In the context of growing competition between rail transport and other transport types, there is a need to improve the transportation process. In modern conditions, railway transport is the main link in the logistics chain of moving goods from the shipper to the receiver. The efficiency of the railway transport complex can be improved by using logistics principles in the organization of local work on the network sections. In this study, we suggest ways to solve the problem of improving the quality of service for freight owners and the efficiency of organizing local work, which is relevant for railways. To make decisions aimed at improving the efficiency of the organization of local work, a procedure for determining the costs of organizing and promoting local trains was developed, taking into account the costs on maintaining the railway infrastructure. Not only the operational activity of the railways, but also the quality of transport customers service, compliance with the regulatory deadlines for cargo delivery, depends on the choice of the optimal option for organizing local car traffic into trains and their promotion along the section. The option is selected by comparing the costs for each of the possible options for organizing local car traffic into trains and moving them along the section.

The Ukrainian railway transport is the leading branch in the national road transport complex. Until recently, the Ukrainian railways have been satisfying the transportation needs of the economy and the population. Today, the service life of the technical resource of railways is practically expired. Therefore, there is a threat that the railway transport fails to satisfy future transportation needs of the Ukrainian economy.According to the accounting reports of Ukrzaliznytsya PJSC, at the end of 2016, the deterioration level of the fixed assets in the industry was 69.4%. In the context of a constant budget shortfall, the most urgent issue for Ukrainian railways is focusing on activation of innovation activity. We believe that most of the schemes of the traditional economy in the 21st century no longer work; therefore, alternatives should be searched for, the most obvious of which now is the cryptoeconomy with its decentralized system. The development and implementation of innovations in the Ukrainian railway industry requires new approaches to the system of financing innovations in the country; in this respect, ICO is a modern and promising method of attracting investments.

The production process and technological operations of the transportation process are considered. The ways of solving the problems of the transportation process are determined. It is established that when creating a rational system for transporting iron ore raw materials, it is possible to reduce material costs and losses during transportation.

In the article, the ideas for the development of unmanned freight vehicles and the construction of high-speed railways are transformed into an innovative resource-efficient and high-tech solution — the creation of an Intelligent Multimodal Transport System of Russia, and the development of projects and structures for unmanned vehicle freight traffic — into the “Intelligent Container Chain” project. The proposals put forward are based on an analysis of the potential of the Russian railways and its implications for the spatial development of the Russian Federation. The trends in the development of unmanned vehicles are analyzed and it is concluded that its implementation in Russia will require the construction of specialized road, energy and digital infrastructure with the appropriate allocation of land allocation and supply of energy, communications and other technological communications. The need to search for new scientific, technological and organizational solutions is shown to achieve synergy between the demand for container road transport and the infrastructural and technological capabilities available in the railway transport system. As such a decision, the expediency of developing a new Intelligent Multimodal Transport System under the auspices of the Russian Railways was substantiated. Priority directions for the development of this system, as well as technical and investment solutions and scientific and technological tasks necessary for its implementation, have been determined. At the same time, questions have been formulated that require scientific study. The advantages of the proposed system for increasing the efficiency of using the transport space and developing a breakthrough competitive infrastructure business of the Russian Railways are disclosed. The prospect of the formation on this basis of unique high-tech groundwork is shown, which makes it possible to realize the potential of Russian science and the transport complex and has a high export potential.

The article explores the main technical parameters of modern electric locomotives in Russia. The renewal of the locomotive complex directly affects the quality of the transportation process. Due to the growing volume of cargo transportation, the intensity of passenger train traffic between large cities, the growth of transit container traffic, the existing dilapidated rolling stock needs updating to be ready for the annually increasing demand for rail transportation.

The monograph is devoted to the generalization of the factors of railway transportation in Western Siberia and their influence on the formation of the experience of saving transportation resources in 1965-1991. The basic factors are considered such as the natural conditions and the production apparatus of the region, the development of a program-oriented approach to the development of the territory and the formation of the material base of railway transport in its space. These components are considered as historical challenges for the design of labor initiatives "from below". These initiatives are classified into three groups: speeding up the turnover of wagons, using the locomotive fleet, and saving fuel, energy, and other" variable " resources of the railway transportation process. The issues are considered taking into account the trends of fading opportunities for the Soviet model of system-wide development. Discussed issues that affect the reliability of various elements of the infrastructure of railway transport, such as the railway track, power supply devices, artificial structures, rolling stock, automation devices, telemechanics and communications. The main technical devices of railway transport are listed. The classification of failures in the operation of technical means of transport is given, depending on their category; classification of technical equipment, the failures of which are subject to obligatory accounting or to be accounted for in cases of their influence on the transportation process in accordance with regulatory documents in force in railways. As a result of working with the initial data on failures that caused train delays, the main services involved in the occurrence of failures in the operation of technical equipment at the Northern Railway training ground were identified; also provides an analysis of failures in the operation of technical equipment in the regions of the Northern Railway. Classifier of the causes of failures in the operation of technical facilities by services and the causes of the occurrence on the Northern Railway, which most failures fall on, is formed; identified the main reasons for the failure of the relevant units of the railway transport. The dependence of the available bandwidth on the reliability coefficient is given.

The authors examined the scientific basis for managing environmental and economic risks in the transport of dangerous goods by rail. The importance of optimizing the monitoring of environmental safety and the organization of environmental risk management was noted. The paper presents the interrelation of the functional strategy of ensuring the reliability of the transportation process with other strategies. A new functional strategy and a schematic diagram of the environmental management system for making management decisions to optimize environmental management in railway transport have been proposed. A conceptual apparatus has been developed to identify and determine environmental risks and the principle of their management during the transport of dangerous goods by railway transport.

The growth in railway cargo carriage, followed by the search for its more efficient implementation results in the need to improve the regulatory framework for interaction of all participants in the transportation process on railways and the technology of organization of moving and processing of car flows on public tracks, reducing existing costs. This explains topicality of reducing shunting operations through flexible arrangement of wagons by destination stations. The objective of the study is to develop the technology of «virtual sorting of empty cars». The work has used methods of system analysis and the specific tools of railway traffic management and control. The technology is based on replacing physical rearrangement of empty cars when performing shunting work by introducing changes into the documents, that accompany the car, regarding the destination station and the recipient. It allows to reduce the planning horizon of turnover of empty cars by clarifying their destination assignments within the delivery process and, as a consequence, to obtain a significant economic effect by reducing the costs of processing transit car flows, by reducing the risks of not providing empty cars for loading, by attracting additional loading volumes, by accelerating the turnover of cars and other effects. Ultimately, the implementation of the suggested technology can increase the competitiveness of railway transport.
