Purpose. This article is devoted to the issues of ensuring the competitiveness of persons with disabilities in the modern labor market. The aim is to develop an effective mechanism to promote employment of persons with disabilities on the basis of social partnership. In the course of the research, the authors analyzed the main problems arising in the process of employment of graduates with limited opportunities for health, identified the advantages of an inclusive educational model that allows, unlike the traditional approach, not only to provide comprehensive quality training in various professional fields, but also the accelerated integration of persons with disabilities into the labor sphere and public life, which is one of the most important criteria for the effectiveness of the educational process. Materials and methods. During the preparation of this article, the authors used scientific works that reveal the issues of employment of persons with disabilities, research experts in the field of inclusive education and improve the competitiveness of graduates with disabilities. The authors used the methods of scientific cognition, comparison, analysis, and system approach as the main research methods. Results. As the main results of the study, a structural and logical scheme of the Unified Federal Center for the promotion of employment of persons with disabilities in the territory of the Russian Federation was formed, using the advantages of social partnership. The scheme developed by the authors is a universal mechanism that promotes the activation of the process of socialization of this group of citizens and the intensification of the involvement of the human capital of persons with disabilities in the socio-economic processes of our country. Conclusion. The article outlines the possible ways to improve the effectiveness of social partnership as a system of institutions and mechanisms aimed at harmonizing the interests of the three main parties – the State, the employer and the employee interested in finding effective ways to attract persons with disabilities to the economy.

The manual in a brief reference form includes such aspects of the implementation of higher inclusive education as pedagogical conditions for teaching students with disabilities, technical equipment of the educational process and the regulatory framework of inclusive education, the creation of adapted educational programs of higher education for persons with disabilities and the development of adaptation courses. The manual can be recommended to teachers, staff and administration of higher educational institutions of different profiles, assistants, psychologists, employees of centers of inclusive education and used in conducting briefings on work in inclusive groups.

The Sustainable Development Goals (SDGs) covers 17 goals with 169 measurable achievements and deadlines determined by the United Nations in 2015 as the world development agenda for the benefits of human beings and the Earth. The joint development ambition is set to be done in 2030. For the community service discussed in this article, the team focuses on the 4th goal, namely quality education. The goal ensures the quality of inclusive and equitable education, and promotes a lifetime learning opportunities for all. The practical objectives of such education include direct goals by children, teachers, parents, and the community. Such education means providing equal and fair opportunities for all disregarding their backgrounds, circumstances, economic abilities, etc., which are considered as obstacles to obtain education. The development of Information Communication Technology (ICT) has touched many fields in everyday life and is no exception for persons with disabilities. For persons with disabilities, ICT devices are widely used to support and ease the process of completing tasks and encourage creativity. The ICT training for educators and caregivers is an educational process aiming to provide sufficient understanding on the use of ICT device systems as supporting systems for completing daily tasks thus increasing productivity.

The article is devoted to the study of some aspects of teaching students with health limitations and disabilities in a medical university. Currently, in Russia and around the world, inclusive and integrated education continues to develop, elements of which can be found in medical universities. At the same time, a complete transition to an inclusive education of medical students is impossible for a number of reasons, at the head of which are certain requirements for the future physician, who must have a certain amount of health, not only physical, but also mental. Unfortunately, not enough research is devoted to the aspects of teaching students with health limitations and disabilities in medical universities – the study of which became the purpose of the presented work. The objects of the research conducted from 2018 to 2021 at the N.N. Burdenko, 30 medical students served, divided in-to 3 groups of 10 people, depending on the etiology of their pathology. So, 1st group consisted of students with insignificant disabilities. The 2nd group included students with disabilities established from their birth or childhood. The 3rd group consisted of future physicians whose disability was established during their studies at a university (often as a result of an accident). In the work, the sex and age composition of the subjects was determined, the ratio of students to existing faculties was studied, the pathology most often encountered in persons with disabilities and disabilities was studied, the attitude of others to the respondents was deter-mined, as well as their own opinion regarding various aspects of the educational process at a medical university. The work is of interest for the staff of the departments of a medical university who are related to working with students with health limitations or disabilities.

The article examines social partnership in one of the most important areas of civil society - education. Inclusive education is an important factor in the integra-tion of disabled persons and persons with disabilities in society, and therefore, to ensure the efficiency and effectiveness of this process serves the task of state regu-lation. Social partnership businesses, educational institutions, NKO, educational and parent community is intended to carry out a part of the social function of the Institute of Public Administration. In the article on the material author of sociological research shows the main path and direction, as well as the problematic aspects of the organization of social partnership in the field of inclusive.

The study of inclusive education has an early history in EU countries. It has gone through many stages in its formation from ancient times to the present day. At first the persons with disabilities were excluded from society, but today almost every country in the world agrees, that people with disabilities should live integrated in our society as it is possible. Therefore, we decided to conduct a cross-case analysis on the example of two European countries – France and Sweden.Involving persons with special educational needs in the educational process of HEI on the example of inclusive education model is not an easy process. It requires the development and application of new regulations at both, theoretical and practical levels.Authorities were interested in the problem of access to the HEI primarily in the late 20th century. However, this was accompanied with many problems. This led the public to think about who could get a higher education and who could not. It was necessary to train staff and administration, to equip universities with special equipment and prepare textbooks. This is still in the process of refinement, as not all countries can boast of a complete solution to this problem. Much has been done, but much more remains to be done.An important element in the education system is still the school, the basic level. Students come from school and get the bulk of their education there. It is noteworthy, what they got from school and what we could give them in the high school.

Although the attitudes toward people with disabilities had improved, there is still evidence that they remain stigmatized. The aim of this research was to determine the differences in attitudes toward people with disabilities among participants based on their sociodemographic characteristics and attitudes toward inclusive education. The sample consisted of 261 students that were surveyed using the Multidimensional Attitudes Scale toward Persons with Disabilities, and a questioner designed by the authors regarding attitudes toward inclusion. Students who have had previous contact with people with disabilities had more positive attitudes. The majority of them had positive attitudes towards inclusive education and had the opinion that children who are enrolled in inclusive classes do not disrupt typically developing children‟s‟ educational process. It is of great importance to examine attitudes of students toward people with disabilities, because it is considered that attitudes of students represent future attitudes of the population. Inclusive education is mostly implemented in secondary education institutions. Only in some Ukrainian higher education institutions have steps been taken towards the integration of persons with disabilities into the educational environment. The basic normative legal acts of Ukraine, which regulate a right for persons with disabilities on higher education, are worked out. The dynamics of quantity of persons with disability, who study in higher educational establishments of Ukraine, is analysed. Foreign experience of creation of necessary conditions for the studies of such categories of citizens is investigated. Directions of increasing opportunities of pursuing higher education by persons with disabilities are offered. The effectiveness of the implementation of inclusive education depends on many factors – first of all, on the perfection of the regulatory framework, information support, scientific, educational and methodological, personnel, logistics of the educational process.

Children with disabilities (HH) and disabilities are children whose health conditions impede the development of educational programs outside the special conditions of education and upbringing. At the same time, the groups of students with disabilities and disabilities are extremely heterogeneous. First of all, this is determined by the fact that such groups include schoolchildren with various disorders: intellect, disorders of the emotional-volitional sphere, vision, hearing, speech, musculoskeletal system, with delay and complex developmental disorders. The Constitution of the Russian Federation and the Law "On Education in the Russian Federation" state that children with developmental problems have equal rights to education with all. In this regard, ensuring the realization of the right of children with disabilities to education is considered one of the most important tasks of state policy. Inclusive education is a process of joint education and training of persons with disabilities and normally developing peers. The goal of inclusive education is to implement an individual and differentiated approach to students with disabilities. In the course of such education, children with disabilities can achieve the most complete progress in social development. Thus, the question arises of organizing the learning process with the indicated categories of children. The relevance of the topic under consideration is also determined by the modern possibilities of Internet resources, which cannot but be used in the education system of schoolchildren. This article reveals the features of the implementation of information technologies in the educational process of students with disabilities and disabilities.

The article considers the results of the all-Ukrainian monitoring study on the implementation of NUS in the context of inclusive education for children with special educational needs in general secondary education on the example of primary school, which for the second year implements the New Ukrainian School Concept. We consider the organization of inclusive education in general secondary education institutions through the prism of educational indicators developed by the researchers. The developed indicators record the state of the organization of inclusive education in general secondary education institutions. We chose the Convention on the Rights of Persons with Disabilities, adopted by the United Nations in 2006, as the basis for the development of indicators. The educational indicators presented in the article cover two areas of organization of the educational process in accordance with the needs of children with special educational needs: indicators of the organization of the educational process and indicators of the organization of educational activities. For the first direction, for example, the following indicators are proposed: the number of teacher assistants per child with special educational needs, for the second direction – the teacher’s willingness to work in the classroom with children with special educational needs. We form the first group of indicators from statistical data obtained from the State Statistics Service of Ukraine, the second group – from statistical and analytical data collected during monitoring studies. The results of the monitoring study are considered in the context of the educational indicators we have presented, which will allow education authorities to obtain objective information on a given issue and to make informed management decisions to improve the organization of inclusive education for children with special educational needs. Thus, it was found that the provisions of the Convention on the Rights of Persons with Disabilities have not yet been fully implemented in the educational process of general secondary education institutions. Both the provision of «smart accommodation» and quality education for children with special educational needs – these issues remain relevant and open today. And this in turn requires the organization of additional research on the organization of inclusive education in general secondary education institutions.

The article deals with the problems of inclusive education in higher education institutions. Inclusive education is the basis and the most effective form of qualitative education for people with special needs. An important component of the inclusive approach is psychological and pedagogical provision of inclusive education in the HEI as an organized system aimed at the development of all components of the personal potential of the subjects of the educational process, regardless of their capabilities: reflexive, cognitive, and activity. The state policy and policy of the Higher School for the Development of Inclusive Education should be aimed not only at motivating people with disabilities to higher education, but also to consider the factors of the social environment and their impact on the development of higher education in general. So, developing an inclusive educational environment, is acquired by students who have a serious motivation for vocational training, their potential capabilities and abilities are often higher than the average student. As a result, after a long time the state receives not just a qualified specialist, but, above all, a motivated professional. In the conditions of the demographic decline of certain periods of development of society, when the HEI attracts a large number of students, including the so-called unpopular specialties. Inclusive education has a broad social dimension, since not only the higher school should be inclusive, but our society, with the support of the state, business and public organizations, should be inclusive. Inclusive education, being one of the main forms of realization of the right to education for persons with disabilities, should become a legally-established institution that has all the necessary components, from the preparation of the complete package of regulatory documents, the definition of norms and principles of appropriate funding, mechanisms for the creation of special conditions and principles of adaptation of the educational environment for students with special educational needs
