The article discusses on the Act on counteracting threats of sexual offences. It introduces to the Polish legal system the Registry of Sex Offenders in a version with a limited access and a version available to the public. Criticising the adopted solutions, the author point out the lack of integration with other interventions conducted in Poland against sex offenders, noncompliance with the recommendations of the most important expert circles in the field. The summary emphasises that access to information contained in the registry of limited access will increase the safety of children, especially in those areas where the authorities of the state or local government shall perform activities related to the wider education, treatment or care of minors. However, it should be connected with the organization of a wide range of preventive measures. From the other side the public registry will contribute to increasing public concerns and will be associated with the negative consequences for the perpetrators, and often their families, and the victims themselves. There is certainly an effective instrument that can be used countering threats of crime against sexual abuse.

According to the certainty principle, someone should not be charged with or convicted of a criminal offence that they did not and could not have known existed. This article considers this principle in light of the trial of seven Pitcairn Islanders for offences under the English Sexual Offences Act 1956. The islanders were unaware of the terms of the Act and had very limited access to information about criminal law. Their claim that the prosecutions were an abuse of process failed because they had indirect access to legal advice and also must have known that their conduct was criminal. The article argues that the reasons given for upholding the convictions were inadequate. Criminal law on Pitcairn was uncertain. However, uncertain law is not always unenforceable. Courts have to balance the interests of defendants with those of victims. Certainty is an important principle but it is not a rigid and inflexible requirement. Case law suggests that there is a defence based on uncertainty only if the existence of an offence was not predictable and the offence lacks a fault element. In other cases, a defendant can be said to have fair notice and is not at risk of being convicted in the absence of subjective fault.

Abstract Humans predominantly form their beliefs based on communication with other humans rather than direct observations, even on matters of facts, such as the shape of the globe or the effects of child vaccinations. Despite the fact that this is a well-known (not to say: trivial) observation, literature on opinion dynamics and opinion formation largely overlooks this circumstance. In the present paper we study the effects of limited access to information on the level of knowledge of members of groups embedded into an environment that can be observed. We also study the consequences of false information circulating within the group. We find that exposure to fake news makes intense communication counterproductive, but, at the same time, calls forth diversification of agents with respect to their information spreading abilities.

This paper uses typology methodology to examine the system of topics and themes in anticolonial works written by Nguyen Dinh Chieu. Thepaper contends that in general Chieu’s anticolonial prose and versepresent styles of Confucian scholars struggling against colonialism; and in particular, they bear the characteristics identifyingindividual Nguyen Dinh Chieu as well as the distinct features ofregional South Vietnam. The system of topics and themes in Nguyen Dinh Chieu’s literary works are centered on the very purpose of “observingethics, protecting people, showing loyalty to King and love to country”. Chieu enthusiastically defended Confucianism against other religions. He failed to well understand the nature of Christianity as a reason of limited access to information. The author had adeep-seated aversion to Western civilization for he recognized it in a connection with the invasion of colonials. Like other Confucianscholars of his time, Chieu unsuccessfully pushed his perception further so that he could notice the duality of colonialism.

Background. Men’s involvement in maternity care is recognized as a key strategy in improving maternal health and accelerating reduction of maternal mortality. This study investigated the factors determining men’s involvement in maternity care in Dodoma Region, Central Tanzania. Methods. This cross-sectional survey used multistage sampling in four districts of Dodoma Region to select 966 married men participants aged 18 years and above. Data were collected using a structured questionnaire. Multivariate logistic regression analysis was carried out in SPSS version 21.0 to measure the determinants of men’s involvement in maternity care. Results. The study found that only 1 in 5 men were involved in maternity care of their partners. Factors found to determine men’s involvement in maternity care were having >4 children (AOR=1.658, 95%CI=1.134 to 2.422), urban area of residence (AOR=0.510, 95%CI=0.354 to 0.735), waiting time >1 hour at the health care facility (AOR=0.685, 95%CI=0.479 to 0.978), limited access to information (AOR=0.491, 95%CI=0.322 to 0.747), and limited spousal communication (AOR=0.3, 95%CI=0.155 to 0.327). Conclusions. Long waiting time to receive the service and limited access to information regarding men’s involvement are associated with low men's involvement in maternity care. Male friendly maternity care should recognize men's preferences on timely access to services and provide them with relevant information on their roles in maternity care. Spousal communication is important; mothers must be empowered with relevant information to communicate to their male partners regarding fertility preferences and maternity care in general.

Rural communities are vulnerable to the effects of globalization. Their limited access to information from outside their communities often results in shock, because of the order in their circles. In turn, understanding, appreciation, and implementation of Pancasila in their daily lives can gradually erode. Many of their behaviors no longer conform to Pancasila values. If this happens protracted, without any efforts to strengthen the values of the Pancasila, there will inevitably be a natural silting of ideology in their daily lives. Therefore, it is necessary to identify the existing social capital among rural communities. To then identify the existing social capital in rural communities, to be revitalized to strengthen the implementation of the value of Pancasila among them. Pancasila Clinic among rural communities is considered to have a high effectiveness in the effort to strengthen the culture of Pancasila values.

Computers are one form of advances in electronic and informatics technology; the function of the computer itself serves as a tool for writing, drawing, editing images or photographs, or as a means of storage. Android, a Linux-based operating system, is a smart operating system that can compete with operating systems on a computer. Some of the problems identified include user difficulties in overcoming computer damage to determine whether to repair or buy a new unit, difficulty in reaching authorized service providers, risks when deciding to repair at a public service place, and limited access to information and costs repairing computer damage. This research specifically designs an Android application-based computer service application that makes it easier for people to get service services. The above research results formulate computer repair services using an Android-based platform with Android Studio and MySQL as the database for this study. This application is expected to be useful for customers in terms of time and cost.

Abstract. Background: Information on methods of suicide is available online, and access to information on methods of suicide appears to contribute to a small but significant proportion of suicides. There is limited documentation of how methods of suicide are being profiled, as well as what content exists in other languages than English. Aim: We aimed to analyze and compare how methods of suicide are profiled on Danish and English-language websites. Method: We applied a categorization and content analysis of websites describing methods of suicide. Sites were retrieved by applying widely used Danish and English-language search terms. Results: A total of 136 English-language websites and 106 Danish-language websites were included for analysis. Websites were more often categorized as prevention or support sites, academic or policy sites, and against suicide sites than dedicated suicide sites (i.e., pro-suicide sites), or information sites. However, information on methods of suicide was available, and 20.1% and 8.9% of the English and Danish-language sites, respectively, suggested that a particular method of suicide was quick, easy, painless, or certain to result in death. Limitations: Only one author coded and analyzed all websites. A further operationalization of the content analysis checklist is warranted to increase reliability. Conclusion: The websites primarily had a prevention or anti-suicide focus, but information on methods of suicide was available, requiring an increased focus on how to diminish the negative effects of harmful online content.
