Police Response to Juvenile Gangs and Gang Violence

Street gangs are prevalent throughout the United States. Recently, law enforcement agencies estimated there are approximately 30,000 gangs and 850,000 gang members across the United States. Gang members commit assaults, street-level drug trafficking, robberies, and threats and intimidation. However, they most commonly commit low-level property crime and marijuana use. Rival gang members or law-abiding citizens are often the targets of these crimes. Other than crime, the influence of gangs can disrupt the socializing power of schools, families, and communities. These institutions help socialize young people to learn and follow the appropriate rules of a law-abiding society. The presence of gangs and gang-related activity induces fear in the local community and great concern among citizens, impacting the quality of life of neighborhoods and cities. To confront these concerns, law enforcement is often considered the first line of defense. Despite the tenuous relationship between law enforcement and gangs, police officers have special knowledge and access to gang members and at-risk youth, which puts law enforcement in a unique position to reduce juvenile gang violence through prevention, intervention, and suppression efforts. There are several ways in which law enforcement responds to gang violence. In its efforts to prevent gang violence, law enforcement plays a crucial role in regulating gang activity and in preventing those at risk of joining gangs. Primary prevention is broad in scope as the programs and strategies focus on the entire community. Primary prevention programs, such as the Gang Resistance Education and Training (GREAT) program, target a wide population and attempt to teach youths the skills to resist peer pressure to join a gang. Secondary prevention programs narrow their focus by identifying and reaching out to youths at risk for joining gangs. Secondary prevention programs, such as Los Angeles’s GRYD Secondary Prevention Program, offer psychological and substance abuse counseling, tutoring, and employment training, among other services. Law enforcement can also reduce gang violence through intervention by implementing strategies that provide alternatives to gang membership and strategies that prevent gang activity. Gang alternative programs, such as the Gang Employment Program (GEP), aim to get individuals to leave their gangs, but also provide opportunities to prevent the individual from rejoining the gang. Gang activity prevention strategies, such as the Dallas Anti-Gang Initiative’s enforcement of curfew and truancy laws, focus on specific activities, places, or behaviors associated with gang activity. These strategies typically include special laws, mediation, and situational crime prevention strategies. As a last resort, law enforcement responds to gang violence through suppression strategies. Suppression strategies are deterrence-based strategies. Although the effectiveness of these aforementioned programs varies, law enforcement is better utilized in a prevention capacity rather than an enforcement one. Moreover, law enforcement should not tackle gang violence alone, but in partnership with other community organizations and stakeholders such as Boston’s Operation Ceasefire or Chicago’s Project Safe Neighborhoods. These partnerships with community organizations and visible commitment to combating gang violence through prevention and suppression efforts can build trust and increase police legitimacy in at-risk communities.

It was once presumed that costs of Internet adoption were too great for gang members to absorb. They lacked the financial resources to access the Internet or the technological know-how to use it. That is no longer the case, which leads to two questions: What are gang members doing online? What are the responses to gangs online? The growing research on this topic indicates that gang members are online and using the Internet at a rate comparable to their peers. This occurs in the United States and abroad. Gangs do not exploit the Internet to its criminal potential, even though the law enforcement community suggests otherwise. This is most likely due to the low technological capacities of gang members. However, gang members do engage in higher rates of crime and deviance online than their non-gang peers. Gang members also use the Internet to posture, provoke, and project group power, particularly on leading social media platforms such as Facebook, Twitter, and YouTube, which in turn allows activities occurring online to have ramifications for crime and violence offline. It is debatable whether online space is as important to gangs as physical space, but the Internet is undoubtedly a valuable medium to gangs. The potential for conflict and the posting of gang images has attracted the attention of law enforcement as well as researchers to document this activity. Platforms are being developed to anticipate the spilling of online gang conflicts offline. Since the Internet is a value-neutral medium that engages youth and young adults, it is anticipated that social media and the Internet will continue to appeal to gangs and gang members for the foreseeable future.

PurposeThe purpose of this paper is to compare gang member identification methods across regions in the United States as reported by law enforcement.Design/methodology/approachThe data were collected through surveys with various law enforcement jurisdictions in both urban and rural communities across the United States. Methods of gang member identification were compared across the United States. Region through the use of Ordinal Logistic Regression and Multiple Imputation.FindingsThe results reveal that there are systematic variations in methods of gang member identification across regions in the United States. Specifically, the West is significantly more likely to identify gang members through associations or arrests with known gang members, symbols and self-nomination compared to other regions. The South, Northeast and Midwest regions are significantly more likely to identify gang members through a reliable informant compared to the West.Originality/valueResearch has not compared gang member identification methods across region in the United States or examined how variations in gang member identification methods potentially impact the accuracy of reported gang problems and prevalence.

Humans cause more than 55% of wildfires on lands managed by the USDA Forest Service and US Department of the Interior, contributing to both suppression expenditures and damages. One means to reduce the expenditures and damages associated with these wildfires is through fire prevention activities, which can include burn permits, public service programs or announcements, outreach efforts to schools, youth groups and equipment operators, and law enforcement. Using data from 17 US Bureau of Indian Affairs tribal units, we modelled the effect of prevention programs and law enforcement on the number of human-caused ignitions. We also included weather and lagged burned area in our estimation of fixed-effects count models. The results show that prevention activities led to significant reductions in wildfires caused by escaped campfires, juveniles, fire-use (e.g. escaped debris burns) and equipment. Increased law enforcement resulted in fewer incendiary- and equipment-caused wildfires. Using average suppression expenditures by wildfire and our estimate of avoided wildfires per additional year of prevention, we estimate partial benefit–cost ratios of greater than 4.5 for all Bureau of Indian Affairs regions for the continuation of the prevention program.

Abstract Background Shigella infection typically manifests as a self-limited gastrointestinal illness (shigellosis) and affects some populations disproportionately, including children, travelers, people experiencing homelessness, and men who have sex with men (MSM). Healthcare professionals (HCPs) are positioned to play an active role in the prevention and control of shigellosis but may not be aware of the multiple routes of Shigella transmission, risk factors, and prevention strategies. Methods Porter Novelli Public Services’ Fall DocStyles 2020 web-based survey was administered to HCPs in the United States to assess their clinical practice and knowledge about many health-related issues. Questions about acute diarrhea and shigellosis were completed by pediatricians, primary care physicians, nurse practitioners, and physician assistants. We analyzed responses to four questions related to Shigella transmission, risk factors, prevention, and barriers to patient education. Results Of the 2196 panelists contacted, 1503 were included (68% response rate). Most identified contaminated food and water as potential routes of Shigella transmission (84.9% and 78.8%, respectively), but substantially fewer recognized person-to-person contact (39.5%), fomite transmission (32.5%), or sexual activity (17.6%) as ways adults can become infected. Similarly, MSM were infrequently identified as being at risk for shigellosis (34.5%). Many HCPs reported counseling patients to wash hands and avoid food preparation when ill with Shigella (85.9% and 77.2%), but only 29.4% reported recommending avoiding sex. Only 7.1% of respondents correctly identified all routes of transmission, 21% identified all risk factors, and 22% identified all prevention strategies. Delay in diagnosis was the most frequently reported barrier to educating patients about shigellosis. Conclusion HCP knowledge of shigellosis is incomplete. Identified gaps in knowledge were related to MSM as an at-risk population and transmission of Shigella through fomites and person-to-person contact (including sexual contact). Informing HCPs about transmission, risk factors, and opportunities for prevention could improve recognition and stop the spread of shigellosis in vulnerable communities. We describe a gang violence intervention and define targets for prevention. At-risk youths were identified through courts, public schools, and law enforcement regarding gang-related activities. They participated in “A Second's Chance,” a true-to-life mock emergency department resuscitation and death of a gang member provided over an 18-month period. A questionnaire was completed by each participant. Forty-nine youths identified as at risk for gang involvement participated (37 male and 12 female, P < 0.001). Average age was 14.5 years (range, 10 to 19 years); 32 were black, 9 Hispanic, 6 white, and 2 other ( P < 0.05). Seventeen (35%) had prior arrests ( P = 0.059), 13 (77%) of whom had multiple arrests ( P < 0.05). Forty-one (84%) reported a family member jailed ( P < 0.001). Forty-two (86%) witnessed neighborhood criminal drug activity ( P < 0.001). Household leadership was predominately maternal (24 [49%], ( P < 0.05). Forty-four (90%) participants provided positive meaningful responses to the intervention ( P < 0.001). Gang violence prevention should be channeled through maternal family members. History of incarcerated relatives, acquaintances, and neighborhood exposure to drugs and crime may represent additional risk factors for gang-related involvement. Demonstrations of gang violence scenarios raise awareness to consequences of gang-related activities. Family and neighborhood characteristics should be included in development of intervention scenarios.

Genetic diseases occur in breeds used for law enforcement. As important team members, dogs are expected to operate at peak performance for several years and are significant investments for both the initial purchase and extensive, specialized training. Previous studies have not focused on causes for retirement or euthanasia as genetic (inherited) versus acquired (environmental). We performed direct mutational analysis for breed-specific conditions on samples from 304 dogs including 267 law enforcement (122 US, 87 Israeli, and 58 Polish) and 37 search and rescue dogs. Genetic testing identified 29% (n = 89) of the dogs tested to be carriers of a genetic mutation and 6% (n = 19) to be at risk for a debilitating inherited condition that may eventually impair the dog's ability to work. At-risk dogs included Labrador Retrievers (n = 4) with exercise-induced collapse, Bloodhounds (n = 2) with degenerative myelopathy (DM), and German Shepherd dogs with DM (n = 12) or leukocyte adhesion deficiency, type III (n = 1). A substantial number of working dogs were shown to be at risk for genetic conditions that may shorten the dog's career. The loss of dogs, due to early retirement or euthanasia, as a result of preventable genetic conditions has an emotional cost to handlers and financial cost to service organizations that can be avoided with genetic screening prior to breeding, buying, or training.

Abstract. Background: Given challenges that exceed the normal developmental requirements of adolescence, deaf and hard-of-hearing (DHH) youth are believed to be at elevated risk for engaging in suicide-related behavior (SRB). Unfortunately, little is known about the mechanisms that put these youth potentially at risk. Aims: To determine whether peer relationship difficulties are related to increased risk of SRB in DHH youth. Method: Student records (n = 74) were retrieved from an accredited educational center for deaf and blind students in the United States. Results: Peer relationship difficulties were found to be significantly associated with engagement in SRB but not when accounting for depressive symptomatology. Limitations: The restricted sample limits generalizability. Conclusions regarding risk causation cannot be made due to the cross-sectional nature of the study. Conclusion: These results suggest the need for future research that examines the mechanisms of the relationship between peer relationship difficulties, depression, and suicide risk in DHH youth and potential preventive interventions to ameliorate the risks for these at-risk youth.

Abstract. During the last decades, several studies have been conducted on the effectiveness of sexual abuse prevention programs implemented in different countries. In this article, we present a review of 70 studies (1981–2017) evaluating prevention programs, conducted mostly in the United States and Canada, although with a considerable presence also in other countries, such as New Zealand and the United Kingdom. The results of these studies, in general, are very promising and encourage us to continue this type of intervention, almost unanimously confirming its effectiveness. Prevention programs encourage children and adolescents to report the abuse experienced and they may help to reduce the trauma of sexual abuse if there are victims among the participants. We also found that some evaluations have not considered the possible negative effects of this type of programs in the event that they are applied inappropriately. Finally, we present some methodological considerations as critical analysis to this type of evaluations.
