The New Economic Populism

While most observers and scholars of inequality focus on how the federal government has created, or at minimum failed to respond to, inequality, in this book Franko and Witko argue that this nearly exclusive emphasis on Washington, DC, is misplaced. The authors explain that this federal inaction in the face of emerging economic problems is the norm in American history because of the structure of American government and the ability of organized interests to prevent policy change in Washington. The states led the fight against new economic problems during the Progressive Era and Great Depression, and the authors argue that the states are once again leading the fight against growing inequality, a trend they call the “new economic populism.” In contrast to federal institutions and practices that encourage inactivity, because of the variation in state economic problems, public attitudes, government ideology, and political institutions, it is likely that at least some states will confront growing economic problems. Using a variety of unique data and evidence, the authors demonstrate that the public is cognizant of rising inequality and that this growing awareness is associated with more egalitarian political and policy changes, including greater government liberalism, higher minimum wages, and more progressive tax systems. In contrast to the prevailing pessimism regarding income inequality, the authors argue that if history is a guide, these incipient state actions to reduce inequality are likely to spread to other states and even the federal government in the coming decades.

The authors conclude the book by recapping their arguments and empirical results, and discussing the possibilities for the “new economic populism” to promote egalitarian economic outcomes in the face of continuing gridlock and the dominance of Washington, DC’s policymaking institutions by business and the wealthy, and a conservative Republican Party. Many states are actually addressing inequality now, and these policies are working. Admittedly, many states also continue to embrace the policies that have contributed to growing inequality, such as tax cuts for the wealthy or attempting to weaken labor unions. But as the public grows more concerned about inequality, the authors argue, policies that help to address these income disparities will become more popular, and policies that exacerbate inequality will become less so. Over time, if history is a guide, more egalitarian policies will spread across the states, and ultimately to the federal government.

This article provides an overview of the public attitudes and state policies toward Syrian refugees in Turkey between 2011 and 2020. Turkey’s policies toward refugees and the Syrian conflict have gradually changed over the course of the last nine years (2011–2020). Turkey’s legal approach to Syrian refugees has transformed from nonrecognition to recognition and from recognition to integration. Likewise, its military strategy has grown from one of limited engagement into one of active engagement in the face of ISIS attacks and YPG’s consolidation of power in northern Syria. Contrary to the generous policies adopted toward Syrian refugees during the early years of the Syrian civil war, a nativist turn and the weaponization of refugees against the European Union came to characterize the country’s approach in recent years as the country became more involved militarily in the Syrian conflict.

This paper is part of the third and final study conducted on the state of internal audit in the public sector of Malaysia. The first study was concerned with the internal audit operations in the state and local governments found in  Peninsular Malaysia (Azham et al 2007a), while the second study was concerned with internal audit in the nation’s federal government ministries, departments and agencies (Azham et al 2007b). This third study covers 47 organizations at the federal government level, comprising 27 statutory bodies and 20 government-linked companies. From the face-to-face interviews conducted with internal auditors over the three year period 2005 to 2007, several notable audit features emerged as common to all 47 organizations. Some are depressing, while a few others are encouraging. All in all, however, the internal audit function in a majority of the organizations still leaves much to be desired. Also, it is notable that these findings are very much like those of the previous two internal audit studies (Azham et al 2007a; 2007b), and to make sense of the dismal state of the internal audit function in the public organizations, there is perhaps a need to look at the bigger context within which the internal audit function is found.

Throughout this nation's relatively brief history, a tradition of pluralistic funding of the arts has evolved. The partners in this pluralistic system are individuals, the federal government, state, county and local governments, foundations, businesses, and corporations. With all of these partners participating, the system prevents an unhealthy dependence on any one source and keeps any one source from dominating. An increasing number of Americans view the arts in a positive manner. Nationwide studies and the 1980 census indicate that more Americans are participating, actively and passively, in the arts than ever before in the nation's history. However, the typical American does not seem to understand the pluralistic funding process, especially the role government should play in the funding partnership. The public needs to understand the benefits of government funding of the arts for our society. The funds that taxpayers invest in the arts provide essential tools for economic development and social stability. Public funds spent on the arts multiply in the economy at large, attract tourists, and generate the need for related goods and services. Thus the public needs to be educated to comprehend that government participation is a vital ingredient in our American system of pluralistic support for our cultural endeavors.

Using different cross-country data sets and simple econometric techniques we study public attitudes towards the police. More positive attitudes are more likely to emerge in the countries that have better functioning democratic institutions, less prone to corruption but enjoy more transparent and accountable police activity. This has a stronger impact on the public opinion (trust and attitudes) than objective crime rates or density of policemen. Citizens tend to trust more in those (policemen) with whom they share common values and can have some control over. The latter is a function of democracy. In authoritarian countries — “police states” — this tendency may not work directly. When we move from semi-authoritarian countries to openly authoritarian ones the trust in the police measured by surveys can also rise. As a result, the trust appears to be U-shaped along the quality of government axis. This phenomenon can be explained with two simple facts. First, publicly spread information concerning police activity in authoritarian countries is strongly controlled; second, the police itself is better controlled by authoritarian regimes which are afraid of dangerous (for them) erosion of this institution.

The problematic aspects related to the implementation of energy saving policy in the budget sphere are examined in the article. The factors hindering the mass and effective implementation of energysaving measures are highlighted in the article. Among these factors, there is the technical complexity of energysaving projects, the presence of innovative and investment risks, problems with the financial provision of costs in the face of increasing debt burden in most public budgets. The article concludes that in these circumstances only the energy service contract is a tool that allows implementing energy­saving measures without the first participation of budgetary funds in financing and allows transferring the risks of making technically inefficient decisions directly to the investor. In the article, the authors substantiate the importance of the institutional development of energy services directly in the public sector and analyze the measures of the comprehensive plan to improve the energy efficiency of the economy of the Russian Federation aimed at expanding the scope of energy service contracts in the public sector.

Discussion of sectarianism often focuses on evidence purporting to show discriminatory behaviour directed at Catholics or Protestants in Scotland. But attitudes also matter – in sustaining (or preventing) such discriminatory behaviours, and in understanding the nature of the ‘problem of sectarianism’ from the perspective of the Scottish public. This paper uses data from the Scottish Social Attitudes survey 2014. The survey fills a gap in the evidence base by providing robust evidence on what the public actually thinks about sectarianism in modern Scotland. It assesses public beliefs about the extent and nature of sectarianism and its perceived causes. Tensions in public opinion and differences in the attitudes of different sections of Scottish society are explored.

El artículo analiza la diplomacia pública del gobierno de Lázaro Cárdenas centrándose en su opción por publicitar la pobreza nacional en el extranjero, especialmente en Estados Unidos. Se plantea que se trató de una estrategia inédita, que accedió a poner en riesgo el “prestigio nacional” con el fin de justificar ante la opinión pública estadounidense la necesidad de implementar las reformas contenidas en el Plan Sexenal. Aprovechando la inusual empatía hacia los pobres en tiempos del New Deal, se construyó una imagen específica de pobreza que fuera higiénica y redimible. Ésta, sin embargo, no generó consenso entre los mexicanos. This article analyzes the public diplomacy of the government of Lázaro Cárdenas, focusing on the administration’s decision to publicize the nation’s poverty internationally, especially in the United States. This study suggests that this was an unprecedented strategy, putting “national prestige” at risk in order to explain the importance of implementing the reforms contained in the Six Year Plan, in the face of public opinion in the United States. Taking advantage of the increased empathy felt towards the poor during the New Deal, a specific image of hygienic and redeemable poverty was constructed. However, this strategy did not generate agreement among Mexicans.

This book thoroughly reassesses an important but neglected form of government in ancient Greece, the “rule of the few.” The book challenges scholarly orthodoxy by showing that oligarchy was not the default mode of politics from time immemorial, but instead emerged alongside, and in reaction to, democracy. It establishes how oligarchies maintained power in the face of potential citizen resistance. It argues that oligarchs designed distinctive political institutions—such as intra-oligarchic power sharing, targeted repression, and rewards for informants—to prevent collective action among the majority population while sustaining cooperation within their own ranks. To clarify the workings of oligarchic institutions, the book draws on recent social science research on authoritarianism. Like modern authoritarian regimes, ancient Greek oligarchies had to balance coercion with co-optation in order to keep their subjects disorganized and powerless. The book investigates topics such as control of public space, the manipulation of information, and the establishment of patron–client relations, frequently citing parallels with contemporary nondemocratic regimes. It also traces changes over time in antiquity, revealing the processes through which oligarchy lost the ideological battle with democracy for legitimacy. This book represents a major new development in the study of ancient politics. It fills a longstanding gap in our knowledge of nondemocratic government while greatly improving our understanding of forms of power that continue to affect us today.

The face to face interactions of reference librarians and reference assistants are studied from a theoretical practice perspective. Rather than reinforcing professional boundaries, the results of this analysis support reference practice in public libraries as a highly relational activity where reference “expertise” retains a significant subjectivist, relational dimension.Les interventions en personne des bibliothèques de référence et des adjoints à la référence sont étudiées du point de vue de la pratique théorique. Plutôt que de renforcer les frontières interprofessionnelles, les résultats de cette analyse appuient l'idée que les pratiques de référence en milieu public sont des activités hautement relationnelles où l'expertise de la référence conserve une dimension subjectiviste et relationnelle.
