The article presents the most recent workplace development program in Norway, called Value Creation 2010. With the notion of broad employee participation on enterprise level at its core, the program aims at creating and sustaining learning networks between enterprises and at strengthening regional and branch-based coalitions between private and public actors. The program is a joint creation of research, a public development fund and the labor market parties and reflects the idea of social partnership.

The paper surveys the background, aims, and content of the Finnish Government’s new working-life development initiative for the period 2004 to 2009. The aim of the new Finnish Workplace Development Program (TYKES-FWDP) is sustainable productivity growth, where increases in productivity are combined with improvements in the quality of working life. In addition to funding development projects in both companies and public-sector organizations, the program will promote method development, learning networks, and continuing education for researchers on working life. As an innovation policy approach, TYKES-FWDP represents a "broad systemic innovation policy" that focuses equally on all sectors of the economy and on the interaction and combination of technological, organizational, and other kinds of social innovations.

This study focuses on how students of vocational courses related to Information and Communication Technologies (ICT) perceive the use they make of technologies in their learning. A questionnaire survey was applied in classroom to 314 students from 4 private and public schools, with the aim of understanding if the students recognize benefits in the use of ICT in teaching and learning, by answering the 34 premises presented to them. Most students recognize benefits from the use of ICT in teaching considering it improves and facilitates learning. They recognize the need to improve the pedagogical use of ICT and that teachers from the scientific and sociocultural components still make little use of the technologies in the classroom. These students consider that the courses they take prepare them to integrate the labor market, indicating good practices in learning with and from technologies in the technical classes. The premises about the disadvantages and obstacles resulting from the use of ICT were the ones that gathered the lowest consensus among students. They consider that the use of ICT is essential in learning and preparing to work with ICT and in a broader sense to live in a society of information and knowledge.

<div class="page" title="Page 1"><div class="layoutArea"><div class="column"><p><span>This article investigates the probability of turnover to three destinations following hospital merg- ers: within the hospital sector, out of the hospital sector, and out of work. It is hypothesized that mergers increase turnover to nonemployment among employees with poor health and increase turnover to employment outside of the hospital sector among healthy employees. Discrete-time survival analyses show that mergers increase turnover within the hospital sector for all employ- ees, regardless of health. Turnover to other sectors and out of work does not increase. Possible explanations for the limited turnover out of the sector associated with mergers are aspects of the Norwegian labor market such as the institution of employee participation, low unemployment, and labor shortages within hospitals. </span></p></div></div></div>

This paper presents the aims and main focus areas of the Finnish National Workplace Development Programme. The Government-initiated programme in which also the social partners are involved was launched in 1996, and it will continue until 2003. The author considers that, using wisely, the high legitimacy programme-based workplace development enjoys in Finland today may prove to be an important source of competitive advantage for the country.

Lean can be applied to product development processes to improve value creation management. However, allocating resources to a project or a development program in order to maximize the value generated by project activities can be difficult in complex product development processes. This paper discusses how value creation activities can be better managed by regulating the resource allocation process. A mathematical model is proposed to describe value growth and its application to resource allocation is demonstrated that gives insight into value creation trajectories. The application is demonstrated with scenarios developed from the computer industry and a design project.

Purpose. This article is devoted to the issues of ensuring the competitiveness of persons with disabilities in the modern labor market. The aim is to develop an effective mechanism to promote employment of persons with disabilities on the basis of social partnership. In the course of the research, the authors analyzed the main problems arising in the process of employment of graduates with limited opportunities for health, identified the advantages of an inclusive educational model that allows, unlike the traditional approach, not only to provide comprehensive quality training in various professional fields, but also the accelerated integration of persons with disabilities into the labor sphere and public life, which is one of the most important criteria for the effectiveness of the educational process. Materials and methods. During the preparation of this article, the authors used scientific works that reveal the issues of employment of persons with disabilities, research experts in the field of inclusive education and improve the competitiveness of graduates with disabilities. The authors used the methods of scientific cognition, comparison, analysis, and system approach as the main research methods. Results. As the main results of the study, a structural and logical scheme of the Unified Federal Center for the promotion of employment of persons with disabilities in the territory of the Russian Federation was formed, using the advantages of social partnership. The scheme developed by the authors is a universal mechanism that promotes the activation of the process of socialization of this group of citizens and the intensification of the involvement of the human capital of persons with disabilities in the socio-economic processes of our country. Conclusion. The article outlines the possible ways to improve the effectiveness of social partnership as a system of institutions and mechanisms aimed at harmonizing the interests of the three main parties – the State, the employer and the employee interested in finding effective ways to attract persons with disabilities to the economy.

The article is devoted to the analysis of current measures of the process of digitalization of public services in the Donetsk region. The experience of implementing smart specialization technology in the practice of European Regional Development is analyzed in detail, and its compliance with the principles of strategic planning for regional development in the EU is determined. The role of "smart specialization" as a mandatory condition for regions to receive funds from European funds is noted. Attention is focused on a vertically oriented approach when choosing regional development priorities. The ambiguity of selective selection of regional development directions and the need to balance the interests of all territorial stakeholders are noted. Based on the assessments of the UNDP Development Program in Ukraine on the introduction of e-management tools for regional state administrations and compulsory health insurance of Donetsk and Luhansk regions, the analysis of problematic issues of digital transformation of public services and Electronic Document Management in state and local authorities was carried out. It is noted that the progressive Ukrainian scientific community is quite capable of generating ideas that will immediately be used by entrepreneurs, who, as employers, can form an educational request, thus ridding the labor market of specialists who do not have demand in the labor market. The need for urgent measures of the first stage of EDP implementation of e-governance in the Donetsk region is stated, in particular: development of a roadmap, identification of stakeholders and creation of innovative ecosystems, workshops where an analysis and joint vision of the development of priority start-specialization industries will be carried out. Systematic effective recommendations are given for the implementation of certain tasks of the corresponding operational goal of the Donetsk Region Development Strategy until 2027.
