Current police practice is dominated by two, competing strategies—“community policing” and “crime control policing.” Both are limited: they each apply a standard set of police tactics to a wide variety of differing circumstances; they focus on incidents, rather than the underlying problems which cause these incidents. Recently, two police departments have developed an alternative. Through “problem-oriented policing,” officers focus on these underlying causes. They collect information from numerous sources, and enlist the support of a wide variety of public and private agencies and individuals in their attempts to solve problems. Case studies in these departments show that use of the problem-oriented approach can substantially reduce crime and fear. In the long run, problem-oriented policing will require changes in management structure, the role of the police in the community and the city bureaucracy, and the limits of police authority.

We highlight the need to study the activities of gendarme police departments of railways on the basis of reliable sources and versatile approaches. We made a structural analysis of the archive inventory of the affairs of the Kursk Gendarme Police Department of the Moscow Gendarme Police Department of railways for the period of 1869–1916. The basic directions and some features of the organization of service of the gendarme railway police are revealed. A longitudinal study of the clerical work allowed us to see in the dynamics of meaningful practice, to identify the subjects of the system of relations between the railway gendarmes, their role and place in the law enforcement system of the Russian Empire. In classifying cases of the Kursk Gendarme Police Department by the institutional criterion, a retrospective assessment of the activities of railway gendarmes was given. On the basis of the obtained statistical data, critical conclusions were drawn up about the social processes that took place in Russian society in the post-reform period. Studying the cases of the model department of one of the gendarme police departments of railways allowed to draw conclusions about the role of the railway gendarme police units of the lowest level in the overall implementation of police and special functions, including in solving administrative issues, interacting with various officials, employees of railways, citizens.

We contribute to the discussion of the results of a significant resettlement policy, the role of the gendarme railway police in its implementation and the role of the gendarme structure in the history of the Russian Empire. For the first time, we make an attempt to disclose the mechanism of the gendarme railway police in implementing the state’s resettlement policy in the area of migration flows on the materials of the Kursk Governorate, taking into account the existing rail-way network and the structure of the gendarme police departments. Based on the materials of the State Archive of the Russian Federation and local archives, the issues of legal regulation of mass railway transportation by the gendarme railway police are considered. An analysis of the gen-darme’s paperwork based on the materials of the Kursk branch of the gendarme police department of the Moscow-Kursk railway is given, aspects of interaction with the railway administration, local authorities, and the general police are highlighted. We trace the change and expansion of the duties of the railway gendarmes in connection with changes in the resettlement policy during the period under review and highlight the main stages. Particular attention is paid to issues of public safety in the context of criminalization on the railways. We show the role of the gendarme railway police in ensuring the sanitary and epidemiological welfare of passengers, taking into account the situation in the Kursk Governorate. Particular attention is paid to the influence of resettlement processes on the internal organizational, personnel aspects of the activities of the railway police, the dependence of the employee’s spiritual and moral condition on personal choice. We draw conclusions on the significance, scale, diversity of the gendarme railway police activities during the implementation of the resettlement policy.

The role of police officers on college campuses has grown in the past 40 years from that of “glorified custodians” to full-fledged police officers, often with powers to search, detain, arrest, and even to use deadly force. Yet most state open records laws have not kept up, failing to require disclosure of records about crimes reported to or arrests made by sworn police officers at private universities. This article provides a full national picture by identifying the statutes and analyzing the cases to address whether state open records laws apply to private university police. It then suggests that the “functional equivalency test” provides courts a method to require transparency at these police departments.

The present paper primarily aimed to examine the joint effect of training methods and readiness for training on the effective training process (ETP). The paper conducted an examination of the proposed study model, using the survey questionnaire design. Data were gathered from Ajman police departments by distributing 252 questionnaire copies. From the copies distributed, 172 questionnaires were retrieved, from which data was analyzed using SEM-PLS. On the basis of the statistical results obtained, training methods significantly affect ETP. The study provides several implications, both theoretical and practical, and the findings are expected to assist in the proper decision-making of managers when it comes to training methods effective implementation in organizations. This is one of the pioneering empirical studies that investigated the influence of training methods and readiness for training on ETP.

Trade secrecy, a form of intellectual property protection, serves the important societal function of promoting innovation. But as police departments across the country increasingly rely on proprietary technologies like facial recognition and predictive policing tools, an uneasy tension between due process and trade secrecy has developed: to fulfill Brady’s constitutional promise of a fair trial, defendants must have access to the technologies accusing them, access that trade secrecy inhibits. Thus far, this tension is being resolved too far in favor of the trade secret holder—and at too great an expense to the defendant. The wrong balance has been struck. This Note offers three contributions. First, it explains the use of algorithms in law enforcement and the intertwined role of trade secrecy protections. Second, it shows how trade secrecy clashes with the Due Process Clause—the Constitution’s mechanism for correcting the power asymmetry between the state and the defendant—and argues that due process should not waver simply because a source of evidence is digital, not human. Third, it proposes a solution that better balances a defendant’s due process rights with intellectual property protections.

Purpose Most existing literature on K9 units has focused on the relationship between police handler and canine, or questions about use of force. The purpose of this paper is to explore the relationship between private donations to public police departments, an increasingly accepted institutional practice in the policing world, and K9 units. Specifically, the authors examine rationales for sponsoring and financially supporting K9 units in Canada and the USA. Design/methodology/approach The authors focus on four main themes that emerged in analysis of media articles, interview transcripts, and the results of freedom of information requests. Findings These four rationales or repertoires of discourse are: police dogs as heroes; dogs as crime fighters; cute K9s; and police dogs as uncontroversial donation recipients. Originality/value After drawing attention to the expanding role of police foundations in these funding endeavors, the authors reflect on what these findings mean for understanding private sponsorship of public police as well as K9 units in North America and elsewhere. The authors draw attention to the possibility of perceived and actual corruption when private, corporate monies become the main channel through which K9 and other police units are funded.

The role of victims in enhancing community policing has received little scholarly attention. This paper adds to the current state of knowledge about the role of victims in policing and the relationship between victim organizations and police departments as part of community policing. Relying upon a national survey of police departments and victim organizations carried out by the Police Foundation and the National Center for Victims of Crime, we present a broad snapshot of community policing partnerships that draw from the experience and knowledge of victims and victim service providers. Our research indicates that while a majority of police executives believe there are benefits to involving victims in community policing, most also report that when it comes to problem solving and crime prevention it is more useful for officers to interact with community members without special attention to who has been a crime victim. Regardless of this view, a large proportion of police agencies report supporting abroad set of practices that focus on crime victims. Finally, our study reinforces the position that the broad approach and policies of a police agency toward victims play a central role in the development of partnerships between police and victim organizations.

The City of Brockton (Massachusetts) initiated The Champion Plan (TCP) in February 2016 as part of a community-wide effort to redefine the public safety sector’s approach to policing the drug crisis. TCP program model allows those suffering from addiction to walk into a police station and ask for treatment. Early evidence suggests substantial successes for this approach to addressing addiction. Data show 523 individuals walked into the Brockton Police Department 818 times looking for help during the first 24 months of operation. Program staff were able to secure placement beds, on average, within 90 minutes of making contact with clients. Program clients report high levels of satisfaction with the program model, and early data indicate that a substantial number of clients retain engagement with services beyond intake. Findings from this study indicate police-centered treatment-on-demand programs may be viable strategies for getting those suffering from the disease of addiction into treatment.

Abstract This paper investigates how individuals such as judges, lawyers, clients, and court staffers as well as institutions are elevating litigation costs in Bangladesh in multiple ways. It explores how the existing law and procedures as well as key institutions further promote case delay. It also examines the ways in which police departments and the prosecution contribute to elongate criminal trials and invite additional litigation costs. Empirical data collected through in-depth interviews are analyzed, drawing propositions to individuals’ contributions to delay in case-processing time and hike up litigation costs. Data analysis also assesses common people’s perceptions and expectations from the justice sector. Contemporary legal research has been critically analyzed, where needed.
