Abstract This article analyzes the impact of the construction of the Cinere-Jagorawi (Cijago) Toll Road Section II, which connects the Bogor Highway and the Kukusan area on the environment around the toll road construction site. Most of the Kukusan areas affected by the toll road construction project are open areas and shrubs, which are habitats for wild animals, especially snakes so that the balance of snake habitat in the area is disturbed. The research method used in this study is the historical method which consists of four stages, namely heuristics, verification, interpretation, and historiography. In addition to books obtained from several libraries, the data used in this study were also obtained from interviews with people living near toll road construction projects, especially ornamental plant traders. This research shows that environmental changes due to the construction of toll road infrastructure impact the disruption of the habitat of several wild animals and an increase in temperature and concerns about the availability of clean water in the future, especially in the Kukusan area.

Toll roads are one of the infrastructural elements that drive an economy, and their existence can facilitate the equitable development of a country. These roads can serve as measures of the economic progress in a nation and show its readiness for a civilization characterized by simple but fast-paced activities. In the Indonesian context, toll road construction during the administration of President Joko Widodo was carried out on a massive scale. From 2014 to 2019, 1,235 km of toll roads were built throughout Indonesia. This extensive construction project exerts various positive and negative socio-cultural and economic effects on non-natural aspects of public administration ecology, but adverse effects on the natural environment are more prevalent. The government’s policies on the construction of toll roads have focused only on the consideration of benefits related to the distribution of goods and people (economic aspects). No deliberation has been directed specifically to preserving environmental functions that serve as capital for the construction of toll roads. Ignoring these aspects is expected to diminish long-term environmental quality and quality of life.

Risk is a condition caused by uncertainty. Risks will occur on any construction project, including bridge construction projects. Efforts that can be taken to minimize the impact of these risks are to engage in risk management activities. This research was conducted on bridge construction work on toll road procurement project in Pejagan-Pemalang, Pemalang-Batang and Salatiga-Kertasura. The purpose of this research is to analyze the risk of bridge development project in toll road project using Risk Breakdown Structure (RBS) method and then the result as database in discussing risk response strategy. The bridge construction project has 36 risks that are divided into six groups: materials and equipment, design, human resources, finance, management, nature and environmental conditions. Bad weather risks are the higest risk and seasonal risk causing temporary work stoppages. This risk-response strategy is avoidance. Short-term avoidance response strategy is to add shift workers, install tents and add additives in the acceleration of the process of maturation of concrete. The long-term avoidance response strategy is to evaluate and rearrange the work schedule by considering the weather forecast report.

The aim of the paper is to research and analyze the impact of the type of failure on economic risks in the bidding phase, as the most important part in the management of construction projects. The survey included the impact of risk on the process of determining unit prices from the perspective of a potential contractor. Also, the failure rate and repair rate of the 34 machines from the machine park of the company for road construction were researched. On the basis of obtained parameters and depreciation periods, the operational availability of components of construction production systems was determined. The proposed methodology for estimating impact of the availability function is a modified method of the frequency balancing. It has been tested on a concrete project from the practice in the process of harmonizing construction norms of time that preceded the final adoption of the unit prices. Differences in prices are results of the system failure of construction machinery and plants and have justified a hypothesis of obtaining more realistic costs that can occur in the projects.

Mobile computing technology has an enormous potential in civil engineering, mainly in the field of construction management. This paper presents an approach by using mobile computing in a civil engineering construction project, exploring how information can be exchanged at a construction site, and how billing of quantities (BOQ), drawings and specifications are shared for the benefit of the project. One of the major obstacles in using information technology (IT) when applied to civil engineering is due to the dynamic changes in the construction activities and the diversity of construction methods as compared to other industries. This has proved to be a great disadvantage when trying to give construction sites adequate IT support. Computers require infrastructure, which can be transferred easily to the head office, but rarely to the construction site itself in a systematic way. Therefore, the impact of IT on the way the construction industry actually works has not been significantly utilized. This paper consists of two main parts. The first part defines the concept of mobile computing, describes some recent research, and stresses the potential for the construction industry. The second part is focuses on an approach, implementing mobile computing in a real construction site.

The toll road development policy of Cikopo-Palimanan tends to have an impact on changes in the social and economic conditions of the people targeted and outside the development target. On the other hand, the impact on the economy includes how employment patterns, business growth, and investment. Therefore in this study it is important to analyze How the Impact and Strategy of the Infrastructure development of the Cipali toll road generated in Majalengka District. The research method used was descriptive qualitative method with the determination of informants. The results of the study are that the impact of toll road infrastructure development on socio-economic changes, especially in mapping in Majalengka Regency with 3 research locations, in general, the changes lead to positive changes, this can be seen from economic growth above 6% per year, the industrial sector and investment are growing very rapidly, there is stretching of the economy, especially the informal sector which is increasingly dynamic. However, it is recognized that in some sectors of infrastructure development it does not necessarily mean that the community will immediately feel the benefits.

In a construction project, changes during the construction period are common. This change can be in the form of an increase or decrease in volume and type of work, changes in work specifications, or changes in the schedule for implementation. Changes in projects are often known as change orders. Change orders must be approved by all parties in a project namely, contractors, owners, and consultants. Change orders are caused by several factors such as changes in design, delays in procurement of goods, differences in field conditions, and others. The impact of this change order is felt by all parties involved in a project, but the change order has a different impact on each party involved. This study aims to determine the biggest impact of change orders from the contractor. In the questionnaire submitted the impact of change order is divided into several variables namely, the cost of quality, time, organization, and others. From the responses of respondents regarding the impact of change orders on road construction projects, an analysis was performed with the calculation of the Relative Importance Index (RII), and the biggest impact was obtained. Before the data is processed with RII, the validity and reliability tests are performed first. The biggest impact of change orders caused by change orders is that change orders increase the budget for contractors, change orders increase overhead costs, increase project duration, cause project costs overruns, and change orders cause a decrease in project profits. AbstrakPada suatu proyek konstruksi, perubahan selama masa konstruksi merupakan hal yang umum terjadi. Perubahan ini bisa berupa penambahan atau pengurangan volume dan jenis pekerjaan, perubahan spesifikasi pekerjaan, maupun perubahan jadwal pelakasnaan. Perubahan dalam proyek sering dikenal change order. Change order harus disetujui oleh semua pihak yang ada dalam suatu proyek, yaitu kontraktor, pemilik, dan konsultan. Change order disebabkan oleh beberapa faktor seperti perubahan desain, keterlambatan pengadaan barang, perbedaan kondisi lapangan, dan lain-lain. Dampak dari change order ini dirasakan seluruh pihak yang terlibat dalam suatu proyek, namun change order menimbulkan dampak yang berbeda pada tiap pihak yang terlibat. Penelitian ini bertujuan untuk mengetahui dampak change order terbesar dari pihak kontraktor. Dalam kuesioner yang diajukan dampak change order dibagi menjadi beberapa variabel yaitu, biaya mutu, waktu, organisasi, dan lainnya. Dari hasil tanggapan responden mengenai dampak change order pada proyek konstruksi jalan, dilakukan analisis dengan perhitungan Relative Importance Index (RII), dan didapat dampak terbesar. Sebelum data diolah dengan RII dilakukan uji validitas dan uji reliabilitas terlebih dahulu. Dampak change order terbesar yang ditimbulkan oleh change order adalah change order menambah anggaran untuk kontraktor, change order meningkatkan biaya overhead, menambah durasi proyek, menyebabkan biaya proyek membengkak, dan change order menyebabkan penurunan keuntungan proyek.

ABSTRACT Problems faced by the government in the implementation of development include the issue of providing land for development itself, including the acquisition of land for toll road construction. because state land which is directly controlled by the state is limited or can be said to be almost nothing anymore. To acquire land for toll road development by the government by freeing people's land, both controlled by customary law, and other rights attached to it. In implementing Law Number 2 of 2012 as a juridical basis, the government carrying out land acquisition for toll road construction often creates problems both juridical and empirical.The legal concept of land acquisition for toll road development in the perspective of the right to control the state, must be returned to the nature of the public interest and the nature of the state's right to control for the greatest prosperity of the people by continuing to create development based on humanitarian principles, meaning that it must continue to prioritize and pay attention to private rights which constitute constitutional rights of the people. Keywords: Land Procurement, toll road construction   ABSTRAK Permasalahan yang dihadapi oleh pemerintah dalam pelaksanaan pembangunan diantaranya adalah masalah penyediaan tanah untuk pembangunan itu sendiri, termasuk pengadaan tanah untuk pembangunan jalan tol.  karena tanah negara yang dikuasai langsung oleh negara terbatas atau dapat dikatakan hampir tidak ada lagi. Untuk memperoleh tanah untuk pembangunan jalan tol oleh pemerintah dengan membebaskan tanah milik rakyat, baik yang dikuasai oleh hukum adat, maupun hak-hak lainnya yang melekat diatasnya. Dalam implementasinya Undang-Undang Nomor 2 Tahun 2012 sebagai landasan yuridis pemerintah melaksanakan pengadaan tanah untuk pembangunan jalan tol  sering menimbulkan permasalahan baik secara yuridis maupun empiris.Konsep hukum pengadaan tanah untuk pembangunan jalan tol dalam perspektif hak menguasai negara, harus dikembalikan pada hakekat kepentingan umum dan hakekat hak menguasai negara yaitu untuk sebesar-besar kemakmuran rakyat dengan tetap menciptakan pembangunan yang berlandaskan asas kemanusiaan artinya harus tetap  memprioritaskan dan memperhatikan hak privat yang merupakan hak konstitusional rakyat. Kata Kunci: Pengadaan Tanah, pembangunan jalan tol

The limited funding of the Aceh Jaya regency government for development, including the construction of road infrastructure and the way in which road construction projects are still inaccurate and the process of budgeting unproportional work package by the Aceh Jaya regency government itself has not been able to fully meet the needs of road development in Aceh Jaya. Therefore, the need for priority scale that can be used as the basis of consideration in the process of development of road infrastructure development program. The purpose of this study is to determine the priority order of several road infrastructure development projects in Aceh Jaya regency by selecting or considering the appropriate criteria and according to development condition in Aceh Jaya regency using Multi Criteria Analysis (MCA) method. The weight of each criterion was calculated based on an assessment of the importance between the criteria obtained by interviewing stakeholders in Aceh Jaya regency government, while the alternative road performance score was obtained by analyzing and calculating the scale of the assessment quantitatively against each criterion based on secondary data obtained from related offices. Selected criteria are accessibility, environmental aspect, area development aspect, social aspect and development cost. Social aspect criteria get the highest weight of 0.279, it can be interpreted that social aspect is the main consideration in determining priority of road development in Aceh Jaya regency, because social aspect see influence of economic growth and social welfare of society from development of road infrastructure.  Based on the consideration of these criteria, the order of priority scale of road construction project in Aceh Jaya regency, where road in Calang city, Krueng Sabee sub-district is the first priority with score value 6,72.
