Peace Operations

Peace operations involve the expeditionary use of uniformed personnel (police and/or military) whose mission is to help secure “international peace and security.” In many ways, peace operations are the most visible activity of the United Nations with a mandate to deter armed conflict through preventive deployment or help to kick-start a peace process through peacemaking initiatives, among other purposes. Peace operations can be grouped into several categories, including preventive diplomacy, peacemaking, peacekeeping, post-conflict peacebuilding, and peace enforcement. There are three clusters of approaches that have tried to think conceptually about the relationship between peace operations and broader processes of global politics: global culture, critical theory, and cosmopolitanism. Questions of success and failure in peace operations have been tackled in the literature, which includes the UN’s own reports as well as books and articles appearing within a range of academic disciplines. Scholars have also analyzed the many challenges facing peace operations ranging from civilian protection and gender issues to public security and policing, privatization, intelligence provision, and state-building. Overcoming these challenges will require, at a minimum, new ways of thinking about the problems concerned, new ways of organizing the relevant institutions, and getting the would-be state-builders to allocate substantial resources. There are also some important questions that deserve greater attention; for example, what types of non-UN peace operations are most effective, under what conditions, and how they compare with UN operations, or how a world order can be constructed in which the peacekeepers have put themselves out of business.

This article examines the relationship between the Women, Peace and Security (wps) agenda and the Responsibility to Protect (R2P). R2P remains ‘gender-blind’, inadequately addressing gender issues encompassed within the wps agenda. Currently, women are limited by gendered structural inequalities and marginalisation in conflict, where the wps agenda has failed to be incorporated in R2P and broader conflict mechanisms. I argue that the wps agenda and R2P are mutually beneficial and complementary in their protection mandates to enable lasting peace. I identify three common intersecting commitments of these two normative frameworks to provide a more holistic, gender-sensitive approach to conflict. These are prevention and early warning systems, protection and gender-sensitive peacekeeping, and women’s participation in peace processes. I conclude that identifying common areas of engagement could potentially effect positive changes for women and men on the ground in conflict prevention and protection, and post-conflict reconstruction.

The un peace operations have undergone significant revisions to calibrate mission mandates in tandem with emerging threats to international peace and security, especially non-traditional security (nts) threats that stem from governance challenges. These multidimensional missions essentially perform statebuilding interventions (sbis) through capacity-building programmes. The future of these missions depends on negotiated political settlements that facilitate the creation of accountable institutions and inclusive societies. Scholars debate the future of un peace missions, especially as it relates to stabilization operations. On the one hand, are the “narrowers” who believe that peace operations should remain focused on stabilizing state authorities. On the other hand, are the “broadeners” who favor people-focused stabilization operations. This article argues for a broad approach. Focusing on the role of regional organizations under Chapter viii of the un Charter, it argues that successive failures by the African Union to implement its doctrinal instruments, particularly the Post Conflict Reconstruction and Development Policy, the African Charter on Democracy, Elections and Governance and the Common African Defence and Security Policy has narrowed its peace interventions in Africa to peace enforcement operations. To be relevant, the African Union needs to focus on the challenges of governance in Africa.

AbstractUN peace operations have increasingly focused on the importance of “local ownership.” The logic is simple. For peace operations to succeed in helping war-torn states to create accountable, democratic institutions grounded in the rule of law, peace operations need to internalize democratic principles by making UN missions accountable to different domestic constituencies—crossing ethnic, religious, racial, social, and gender lines—within the war-torn country. As part of a special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay argues that while there is widespread consensus among UN member states and UN bureaucrats that local ownership is necessary, UN peace operations have faced significant obstacles to creating true local ownership. These obstacles include the UN's focus on host-government ownership; the challenge of creating trust with different domestic constituencies that represent diverse perspectives; the supply-driven nature of UN intervention; and the mismatch between the UN's ideal post-conflict state and the preferences of post-conflict societies. To make UN peace operations more responsive to post-conflict societies, UN staff often have to bend or break rules established only to hold them accountable to their member states.

The concept of "other", which is made attractive by different discourses in the consumption culture, is presented to users as an object to be consumed. The other phone, the other house, the other body, etc., which the consumers desire to reach. advertisements are always made more attractive than what they have. In a sense, instead of marketing products to people in line with their needs, new needs are tried to be marketed to this audience. As a result, in today's rapidly changing world, the necessity of going beyond traditional stereotypes has arisen in understanding consumer behavior. While examining the purchasing behavior of consumers, some new facts brought about by the changing and globalizing world order should also be taken into account, apart from the classical factors. Advertising is one of the most important concepts that trigger social consumption. Advertisements reach the target audience through different channels and television advertisements take a large share of this part. What is important for a company that advertises is that it prefers its own brand among the many different brands when the consumer goes to the market. However, with the emergence of many similar brands in the same categories, classical advertisements are not enough for a product to be the first choice in the minds of the consumer. In this study, how the desire factor that is tried to be evoked in television commercials is processed in the commercials. The relationship between the interest levels of consumers' gender identities and socioeconomic status levels regarding advertisements and the effect of these concepts on the shaping of consumption culture is discussed in scale.

Purpose This paper aims to scrutinize some determinants that affect the functions and roles of contemporary parliaments. In particular, such parliaments attempt to involve in new areas that were not represented in parliamentary study and to play new roles in the areas of development, diplomacy, the establishment of post-conflict peace rules and achieving the objectives of the sustainable development. The study found that the most important determinants affecting the new roles of contemporary parliaments are the constitutional and legal frameworks. Design/methodology/approach This paper adopts three basic methodologies so as to reach some applicable scientific findings that can be generalized. The researcher has used the descriptive methodology, to shed light on the parliament’s various activities and new roles and to take note of the many surrounding factors and available dimensions that enable parliaments to perform such roles. The researcher has also used the comparative methodology, to study parliaments with a view to identifying their roles in a way that includes their similarities and dissimilarities and the possibility of generalizing the outputs. Findings The paper has reached many findings, the most important of which are: first, the need to present appropriate amendments to the constitutions to give space to parliaments to play more effective and influential roles. Second, the internal regulations of parliaments must be in line with the attitudes and aspirations of the parliament and its members, giving appropriate cover for playing new roles in various areas. Research limitations/implications This study has found that contemporary parliaments can play new roles in various fields, whether internal or external and in different sectors as well, as a result of the great developments and complexities introduced around the world. Such developments and complexities have cast a shadow on governments and affected their abilities in dealing with the issues immediately because of the enormous challenges in addition to the ongoing developments occurring to the legislative systems in the world, at the technical level of the departments and secretariats of contemporary parliaments or for members of Parliament and the institution as a whole. Practical implications The new roles of contemporary parliaments have been affected by the determinants of the research, which are the constitutional framework, the legislative framework, the relationship between Parliament and civil society and the relationship between Parliament and the government. These factors cast a shadow over the expansion or contraction of the attempts of modern parliaments to play new roles. Social implications This study has found that contemporary parliaments can play social roles in various fields of a social nature, which is find solutions to the problems experienced by societies emerging from civil wars, which need national reconciliation, for example, the reconciliation of the ethnic tribes carried out by the Iraqi council of representatives between the local tribes to resolve the internal problems, in addition the role of Borondian council by it is trying end the conflict between the tribes of Hotsi and Tutsi. Originality/value The importance of the study stems from the fact that it focuses on the most important determinants of the new roles of contemporary parliaments that may be conducted outside the traditional framework of the parliament's study of legislation and supervision. Such contemporary parliaments have played new roles that take the form of political, economic, social, humanitarian, diplomatic and environmental works and other works concerned with the climate and their attempts to end internal and external conflicts and disputes.

Abstract Recent scholarship across a range of disciplines has critically engaged with the concept of trauma, interrogating its role in political processes such as commemoration, post-conflict reconciliation, and identity formation. Together this scholarship has called for a rethinking of trauma in order to more accurately represent the social and political dynamics of the concept. However, while offering insights into the politics of trauma, this literature remains distant from the concept's original discipline—psychiatry. This article contends that Frantz Fanon, as a psychiatrist and political revolutionary, presents a unique viewpoint from which to problematize the relationship between psychiatry and politics as it continues to structure trauma (and trauma scholarship) in the present day. Drawing on Fanon's sociogenic psychiatry, it argues that both Fanon and contemporary approaches to trauma are constrained by an exclusive, Eurocentric psychiatry. Subsequently, it contends that a rethinking of trauma is insufficient. Rather, a decolonization of psychiatry is required. Three themes in Fanon's practice—the universal, morality, and gender—demonstrate the necessity of engaging with psychiatry's positionality within the contemporary sociogenic principle. Here, international political sociology provides for an analysis of trauma attentive to the relationship between society, health, and power.

Abstract. The ratio of second to fourth finger length (2D:4D ratio) is sexually dimorphic with women having higher 2D:4D ratio than men. Recent studies on the relationship between 2D:4D ratio and gender-role orientation yielded rather inconsistent results. The present study examines the moderating influence of nationality on the relationship between 2D:4D ratio and gender-role orientation, as assessed with the Bem Sex-Role Inventory, as a possible explanation for these inconsistencies. Participants were 176 female and 171 male university students from Germany, Italy, Spain, and Sweden ranging in age from 19 to 32 years. Left-hand 2D:4D ratio was significantly lower in men than in women across all nationalities. Right-hand 2D:4D ratio differed only between Swedish males and females indicating that nationality might effectively moderate the sexual dimorphism of 2D:4D ratio. In none of the examined nationalities was a reliable relationship between 2D:4D ratio and gender-role orientation obtained. Thus, the assumption of nationality-related between-population differences does not seem to account for the inconsistent results on the relationship between 2D:4D ratio and gender-role orientation.

In this article I examine aspects of the relationship between mothers and sons from an attachment perspective in an Irish context. Through the works of Irish writers such as Seamus Heaney, John McGahern, and Colm Tóibín, I focus on particular aspects of this relationship, which fails to support the developmental processes of separation and individuation in the many men who come to me for psychotherapy. I illustrate key points concerning this attachment dynamic through the use of clinical examples of my work with two men from my practice. While acknowledging that many other cultural factors play a significant role in the emotional development of children, integrating the work of our poets, novelists, and scholars with an attachment perspective
