Abstract A constitution is not purely a legal document. Neither is it only a political manifesto. It is also an economic charter which expresses a country’s economic hopes and aspirations, and regulates economic activities of constitutional stakeholders. This paper adumbrates a framework to understand the economic constitutions in the developing world. It explores the direct concept of an economic constitution, which refers to a constitution deriving from an overarching economic rationale, created or reformed through a process operating as a platform for different sectors of the society to deliberate economic questions, and consequently addressing national economic identity, principles, rights, and structural institutions in its substantive contents. Economic constitutions have two main functions: expressive and regulative. The tentative explanatory factors that may account for similarities and differences in the economic constitutions in developing countries include: the pre-existing economic conditions, the institutional setting, the national ideology, and the impact of globalization. The findings of this study offer systematic implications for the study of developing countries actively pursuing constitutional and economic development.

Nowadays there is a tendency in many countries to protect the environment by incorporating general principles of environment into a state or a regional constitution. This article aims to examine the extent to which environmental protection can be provided through the adoption of those constitutional norms. This study was conducted using a qualitative methodology with a normative approach and library research derived from court decisions, law and regulations, books and journal articles. It concludes that the Indonesian Constitution contains constitutional norms for the environmental protection. However, these constitutional norms are still positioned as a subsidiary or supporting factor in the fulfillment of human rights and the national economy. In order to strengthen the environmental protection by the Indonesian Constitution, it requires a reformulation of related constitutional norms by positioning the environment more as the basic values in the state administration and national economic activities.

Marine economy include economic activities taking place on the sea and is directly related to the exploitation of the sea in the coastal strip of land. Vietnam is a maritime country with strategic position advantages for both the region and the world. Therefore, the marine economy has become a part of the national economy and significantly contributed to the national economic development strategy. During the revolutionary leadership process, the Communist Party of Vietnam has been aware of the important role of the marine economy in the overall economy, sovereignty protection, especially during the comprehensive reform period of the country. In order to provide an systematic review of the developing process of the thinking and reasoning of the Party on the marine economic development during the reform period, this article analyzes the Party's view on marine economic development through the congresses from 1986 up to now. On that basis, the article also mentions the Party's viewpoint on some solutions for a sustainable development of the Vietnam’s marine economy during the period of accelerating industrialization, modernization and international integration such as communicating, raising social awareness, constantly improving institutions and policies, planning, and promoting the development of science, technology and marine human resources so as to create a breakthrough for sustainable development of the marine economy.

Abstract SMEs make a major contribution to the growth and employment in the EU. In today’s fierce competition in the market economic activities the SMEs had gradually developed into a major force for national economic and social development in every country of world. The aim of this article is to examine the approach to innovativeness and competitive aggressiveness between males and females in the segment of small and medium-sized enterprises. Based on the results of the questionnaire which was conducted in May 2015 in the Czech Republic we tried to test four hypotheses on the relationship between the gender of entrepreneurs of SMEs and their attitude to innovativeness and competitive aggressiveness. The results of our research have pointed out some differences between genders. Men-entrepreneurs who do business in the segment of SMEs in the Czech Republic are slightly more innovative and are significantly more aggressive in regard to competitors than women, as they apply aggressive approach and their companies are perceived as aggressive.

Social overhead capital (SOC) is the basic requisite of national economic activities, which is directly related to competitive power in industry and to the quality of people's living. The improper investment and poor management system concerning SOC during past years caused the lack of SOC facilities in many areas. Furthermore, expected future environment such as: an abrupt increase in SOC demand, a limitation of natural resources, the change of both political and economical situation in and outside the country, the change of the consumers' behavior, the rapid rise of land value will make SOC problems even more difficult. Therefore it is right time to study the long-term investment strategies of SOC for coming 21st century that may provide SOC systematically and efficiently.

The establishment and development of border gate economic zones (KTCK) is not only an important driving force for border gate and local economic development in the border areas but also contributes to the national economic development. From the point of view, development of the border gate economic zone does not mean a rapid increase in the number of economic zones, but the development and improvement of the quality of economic activities in the border gate economic zones. This paper analyzes the conditions and content of the border gate economic zone development, as well as showing the models of border gate economic zone that can be applied , thereby, suggesting solutions to promote the development and improvement of economic activities of Vietnam's border gate economic zones in the coming time. This article discusses the current issues of the development of the digital economy. The significant role of information technologies in the development of modern production and services is noted. The development of digital means of economic activity creates new risks that are not yet sufficiently taken into account by modern economic mechanisms. The digitalization of economic activity is the basis for the emergence of new types of economic activity, as well as a fundamental change in traditional ones. The Digital Economy of the Russian Federation program is a set of measures in various fields of activity aimed at stimulating the creation of an information society. According to the" Strategy for the Development of the information Society in the Russian Federation for 2017-2030", a distinctive feature of the information society is the critical level of influence of information on the economic, socio-cultural living conditions of citizens. Such a definition takes into account the possibility of applying certain information in economic activities. Consideration of such changes should be reflected in the Information Security Document, the updating of which is an actual issue of national economic security.

Supervision of market activities and competition in Islam has existed since the time of Prophet Muhammad PBUH and, at the same time, became a duty of an official called a muhtasib (supervisor). Al-Hisbah, as a controller institution for economic activities and market competition, aims to uphold the amar ma'ruf nahi munkar (commanding the good and forbidding the evil). Meanwhile, KPPU, as an independent institution, functions as a controller of the practice of monopolies and unfair business competition in Indonesia under the principle of economic democracy to support national economic development. This research uses the juridical-normative method with a historical and conceptual approach. Having compared the role of KPPU in supervising business competition to al-hisbah institution in Islam, this study finds out that KPPU, in general, is similar to al-hisbah on account that the substance and the values contained in al-hisbah have been embedded in KPPU especially in upholding amar ma'ruf nahi munkar in economic activities and business competition.
