessing and recycling installations takes time. A decision has to be taken so as to enable the responsible development of nuclear in China. Without a solution for the back end of its nuclear fuel cycle, the development of nuclear energy will face a wall. This is what the Chinese central government, through the action of its industrial CNNC, has well understood. Several years of negotiations have been held with AREVA. Everybody in the sector seems now convinced. However, now that the negotiation is coming to an end, an effort should be done towards all the stakeholders, sharing actual information from France’s reference facilities on: safety, security, mitigation measures for health protection (of the workers, of the public), mitigation measures for the protection of the environment. Most of this information is public, as France has since years promulgated a law on Nuclear transparency. China is also in need for more transparency, yet lacks means to access this public information, often in French language, so let’s open our books!

Abstract. Shipping is an important source of air pollutants, from the global to the local scale. Ships emit substantial amounts of sulfur dioxides, nitrogen dioxides, and particulate matter in the vicinity of coasts, threatening the health of the coastal population, especially in harbour cities. Reductions in emissions due to shipping have been targeted by several regulations. Nevertheless, effects of these regulations come into force with temporal delays, global ship traffic is expected to grow in the future, and other land-based anthropogenic emissions might decrease. Thus, it is necessary to investigate combined impacts to identify the impact of shipping activities on air quality, population exposure, and health effects in the future. We investigated the future effect of shipping emissions on air quality and related health effects considering different scenarios of the development of shipping under current regional trends of economic growth and already decided regulations in the Gothenburg urban area in 2040. Additionally, we investigated the impact of a large-scale implementation of shore electricity in the Port of Gothenburg. For this purpose, we established a one-way nested chemistry transport modelling (CTM) system from the global to the urban scale, to calculate pollutant concentrations, population-weighted concentrations, and health effects related to NO2, PM2.5, and O3. The simulated concentrations of NO2 and PM2.5 in future scenarios for the year 2040 are in general very low with up to 4 ppb for NO2 and up to 3.5 µg m−3 PM2.5 in the urban areas which are not close to the port area. From 2012 the simulated overall exposure to PM2.5 decreased by approximately 30 % in simulated future scenarios; for NO2 the decrease was over 60 %. The simulated concentrations of O3 increased from the year 2012 to 2040 by about 20 %. In general, the contributions of local shipping emissions in 2040 focus on the harbour area but to some extent also influence the rest of the city domain. The simulated impact of onshore electricity implementation for shipping in 2040 shows reductions for NO2 in the port of up to 30 %, while increasing O3 of up to 3 %. Implementation of onshore electricity for ships at berth leads to additional local reduction potentials of up to 3 % for PM2.5 and 12 % for SO2 in the port area. All future scenarios show substantial decreases in population-weighted exposure and health-effect impacts.

The aim of this study was to investigate the dynamics of local development in the Polish-German borderland in the process of European integration. Taking the perspective of the economically weaker partner (Poland) and its inner market, fiscal and socio-economic indicators were used to depict both spatial and time dimension of the phenomenon. The analysis showed that the dynamics of local economy, foreign investment and labour market have been changing with the advancement of debordering process and had a non-linear character. Furthermore, the legal barriers earlier imposed by the state border were replaced by other limitations for the new common market – more socio-economic in nature. As a result the immediate neighbourhood of the border was the first beneficiary of the European integration initiated in the nineties and the first to experience its drawbacks.


On the rural side, it appears that the job potential in the agricultural economy has reached saturation level that leads to large-scale migration of workforce from rural to urban areas adding woes and strain to over-stressed civic infrastructure. Millions of unemployed young people, especially those from rural and semi-urban backgrounds who have not been able to access higher/professional education but who are oriented towards white-collar jobs, is driven to despair because they cannot find a job. It calls for the need for entrepreneurial ventures among the unemployed youth to encourage self-employment. In this context, this study aims at understanding the impact of Agricultural Employment Development Programmes offered by RUDSETI. Moreover, the study analyses how RUDSETI was able to motivate, instil technical knowledge, management skills, resource management, and handhold trainees even after starting their own agricultural business. For the study, the purposive sampling method was applied to collect the primary data from the trainees at RUDSETI. Descriptive method of research was adopted. The result of study states that training programme was key factor to start and successful running of their business. The hypothesis testing also proved positive that RUDSETI is acting as a catalyst towards growth and sustaining of the Agricultural sector.
