Qatari-US military relations: context, evolution and prospects

Military cooperation is one of the most intriguing dimensions of the Qatari-US relationship. It has progressively evolved, driven by a changing geopolitical landscape and security threats in the Middle East. In fact, it has a significant impact on the overall bilateral relationship, especially economic ties. It rests upon four pillars: a bilateral defence agreement, the use of military facilities, arms sales and military-to-military contacts. This paper analyzes the development of the military relationship that exists between Washington and Doha and offers an assessment of the issues that animate it.

The concluding chapter synthesizes insights from the individual chapters, identifying six overarching lessons: civilian control of the US military is complex and understudied; norms are essential for healthy civil-military relations; the relationship between society and the military is less than healthy; partisanship is corroding civil-military relations; public scrutiny of the military is essential to military effectiveness; and the fundamental character of civil-military relations is changing. In turn, it proposes several questions for future research, suggesting that more could be known about public accountability of military activity; the nature and measurement of military politicization; and changing actors and roles in civil-military relations.

Sometimes states repress political campaigns harshly, and sometimes they do not. Why? I argue that military cooperation with liberal democracies constrains the state from using severe forms of repression against opposition campaigns. Liberal democracies face costs for human rights violations by their friends, and are likely to coerce the military from repressive actions. Such interconnectedness also socializes the military with democratic militaries that have strong norms against the use of widespread and excessive repression. However, the military is not the only repressing agency, and therefore this constraint does not act to prevent repression but rather to limit its severity. This theory is tested using the NAVCO data and a new, latent measure of military cooperation. I find that military cooperation with liberal democracies does not prevent the state from repressing opposition movements, but it does limit the severity. This finding provides evidence of one benefit to expanding multinational security cooperation initiatives involving liberal democracies.

The chapter is set at Fort Myer, Virginia, on September 30, 1997, the day General John Shalikashvili retired from the US military. The chapter overviews the retirement ceremony from Shalikashvili’s perspective as he reviews the honor guard with President William J. Clinton and Secretary of Defense William Cohen and thinks back to that night when he first laid eyes on US soldiers in Pappenheim and the role that luck has played in his attaining the American dream. The chapter also thumbnails his accomplishments as chairman: (1) confronting historic change, especially by realizing Partnership for Peace and NATO expansion, (2) was more supportive of non-traditional military missions (military operations other than war, MOOTW), (3) prepared the US military for the challenges of the twenty-first century, particularly by downsizing the military yet upgrading their capability and readiness, including by emphasizing joint education, joint planning, and joint training, and (4) rebalanced civil-military relations. The chapter ends with Shalikashvili’s closing remarks, emphasizing his love for soldiers and their families.

Despite the high regard for the US military by the American public, a number of tensions continue to grow in civil-military relations in the United States. These are exacerbated by a lack of clarity, and thus productive debate, in the various relationships inherent in civil and military interaction. By trisecting civil military relations into the relations between the people and the military, the military and the government, and the people and the government on military issues, this chapter examines the potential for crisis in coming years. Doing so allows for greater theoretical and popular understanding and thus action in addressing the tensions, for there is cause for concern and action in each of the legs of this interconnected triangle.

AbstractThis paper explores the impact of the 1991 Mt Pinatubo eruption on the US-Republic of the Philippines military relations through the lens of disaster diplomacy. Disaster diplomacy focuses on how and why disaster-related activities (e.g. mitigation, prevention and response) do and do not yield diplomatic gains, looking mainly at disaster-related activities affecting diplomacy rather than the reverse. Disaster diplomacy 'pathways', identified in previous studies, help to explain how the Filipino and US governments approached the negotiations for renewing the lease of the US military facilities in the Philippines in the context of two bases being damaged by a volcanic eruption. The paper further addresses six underpinning questions of disaster diplomacy for this case study. These questions assist in answering this paper's central research question: how much did the 1991 eruption of Mt Pinatubo influence US-Philippines military cooperation due to the concurrent diplomatic talks between the two governments regarding the lease renewal for the US bases in the Philippines? The answer is that disaster-related activities due to the Mt Pinatubo eruption had a short-term impact on US-Philippines diplomacy. This impact was seen in the context of significant connections already existing, through the long-standing US-Philippines military links. Over the long-term, non-disaster factors had a more significant impact on US-Philippines military diplomacy than Mt Pinatubo, adding to the list of case studies for which disaster diplomacy's impact was limited.

Why would politicians recruit soldiers for military coups d’état? The civil–military relations literature assumes politicians aspire to supremacy over the military; enabling praetorianism would risk their future rule. While civil–military relations widely recognizes the empirical fact of civilian participation in military takeovers, no study specifies or theorizes the topic. This essay examines the conditions in which politicians recruit soldiers to seize power by investigating the understudied processes of military takeovers. Using British Foreign Office documents, Arabic language memoirs, and Polity data, I find that civilian statesmen in Iraq (1936) and Syria (1951) could not tolerate their civilian rivals’ incumbency but were unable to challenge them peacefully, so they recruited like-minded officers for coups. This suggests that while politicians do not necessarily want the army in the chambers, they sometimes favor praetorianism to the continued rule of their civilian opponents.

This chapter analyzes the armies’ roles in the 2011 upheavals in the Middle East and North Africa, concentrating on the six countries where considerable bloodshed occurred: Bahrain, Egypt, Libya, Syria, Tunisia, and Yemen. In these cases, the regular military forces assumed roles that followed one of three distinctive patterns: they either supported or opposed the uprising or split because they disagreed about how to respond to it. The chapter explains that once one is reasonably familiar with these countries’ political dynamics, societies, and civil–military relations, the reactions of the armed forces to the revolts should not have been all that unexpected. Looking only at cases where the military did play an important role constitutes something of a selection bias, so this chapter also surveys two Arab kingdoms, Morocco and Oman, where the armed forces’ involvement in controlling unrest was far more subdued.

The lack of Russian-language research on the features of the economic development of Israel as an OECD member state underlines the urgent need to identify new trends in the Israeli economy. Not taking into account the existing variety of humanitarian studies, and especially the concentration of studies on the political history of Israel and its modern component, we can recognize a clear lack of work that would cover Israeli economy. Current trends in Israeli trade relations, which have begun to make the mselves clear, require both consideration of effective trade and economic interaction between Israel and Palestine, and identification of the peculiarities of hidden regional trade and economic ties. Israel and Palestine are in close cooperation on the exchange of labor and goods, despite the lack of a political settlement. For Palestine, Israel is a major trading partner, and Palestine plays a key security role for Israel. The second important aspect in covering new trends in the Israeli economy may be the need to study the nascent format of cooperation between Israel and the Middle East. The article explores the specifics of economic relations between Israel and the countries of the Middle East, reveals the growing role of economic relations between Israel and the countries of the region.

The military component of the Russian Federation's policy in the "strategic triangle" Russia-China-USA occupies an important place in the implementation of Russian aspirations in various regions of the world. The purpose of this article is to assess the impact of the military component of the Russian Federation's policy in the Russia-China- US strategic triangle on the implementation of current Russian policy in the post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and other regions of the world. The paper examines the influence of the military component of the Russian Federation's policy in the Russia- China-USA “strategic triangle”, proposes an approach to a comparative assessment of this influence, which allows identifying the priorities of Russian policy in the post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, on The Middle East and other regions of the world. A comparative assessment of the influence of the military component of the Russian Federation's policy in the Russia-China-USA “strategic triangle” can be used to substantiate recommendations to the military-political leadership of our country. The article concludes that the military component of Russian policy occupies a dominant position in the implementation of the current policy of the Russian Federation in the post-Soviet space, in the Asia- Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and in other regions of the world.

The importance of civil military relations assumes seminal importance in ensuring the success of all phases of a counter insurgency campaign. In the true tradition of the Clausewitzian dictum that war is the continuation of policy and vice versa; Pakistan Army has been employed as a matter of policy in counter insurgency operations in the erstwhile tribal areas. They have also been used in the stabilization operations to bring about normality in the insurgency ridden areas. In fact the employment of Pakistan Army in the stabilization process defies any previous example in any other country. In all phases of the conflict cycle, the military has worked hand in glove with its civilian counterparts. The civil-military coordination (CIMIC) in the insurgency ridden areas has taken place within the framework of the established ground rules of an organized counter insurgency campaign. It would not be unfair to say that the return to normality in the erstwhile FATA has only been possible because of a well-knit CIMIC architecture. This paper briefly explicates the salient points of the CIMIC aspect of the counter and post-insurgency part of the operations in the conflict zones and highlights the importance of this aspect of dealing with insurgencies.
