Abstract There is a program called the national fish barn (Lumbung Ikan Nasional), which aims at delivering fish to consumers from the the country’s most productive fishing areas, namely Maluku. The program has focused on the preparation of integrated ports and concerns aspects of the readiness of the participating districts and cities. This paper was based on a research conducted in January – March 2021, with an objective to assess their readiness indexes, covering five related dimensions: ecological, economic, social, institutional, technological. Analytical tools used in this study were multi dimentional scaling and prospective analysis. The multidimensional scaling (MDS) data was obtained through mail surveys involving fisheries service officials in 11 districts and cities. Applyng the same technique, data collection for prospective analysis involving local university scientests. The results of MDS analysis showed that 11 districts and cities demonstrated readiness indexes categorized as ‘fairly prepared to very prepared’ for the ecological, economic and social dimensions. Challenges are found in the institutional and infrastructure dimensions, where there are a number of districts and cities indexed ‘less prepared’ or even ‘unprepared’. The research concluded with the result of prospective analysis, which then become policy implication of this research; in this case, it is recommended that a number of attributes should receive attention to improve the readiness indexes of participating districts and cities. These attributes are: ‘market opportunity’, ‘business competitiveness’, ‘participation of entrepreneurs’, ‘financial institutions’, ‘information infrastructure’

Currently in Indonesia Islamic Bank has gained a place and interested in the community, causing many emerging Syari'ah Bank and Financial Institutions of the syari'ah, and products in Islamic banks are widely used is murabahah financing. The formulation of the problem in this research are: (1). How is the implementation of the sale and purchase through murabahah financing between Bank Muamalat Harkat with customers. (2). Is trading system murabahah financing between Bank Muamalat Harkat and customers have been according to the principles of Syari’ah. (3). How murabahah financing efforts to resolve the breach between the customer and Muamalat Harkat. This research method is empirical legal research, this study was conducted in Bank Muamalat Harkat based data collection through field research such as interviews, observation and description as well as information from respondents through library research. The results of this research are: before an agreement Bank to assess carefully the prospective customer in the form of a comprehensive analysis and is divided into several stages, such as the assessment using the principle of 5C Character (Character of the debitor), Chapacity (Capability Candidate Debitor) , Capital (Capital candidate Debitor), Collateral (Collateral candidate Debitor) and Condition of economy (economic condition of the prospective Borrower). Trading system murabahah financing between Bank Muamalat Harkat with the customer has not fully based on the principles of the Syari'ah. Murabahah financing efforts to resolve the defaults can be solved by R3 is Restrukturing (Arrangement Back), Reconditioning (Terms Back) and Rescheduling (rescheduling), sales collateral and auction execution.

Financing using a sale and purchase contract is one of the most dominant financing in Islamic financial institutions. One of the Islamic microfinance institutions namely baitul maal wat tamil has two types of sale and purchase agreements on its financing products, namely the contract of sale and purchase of murabahah and bai bithaman ajil. This study discusses the concept of financing based on the sale and purchase contract, namely murabahah and bai bithaman ajil on baitul maal wat tamwil (BMT) Pahlawan Tulungagung. The things that need to be reviewed in the practice of the ajabahah and bai bithaman contract are adjusted to the points in the DSN-MUI Fatwa on murabahah financing. This study uses qualitative methods with descriptive case study strategies. Data collection through interviews with four respondents consisting of financing managers, managers and two members of the financing of buying and selling financing and documentation. Interpretation and conclusions are made by linking between data obtained in interviews and documentation. The results of the study show that the concept of financing murabahah and bai bithaman ajil in BMT Pahlawan is not fully in accordance with the DSN-MUI Fatwa regarding the purchase of goods. However, this is still tolerated because of the limitations of BMT to purchase goods which then applies the Al-hajatu tunazzilu rule, manzilata al-dharurah, which is a requirement or need to occupy an emergency position so that the purchasing system is allowed.Keywords: Financing, Murabaha, Bai bithaman ajil, DSN-MUI, BMT Pahlawans

Islamic Financing Products have started to grow rapidly in the current banking and financial industry at this time. This situation can be seen through the increase of Islamic banking assets for several years, in addition to the inclusion of more institutions offering Islamic products. Sharia Gold Pawn Products is the delivery of marhun (collateral goods) from the rahin (customers using mortgage financing) to the bank as a guarantee of part or all of the debt. This research is field (field research) with data collection method through observation, interview and documentation study in data collection. The author concludes that the application of Rahn's contract on Sharia gold mortgage financing at Bank BRI Syariah has been in accordance with the National Sharia Board Fatwa and there are several things that must be improved so as not to conflict with Sharia principles

Cost effective data collection is an important methodological issue for small and medium enterprise (SME) researchers. There is a generally held view that mail surveys are the most efficient means of collecting empirical data, despite the potential difficulties associated with low response rates. To enhance the usefulness of mail surveys, researchers have suggested a variety of strategies aimed at improving response rates. While previous studies have examined the effect on response rates of many of these strategies, their impact on data quality and on the cost effectiveness of data collection is less well understood. This study evaluates four response–inducing strategies (printing the survey instrument on colored paper, telephone pre–notification, payment of a monetary incentive, and a follow–up mailing) in terms of their effect on data quality, response rates, and cost effectiveness for a population of SMEs.

AbstractSupreme Court Regulation (PERMA) No. 14 of 2016 concerning Procedures for Settling Sharia Economic Disputes requires the readiness of the handling of professional religious justice apparatus, including in the Giri Menang religious court, NTB, where this research was conducted. The jurisdiction of the religious court covers two districts, namely West Lombok and North Lombok. The high economic activity of the people in contact with sharia financial institutions in the two districts allows many cases to be accepted. This study uses a descriptive qualitative approach with a focus on the response of the judges about their authority in handling sharia economic cases and to see their readiness to settle cases after the issuance of PERMA. Data collection methods used are observation, documentation, interviews and questionnaires were distributed to 12 respondents, namely all judges in the PA. The results of the analysis show that in general the judges responded positively to the authority to handle sharia economic cases. In addition, they were ready to settle the sharia economic dispute after the issuance of PERMA.AbstrakKeluarnya Peraturan Mahkamah Agung (PERMA) No. 14 Tahun 2016 tentang Tata Cara Penyelesaian Sengketa Ekonomi Syariah menuntut kesiapan penanganan dari aparatur peradilan agama secara profesional termasuk di pengadilan agama Giri Menang, NTB, tempat penelitian ini dilakukan. Wilayah yurisdiksi dari pengadilan agama tersebut meliputi dua kabupaten, yaitu Lombok Barat dan Lombok Utara. Tingginya aktifitas ekonomi masyarakat yang bersentuhan dengan lembaga keuangan syariah di kedua kabupaten tersebut memungkinkan munculnya banyak perkara yang akan diterima. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan fokus pada respon para hakim tentang kewenangannya dalam menangani perkara ekonomi syariah dan untuk melihat kesiapan mereka dalam menyelesaikan perkara pasca keluarnya PERMA tersebut. Metode pengumpulan data yang digunakan, yaitu observasi, dokumentasi, wawancara dan kuesioner yang disebar kepada 12 responden, yaitu seluruh hakim yang ada di PA tersebut. Hasil analisis menunjukkkan bahwa secara umum para hakim merespon positif atas kewenangan untuk menangani perkara ekonomi syariah. Selain itu, mereka telah siap dalam menyelesaikan perkara sengketa ekonomi syariah pasca keluarnya PERMA tersebut

Matrices are among the main analytical tools used in marketing. The present paper focuses on the possibility to make them consistently explorative of a business prospect, not just in a mechanical way but in a logical and quantitatively probabilistic way. Matrices, being static, appear in contrast with the real meaning of marketing itself (being a verb it is an action). Actually, lack of the matrices is that they do not consider the temporal evolution and offer a very simple and static frame and indeed a snapshot of the business environment. The purpose of the present paper is to understand “to what extent the matrices can be improved to perform dynamic prospective analyses, thanks to specific improvements”: - Complex variables - Cartesian plan and derived curves - Use of the chronotropic quadric-dimensionality through spacetime factor influencing the mechanical results It is considered only the case of the four cells based matrix (and experimentation is pursued via the Ansoff’s one), leaving the nine-cell based matrices to the field of actual limitations and future improvements. The standard format can be implemented by the adoption of new format and complex variables, which are holistic, and through the utilization of a temporal ratio, to show the temporal dynamism and make them suitable for prospective analysis and become a tool of management of the company’s evolution.

This paper attempts to examine the absence of a Shariah Governance Framework (SGF) in Malaysian’s Government Linked Investment Companies (GLICs). A GLIC is essential for the Malaysian economy, while SGF is practiced by the Islamic Financial Institutions (IFIs) in Malaysia to ensure end-to-end Shariah compliant process in the business operation of the banks and takaful operators. When the GLIC aims to provide Shariah compliant returns to their investors (public), the move should be supported by all stakeholders as majority of the investors of the GLICs are Muslims, and thus the demand for a Shariah compliant dividend is expected. As for the IFIs in Malaysia, the Central Bank of Malaysia requires all IFIs to establish an SGF to ensure their activities comply with Shariah principles. The question arises whether this requirement should be practiced by the GLICs too. This paper examines the importance of SGF to be established by the GLICs. Since this study is focusing on the importance of SGF in GLICs, interviews and document analysis methods are used for data collection. Abstrak Makalah ini cuba meneliti permasalahan mengenai ketiadaan Kerangka Tadbir Urus Syariah (Shariah Governance Framework atau SGF) di Syarikat Pelaburan Berkaitan Kerajaan (Government Link Investment Companies atau GLIC) di Malaysia. Syarikat Pelaburan Berkaitan Kerajaan adalah penting untuk ekonomi Malaysia, sementara Kerangka Tadbir Urus Syariah merupakan peraturan yang  dipraktikkan oleh Institusi Kewangan Islam (IKI) di Malaysia untuk memastikan proses patuh Syariah dipatuhi secara keseluruhan dalam setiap aspek operasi bank Islam dan pengendali takaful. Apabila Syarikat Pelaburan Berkaitan Kerajaan menjalankan perniagaan bertujuan untuk memberikan pulangan patuh Syariah kepada pelabur mereka, langkah tersebut harus disokong oleh semua pihak yang berkepentingan kerana majoriti pelabur Syarikat Pelaburan Berkaitan Kerajaan  adalah beragama Islam yang mengharapkan dividen yang patuh Syariah. Di Malaysia, Bank Negara Malaysia menghendaki semua IKI mengamalkan Tadbir Urus Syariah untuk memastikan aktiviti mereka mematuhi prinsip Syariah. Persoalan yang timbul adakah syarat ini juga harus dipraktikkan oleh Syarikat Pelaburan Berkaitan Kerajaan. Makalah ini mengkaji sama ada perlunya Kerangka Tadbir Urus Syariah ditubuhkan oleh Syarikat Pelaburan Berkaitan Kerajaan ini. Kajian ini akan memfokuskan pada keperluan Kerangka Tadbir Urus Syariah dalam Syarikat Pelaburan Berkaitan Kerajaan di mana kaedah temuduga dan analisis dokumen adalah kaedah yang digunakan untuk pengumpulan data. Kata Kunci: Syarikat Pelaburan Berkaitan Kerajaan, Kerangka Tadbir Urus Syariah, pematuhan Syariah, kewangan Islam.

<p>Tobacco commodities Besuki Na-Oogst in Jember regency of production continue to decrease. The decline in tobacco production Besuki Na-Oogst caused by erratic weather, high rainfall, volcanic ash mounts roar. The purpose of this research to analyze the sustainability status of tobacco commodities Besuki Na-Oogst seen from the ecological, economic, and social dimension. The method of analysis used in this research is descriptive method and RAP-Tobacco analysis with Multidimensional scaling method. The result of the research shows that the agribusiness system of tobacco commodities Besuki Na-Oogst is still not related, the relationship between subsystems of supply of production facilities, cultivation subsystem or farming and supporting service subsystem still not close. The sustainability status of multi-dimensional Na-Oogst tobacco commodities including ecological, economic, and social dimensions shows that tobacco Besuki Na-Oogst commodities are on a sustainable status with an index value of 58.27 which means the index values are all dimensions including: ecological, economic dimension, and social effect on the sustainability status of tobacco commodities besuki Na-Oogst and most farmers in Wuluhan sub-district still want to grow besuki Na-Oogst tobacco.</p>
